Dear Shri Ibobi Singh Ji,

1. The Government of India has been receiving representations for extension of the provision of the Sixth Schedule of the Constitution of India to the six Autonomous District Councils constituted under the Manipur Hill Areas (District Councils) Act, 1971. These Councils are functioning in Chandel, Churachandpur, Sadar Hills, Senapati, Tamenglong and Ukhrul districts of Manipur.



2. Government of Manipur had recommended to the Ministry of Home Affairs on 7.4.2001 that the State Government had no objection to the extension of the Sixth Schedule provisions in the Hill Districts of Manipur with certain 'local adjustments and amendments'. The Ministry had sought details from the State Government regarding local adjustments and amendments to be made. The State Govt. had reported in April, 2002 that the matter was under active consideration of the State Cabinet and the Manipur Hill Areas Committee of the Manipur Legislative Assembly. However, details of the local adjustments and amendments to be made, while conferring Sixth Schedule status to the Councils, are yet to be received from the State Govt.

3. Reports received reveal that no election has been held to these Autonomous Councils during the last 10 years. Further, the Councils do not enjoy any legislative or judicial powers. The Councils are not able to exercise the executive and administrative powers vested in them because of many controls. Reports also indicate that even though separate fund allocation has been made in the State budget in respect of the major development departments for the hill areas of the State, most of the funds had not reached the interior villages and the beneficiaries.

4. In view of these facts, I request you to kindly look into the matter personally and ensure that recommendations of the State Government on the subject are made available to the MHA without further delay.

Security Forces Recover Long-Range Rocket and Explosives in Gelmol

On 25 November 2025, security forces recovered a cache of explosive materials from Gelmol village under Churachandpur Police Station in Churachandpur district.

According to officials, the items seized include a long-range rocket containing approximately 40 kg of explosives, rocket-launching stands, a battery piece, and five sandbags. The recovery was made during a search operation conducted in the area.

Authorities have initiated further investigation to identify those responsible for storing the explosives and to assess any potential security threats in the region.

Gently shake them and ask, "Are you okay?"
 2. If they don't respond:
 • Check their airway (is it open?)
 • Check if they're breathing
 • Check their circulation (pulse)
Do this quickly — within 10 seconds.
 3. If not breathing or no pulse:
 • Start CPR right away.
 • Push hard and fast on the chest — at least 100 times per minute, 5 cm deep, and don't stop unless necessary.
 • Get help — ask someone to call emergency services.

✅ If the person is awake and talking:
 • If they answer questions and their skin looks normal (warm and dry), they are probably stable for now.
 • You can then take their medical history and do a full check-up.
 • But if they suddenly get worse or confused, check ABCs again:

Arms Cache Recovered in Joint Combing Operation in Churachandpur

Lamka, Nov 24, 2025: Security forces recovered a cache of arms and warlike items during a joint combing operation conducted on Monday in Ningthiching village and the nearby Bolneo forest area under Henglep Police Station.

According to the Police, the operation began around 9 am with teams from Churachandpur Police, 2 JAKLI, 167 Battalion BSF and 129 CRPF carrying out house-to-house verification in the village. A total of 20 houses were inspected and 35 residents were verified.

During the operation, the teams received information about weapons suspected to be hidden in the Bolneo forest, located about 4–5 km from the village. Acting on the input, the security forces moved to the area, cordoned it off and launched a search around 11.30 am.

The teams recovered several items concealed under dry leaves in the forest. The recovered items include:

  • Modified Projectile Launcher (long range) – 2

  • Modified Projectile Launcher (medium range) – 1

  • Modified Projectile Launcher (short range) – 4

  • Local-made Pumpi Projectile HE Bomb – 11

  • Country-made Single Barrel – 7

  • Country-made Pistol – 2

  • Baofeng Handsets – 2

  • Full BP Jackets – 3

  • Single BP Jackets – 6

  • Anklets – 6

  • 12 Gauge Pouches – 9

No one was found at the site during the operation, and no arrests were made.

Police said the seized items have been handed over to the Officer-in-Charge of Henglep Police Station for further legal action.

Two Arakan Army arrested in Mizoram

Two Suspected members of the Arakan Army gang arrested in Indian Mizoram State with drugs worth over Rs 26 crore (US$ 2.93 million).


Two suspected members of the AA gang were arrested in a joint operation by the Indian Border Security Force (BSF) and the Mizoram Anti-Narcotics Force on November 19, local media reported.

The Border Security Force (BSF) and the Mizoram Anti-Narcotics Force made the arrests in a special operation conducted by the Indian Border Security Force (BSF) and the Mizoram Anti-Narcotics Force based on a credible tip-off about the smuggling of drugs.

