SAHILCA would like to state it clear that K. Songlung village under K. Geljang sub-division, PS New Keithelmanbi, of Kangpokpi district is a recognized Kuki village under the Chieftainship of Semlal Haokip and that the village had never cultivated Poppy.
It is unfortunate that ZUF had pretentiously claimed legitimacy to their terrorist acts of blindfolding village elders and burning down their village in the guise of acting against Poppy cultivation.
SAHILCA being the custodians of Kuki tradition and custom hereby announces a 24 hour window for ZUF to surrender their mistake in the court of SAHILCA and compensate for the loss of property and psychological damages caused to the villagers of K. Songlung (II). In case they fail to do so within the stipulated time, the CSOs of Kangpokpi district will undertake all steps necessary to ensure that Justice is served.

ITLF CONDEMNATION: GALLANTRY MEDAL
The Indigenous Tribal Leaders' Forum (ITLF) is appalled by the Indian government's decision to award a gallantry medal to an Assistant Commandant of the CRPF for the killing of 10 Kuki-Zo tribal men in Manipur in 2024.
It may be recalled that 10 tribal village volunteers were mercilessly gunned down on Nov 11, 2024, by CRPF personnel when they had gone to Jiribam district of Manipur to protect their community after Meitei militants burned a village and killedawoman the previous week. The woman, from the Hmar tribe, was a school teacher and mother of three young
children. She was shot in the leg, killed, and set on fire in Jiribam's Zairawn village. Theautopsy report noted horrific injuries on the victim's body, including broken bones and a separated skull.

ITLF condemns in the strongest terms the awarding of the Shaurya Chakra to AC Vipin Wilson, who made the decision to fire on men who were only trying to protect their community in the midst of the ethnic conflict in Manipur. This award is a continuation of the discrimination and injustice meted out to Kuki-Zo tribals in Manipur, who have borne the brunt of the suffering in the nearly three-year-long ethnic conflict.

CONDEMNATION OF ARMED VIOLENCE, INTIMIDATION, AND ILLEGAL ENFORCEMENT BY THE SELF-STYLED ZELIANGRONG UNITED FRONT (ZUF/NSCN-IM) - S. KAMSON FACTION

The undersigned unequivocally condemns the recent acts of armed violence, destruction of civilian property, and coercive threats carried out by the self-styled Zeliangrong United Front (ZUF/NSCN-IM) - S. Kamson faction, and its armed wing, the Zeliangrong Tiger Force (ZTF), within the Hill Areas of Manipur.
The press communiqué dated 26th January 2026 openly admits to the burning of houses, vehicles, farmhouses, destruction of agricultural lands, and dismantling of civilian structures in the Kangchup Geljang Sub-Division of Sadar Hills, Kangpokpi District, under the pretext of enforcing an anti-poppy campaign.
Such actions constitute collective punishment, forced eviction, and grave violations of indigenous land rights, humanitarian norms, and constitutional protections.
Further, the communiqué issued by the ZUF/NSCN-IM (S. Kamson faction) dated 8th January 2026 acknowledges armed action against Kuki civilians at Kharam Vaiphei village under the false pretext of engaging armed cadres, resulting in gross human rights violations, criminal intimidation, and acts provoking and promoting enmity between communities, while simultaneously asserting a blanket denial of Kuki land rights within purported Zeliangrong ancestral territories and issuing threats of forced desertion against inhabitants of contested areas.
These declarations reflect an alarming attempt to justify armed aggression, territorial absolutism, and ethnic intimidation.
Additionally, the earlier press statement dated 18th December 2025 reveals a continuing pattern of militarised rhetoric, threats of reciprocal retaliation, and efforts to legitimise violence under political and nationalist narratives.
