In a significant decision, the Kuki-Zo Council has decided today to open the National Highway-02 for the free movement of commuters and essential goods. The decision came after a series of meetings between officials of Ministry of Home Affairs (MHA) and a delegation of KZC in the last few days at New Delhi. KZC has given commitment to cooperate with Security Forces deployed by GoI to maintain peace along NH-02.

2.      Side by side, a tripartite meeting among representatives of MHA, Govt. of Manipur, and Kuki National Organisation/KNO and United People’s Front/UPF was also held at New Delhi today.  The meeting concluded with the signing of a tripartite Suspension of Operations (SoO) Agreement  on re-negotiated terms and conditions (ground rules) to be effective from the day of signing of the Agreement for a period of one year. Among other provisions, the revised ground rules reiterated:

  1. The territorial integrity of Manipur.
  2. Need for a negotiated solution to bring lasting peace and stability to the State of Manipur.

3.      KNO and UPF have also agreed to:

  1. Relocate seven designated camps away from areas vulnerable to conflict.
  2. Reduce the number of designated camps.
  3. Relocate the weapons with nearest CRPF/BSF camps.
  4. Stringent physical verification of cadres by Security Forces to de-list foreign nationals, if any

4.      Joint Monitoring Group will henceforth closely monitor enforcement of ground rules, and violations will be dealt with firmly in future, including review of the SoO Agreement.

The PIB headline is problematic because it suggests that the Kukis were responsible for blocking the National Highway, even while admitting in the same line that it was “never blocked by the Kukis.” This contradictory framing unfairly casts suspicion on the community. It ignores the fact that the highway remained open for essential supplies even during the unrest, and such wording can mislead the wider public into believing otherwise. By implying guilt where none exists, the headline stigmatizes the Kuki people and undermines their credibility. A responsible headline should state the decision without attaching blame or creating false impressions.

Kuki-Zo Council Responds to MHA’s Concern on NH-02 (Imphal-Dimapur)

Kuki-Zo Council’s statement over MHA’s concern regarding commuters 
on NH-02 (Imphal-Dimapur)

MHA has expressed serious concern over commuter safety on NH-02 (Imphal-Dimapur) through Kangpokpi District. The Kuki-Zo Council hereby clarifies that no untoward incident has occurred either to commuters or to transportation of essential goods on NH-02 (Imphal-Dimapur) in the recent past.

However, the Kuki-Zo Council would like to request MHA to deploy Central Security Forces to ensure safety for commuters and transportation of essential goods along NH-02. In accordance with resolution No. 2 adopted in the Kangpokpi Public Meeting on 29th July 2025, the Kuki-Zo Council appeals to the public in Kangpokpi District to cooperate with Security Forces, deployed by Government of India, in their efforts to provide security to commuters and transportation of essential goods on NH-02 (Imphal-Dimapur).

SoO Agreement with KNO and UPF Extended till 2025 with Revised Ground Rules

New Delhi, September 4, 2025: The Government of India, the Government of Manipur, and the Kuki National Organisation (KNO) along with the United People’s Front (UPF) have extended the Suspension of Operations (SoO) Agreement until 2025. The extension comes with revised ground rules to make the agreement more effective and transparent.

The SoO agreement, which was first signed on August 1, 2005, was later formalized as a tripartite deal on August 22, 2008. It has been extended from time to time, with the last extension expiring on February 29, 2024. Following the outbreak of violence and unrest in Manipur since May 3, 2023, all parties agreed to review and strengthen the ground rules before renewing the pact.

Under the revised agreement, KNO, UPF, and their constituent groups have committed to completely give up violence and abide by the Constitution of India, the laws of the land, and the territorial integrity of Manipur. The deal also paves the way for continued political dialogue between the parties for a long-term settlement within a set time frame.

The agreement also outlines clear principles:

  1. KNO and UPF groups will not associate with other armed groups inside or outside the country.

  2. They will not carry out offensive actions such as ambush, raids, kidnappings, or extortion against security forces, civilians, or other groups.

  3. In return, the Army, Assam Rifles, Central Armed Police Forces, and State Police will not launch operations against KNO and UPF as long as they respect the agreement.

