Largest no.of students to appear in HSSLC exam 2013

Imphal, February 21 2013[Hueiyen News Service / NNN]: In Manipur, a total of 26,682 candidates will appear in the ensuing Higher Secondary School Leaving Certificate exam 2013, the largest number of students in five years.

Preparation for the HSSLC exam 2013 to be conducted by Council of Higher Secondary Education, Manipur (COHSEM) has been completed, Sagolsem Kiran Singh, Controller of Examinations of the council, told Newmai News Network on Thursday.

For the exam, which is to commence on February 28, as much as 29,593 students had registered and 2,911 of them was rejected by the council following which 26, 682 have been announced eligible to appear it, he said.

In Arts stream, 6, 899 will give the exam, 648 in Commerce and 19,135 in Science, he informed.

This year, 7, 200 more students have been increased, compared to previous year's 19, 482, he added.

He also said the increase in the number of candidates for the HSSLC exam 2013 is mainly due to the decline in the number of migrating students to other states and also a decrease in seeking admission in CBSE schools in the state.

There will be 29 council centres for the scheduled HSSLC exam which will conclude on March 25, while that of private centres is 32.Official information regarding the exam has been given to the concerned police stations and flying squad teams have also been set up so as to enable smooth conduct of the exam, Kiran said.

However, hectic preparation for the upcoming High School Leaving Certificate (HSLC) exam 2013 scheduled to begin from February 27 is going on and that it would be finished within two-three days, according to a source in Board of Secondary Education Manipur (BOSEM) .

DESAM bars 1924 candidates from 2013 HSLC examination

Imphal, February 21 2013 [The Sangai Express]: Alleging non-compliance to prescribed registration rules, Democratic Students' Alliance of Manipur (DESAM) today declared that 1924 students should not be eligible to appear at the forthcoming matriculation examination.

According to DESAM president Wangmayum Islamuddin, there is clear indication that some officials in the Board of Secondary Education Manipur in connivance with certain individuals/agents tried to forge documents for registering nearly 2000 students to facilitate their appearance in the Board-conducted class X examination scheduled to be held from February 27 .

Explaining on the registration procedure at its Keishampat office today, Islamuddin highlighted that for appearing in the 2012 HSLC examination the eligibility criteria begins with the students' registration to the board from the class VIII level.

contrary to such criteria laid down by the Board, in the previous HSLC examination a total of 7000 students were found to have violated the registration procedure out of which involvement of some Board officials to accommodate about 4382 of the students in the last matriculation examination was detected, claimed the student activist.

Pointing out that these students, from a total of 53 schools, have already been declared as ineligible by student organisations, he further alleged that out of the 4382 de-listed students, 1924 of them were found to be freshly listed among the candidates for the ensuing Board examination.

Cautioning both the Board officials and agents against any further attempt to make these students eligible for the upcoming HSLC examination, Islamuddin also insisted that DESAM would not entertain complaints by the parents/guardians of these students with the assertion that they (parents) have to take the moral responsibility for not following prescribed norms.