The joint team arrested both the suspects during a check on National Highway 6 (NH-6) between Silin and Turiel in Aizawl district. The packages were hidden in the bushes nearby and were brought into Mizoram from Paletwa in Chin State, local media reported, citing a BSF spokesperson. 

15 packets of Nagar brand methamphetamine weighing 14.905 grams and 707 grams of heroin packed in 49 soap boxes were seized, local media reported, citing a BSF spokesperson. 

Mizoram State, on the India-Myanmar border, has a cross-border drug trafficking network, most of which is allegedly run by the Arakan Army (AA), which controls Paletwa in Chin State. 

The Arakan Army (AA)-controlled Paletwa in Chin State shares an unfenced border with India's Mizoram state and is a hub for smuggling drugs and other contraband, local media reported, citing a BSF spokesman.

The arrested persons are being held by the Narcotics Control Bureau (NCB) for strict legal action. 

On November 16, a large quantity of drugs was seized from a Rakhine man in Saw Township, Magway Region, local news outlet Yaw Ain Tan reported. 

On November 5, 24 people, including Khin Htun, the economic officer of the AA, were arrested in Pathein Township, Ayeyarwady Region, along with 4,000 kilograms of ice worth about 120 billion kyats, which were to be shipped to Rakhine State and Malaysia, the military council said. 

International organizations have accused the AA of earning its main income from drug trafficking to regional countries. 

The AA has been controlling Paletwa in Chin State despite opposition from local Chin people, with Paletwa residents saying that the main goal is to use the border to import and sell drugs to regional countries,

Young Kuki-Zo Boy at Lamka Army Rally Touches Hearts Across Community

The picture of a young Kuki-Zo boy standing in the Army Recruitment Rally at Lamka has touched many hearts across the community. He was the youngest among all the candidates—small in height, thin in build, and clearly under age. Yet he stood in line with a quiet determination that said more than words ever could.

In the photo, the boy steps forward for the height check, standing straight beside a soldier towering over him. His face carries a mix of sadness and bravery. There is no smile, no sign of excitement—only a heavy expression, as if life has pushed him to grow up too soon. He looks like someone who urgently needs a chance, someone fighting not for dreams alone but for survival.

For many tribal youths, joining the army is the most honest path to employment. Army recruitment is seen as fair, fast, and free from bribery. But in Manipur, state jobs have long been spoken of as extremely costly—there is no post below 5 lakhs, starting. Positions like Rifleman in Manipur Police or Manipur Rifles often go to those with money and connections. Young people from poorer tribal families, no matter how hardworking, are frequently pushed aside.

This little boy’s presence at the rally says something painful about society. What brings a child to a recruitment line meant for grown men? What hardship at home forces such a young soul to seek a government job before his time? Behind him stands a long line of hopeful youths, many from broken homes, displaced villages, or families struggling after years of conflict. He is not alone, yet he stands out—because he is too small for this world of struggle.

His determination reflects the silent truth: our children are growing up under pressure, shaped by unemployment, instability, and inequality. While other boys his age go to school, play football, or dream freely, he is already learning to fight for a livelihood.

This viral photograph has become more than just an image—it is a reminder, a question, and a call. It asks society to look at its children, especially the tribal youth who are left with so few choices. It reminds us that opportunities must be fair, talent must not be priced, and no child should feel forced to stand in a line meant for adults.

KV News wishes this young lad a successful future, hoping he grows strong, continues his studies, and one day becomes an army officer—rising far beyond the struggles he faces today.

Thangram Indigenous Peoples’ Movement Reaffirms Demand to Join Mizoram

The Thangram Indigenous Peoples' Movement (TIPM) has restated its firm demand for the merger of the Thangram region—including Singla Valley and Longai Valley Reserved Forest—with the state of Mizoram.

In a press release issued from TIPM Headquarters, Manikbond, Thangram, the organisation reminded the public about the memorandum it had submitted to the Union Home Secretary on 10 December 2020. TIPM said its stand remains unchanged: the people of the Thangram region want to be with Mizoram.

The organisation requested the public, civil society groups, and NGOs not to take any action that goes against the memorandum, stating that the issue is already under official process. It warned against any activity or decision that could disturb the ongoing matter.

TIPM emphasized that the merger demand is based on long-standing historical and administrative concerns of the Thangram people.

Zomi Nationalist Party Opens New Office in Cikha Before Elections

As the General Election begins to gather momentum across Myanmar, the Zomi Nationalist Party opened a new office in Cikha on 22 November 2025, as part of its plan to field candidates in the upcoming polls.