Collectively, these documents demonstrate:
1. Open endorsement of arson and destruction of civilian livelihoods;
2. Armed enforcement of territorial claims outside any constitutional or legal framework;
3. Threats of forced displacement of indigenous communities;
4. Escalation of ethnic hostility under the guise of anti-narcotics enforcement and political protection.
Such actions are illegal, unconstitutional, and in direct violation of:
1. Article 21 - Right to Life and Livelihood;
2. Article 300A - Right to Property;
3. Constitutional safeguards for Scheduled Tribes in the Hill Areas;
4. Principles of customary land ownership and indigenous self-governance;
5. Fundamental humanitarian norms prohibiting collective punishment and targeting of civilians.
The use of violence to impose unilateral territorial assertions not only undermines peace and the rule of law but constitutes ethnic persecution and land aggression against the Kuki tribal communities, who possess historical, customary, and legal rights over their ancestral territories.
We therefore:
1. Strongly condemn the self-styled ZUF/NSCN-IM (S. Kamson faction)'s armed operations, destruction of civilian property, and threats of displacement;
2. Reject any narrative that seeks to erase Kuki ancestral land rights through force or intimidation;
3. Call upon the Government of India and the State authorities to take immediate and effective action to prevent further violence, protect civilian populations, and uphold constitutional order in the Hill Areas;
4. Demand impartial and transparent investigation into the incidents of arson, armed attacks, and coercive evictions admitted in the ZUF/NSCN-IM (S. Kamson faction) communiqués.
Peace, land rights, and coexistence cannot be achieved through the barrel of a gun nor through the collective punishment of indigenous communities.

"Nobody Could Give Her Justice': Sister Speaks Out After Kuki Woman's Death
Shila Hoakip's voice echoed in the hall of the Constitution Club of India in Delhi, "Nobody could give her justice." Hoakip is the sister of a 20-year-old Kuki woman who was gang-raped in Manipur during the violence that started in May 2023.
On January 10, the young woman died due to a prolonged illness linked to her injuries. On Thursday, standing in front of the media and civil society members, Hoakip broke down and questioned why her sister suffered and kept fighting for justice that was never delivered.
The 20-year-old passed away in Singhat, Manipur, after fighting for more than two years to get justice. Her family said she never fully recovered from the trauma inflicted during her abduction and sexual assault nearly three years ago.
One of the most brutal cases, it was first highlighted in a complaint to the National Commission for Women (NCW) by two women and a US-based association representing the hill tribes of Manipur — the North American Manipur Tribal Association.
"She was just 18 when her future was stolen from her," Hoakip said, as the victim's brother stood beside her silently. "We are so proud of her. The whole family is so proud of her," Hoakip added, her voice quivering.
According to the victim's FIR accessed by Maktoob, the 18-year-old was abducted on May 15, 2023, in Imphal while trying to withdraw money from an ATM. In her statement, she said that over the course of several hours, she was assaulted at multiple locations in the city and forced into vehicles by groups of men, some allegedly affiliated with the radical Meitei outfit Arambai Tenggol.
She later escaped with the help of an auto-rickshaw driver. Her statement detailed the horrific assault she suffered at the hands of the perpetrators.
For more than two years, the girl was left traumatised, with Hoakip saying that she had nightmares at night, during which she would wake up shouting in the middle of the night asking for help.
"Her dreams and future were brutally extinguished on May 15, 2023. Even though she somehow survived, her reason for surviving, her life, her goals — everything was murdered," her sister said before breaking into tears.
Hoakip questioned how the government's "beti bachao, beti padhao" slogan was so prominent but did not apply to the Kuki communities. "The memories of the assault haunted her. She saw their faces. She would remember the colour of the clothes they were wearing that day and could not stop crying," she added.
According to reports, charges against the victim's perpetrators are yet to be framed, and both are currently out on bail. "Until the very end, she was crying for justice. But nobody could give her justice till today. The state and the Indian government have failed us completely," she added.
The press conference held in Delhi was initiated by the Kuki Students' Organisation (KSO) on the issue of sexual violence against Kuki women in Manipur. Speaking about the broader issue, social activist Glady Vaiephei Hunjan said rape was used against the community.
Dr. Nemthianngai Guite, a professor at Jawaharlal Nehru University (JNU), said, "This violence exposed the structural violence which has been happening against minorities and tribal communities since the time of independence."
