Security Forces Recover Cache of Arms & Ammunition in Manipur

A joint team of security forces has recovered a significant cache of arms and ammunition from the foothills adjoining Kangpokpi and Bishnupur districts in Manipur.

The recovery was made during a search operation conducted by a team consisting of 33 AR, Bishnupur Police, and Bishnupur Police Commandos in the area between Bungte Chiru, Wainem, and High Canal of Keinou Maning and Ngaikhong Khunou under Bishnupur Police Station.

The search operation, which lasted from 5:30 am to 7:30 am, yielded the following items:

- 1 SMG Carbine with magazine
- 1 9 mm pistol with magazine
- 1 Pompi shell
- 7 ILLU shells
- 1 INSAS magazine with 6 live rounds
- 1 SLR magazine
- 4 Baofeng WT sets with charger
- 9 HE 36 grenades
- 2 grenade safety rings
- 2 smoke bombs
- 1 tear gas grenade
- 2 Anti-riot dual shells
- 3 detonators
- 6 7.62 mm (SLR) ammunitions
- 20 303 ammunitions
- 5 5.56 mm (INSAS) ammunitions
- 6 AK ammunitions
- 5 .38 ammunitions
- 1 tear smoke shell
- 1 rubber bullet

The recovered items have been handed over to Bishnupur Police Station for further action.

This significant recovery is a major blow to militant groups operating in the region and a testament to the efforts of the security forces in maintaining peace and stability in Manipur.

One lady inspires many youths for Civil Services Exam

MISS HATCHINGHOI HAOKIP, RANK 673, IN AICS EXAM, 2020-21 (IFS-2023) IS THE CURRENT TALKING POINT IN EIGAM:

THE CHANDEL DISTRICT CONNECTION: Born in Chandel District, Manipur, the 3rd May, 1993-born daughter of Mr Jamkhomang and Mrs Nemjalhing of Tuibong, CCPur, Manipur, currently has become a household name in the Thadou-Kuki inhabited settlements of her State. Success in Civil Service exam did not come easy to the determined young lady whose father was born and brought up in Chakpi Molbem village of Chandel District. The unfortunate communal clashes of 1993 in Manipur turned out to be 'fortunate' for the under-privileged Haokip family.

FLASHES OF BRILLIANCE IN CHINGHOI: Chinghoi, as she is endearingly called, and her siblings were shifted to CCPur by circumstances. Her dad, Bro Jamkhomang, had an unflinching passion to educate his children. Extra brilliance in young Chinghoi was noticed early by her dad. So, her parents left no stone unturned to provide the best education they could possibly afford to their second daughter. But fate left no turn of Chinghoi 'unstoned' before she could get her academic acts together. It was only in AICS exam, 2020 when the diehard aspirant's aim got fructified.

CHINGHOI'S SCHOOL GROUNDING: Being close to her home, Chinghoi was conveniently schooled in St. Mary's Higher Sec School, Tuibong from Nursery to Class V. Then, she was shifted to JNV, Tuinom where she excelled in studying Class VI to Cl. X. When Chinghoi mildly rebelled in ventilating her wish to study in an outside State, her supportive dad took her to meet Bro Jamkholun of M Songgel who had just cleared IIT entrance exam.

LEARNING UNDER DAKSHANA SCHO: That's when Chinghoi got inspired to put her lot on getting into a Tech institute. Her academic pursuit took a U-turn when she qualified to get Dakshana Scho. The Dakshana Foundation, run by an NRI in Bangalore, groomed Chinghoi to get through the entrance exam of IIT Madras from where she got a B.Tech degree in Chemical Engineering. In the final year of her B.Tech course, the Tech student developed an ambition to get into IAS. That's how the girl from CCPur landed up in ALS - Alternative Learning System - IAS Coaching Centre, Delhi.

THE WANNABE CIVIL SERVANT: Chinghoi sat for C.S Prelims exam in 2015 and 2016 but success didn't come her way. It was in her third attempt in 2017 that she could crack the imposing hurdle of Prelims. The Prelims exam, today, has G.S pap and another Qualifying pap that tests a candidate's knowledge of Maths, Reasoning and English. However, Chinghoi studied the subject of Geography afresh for the Mains Optional. After meeting failure in the Mains in 2018, and in Viva Voce in 2019, success smiled on Jamkhomang's daughter in her 2020-21 C.S attempt.