Officials said the renewal of the SoO agreement is an important step toward restoring peace and stability in Manipur, which has witnessed months of ethnic unrest.

EXTENSION OF SUSPENSION OF OPERATIONS (SoO) AGREEMENT WITH KUKI NATIONAL ORGANISATION (KNO) AND UNITED PEOPLE’S FRONT (UPF) BASED ON REVISED AGREED GROUND RULES 2025

Preamble

Suspension of Operations (SoO) Agreement between Army, and constituents of KNO and UPF was in force since August 1, 2005. It was agreed between Government of India/GoI, Government of Manipur/GoM, and KNO and UPF to formalize the arrangement as tripartite SoO Agreement with effect from August 22, 2008. The Agreed Ground Rules were revised and the SoO Agreement was extended with KNO and UPF from time to time until it expired on February 29, 2024. In view of the serious law & order and security situation in Manipur since May 3, 2023, it was mutually agreed to review the implementation of the Agreed Ground Rules and revise the same in order to make it more effective and transparent.

KNO and UPF as well as their constituents shall completely abjure the path of violence and abide by the Constitution of India, laws of the land, and territorial integrity of Manipur. Suspension of Operation (SoO) Agreement shall be followed by tripartite dialogue with KNO and UPF to pave the way for a negotiated political settlement under the Constitution of India in a time bound manner.

A list of constituents of KNO and UPF as relevant in the context of SoO is enclosed at Annexure-A. The following basic principles/ground rules were mutually agreed:–

1. Basic Principles
(i) KNO and UPF as well as their constituents shall not have association either at organizational level or at individual level with any other armed group, within the country or outside.

(ii) KNO and UPF as well as their constituents shall not undertake any offensive operations like ambush, raid, sniping and attack leading to death/injury/damage or loss of property, kidnapping, extortion, intimidation, etc. against Security Forces, other groups and/or the public.

(iii) The Security Forces (Army/Assam Rifles, Central Armed Police Forces and the State Police) shall not launch operations against KNO and UPF as well as their constituents as long as they abide by this Agreement.

KUDOS TO PUCL FOR CHAMPIONING THE TRUTH

The World Kuki-Zo Intellectual Council (WKZIC) extends its heartfelt appreciation and support for the ‘People’s Union for Civil Liberties’ (PUCL) report on the ongoing violence in Manipur. The report sheds light on the atrocities faced by marginalised Kuki-Zo communities in Manipur, India and highlights the urgent need for justice, accountability and peace.

WKZIC commends PUCL’s tireless efforts in documenting Human Rights violations and advocating for the rights of marginalized communities. The report’s findings and recommendations are a crucial step towards addressing the root causes of the violence and ensuring that those responsible are held accountable. We stand in solidarity with PUCL’s commitment to upholding human rights and promoting peace and justice in Manipur. WKZIC urges the government and other stakeholders to take immediate action to address the concerns raised in the report and work towards a lasting solution to the crisis.

We also strongly commend CSOs and Individuals who knew the truth but blamed PUCL over the “Factual Report” of PUCL as they did over “United Nations (UN) Experts” who raised alarm about reports of “Serious Human Rights Violations and Abuses in Manipur 2023”, such as:

i) COCOMI (Coordinating Committee on Manipur Integrity) who rejected the report, calling it "biased, misleading, and politically engineered" and blamed PUCL of vilifying the Meitei community and accused of legitimizing Kuki-Zo UT demand under Article 239A of the Indian Constitution as separatist aspirations of Chin-Kuki and tagged Kukis as narco-terrorist groups, without knowing that Manipur’s largest narcotic firm is “ITOCHA INTERNATIONAL DRUG CARTEL” owned by a Meitei capitalist, where former CM N. Biren Singh is a part of the infamous Cartel (DSP Thounaojam Brinda).

ii) Rajya Sabha MP Maharaja Sanajaoba Leishemba, advisor of radical MEITEI LEEPUN who lambasted the report, calling it "totally wrong, biased, one-sided, baseless and ungrounded", and demands a strong probe against the PUCL.