Gracy Kipgen, a social activist, said that conditions in relief camps are still horrible and people are living with it. The Indian government's silence has only pushed victims to demand a separate administration.
The victim's family was displaced from Imphal, where they had lived for nearly three decades, due to the violence. At least 260 persons have been killed and more than 59,000 displaced since ethnic clashes broke out between the Meitei and Kuki communities in May 2023.

She later escaped with the help of an auto-rickshaw driver. Her statement detailed the horrific assault she suffered at the hands of the perpetrators.
For more than two years, the girl was left traumatised, with Hoakip saying that she had nightmares at night, during which she would wake up shouting in the middle of the night asking for help.
"Her dreams and future were brutally extinguished on May 15, 2023. Even though she somehow survived, her reason for surviving, her life, her goals — everything was murdered," her sister said before breaking into tears.
Hoakip questioned how the government's "beti bachao, beti padhao" slogan was so prominent but did not apply to the Kuki communities. "The memories of the assault haunted her. She saw their faces. She would remember the colour of the clothes they were wearing that day and could not stop crying," she added.
According to reports, charges against the victim's perpetrators are yet to be framed, and both are currently out on bail. "Until the very end, she was crying for justice. But nobody could give her justice till today. The state and the Indian government have failed us completely," she added.
The press conference held in Delhi was initiated by the Kuki Students' Organisation (KSO) on the issue of sexual violence against Kuki women in Manipur. Speaking about the broader issue, social activist Glady Vaiephei Hunjan said rape was used against the community.
Dr. Nemthianngai Guite, a professor at Jawaharlal Nehru University (JNU), said, "This violence exposed the structural violence which has been happening against minorities and tribal communities since the time of independence."
Gracy Kipgen, a social activist, said that conditions in relief camps are still horrible and people are living with it. The Indian government's silence has only pushed victims to demand a separate administration.
The victim's family was displaced from Imphal, where they had lived for nearly three decades, due to the violence. At least 260 persons have been killed and more than 59,000 displaced since ethnic clashes broke out between the Meitei and Kuki communities in May 2023.

NSCN-K TAKES FULL RESPONSIBILITY
PRESS STATEMENT
The Naga Army (NSCN-K led by Ang Mai) takes full responsibility for the killing of Maj.Manwang Leipha of the Yung Aung (YA) group, which occurred on 23 January at approximately 7:30 p.m. (Indian Standard Time) in Longphaoh Village, Tizit Area, Mon District, Nagaland State.
Despite repeated initiatives by the NSCN-K to promote peace and unity, including the unconditional release of several YA group cadres along with their seized weapons, inspite of that the YA group responded with hostility. A direct attack was carried out by the YA group against the Naga Army at Khammataing Village, resulting in the loss of two of our cadres, Lieut. Avi of the Pochury Region and Sgt.Peyao Konyak of the Konyak Region.
Maj.Manwang Leipha was an active cadre of the YA group and had been continuously involved in hostile activities in the area. He was warned on multiple occasions by the Naga Army to cease his anti–NSCN-K activities. His village authorities were also informed and urged to restrain his actions; however, they failed to take responsibility on his behalf,reasons best known to them.
In view of his continued anti–NSCN-K activities and in retaliation for the killing of our cadres at Khammataing Village, the Naga Army's special unit carried out capital punishment against Maj. Manwan Leipha.

NRFM Cadre Arrested, Large Cache of Arms Recovered in Manipur Operations
According to Manipur Police, a cadre of the NRFM, identified as Waikhom Athoi alias Sidaba (28), a resident of Khabam Lamkhai under Heingang Police Station in Imphal East district, was arrested from Pangal Basti, Moreh near Border Pillar 79 under Moreh Police Station in Tengnoupal district. From his possession, security personnel recovered one 9 mm pistol along with two magazines, 30 rounds of 9 mm live ammunition with one ammunition pouch, one mobile phone with SIM card, one wrist watch, and one torch light.