ZOMI NAM NI: Zomi Conclave on the “Challenges and Opportunities

INVITATION for Zomi Conclave (Feb 19) and Zomi Nam Ni (Feb 20) Dear Sir/Madam, We are glad to inform you that the Zomi Youth Association (ZYA), Delhi Region is organizing Zomi Conclave on the "Challenges and Opportunities", to be held on the 19 February 2013, from 10:30 am to 4:30 pm, at Committee Room, SSS—I Building, Jawaharlal Nehru University, New Delhi—110067 (copy of program attached). This conclave is organized as a part of the Zomi Nam Ni (Zomi National Day) celebration on the 20th February 2013 in Delhi. The conclave is organized to deliberate upon the unsolved inherent problems facing the Zomi historically as well as politically, even though they have been living in their ancestral homeland even before and after they came into contact with pre-colonial,  colonial, and its legatees —post colonial states. They never had a chance to decide for themselves. Although, the Zomi were variously named Kuki or Chin in different contexts of use, many external observers easily recognized the cultural commonality of the Zomi stock: this is an internal claim consistently made by the people themselves. The name Zomi has been widely regarded by various groups as their [ethno-] national name, as it has a primordial tinge. Imposed names of the colonial era such as Kuki and Chin are regarded by various groups as not coterminous with the entire Zomi, as both of them have parochial connotation—Chin for Burma section and Kuki for India and Bangladesh section—resulting from the direction of their encounter with the British colonizers. As a community the liberal concept of "self-determination" resonates with them ever since the declaration of UN charter, to deal with the colonial legacy that undermines their national survival. For the Zomi, the concept of tribe has been problematic, as it is crisscrossing or overlapping with the traditional group system, which is clan. In other words, tribe, the legal social identity and clan, the traditional identity based on common decent are not coterminous. "Tribe" was a core concept of colonial modernity; it equally served the bureaucratic needs of the post-colonial state to better target its affirmative action. The "colonial tribe" got a new lease of life in the state laws of new nation-states, and it even achieved constitutional sanctity in India as "scheduled tribe." Thus, this legal category served as the main source of identity for indigenous peoples since the 1950s, which unnecessarily segmented the Zomi into various tribes based on dialects. In spite of the names, such as Kuki and Chin, which were imposed upon them externally from various directions—Kuki from India side and Chin from Burma (Myanmar), the Zomi were always clubbed together by colonial ethnographers, administrators, military officers, etc., in their writing as one entity. This realization led British colonizers to organize the Chin-Lushai Conference at Fort William in 1892. This conclave it to reflect as to why the Zomi were always clubbed together, inspite of various names imposed upon them, by various writers? Or, why they regarded themselves as a people? The answer, perhaps, is the same: it is because of the shared cultural, linguistic affinity, etc. If these are which binds them together, then what do the existing various organizations (including the tribe based philanthropic organization) within the Zomi have been propagating? Have their activities contribute for better unity and solidarity among the Zomi? Or, are they serving as a vehicle for the perpetuation of segmentation and division emanated as a result of their confrontation with the British colonizers, which was adopted by the colonial legatees—the post colonial states? This conclave is organized to deliberate upon the various challenges facing the Zomi locally and internationally and identify the opportunities appropriates solutions. REWARDED MANIPURI TERRORIST TURNED CRIMINAL ARRESTED

New Delhi, Feb 14, 2013

After a series of breakthrough apprehension of hard core Manipuri terrorists by the Special Cell of Delhi Police in the previous six months including two cases were live kidnappings were foiled in close association with the Manipur Police in joint operations, a recent input was received from Manipur Police that an accused Mohd. Abbas Khan, s/o Rajaul Haque, r/o Moijing Lingoiching, District Thoubal, Manipur has escaped from judicial custody while lodged in a hospital in Manipur purportedly for seeking treatment. Abbas was a self styled ‘Fighting Commander’ of ‘People’s United Liberation Front’ (PULF; a previously banned terrorist outfit of Manipur). He was also found to be involved in as many as 12 cases of murder, abduction and Unlawful Activities (Prevention) Act of Manipur.  

 

After receipt of this information, the team of Inspector Sanjay Dutt, Inspector Rahul Kumar and Inspector Dharmendar was tasked to locate and apprehend the accused. It was learnt that Mohd. Abbas Khan had earlier also been arrested by the Special Cell vide FIR No. 31/10, dated 15^th June 2010, u/ss. 420/467/468/471/411/34 IPC of PS Special Cell. It was also learnt that he was involved in vehicle theft and of making forged documents for these stolen vehicles at a very large scale in various parts of Delhi. After his arrest in the abovementioned case of the Special Cell, he was taken on remand by Manipur police from where he was remanded in judicial custody in FIR No. 123 (11) 12, u/ss. 379/120-B/482 IPC of PS Lilong and FIR No. 124 (11) 12 u/ss. 120-B/379/420/489 IPC & 25 (1-C) Arms Act of PS Lilong by the Chief Judicial Magistrate Thoubal. On 1^st December 2012, he was hospitalized at JNIMS Hospital from where he managed to escape from judicial custody. A case vide FIR No. 535(12) 2012 u/s 224 IPC was registered at PS Porompat Manipur in this regard.

 

It was also intimated by Manipur Police that this accused is the main accused of case FIR No. 136(12) 2012 LIL PS u/s. 302/34 IPC & 25(1-C) Arms Act and a cash reward of Rs 50,000/- (Fifty Thousand) has been declared for any information which may lead to his arrest.