GRILLED BY UPSC INTERVIEW BOARD: Chinghoi told me in a mobile phone talk we had on 25 Sept, 2021 that in her CS interview, she answered difficult questions on Vaccine hesitancy and insurgency in Manipur with confident panache. The brilliant lady candidate was also grilled by the UPSC Board members as to how she would tackle District Administration if selected for IAS. Chinghoi came out unscathed with flying colours. Now she is waiting for allotment into either IRS or IAAS (Indian Audit & Accounts Service) with her fingers crossed.

THE TURNING POINTS: When I asked her about the crucial turning points and inspirations in her academic life, the celebrity achiever said, "My mom had always been a pillar of moral support. And my dad's trust in me galvanised me to put in hard labour in studies in order not to disappoint his high hopes in me." That's where she became a model daughter all dads crave to own. She also added that getting Dakshana scholarship was a milestone in her academic pursuit. The Bang-based Foundation groomed her to cultivate a Tech bent of mind.

WANTED TO BALANCE WORK AND LIFE: When asked as to how her B.Tech background would help in her future job as a civil servant, pat came a reply from Chinghoi, "My B.Tech degree will empower me to strike a balance between work and life, manage diverse situations and tackle pressure."

IIT MADRAS - HER ALMA MATER: And on her putting IAAS as an option, she said that, given a chance, the Audit and Accounts Service would be her preference because it gives more opportunities to interact and deal with different departments. She also candidly said in light humour that one day, she would be happy to audit the affairs of her Alma Mater, that is IIT, Madras itself.

STRENGTHENED BY THE WORD OF GOD: Bro Jamkhomang is a super successful father today, at his own level. His eldest son, Thangminlun is an S.I in Manipur Police. The second son Thanggoulen works as an NPTC Engineer. And the elder sister of Chinghoi, Tingneo is a Specialist in Medicine in JNIMS. What a drastic change of fortune for a man who fled Chandel DHQ in 1993?

A MEMBER OF KWS CHENNAI: On her Christian beliefs, Chinghoi said that she never missed the Saturday worship services in IIT Madras and the Sunday Services in KWS, Chennai. It was Jeremiah 29:11 that she took it for herself as a promise from God, "For I know the thoughts that I think toward you, saith the LORD, thoughts of peace, and not of evil, to give you an expected end."

  A LOCAL GIRL WITH A GLOBAL MINDSET: The above verse had given her the courage "to launch out in the deep." And the Almighty blessed her faith. Chinghoi is also grateful to her parents and all the spiritual leaders who ceaselessly prayed for her whenever she was to face exam or interview.

THE BIBLE GAVE HER HOPE: The All India Civil-Servant-in-waiting also disclosed as to how the Word of God shaped her mental make-up, "The Bible gives me hope, and mental peace. It gives me an amazing high when God answers my prayer." Here we have a local daughter who has a global way of thinking. I have a belief that Chinghoi will go places in her career. May God bless her desire to give another try at C.S exam.

 Peaceful Mass Rally to Expedite Kuki-Zo Political Solution

Thousands of protesters from the Kuki-Zo tribal community marched through the streets in Lamka (Churachandpur), Manipur on 24 June 2024 demanding a political solution to end the year- long ethnic violence in Manipur.

The rally, organized by the Indigenous Tribal Leaders’ Forum (ITLF), started at Lamka Public Ground in the center of town at 11 am and ended at the Wall of Remembrance, a memorial for almost 200 tribals killed during the violence.

Protesters held placards like “No Political Solution, No Peace”, “Union Territory for the Kuki-Zo People Right Now!”, “Forced Union With Meiteis Will Not Last” and “We Want UT Under Article 239A”.

- Stage -1: 1947 to 1987: Our Legitimate Constitutional demand for Kukiland State  under Article 3 of the Indian Constitution began from 1946-47 by the Kuki National Assembly (KNA) founded on 26 October 1946, based on Kuki Hills (1852- 1949) by S.M Javum, President KNA and team to PM Pandit Jawarlal Nehru in 1947. Subsequently, by P.C Misao (1951-56), S.L Lunneh (1956-61), Paokhokam Kipgen (1961-64), and Thangkhopao Singsit (1964-67) submitted various Memoranda to succeeding Prime Ministers of Govt. of India such as PM Lal Bahadur Sastri, PM Indira Gandhi, Charan Singh, PM Rajiv Gandhi, and PM Chandra Sekhar (1990-91) to PM Manmohan Singh (2004-2014) by Kuki Inpi Manipur (KIM) and Kuki State Demand Committee (KSDC) for granting Kukiland state under Article 3 of the Indian Constitution.

