ZUF Intensifies Action Against Illegal Encroachment on Ancestral Land:

The Zeliangrong United Front (ZUF) has intensified its measures to prevent illegal encroachment within the Zeliangrong-Inpui ancestral land. On Monday, 17 November 2025, the Front undertook decisive action in the Waphong area on third episode by dismantling poppy farms, farm huts, and various items reportedly utilized by illegal immigrant intruders.

ZUF reiterates that these actions are aimed at safeguarding the ancestral homeland from continued illegal occupation and activities that threaten the security, identity, and rights of the indigenous communities.

Call for Unity Among Indigenous Communities:
The Front earnestly appeals to all indigenous peoples across different communities to stand united and protect our precious land from illegal intruders. Collective vigilance and cooperation are essential before the situation escalates beyond control.

Repeated Warnings to Refugees and Illegal Settlers
The ZUF has on multiple occasions advised the refugees and illegal settlers to immediately cease all unlawful activities within the Zeliangrong-Inpui ancestral land, including:

• Establishment and operation of SoO camps

• Illicit drug cultivation

• Creation of unauthorized new villages

• Conducting illegal checks on native commuters

The Front maintains that violations of these warnings will not be tolerated.

THE HISTORICAL AND LEGAL STATUS OF MANIPUR'S HILL AREAS

November 17, 2025

SUBJECT: Comprehensive Rebuttal and Clarification on Misleading Claims by

UPF/KNO Regarding the Historical Jurisdiction Over the Hill Areas of

Manipur and the Question of Kuki Ancestral Land Rights.

Hon’ble Prime Minister,

This memorandum is submitted to provide a comprehensive rebuttal to the recent statement

made by leaders of the United People's Front (UPF) and Kuki National Organisation (KNO)

during their meeting with the Home Ministry Officials on 6 and 7 November, 2025 in New

Delhi. The assertion that the hill areas of Manipur were never under the rule of the Maharaja

of Manipur is a deliberate misrepresentation of historical and legal facts, specifically designed

to justify the demand for a separate Kuki administrative territory; on the contrary, historical

records, the Manipur State Darbar Rules (1907), and post-independence judicial rulings (1963

and 1979) unequivocally affirm that the entire territory of Manipur, including the hill areas,

remained under the continuous and lawful jurisdiction of the State and its successors.

1. The Kuki Presence in Manipur: A Colonial-Era Phenomenon

The claim to ancestral land rights by Kuki groups in Manipur is fundamentally challenged by

the historical timeline and the nature of their settlement, which was primarily a colonial-era

phenomenon:

• Colonial Settlement Policy: Kuki migration and settlement into the hill tracts of

Manipur began around 1840 following the British victory in the First Anglo-Burmese

War (1824-1826). This movement was not spontaneous but an outcome of a carefully

calibrated British colonial frontier strategy designed to secure the volatile eastern

frontier.

• Geopolitical Engineering by McCulloch: Lieutenant Colonel William McCulloch,

British Political Agent in Manipur (1844-1863), played a pivotal role. His

administration systematically settled Kuki villages to achieve three objectives:

1. Create a human buffer zone against raids from the Lushai Hills.

2. Bring extensive land under organised, revenue-generating agricultural use.

3. Employ the population as a source of labour and auxiliary forces (McCulloch,
   Account of the Valley of Manipur, 1859).

• Lack of Pre-Colonial Continuity: The settlement was a deliberate act of geopolitical

engineering. This mid-nineteenth-century episode contrasts sharply with the continuous

and well-documented habitation of Meiteis and other indigenous hill communities for

over a millennium. As both the settlement and the nomenclature are products of

colonial policy, the Kuki claim to indigeneity fails to meet the fundamental condition

of pre-colonial continuity required by definitions such as the UN’s Martínez Cobo

Working Definition.

2. The Term "Kuki": A Colonial Construct

A crucial dimension of this issue is the very origin of the term used to assert group rights:

• Exonym, Not Indigenous: The designation 'Kuki' is not indigenous to Manipur. It was

a colonial construct, an exonym applied by the British for administrative convenience

to collectively describe a diverse group of clans and tribes inhabiting the Chin-Lushai

Hills and adjoining tracts.

• Colonial Homogenisation: Prior to British intervention, these groups identified by

distinct clan or tribal names. The homogenisation under the nomenclature 'Kuki' was a

product of colonial ethnographic classification, not an indigenous evolution.

• Assertion is Untenable: Consequently, the use of the term 'Kuki' as a foundation for

asserting indigeneity or ancestral claims over land in Manipur is both historically and

linguistically untenable.