iii) Former Manipur CM N Biren Singh, advisor of radical Arambai Tenggol (AT) who criticized the report, stating it serves only to deepen the divide, prolong mistrust, and may even promote misunderstanding who masterminded Kuki Genocide in Manipur.

iv) Human Rights International Freedom (HRIF) who alleged the report as "not only blatantly one-sided but is also replete with unverified facts, misinformation, and a clear bias in favor of the Kuki community", forgetting hundreds of Kukis butchered on the streets and thousands of Kukis forced to leave their homes from Manipur Valley.

v) Maheshwar Thounaojam who demands a legal investigation into PUCL’s activities, rejecting the report’s false allegations against the Meitei community.

vi) Lok Sabha MP Bimol Akoijam for slamming the PUCL Report as biased and insensitive, instigating the common people.

Thereby leading to file an FIR upon PUCL by the so called People’s Alliance for Peace and Progress (PAPP), by the Pseudo Peace Alliance is illogical, who do not know that peace will never come by filing an FIR upon PUCL.

NH-2 REOPENING SERVES THE MAJORITARIAN MEITEI COMMUNITY 
NOT THE MARGINALIZED

The reopening of NH-2 (Dimapur—lmphal road) is not for us. It is a move designed solely to serve the majoritarian Meitei community, while the people Of Churachandpur (Lamka) continue to suffer shortages, hunger and unending sacrifices. In this context, it would be nothing short of betrayal for the Kuki-Zo Council (KZC) or any other body to sign an MoU that would not safeguard the interests of our people. We can not endorse such idea of agreement as it would abandon the very community we represent.

For months, families here have queued endlessly for gas cylinders that never arrive, stretched meagre supplies of rice to feed their children and carried the heavy burden of sacrifice day after day. And yet, while we suffer, others reap the benefits without sharing the cost. The truth is NH-2 remains choked by illegal taxation/extortion, manned by anti-social elements both inside Nagaland and along the highway upto Imphal. Unless the government dismantles these gang of licensed extortionists, reopening the highway is promotion of exploitation. Ever since NH-2 was closed or disturbed, some significant benefits accrued for Ccpur district. The 20% of FCI supplies usually siphoned off by valley anti-social elements were saved as transportation of PDS items came in via Mizoram. It benefitted more needy people. To reopen the road now, without uprooting this corrupt system, will only reward the unscrupulous players.

The idea of "free movement" is neither desirable nor realistic. Since May 3, 2023, our people have endured relentless human rights violations—killings, arson, displacement and unspeakable trauma. The authority who refused to provide accessibility to a single airport would never be ensuring free movement to the needy, whatever gullible they might be. To speak of free movement without first addressing multiple atrocities is deprivation of human rights to thousands of innocent victims. There can neither be genuine peace nor accountability where there is no justice and trust.

Equally misguided is the call for a ceasefire. A ceasefire assumes two warring parties but the hard truth is we are not the aggressors. We did not march into others' homestead but only defended our own. We did not set fire to their villages; we shielded our children from flames. To demand a ceasefire from the victims while ignoring the crimes of the aggressors and their anti-social collaborators is not neutrality—it is glaring injustice.

At this critical juncture, the KZC must stop indulging in activities that do not serve the people. They must be reminded that the so-called VIP treatment they enjoyed is undue but an award for being puppets of the government—a reward for serving against their own community. Such indulgence is not leadership; it is betrayal.

The people of Churachandpur speak with one voice and we will not remain silent in the face of exploitation and duplicity. We demand immediate and honest action to dismantle every illegal tax point maintained by anti-social elements along NH-2, guarantee fair and transparent distribution of supplies and engage only with representatives who carry the true mandate of our people. Anything less is partners in betrayal. Our sacrifices are not to be traded off by some dissident self seeking nincompoops adept at falsification. Our voices cannot be muffled. And there is a few more time left for them to see reason.

Biren Singh, MP Leishemba Sanajaoba, and a few other influential figures from the Meitei elite. Multiple sources including leaked audio recordings allegedly featuring Mr. Biren Singh and ground reports by PUCL have detailed the origins of the conflict and pointed toward a premeditated campaign of violence and ethnic cleansing against the Kuki community.