- Stage-2: Kuki-Mizo State @ MNF Mizoram Movement-1960s: On the 15-18 January, 1965, at Kawnpui, Songpi-Lamka, all together 13 Kuki-Zo Oranisations signed an Agreement to fight for Mizoram State comprising of Lushai Hills Union Territory (UT) and all Kuki areas of outer Manipur Kuki Hills. After strenuous struggle for consecutive 22 years, Lushai Hills UT was granted MIZORAM Statehood on the 20 February 1987, leaving behind all Kuki areas of outer Manipur.

- Stage- 3: 1988- 2008: Kukiland State demand  under Article 3 of the Indian Constitution pioneered by Kuki National Assembly (KNA) based on Kuki Hills (1852-1949) from 1946-47 was resurgent by Kuki National Front (KNF) and Kuki National Army (KNA) in 1987 and various Kuki-Zo militlant groups under the Umbrella of Kuki National Organisation (KNO) and United People's Front (UPF). KNO-UPF signed a 'Suspension of Operation' (SoO) with the Indian Army in 2005, and then with Govt.of India (GoI) in 2008. 

-  Stage-4: 2010- 2024: Kuki State Demand Committee (KSDC) & National Federation of New States (NFNS): The Kuki State Demand Committee (KSDC) was formed on the 2nd November 2010 with Shri. Lalthalien Hmar as the founding Chairman of KSDC to articulate and champion the will of the Kuki people for a separate Kukiland State within the constitution of India under Article 3. Lalthalien Hmar was succeeded by Shri. Hejang Haokip and Shri. Khaikhohauh Gangte as the Chairman and Secretary of KSDC for consecutive two terms till date. KSDC is one of the 8th constituent members of National Federation of New States (NFNS) formed on the 15th September 2015 under the initiation of: 1). Shri. P.A Sangma MP, 2). Prof. M. Kodondaram, Chairman, Telengana Joint Action Committee (TJAC), 3). Smt. Maitreyi Pushpa, Eminent Hindi Writer, Bundelkhand,  with Shri. Raja Bundela as the President of NFNS for the creation of :  1). Kukiland, 2). Vidarbha, 3). Gorkhaland, 4). Bundelkhand, 5). Bodoland, 6). Dimaragi, 7). Karbi State, 8). Twipraland respectively.

- Stage-5: 2008- 2023: Kuki militant SoO groups and GoI Continue Talks for consecutive 15 years since 2008. Finally on 31 August - 2 September 2023, an Union Territory (UT) with Legislature on Puducherry Pattern was agreed by both parties, stated reliable source.

- Stage-6: 2023 - 2024: Kuki-Meite Conflict: When an ethnic cleansing Genocide was suddenly launched by Manipur State sponsored radical ARAMBAI TENGOL and MEITEI LEEPUN on the 3rd May 2023. Public Rally and Sit-in-Protest began to take roots and various Kuki-Zo CSOs, Philanthropic Orgns, NGOs, Village Volunteers, Kuki Inpi, Zomi Council, Hmar Inpui, ITLF, WKZIC, COTU, ITAC, ZU etc etc took strenuous efforts for the realisation of Separate Administration (SA) in the form of UT under Article 394A of the Indian constitution.

- Stage-7: 2024- Mass Movement: Public Mass Movement Rally held on the 24th June 2024 in all Kuki-Zo districts of Songpi-Lamka (Ccpur), Kanggui (Kangpokpi), Pherzawl, Chandel and Tengnoupal under the joint initiation of ITLF, COTU, ITAC and Kuki Inpi respectively. Continuous Mass Rally and Public  Movement to continue for State or UT with Legislature under Article 3 or 295A of the Indian Constitution.

Indigenous Tribes Advocacy Committee presents Memo to Union Home Minister (video)

New Delhi, June 24: A delegation of the Indigenous Tribes Advocacy Committee (ITAC), headed by its spokesperson en route to present a memorandum to the Honorable Home Minister, Shri Amit Shah. The memorandum seeks the establishment of a Union Territory with Legislature under Article 239A for the regions inhabited by the Hmar-Kuki-Zomi communities in Manipur.