3. Continuous and Undisputed State Jurisdiction Over Hill Areas (Historical and Legal Affirmation)

The claim by UPF/KNO is definitively refuted by documented historical records and binding

legal precedents that confirm the integral nature of the hills to the Manipur State:

• Manipur State Darbar Authority: The entire territory of Manipur, both hills and

valleys was always under the administration of the Kings of Manipur, the State Darbar,

and later, the State Government. The Rules for the Management of the State of

Manipur (1907) explicitly established the Darbar as the administrative authority for

both regions, managing land, forests, and taxation. British officers and administrators

consistently recorded that the forests and territories were the property of the Maharaja.

• Post-Independence Legal Continuity: Upon Manipur's merger with India, the

ownership of all such lands lawfully vested in the State Government. This

administrative and legal continuity was meticulously safeguarded by Article 372 of the

Constitution, the Part C States Laws Act (1949), and the Merged States Laws Act

(1949), which preserved the validity of all Darbar Notifications and Resolutions.

• Judicial Affirmation of State Ownership: This legal framework was robustly upheld by

the judiciary:

a) The Manipur High Court (1963) affirmed the general principle that the

Darbar's rules, which governed the administration of the entire State,

continued to remain in force after the merger.

b) The Gauhati High Court (1979) directly addressed the ownership issue,

ruling that the entire territory, including the forest areas in the hills, was

the property of the State, and that ownership had lawfully vested in the

State Government of Manipur.

• Usufructuary vs. Proprietary Rights: The judicial rulings confirmed that tribal villages

possessed only customary usufructuary rights for livelihood (e.g., jhum cultivation,

grazing) within limited areas. These practices were recognised for subsistence but

never conferred proprietary ownership or control over the larger forest tracts.

These decisions prove that the entire territory of Manipur has remained under continuous and

lawful governance by the State, legally invalidating any modern assertion of ancestral or

independent rights over any part of the hill areas.

4. Conclusion

The assertion of indigeneity and ancestral land rights by the Kukis, as advanced by the KNO

and UPF, lacks historical validity, legal foundation, and cultural authenticity. Their identity is

a colonial construct, and their settlement was facilitated by British policy sanctioned by the

Manipur State authorities.

We respectfully urge the Government of India and the Ministry of Home Affairs to dismiss

these claims, which are ahistorical and contrary to the documented legal and administrative

continuity of the State of Manipur. Granting such demands would be an act of rewarding

historically untenable claims, thereby undermining the territorial integrity and legitimate rights

of the indigenous people of Manipur.

Fleeing Into the Cold: A Story of the Zo (Chin) Civilians

THE cold winter had just begun. Smoke still rose from the small warm homes that families had built with love. But on this morning, fear was stronger than the cold. Men, women, the elderly, and small children were running—leaving behind their homes, their clothes, their memories. Only fear and survival remained.

These were the Zo people, the Chin civilians, who had lived peacefully in their villages for generations. Their hills had always been a place of comfort. But now, the peaceful mountains echoed with the sound of fighter jets, gunfire, and explosions.

The Myanmar military junta had once again launched attacks—bombing villages, burning homes, and shooting innocent civilians. Many people were killed without reason. Many women, young and old, suffered unspeakable violence. Families were torn apart. Children ran barefoot through the cold earth, not understanding why soldiers wanted to harm them.

The junta claims they are fighting against the people’s defense forces. But the truth is clear: the military is committing mass murder, rape, and indiscriminate bombing against unarmed, innocent civilians. They are destroying entire villages, not enemy camps. They are hunting the weak, not the armed.

Along the rough paths, old women carried small bags of clothes. Mothers held their children close, trying to warm them with their own bodies. Some walked for hours without rest. Some carried wounded loved ones. Their eyes showed both fear and courage.

Yet even in pain, the spirit of the Zo people remains unbroken. They continue to hope for a day when they can return home—when their land will be free from terror.

But hope alone is not enough.

A Cry to the World

We strongly condemn the military junta for its cruel and inhuman actions. These atrocities must not be ignored. Every village burned, every child killed, every woman violated is a crime against humanity.

We appeal to the international community—world nations, humanitarian bodies, and the United Nations:

Do not remain silent.

Do not turn your eyes away from the suffering of the Zo (Chin) people.

The people need protection. They need urgent humanitarian aid. They need justice.

The world must act before more lives are lost.

MANIPUR: PLA CADRE WANTED FOR 2017 ASSAM RIFLES AMBUSH ARRESTED, WEAPONS SEIZED

Manipur Police, CRPF, and Assam Rifles arrested Koijam Ibochouba, a senior cadre of the banned People's Liberation Army (PLA) and wanted for the 2017 Assam Rifles ambush in Sajik Tampak that killed two security personnel. Acting on intelligence, the joint team raided a rented house in Imphal West and recovered a massive cache of arms, ammunition, explosives, and IED components buried at a farm in Kakching District, as disclosed by the insurgent. The seized items included M-16 and SLR rifles, .303 LMGs, mortars, IEDs, detonators, magazines, and ammunition.