In another operation on January 23, 2026, security forces recovered a cache of arms and equipment from the adjoining areas of Ngairangbam and Khongakhul villages under Patsoi Police Station in Imphal West district. The recovered items included one modified .303 rifle with magazine, one locally made SBBL, five pistols with five magazines, one air pistol, one No.36 HE grenade, 20 rounds of .303 rifle ammunition, one Baofeng hand-held wireless set with charger, and one bulletproof jacket cover.
Earlier, on January 22, 2026, security forces carried out a recovery operation in the foothills of the Chanung Hill Range under Sagolmang Police Station in Imphal East district. During the operation, one .303 rifle with magazine, one SLR without magazine, eight SBBLs, one revolver pistol, one .22 pistol with magazine, 24 rounds of live ammunition of different calibers, one MK-13T cartridge, five tube launching devices, six Lathode shells, five Baofeng walkie-talkie sets with batteries and three chargers, four camouflage helmets, nine pairs of camouflage pants, five camouflage shirts, three camouflage sweatshirts, one green belt, and four camouflage hats were recovered.
Manipur Police stated that these operations are part of ongoing efforts by security forces to curb illegal activities and recover arms and ammunition in the state to maintain law and order.

I, Smt Lhingnei Haokip, mother of (L) Nengtinlhing Haokip, who passed away on the 11th of January 2026 after prolonged post traumatic treatment at Apollo Hospital in Guwahati would like to pray and beg to all 'content creators in social media/ platforms or civil society organizations to spare our family by maligning our daughter's reputation again and again.
My daughter, (L) Nengtinlhing Haokip was a victim of abject hatred and the height of disrespecting a woman in a society. She bored the shame and disrobed dignity of a woman which I, as a mother cannot fathom for any other mother cutting across all civilized societies in the country in general and in our region in particular.
I earnestly beg to all not to repeat such unfounded allegations against our daughter who had not found justice till her death but rather we all should stand against such people, perpetrators from ever being part of our society. I, and my family would not press defamation charge to the "Behind the Truth" this time out of decency but to pray for fair and just content information for the public.

From the Field to the Heart: Lessons in Football | Khallai FC
As a coach, my belief in football has been shaped by real experiences—by moments of hope, struggle, and resilience on and off the field.
With the U-18 (L) KNMT team, we fought our way to the final of the Nancy Memorial Tournament at Bungmual Field. The team earned that place through discipline, teamwork, and sacrifice. Unfortunately, due to the civil war that broke out in Manipur, we were forced to withdraw from the final. It was a painful moment, not because of defeat, but because circumstances beyond football stopped us. In the end, the cash prizes for first and second place were equally shared with The Shepherd's FA. That experience taught me that football is not only about winning trophies—it is also about dignity, unity, and standing strong even when things are taken out of our control.
With the Thangkhal Elite Force, I led the team in the CVDF Tournament, where we reached the semi-finals. That journey showed how far commitment, tactical discipline, and trust in each other can take a team, even when the competition is tough and every match feels like a final.
Earlier, with the U-17 (L) KNMT team, we reached the quarter-finals at Tangnuam Playground. Though we didn't go further, it was a crucial learning stage—proof that growth, experience, and patience are essential parts of building a strong future.
From all these journeys, one truth stands clear: progress in football is never accidental. It comes from consistency, unity, and the courage to keep moving forward after setbacks.

KHRC Responds to Arambai Tenggol Chief Korou Nganba on NRC, Illegal Immigrants, and Peace
We, the Kuki Human Rights Council, strongly reject any claims or attempts by the Meitei community to exert authority over the Kuki community and its territory. The Meitei and Kuki communities have been separated since May 3, 2023, and the chapter of coexistence between Kuki and Meitei community has closed.
Regarding the National Register of Citizens (NRC) and illegal immigrants, we state that if the Meitei community wants NRC, they can pursue it in their own territory; we will not oppose. But for the Kuki territory, the decision on NRC will be made by the people, and it's none of your business. The Kuki demand for state or union territory is not only to protect the people, land, and rights but also to prevent illegal immigrants, foreigners, and refugees from outside.