Security operation continues in Manipur

June 25, 2024: Security forces conducted extensive operations in Manipur's hill and valley districts, resulting in significant recoveries of arms and ammunition. In Kadangband, Imphal West District, they recovered:

- 1 Heckler & Koch Assault Rifle
- 1 Self-Loading Rifle (SLR)
- 1 Carbine
- 3 .32 Pistols
- 1 9mm Pistol
- 3 12-inch Single Barrel Guns

They also dismantled an illegal bunker in the area. In Tera Karong Village, Imphal East District, they seized:

- 2 country-made Rifles
- 5 HE-36 Hand Grenades
- 4 Detonators
- 1 Stun Grenade
- 2 Tear Gas Shells

Security forces established 123 checkpoints across the state, detaining 95 individuals for various violations. They also ensured the safe movement of 64 vehicles along NH-37 and 225 vehicles along NH-2, carrying essential items. The operations demonstrate the comprehensive approach to restoring peace and security in Manipur, highlighting the relentless efforts of security forces in countering illegal activities.

Peaceful Mass Rally to Expedite Kuki-Zo Political Solution

June 24, 2024: Thousands of protesters from the Kuki-Zo tribal community marched through the streets in Lamka (Churachandpur) on Monday demanding a political solution to end the year- long ethnic violence in Manipur. 

The rally, organized by the Indigenous Tribal Leaders’ Forum (ITLF), started at Lamka Public Ground in the center of town at 11 am and ended at the Wall of Remembrance, a memorial for almost 200 tribals killed during the violence. 

Protesters held placards like “No Political Solution, No Peace”, “Union Territory for the Kuki-Zo People Right Now!”, “Forced Union With Meiteis Will Not Last” and “We Want UT Under Article 239A”.

 

ITLF Chairman Pagin Haokip delivered the keynote address at the rally. Other speakers include MLA Paolienlal Haokip, Zo United Secretary Rev. VL Ngakthang, Zomi Council General Secretary Pauneihlal and Kuki Inpi Manipur Vice President Jangmang Haokip . ITLF General Secretary Muan Tombing read out the content of the memorandum to be submitted to the Union Home Minister Amit Shah.

 

The peaceful rally was organized to demand that the central government expedite the process of finding a political solution to the violence in Manipur. Tribals want the creation of a Union Territory with legislature under article 239A of the constitution. Similar rallies were also held in Kangpokpi, Tengnoupal and Pherzawl districts on the same day. 

ITLF, an umbrella group for tribal bodies, says the government should accelerate the process of finding a political solution because:

 

1.                After more than a year of killings and displacements, there is no improvement in the security situation, with citizens at risk of being killed every day. In the past few weeks, two tribals were killed by Meitei miscreants in Jiribam district. Another was abducted, and his whereabouts are still unknown.

 

2.                Homes and properties of tribals are still being burned and destroyed, one year after the start of the conflict. To date, almost 200 tribals have been killed and more than 7,000 homes destroyed. In the recent flareup of violence in Jiribam, around 50 homes and shops belonging to tribals were burned down.


3.                For more than a year, supplies of all goods, including essential items, have been blocked from entering tribal areas. Even basic hospital items like cotton swabs often run out. This has severely affected the quality of life for tribals.

 

4.                All development activities, including maintenance and repair of public infrastructure, have grinded to a halt for the past year in tribal areas, while all Meitei-controlled valley areas enjoy state patronage.

 

5.                The valley-based population even resorts to destroying public utilities like electricity, denying us our basic rights.

 

6.                With tribals unable to travel to the state capital, the Meitei-controlled state government is using the opportunity to conduct mass job recruitment, knowing fully well that tribals will not be able to avail themselves of the opportunity. Many job opportunities have already been lost for tribal youths, showing that the state government is openly partisan.

 

7.                Tribal students have also been adversely affected, especially those in technical lines, as all major centers of learning and all head offices are located in the capital.

 

8.                As a minority community with fewer numbers and even fewer resources to protect ourselves, we are under constant threat of being attacked by militant groups like Arambai Tenggol and the proscribed UNLF, who have access to a large arsenal of weapons bought from across the border or looted from state armories. They have openly stated that their aim is to either kill all of us or drive us out of our lands.

 

The rally was concluded with the submission of a memorandum to the Union Home Minister through the Deputy Commissioner of Churachandpur, Manipur by ITLF leaders led by the Chairman and General Secretary.