In response to this existential threat, Kuki communities across Manipur were compelled to form self-defense groups known as "Village Volunteers" to protect their people, property, and ancestral lands from attacks by state-sponsored Meitei militias. Similarly, the Kukis in Tengnoupal District established the Village Volunteers Eastern Zone to safeguard their population.

Since the outbreak of violence on May 3, 2023, numerous clashes have occurred across Manipur. It is estimated that 90% of these incidents were triggered by attacks on Kuki villages by armed Meitei groups reportedly supported by the state. Importantly, there have been no verified reports of Village Volunteers from Tengnoupal attacking Meitei villages or civilians. In fact, the Meitei population in Moreh was safely evacuated to Imphal without harm, and the only Meitei village in Tengnoupal District that is Kwatha has remained untouched by Kuki groups or Village Volunteers to this day.

Following the declaration of emergency on February 13, 2024, violence across the state, including Tengnoupal District, significantly declined. Many returned to their daily routines, and the general hope is that New Delhi will provide a political solution to this deeply rooted ethnic crisis. The Kuki community, having endured significant bloodshed and systemic atrocities, now asserts that coexistence with the Meitei community is no longer possible. They have formally demanded a separate administration, potentially in the form of a Union Territory.

However, as peace slowly returns, a new concern has emerged. The 5th Assam Rifles, under Lt. Col. Nitin Sharma, has allegedly begun targeting youths affiliated with the Village Volunteers in Tengnoupal. These actions have forced some volunteers to resume armed self-defense not out of hostility towards central forces, but purely out of fear for their safety. Despite this, no confrontations with the Assam Rifles have occurred so far, underscoring the Village Volunteers' intention to avoid conflict with central security forces.

Allegedly, the 5th Assam Rifles has fabricated various claims about the Village Volunteers to justify operations against them and gain personal or professional credit. In fact, more than 20 weapons, excluding locally made pumpis and IEDs, have reportedly been surrendered to the 5th AR as a goodwill gesture and in compliance with their demands to avoid further operations. Despite this, the harassment continues even against those leading quiet, peaceful lives.

The greatest fear among locals is that if such pressure and intimidation persist, Village Volunteers may be forced to rebrand themselves as an insurgent outfit, creating yet another serious challenge for both society and the government.

It is crucial that concerned authorities intervene before the situation spirals out of control. A measured and fair approach is essential to ensure peace, justice, and long-term stability in the region.

Sinister Designs to Grab Kuki-Zo Land

1. It is an infringement on the part of the Manipur Forest Department that has no “ Locus Standi’ on the Ancestral Land of the Kuki-Zo, where the “Manipur land Revenue & land Reform Act 1960” Section 158, clearly safeguards tribal lands, prohibiting the transfer of lands to non-tribal in order to preserve the tribal custom and their land holding system.


This is a serious, grave and constitutional procedure lapse. The official rhetoric of calling the Kuki-Zo people encroachers is an attempt to alienate Tribal Population from their land.

Ironically, disregarding the norms for proper land acquisition, the diabolic Forest Acts and Rules were passed by the Manipur Forest Department such as “ The Enactment of the Manipur Forest Act 1971” and “ Manipur Forest Rule !921 & 2012.”

Here, Proposed, Protected and Reserved Forest are dragged out by the Principal Chief Conservation of Forest on the pressure of Chief Minister. Whereby the proposed forests shall be converted to Reserve Forest, whereas Protected and Reserved Forest shall follow the Indian Forest Act 1971.

Consequently, the Manipur Forest Rule 2021 was passed in favour of the Meiteis. Wherein, the Governor and the Chief Minister become the absolute power holders. The real intention is to take away our rights over tribal lands.

In fact, the Gauhati High Court (Manipur Bench) in the case of Nigom other v/s Semjathang (Chief) in 1990 stated that, in the Hills of Manipur, The chief is the land owner and the villagers are licenses.

The Manipur High Court in C. Wungam v/s Union of India (2016) held that… “in the hills of Manipur, it is the villagers to whom the land belongs”

Land is the Tribals most important natural resources and valuable assets and imperishable endowment from which the tribals drive their sustenance, develop social and economic status, obtain their social equality and permanence place abode, work and living. The tribals, therefore, have great emotional attachment to their land.