The Kuki-Meitei conflict is not related to NRC, illegal immigrants and poppy cultivation, it's about land, identity and rights. The land and people are totally separated, this is witnessed by the centre and the world. We, the Kuki community, desire peace between Kuki and Meitei community, but not coexistence. Manipur Hills: Whose land is it anyway?
The hills of Manipur have been the home of the Naga and Kuki-Zo tribes since time immemorial. Nobody knows exactly when the Nagas or the Kukis settled here. Nobody fell down from heaven either and each has their histories of migration which are old. Both communities have legends and folktales from these hills and they have been living side by side for uncountable generations. The Royal Chronicles of Manipur records Kukis in 33AD. Even Prof. Gangmumei Kamei said that some Kukis have been in Manipur since many centuries ago. However, sadly some sections of Nagas delight in calling Kukis as Refugees without even knowing what a refugee mean. The Kukis never questioned the indigeneity of Nagas because nobody exact knows when human settlement started in these hills, or do the Nagas have written records? Infact, let the uninformed be aware that anyone in India before 15 August 1947 is an indian Citizen!
The Manipur Rajas claimed suzerain power over these tribes though the Nagas and Kukis were ruled independently by their own Chiefs or Village republics. This claim of Meiteis that the entire Manipur Kingdom belonged to their Kings and therefore cannot be broken, and the counter argument by Kukis and Nagas that it is their ancestral land(meaning they have the right to Political Autonomy) is the crux of Manipur's ethnic tensions.
Since the Manipur Nagas were the earliest among tribals in Manipur to write History they often wrote as if Mc Cullough planted Kukis in the 1860s in their territories, implying Kukis as recent settlers to the hills. In reality, McCulloch never planted Kukis amongst Nagas in what later became known as districts of Ukhrul, Tamenlong, etc. Infact, Kukis were mostly planted from different parts of these hills into the present Churachandpur area to counter the Lushai and Chin raids. McCulloch's story goes this way: With the establishment of the office of Political Agent in Manipur in 1835, Manipur's southern frontier's problems, especially that relating to the Kamhau-Sukte of Chin Hills in Burma and Lushais came to the attention of the British. It was only after the arrival of Colonel William McCulloch in Manipur in 1844 as political agent that an effort was made to establish peace in the region. He gave a large sum of money from his pocket and put some of them in the service of the state. McCulloch, with the help of Rajah Nur Singh, undertook the settlement of the Khongsais, as the Kukis were known in Manipur. Large tracts were made available to them for cultivation. Some of them were recruited as irregulars; arms were freely supplied to them and these settlements came to be known as 'sepoy villages'. In his memorandum on the duties of the political Agent of Manipur dated 8 July 1861, McCulloch mentioned: "Beyond the Manipur boundary are the Soote and Loosai tribes. These are both powerful and dangerous, but at present they profess friendship and I encourage them to come and go through; if it were possible the Soote tribe should be attacked. In connection with these people, and as a protection to the south of the valley, the Rajah and I have established in the south villages of Kookies, to whom are given arms and whom we call sepoy villages. They are to be unrestricted in their cultivation and move about and do mischief. These sepoy villages are not quite settled, but by care they might be brought to a proper state of usefulness."
The above statement makes it very clear where Kukis were planted. A simple understanding of the maps will make it very clear from which side the danger of Lushais and Chins came from. British had no need to plant Kukis amidst Nagas in Manipur as Nagas were never a threat to the British.