Kuki-Zo MLAs Issue Clarification on Rumoured Move to Join Ministry

Apropos to the misleading news item published on the 16th November, 2025 edition of the Sangai Express which reads “Kuki-Zo MLAs decide to join popular Ministry” creating unnecessary public confusion, the following clarification is hereby circulated to clear the doubts and apprehensions:

1. At the Guwahati Enclave, there was a discussion on popular ministry in Manipur. However, no decision was taken by the Kuki-Zo MLAs to join the formation as alleged. Moreover, some Kuki-Zo MLAs were not present at the meeting.

2. In fact, there was a threadbare discussion on Separate Administration for the Kuki-Zo community focussing upon the gravity of the prevalent situation and circumstances.

Hence, the public is appealed not to get carried away by such misleading rumours. And the Sangai Express is advised to restrain itself from publishing unfounded and unverified news items in future to maintain its credential and reputation as an esteemed Daily.

UPF-KNO: Allegations of Kuki-Zo MLAs Joining Government Formation are Untrue

We strongly and unequivocally refute the news report published on November 16, 2025, alleging that Kuki-Zo MLAs have decided to join the formation of a "popular Ministry" in place of the existing President's Rule.

No such decisions were taken, nor was any commitment made to be part of any future government formation.

While a general conference of the Kuki-Zo Council (KZC) was held on November 15, 2025, to discuss critical issues, no official resolution or decision was passed committing the Kuki-Zo MLAs to join a future popular government. The discussion focused primarily on the urgent demand for a UT with Legislature.

The report misrepresents the internal deliberation. The question of joining a Ministry was debated at length with strong views expressed, with many representatives strongly asserting that Kuki-Zo MLAs should not join any popular Ministry until the Government of India provides an unequivocal statement regarding the objective for UT with legislature.

The overwhelming consensus and primary focus of the meeting was the demand. Any discussion concerning a future Ministry was strictly contingent upon progress on this core political objective and did not result in a binding decision to participate in government formation under the current circumstances.

The report's assertion that "it was agreed that the Kuki-Zo MLAs should join any popular Ministry" is a complete fabrication and a gross misrepresentation of the proceedings and the political stance of the Kuki-Zo community.

The Kuki-Zo MLAs and the collective Kuki-Zo leadership remain committed to achieving the political demand as their foremost priority.

GUWAHATI

A STATEMENT OF CONSOLIDATED POLITICAL AND CONSTITUTIONAL ASPIRATIONS

Preamble

We, the assembled representatives of the Kuki-Zo Peoples, convened in a spirit of collective unity and resolve, hereby formally promulgate this Declaration. This document serves to affirm and articulate the cohesive political direction, strategic commitments, and constitutional objectives of the Kuki-Zo community.

Declarations and Resolutions

I. Institutional Mechanisms for Governance and Engagement

1. Establishment of a Working Group: A dedicated Working Group shall be formally constituted. Its primary mandate shall be to facilitate continuous, structured engagement and dialogue among the leadership of the Kuki National Organisation (KNO) and the United People’s Front (UPF), the Kuki-Zo Council, and the wider Kuki-Zo civil society.

2. Centralization of Political Mobilization: All future political advocacy and community mobilization efforts shall be exclusively directed, overseen, and coordinated by the Kuki-Zo Council, establishing it as the singular apex body for such initiatives.

3. Formation of a Joint Political Movement Working Committee: A unified Political Movement Working Committee shall be established. This Committee will serve as the sole, consolidated representative entity for both the KNO and the UPF in all formal and substantive dialogue processes with the Government of India.

II. Constitutional and Political Objectives

4. Affirmation of Constitutional Redressal: This assembly underscores the critical and urgent necessity for the Central Government of India to comprehensively address the grievances and protracted suffering of the Kuki-Zo people, with a view toward immediate mitigation and long-term resolution.

5. Reaffirmation of the Demand for Union Territory with Legislature: The constituent tribes hereby reaffirm their unwavering commitment to the demand for the establishment of a Union Territory (UT) with a dedicated Legislature. Furthermore, a systematic, concerted, and grassroots-level initiative shall be undertaken to unify and galvanize all sections of the populace in support of this constitutional objective.

6. Principle of Relentless Pursuit: The demand for the creation of a Union Territory (UT) with Legislature shall be pursued with persistent, sustained, and unwavering political effort until the Government of India officially accedes to this foundational constitutional demand.

III. Commemorative Observance

7. Formal Observance of Separation Day: The date of May 3rd shall be formally designated and observed annually as Separation Day to commemorate the pivotal political and communal events of that period.