 

The team of officers worked relentlessly and after sustained efforts including deployment of informers and mounting technical surveillance, credible inputs regarding the presence of this accused in Delhi were received. On 12^th February 2013, acting on the basis of secret information, accused Mohd. Abbas Khan @ Mohd. Fazlur Rehman @ Abbas @ Roshan, s/o Mohd. Rezaul Haque, r/o Maijing Leingoijing, District Thoubal, Manipur was located hiding at J-562, Shakur Pur, Delhi. Immediately, a raiding party was formed which, after a patient watch, located the accused and apprehended him swiftly from the above said premises.

 

During his preliminary interrogation, accused has revealed that he as born in Thoubal Moijing Village, PS & PO Thoubal on 1^st January 1982. He has a brother and four sisters.  He has studied up to X^th class at New Light Public School, Moijing, District Thoubal, Manipur. Thereafter, he went along with his father to Bangalore and took admission in class XI^th (Arts) at Lawire Memorial Junior College, Dorbani Nagar, Bangalore. During his stay in Bangalore, he got associated with Bangalore Manipuri Students’ Union. at that time, his father was an over ground worker of KYKL (a banned terrorist outfit of Manipur) who was killed in an encounter with security forces at Samurao, District Imphal West. After his studies, Abbas came back to Manipur and took admission at Dhanamajari College (DM), Imphal West, but gave up studies midway in the year 2002 due to financial problems. He got married in the year 2002 with one Shamim Bano. To earn his livelihood, Abbas started a cloth business whereby he used to bring clothes from Moreh and supply them further. He continued the cloth business till 2007.

 

In January 2007, one Shera @ Sanayai, r/o Lillong Houreibi Mayai Leikai, PO & PS Thoubal, who is a cousin of Abbas from his maternal side asked him to join the terrorist outfit namely Peoples’ United Liberation Front (PULF). Shera @ Sanayai was then the self styled Deputy Secretary (Finance) of PULF. In his new role, Abbas started collecting extortion money from several people and received a part of the money so collected.

 

In the month of March 2007, PULF got divided into three factions namely the Azad group, MI Khan group and Umar Farooq group. Abbas joined the MI Khan group. In order to dominate and to capture the whole outfit, the self styled commanders of these three outfits decided to eliminate their counterpart rivals. In this campaign, Abbas, along with Shera and one Thoi (since dead in encounter) killed a Pradhan namely Zuma Khan of a rival faction. Thereafter, Abbas along with Shera and Thoi abducted one Daulat who was working for the Azad faction. Daulat was later shot dead at Yumnam Haidrom.

 

In April 2007, Abbas was arrested by 5 Assam Rifle at Jiribam. However, he remained in jail for only 20 days and got bail.

 

In the year 2008, Abbas shifted to Delhi and started sending second hand cloths to Manipur. He lived in rented accommodations in various parts of Delhi i.e. Kotla Mubarakpur, Mahipalpur, Jamia, Ashram, Maharani Bagh etc. In April 2010, he met with one Rezauddin and started dealing in stolen bikes. Abbas also roped in one Guddu, r/o Jamia to steal expensive motor bikes from various parts of Delhi and to deliver the same at New Delhi Railway Station. The subject and Rezauddin used to send the engine and chassis numbers of the stolen bikes to one tout of Transport Authority, Imphal who got prepared forged registration documents of the stolen vehicle and send the same back to them. One receiving the documents, the stolen motor bikes were booked for transportation in the Rajdhani Express train. One Susheel used to take the deliveries at Dimapur Railway Station.

 

On 5^th June 2010, Abbas along with Rezauddin was arrested by the Special Cell/NDR, Delhi. He was arrested in four cases of auto theft at Delhi. Abbas remained in Tihar jail till March 2012. Thereafter, he was produced in the concerned court in Imphal on production warrant. In April 2012 he was shifted to Assam Rifles Camp after his detention under the provisions of National Security Act. While Abbas was in custody, one Hakim, r/o Lillong was pursuing his cases. However the subject developed the impression that Hakim was not pursuing his release and vacation of the NSA invoked against him sincerely and therefore, after managing to escape from judicial custody, Abbas along with one Mohd. Salim and Mohd. Rezauddin killed Hakim and since then, Abbas was hiding in Delhi.

 

The accused has been arrested on 12^th February 2013 u/s. 41.1(a) Cr PC from Shakur Pur, Delhi at 1600 hours. Manipur Police has been informed of his arrest. Further investigation is in progress.