Moreover, many Nagas of Manipur assume that just because the district headquarter they occupy belong to the Nagas, the entire district belongs to them. We should be able to go beyond and see history before 1919. The hills of Manipur were opened for British administration only after the Kukis were defeated in the Kuki Uprising 1917-1919. The Kukis would not have defended their land for almost 3 years if it did not belong to them too. Infact, we can see as to who actually were more deeply associated with the land. The British had to spend a whopping Rs.28 lakhs in those days to suppress the Kukis. After the defeat of Kukis, subdivisions were created. Robert Reid writes that, "At an open Durbar held at the Palace in Imphal on 16 October, 1919, by the Chief Commissioner, Sir Nicholas Beaton Bell, the new proposals were proclaimed. For the better administration of the hills the areas was divided into four sub-divisions, one with headquarters at Imphal and three outside, viz., for the south west area, inhabited by Kukis, with headquarters at Churachandpur; for the North-West area, inhabited by Kukis, Kabuis Nagas and Kacha Nagas with headquarters at Tamenglong; and for the north-east area inhabited by Tangkhul Nagas and Kukis, with headquarters at Ukhrul."
The creation of the Sub-Division in the land where they held sway was actually very shameful for the Kukis.
William Shaw writes that, "The Thadous believe that they are destined to be rulers of their earth and not to be submissive to any one and so they are sometimes carried away by their ambitions and swayed by this belief in their destiny into ill considered action, a process which culminated in the Kuki Rebellion of 1918-1919. They do not consider themselves beaten yet and still brood over the future ahead of them which to their sorrow is not developing as fast as they would like. In fact by the establishment of three subdivisions in the hills of Manipur state, their prestige among other hill tribes has been much shaken. The establishment of British rule in the area where they ruled for ages was a matter of great shame for the Kukis and was a loss of prestige in the eyes of other hill tribes."
From 1 January 1930, a rearrangement of the administration of the Manipur hill areas was tried. The subdivisions constituted in 1919 were abolished, the outlying sub-divisional headquarters being done away with, and the whole hill areas was placed immediately under the President with two sub-divisional officers to assist him, one being in charge of the South and one of the North. In October, 1932, after the uprising under Jadonang, the North-West of Tamenglong Sub-division was re-opened and from 1 May, 1933, a new arrangement was made whereby the hills were divided into three sub-divisions: Sadar, Ukhrul and Tamenglong.
One thing we have to understand from the creation of sub-divisions is that, just because the sub-divisional headquarters was put in a Naga village doesn't mean the entire sub-division belonged to them. Similarly, even if the sub-divisional headqauarter was put in a Kuki village, it would not belong exclusively to Kukis. Any exclusive mentality over land is wrong especially in areas where different communities live contiguously. For example, in Kangpokpi today, just because the headquarter belongs to Kukis, it wouldn't be right to say that the entire district belongs to Kukis alone. Moreover, in Manipur, it's common sense that the British would prefer to keep the sub-divisional headquarters in Naga villages instead of a Kuki villages right after an uprising! Does that mean that all the land will automatically go to the Nagas? Not at all! Any exclusive mentality over land is wrong; boundaries are men-made but age old relations between neighbouring communities are 'primordial' and such relations have to be nurtured in a complimentary way by all.
When Naga movement started brewing in Manipur in late 1950s, there was a systematic plan to dislodge Kukis from the districts of Ukhrul. Some of these people fled to Burma. However, the Khawdawmi operations of the 60s in Burma compelled those Kukis to return to India and the GOI sheltered them as people needing refuge. This issue has been blown out of proportion as if no Tangkhul from Somra Tract has migrated to India. Let the Tangkhuls and the entire Manipur Nagas be aware that, wether we like it or not, our destinies are entertwined and any political arrangement to safeguard both communities from the Meiteis will be difficult unless we tribals join hands. Creating false narratives will not serve anyone's interest and unless we wake up to the need for tribal solidarity, there mighg be no bus again to take us beyond the final frontiers!

These are both powerful and dangerous, but at present they profess friendship and I encourage them to come and go through; if it were possible the Soote tribe should be attacked. In connection with these people, and as a protection to the south of the valley, the Rajah and I have established in the south villages of Kookies, to whom are given arms and whom we call sepoy villages. They are to be unrestricted in their cultivation and move about and do mischief. These sepoy villages are not quite settled, but by care they might be brought to a proper state of usefulness."
The above statement makes it very clear where Kukis were planted. A simple understanding of the maps will make it very clear from which side the danger of Lushais and Chins came from. British had no need to plant Kukis amidst Nagas in Manipur as Nagas were never a threat to the British.