A mithun was slaughtered during the inauguration to provide a public feast for the community.

Cikha is a very important place for the Zomis. It is located in Tonzang Township, Tedim District, Chin State, Myanmar, close to the India–Myanmar border. Behiang is the neighbouring town on the Indian side.

Cikha lies in the valley of the Tuivai River, also known locally as the “Cikha stream.” During the British Raj, officials called it the “Chikoo stream.” The Tuivai River enters India near Behiang and flows in a winding course until it meets the Barak River at Tipaimukh.

The town was reportedly captured by the Chin National Army on 19 May 2024 during the ongoing civil war in Myanmar.

Chinland Forces Report Heavy SAC Losses in Ongoing Operations

According to the Chinland Government’s Ministry of Defense, operations are ongoing in Kalay, Gangaw, Tedim, and Falam Townships. Chinland Army (CNA) and CDF units, along with other allied groups, are conducting joint operations. They stated that over 50 SAC soldiers were killed, several were wounded, and many weapons were seized. Injured SAC soldiers were evacuated using an MI-17 helicopter.

According to the Chinland Government CNA/CDF Ministry of Defense’s Zophai Operation Report: Chinland forces are carrying out operations in Kalay and Gangaw together with several allied groups, including Vakok PDF, ABSDF, District PDF (NUG), Kalay Revolution Force (KRF), Ranger Kalay Defense Force (RKDF), LDF, and Yaw Defense Force (YDF).


They reported that on 18 November, SAC used jet fighters eight times and Y-12 aircraft about 150 times. On 19 November, jet fighters attacked once, and on 22 November Y-12 aircraft carried out around 60 airstrikes.

According to the Chin Hill Operation Report from the Chinland Government CNA/CDF Ministry of Defense: SAC forces launched operations between Zanniatram–Webula and the Falam area, and also between Tedim and Khaikam towns (Taingen, Mualpi, Kennedy). Chinland forces involved in this operation include KRF, PDF-Zoland, and CNDF. On 22 November, SAC jet fighters carried out two more airstrikes.

The Ministry also reported earlier, on 18 November, that between 6–17 November, around 100 SAC soldiers were killed in the operations, with many more injured. They also claimed to have seized many weapons and ammunition during these clashes.

Zomi Fighters Win Gold and Silver at Mizoram Fighting Championship

The Mizoram State Mixed Martial Arts Association (MISMA) and Zo Fight Promotion organised the Mizoram Fighting Championship in Aizawl. In this event, two Zomi fighters from Lamka—Lalramsanglian Vaiphei and Thangsuanmuan Zou—won top honours.

Lalramsanglian Vaiphei won the Gold Medal in the Bantamweight category, while Thangsuanmuan Zou secured the Silver Medal in the Featherweight category. Both fighters trained at Genesis E4E MMA Gym in New Lamka.

Bollywood Icon Dharmendra Dies at 89: Remembering His Grand Legacy

Dharmendra, one of India’s most admired and respected film stars, passed away on 24 November 2025.

Born on 8 December 1935 in Punjab, Dharmendra Kewal Krishan Deol became a beloved figure through his charm, talent and powerful screen presence. His career in Hindi cinema spanned 65 years, making him one of the most successful actors in Indian film history. He was much loved and a favourite among many in the northeastern states, where his films and personality touched countless hearts.

He made his acting debut in 1960 with Dil Bhi Tera Hum Bhi Tere. By the mid-1960s, he rose to prominence with films like Ayee Milan Ki Bela, Phool Aur Patthar and Aaye Din Bahar Ke. His strong and heroic roles earned him the title “He-Man of India”. From the late 1960s to the 1980s, he delivered numerous hits, including Sholay, Jugnu, Mera Gaon Mera Desh, Yaadon Ki Baaraat, Pratiggya, Dharam Veer and Aag Hi Aag. He was also praised for his performances in classics such as Anupama, Satyakam, Chupke Chupke and The Burning Train.

In his later years, Dharmendra continued to shine in films like Life in a… Metro, Apne, Johnny Gaddaar, Yamla Pagla Deewana, and Rocky Aur Rani Kii Prem Kahaani. In 1997, he received the Filmfare Lifetime Achievement Award. He also served the nation as a Member of Parliament, representing Bikaner in the 15th Lok Sabha.

Dharmendra married Prakash Kaur in 1954 and later married actress Hema Malini. He was the father of actors Sunny and Bobby Deol, and daughters Vijeta, Ajeeta, Esha and Ahana.