2.      Another attempt to snatch our land is “ The Manipur Conservation of Paddy Land and Wet Land Act, 2005 & 2014”. In this Act, Anganphou, Phourel and Tauthabi has to convert into Hingol (residence). But the 2014 Act does not permit wetland and paddy field o convert into plot(residence). That is ironic and transgression of the Tribal Rights.

3.      Another act of Land grabbing scheme that the state Government of Manipur introduced is based on the invocation of mythical Meeitei icons and Meeitei gods to transform Tribal lands into archaeological sites such as Koubru in Kangpokpi, Chivu at Behiang, Thangting Hills, Sartuinek at Nangai river Range in Churachandpur.

4.      Kaihlam Wild-life Sanctuary is another means to own the land which convers more the 99 villages in Churachandpur.

5.      Autonomous district Council is kept at abeyance/non-functional, though it is the only body that governs and regulated the tribals of Manipur.

6.      Hill Area Committee under Article 371 `C’ constitutional set up is a lame-duck (powerless committee).

7.      State sponsor terrorist groups called Arambai Tenggol and Meetei Leepun killed the following people to provoked us: (1). Mr. Seigunlal Misao of Motbung (2). Mr Seiminthang of Moreh and (3). Mr Hanglalmuan of Churachandpur based on FB page post.

8.      Manipur Central Library was Burned down in 2005 by Meetei to destroyed all Kuki- Zo history and documents.

9.      17 Hmar Women in Tipaimukh, Churachandpur were gang rape by Meetei militans in January 2005.

10.  On 13th March 206, the Meeitei militant forcibly abducted 400 Kuki-Zo of Chandel district, Manipur into Burma as Human shield. In the same year, 47 Kuki-Zo were killed in Samtal, Khengjoi block at Chandel District, Manipur as a result of their oppressive measures and landmines.

11.  The Government of Manipur under CM Biren Singh schematically withdrew Assam Rifles and Indian Armies from Churachandpur District, Manipur in October 2022 in order to make free movement of Meitei militants from Myanmar and to rehabilitate them.

12.  The Government of Manipur, under CM Biren Singh schematically made us submit all licence guns through office order in all the Kuki-Zo Districts. These guns were later used by Arambai Tenggol and Meeitei Leepun to killed us. The proof is verified by recovered gun left by Meeitei Leepun and Arambai Tenggol during the attacked of Kuki-Zo Village at Sokom, Chandel District.

13.  They Schematically dug a tunnel, hiding bombs, Arms and Ammunitions in Khumujamba, Churachandpur District, Manipur. They even established emergency clinic underground with hi-tech CT scan facilities at Khumujamba, at the heart of Churachandpur town in preparation for the Genocide of Kuki-Zo People.

14.  They allege us as illegal immigrants and refugees from Burma. As such, bio-metric test and door to door visits were carried out by the government officials which in turn proof them wrong.

15.  They gun down one Bihari Businessman and one Army Major family in Churachandpur.

16.  To challenge us, the Meeitei militants demands ransom/money from the owners of private school and college in Churachandpur.

17.  They move around in towns and villages by Bolero (tinted glass) with guns and drone, collecting data.

18.  They curb our freedom of speech, expression and movement, for the same, Dr Mark Thangmang Haokip was kept in jail.

19.  They secretly try to take away all PDS supply from IFCI Godown and were caught red- handed.

20.  They illegally transferred some portion of the Tribal paddy lands and villages under their districts like Jamabandi and Dak Chitha.

21.  They demand Schedule Tribe (ST) for all solution even though they are already highly advance in all fields and expertise. Their craftly and scheming demand for ST status is just to grab our land and resources.

22.  They allege the Kuki-Zo people as Poppy Cultivators but Biren Singh and some of his ministers were personally named in the Court Case filed by Brind Thounaujam (MPS) for smuggling Heroine No. 4.

23.  The Meeitei Volunteers, disguised as government officials surveyed houses in Greater Imphal areas and listed/marked (red-painted colours) the house of Kuki-Zo people for attacked, before the current genocide.

24.  They have eaten up all the funds meant for tribals.