Moreover, many Nagas of Manipur assume that just because the district headquarter they occupy belong to the Nagas, the entire district belongs to them. We should be able to go beyond and see history before 1919. The hills of Manipur were opened for British administration only after the Kukis were defeated in the Kuki Uprising 1917-1919. The Kukis would not have defended their land for almost 3 years if it did not belong to them too. Infact, we can see as to who actually were more deeply associated with the land. The British had to spend a whopping Rs.28 lakhs in those days to suppress the Kukis. After the defeat of Kukis, subdivisions were created. Robert Reid writes that, "At an open Durbar held at the Palace in Imphal on 16 October, 1919, by the Chief Commissioner, Sir Nicholas Beaton Bell, the new proposals were proclaimed. For the better administration of the hills the areas was divided into four sub-divisions, one with headquarters at Imphal and three outside, viz., for the south west area, inhabited by Kukis, with headquarters at Churachandpur; for the North-West area, inhabited by Kukis, Kabuis Nagas and Kacha Nagas with headquarters at Tamenglong; and for the north-east area inhabited by Tangkhul Nagas and Kukis, with headquarters at Ukhrul."
The creation of the Sub-Division in the land where they held sway was actually very shameful for the Kukis.
William Shaw writes that, "The Thadous believe that they are destined to be rulers of their earth and not to be submissive to any one and so they are sometimes carried away by their ambitions and swayed by this belief in their destiny into ill considered action, a process which culminated in the Kuki Rebellion of 1918-1919. They do not consider themselves beaten yet and still brood over the future ahead of them which to their sorrow is not developing as fast as they would like. In fact by the establishment of three subdivisions in the hills of Manipur state, their prestige among other hill tribes has been much shaken. The establishment of British rule in the area where they ruled for ages was a matter of great shame for the Kukis and was a loss of prestige in the eyes of other hill tribes."
From 1 January 1930, a rearrangement of the administration of the Manipur hill areas was tried. The subdivisions constituted in 1919 were abolished, the outlying sub-divisional headquarters being done away with, and the whole hill areas was placed immediately under the President with two sub-divisional officers to assist him, one being in charge of the South and one of the North. In October, 1932, after the uprising under Jadonang, the North-West of Tamenglong Sub-division was re-opened and from 1 May, 1933, a new arrangement was made whereby the hills were divided into three sub-divisions: Sadar, Ukhrul and Tamenglong.
One thing we have to understand from the creation of sub-divisions is that, just because the sub-divisional headquarters was put in a Naga village doesn't mean the entire sub-division belonged to them. Similarly, even if the sub-divisional headqauarter was put in a Kuki village, it would not belong exclusively to Kukis. Any exclusive mentality over land is wrong especially in areas where different communities live contiguously. For example, in Kangpokpi today, just because the headquarter belongs to Kukis, it wouldn't be right to say that the entire district belongs to Kukis alone. Moreover, in Manipur, it's common sense that the British would prefer to keep the sub-divisional headquarters in Naga villages instead of a Kuki villages right after an uprising! Does that mean that all the land will automatically go to the Nagas? Not at all! Any exclusive mentality over land is wrong; boundaries are men-made but age old relations between neighbouring communities are 'primordial' and such relations have to be nurtured in a complimentary way by all.
When Naga movement started brewing in Manipur in late 1950s, there was a systematic plan to dislodge Kukis from the districts of Ukhrul. Some of these people fled to Burma. However, the Khawdawmi operations of the 60s in Burma compelled those Kukis to return to India and the GOI sheltered them as people needing refuge. This issue has been blown out of proportion as if no Tangkhul from Somra Tract has migrated to India. Let the Tangkhuls and the entire Manipur Nagas be aware that, wether we like it or not, our destinies are entertwined and any political arrangement to safeguard both communities from the Meiteis will be difficult unless we tribals join hands. Creating false narratives will not serve anyone's interest and unless we wake up to the need for tribal solidarity, there mighg be no bus again to take us beyond the final frontiers!
