DISCUSSION ON ZO (INDIGENOUS) NATION (Chin-Lushai-Kuki)'S PROBLEMS IN NORTHERN REGION OF ZO TERRITORIES

Member Present: Representatives of Mizoram Chief Council, MHIP, MUP, MSU and the representatives of Kuki State Demand Committee of Manipur.

After having self introduction from the various organisations present in the meeting, the representatives from Manipur i.e Kuki State Demand Committee explained their problems and ask for the support of the peoples of Mizoram.

        The meeting decided to have a resolution supporting the Kuki Movement as follows:

RESOLUTION

        The Consultative meeting under the aegis of ZORO represented by the Mizoram Upa Pawl (MUP), Mizo Chief Council, Kuki State Demand Committee, MHIP and MSU adopted the following resolution with regards to the Demand for Statehood for the Kukis in Manipur by the Kuki State Demand Committee on this day the 6th February 2013 at F.W Savidge Hall, Aizawl.

1.      The meeting unanimously resolved after threadbare deliberation the atrocities committed by the NSCN(IM), Meitei Underground by killing the Kuki people and the then indifferent attitude of the Government of Manipur towards development of Kuki to put up in the UN Human Right Council.

2.      Resolved to fully give moral support to the KSDC demand of Kuki state in Manipur.

3.      Resolved to pressurise the Government of India and Govt. of Manipur for political solution of the Kuki problems before any political settlement is given to Naga or NSCN (IM) in the present administrative Area of Manipur State.

ZO RE-UNIFICATION ORGANISATION

Political Background
Before the British Colonisation, the ZO race remained undisturbed and enjoy her Fundamental freedom and no foreigner dominated the ZO country and the ZO inhabitants therein. But after the British Coloniser ruled over India for a hundred years and Burma for fifty years; they also started invading the ZO country from different corners and atlast, the British also subjugated the ZO people and divided the country with the people living therein into three different segments. Eastern ZO country was kept under Burmese Administration, Western ZO country under Bengal and central and northern parts under Assam, in 1890.

The British, seeing the wrongs that had been done to the ZO people, resolved to put the ZO devided race together again, in their historic Chin-Lushai (ZO) conference held at Ford William Calcutta on 29th January, 1892.

ZO (Chin-Kuki-Mizo-Zomi) inhabited areas in India, Myanmar & Bangladesh
Though the resolution of Chin-Lushai Conference is still kept pending till today, the aspiration of ZO people towards reunification of her people and the country in which they live in, still remains. All Politiccal Parties born after the British had withdrawn, aim at reunification of her people and the country, rectifying the past errors that had been done to the ZO race. But when all these political parties movement could not bear a fruitful result so far, FIRST WORLD ZO REUNIFICATION CONVENTION held at Champhai on 20th May 1988 resolved to form a  political forum to reunify the ZO RACE pursuant to the resolution of Chin-Lushai Conference, Calcutta, 1892. The Convention is envisaging the reunification of her divided people under one administrative head emancipating to the rebirth of ZO RACE which have been suppressed for over a century under majority control.


Formation of Zo Re-unification Organisation
The first World Zo Convention, 20th May, 1988 decided to form 'ZO REUNIFICATION ORGANISATION'(ZORO) covering all Parties, Organisations, Associations and individuals, within the ZO country and the ZO people belonging to the ZO race. The ZORO has elected body in the Gen. Headquarters headed by Chairman who gives appointments to Coordinators, Secretary Generals/ General Secretaries, Secretaries, Organisers and other Officials, to execute the ZORO programmes.

The first World Zo  Convention also created three political administrative Zones in the ZO Country, those are: Northern Zone, Central Zone and Southern Zone; headed by Zonal Chairman, which Status equivalent to the National Vice Chairman at the General Headquarters, who would give appointment to the Secretaries at the Zones.

The Northern Zone covers Cachar Hills(Assam), Southern Manipur Hills, Northern Chin Hills upto upper Chindwin.

The Central Zone covers: Eastren Hills of Tripura, Mizo Hills (Present Mizoram) Central Chin Hills and Sagaing Divisions, upto Chindwin.

The Southern Zone covers: Chittagong Hill Tracts, Southern Mizoram, Southern Chin Hills, Arakan Yoma (Hills) upto (plain Chin inhabited areas) plain of Irrawady river.

The political administrative Zones are divided into five to seven divisions, which are again sub-divided into constituency and Blocks containing towns and villages. 

The Divisions are headed by Divisional Chairman, and Blocks are headed by Block Chairman, while town and Villages are headed by Leaders.

Thus the ZO Country, which the British called "Chin-Lushai Country" and the inhabitants of ZO Race are intended to be organising. The Work have been completed upto Zonal level Organisation. Divisional level have now been in the processing. Annual Convention at the Anniversary of Chin-Lushai Conference have been used to organised on 29th January , every year and awareness have been increasing. Publication of Journals, magazine and booklets have been continuing.

Objectives of the ZO Re-unification Organisation
To reunify the devided ZO race, which was done so under the British Colonisation
to regain the ZO National identity
to rectify the post errors of divisions of the ZO country
to restore the Fundamental Freedom of ZO RACE emancipating to the re-birth of ZO Nationhood and thereby
to strive for self-determination of ZO race

Delhi: Science museum to be named after gang-rape victim

New Delhi, 05 Feb 2013 [IANS] --- The South Delhi Municipal Corporation will name a science museum here after the young woman who died following her gang-rape in December.

The museum, to be built in R.K. Puram in south Delhi, will help to perpetuate the memory of the 23-year-old whose trauma triggered widespread protests, Mayor Savita Gupta told IANS.

"She battled for her life bravely in the hospital. We salute the brave girl," Gupta said.

The father of the victim has given his consent to name the museum after his daughter, she said.

Gupta said all three corporations in the capital would give a total of Rs.15 lakh to the family of the victim.

The gang-rape victim died in a Singapore hospital 13 days after she was assaulted in a moving bus. She was raped by six males including a juvenile.

Rape victim's father seeks PM's intervention for Justice in Manipur

Manipur State Commission for Women filed case against the rapist of Kakching minor girl

New Delhi, 05 Feb 2013 [NE HELPLINE] --- Manipur State Commission for Women has registered a case against the rapist of a minor girl from Kakching and the people involved in the conspiracy. The father of the victim writes to Prime Minister Dr. Manmohan Singh for fair trial.
A minor girl from Kakching was kidnapped by a man, whom the parents claimed to be a minor along with three other men in a red Maruti van from College Road, Near CPI Office, Kakching on January 25 at around 1.30 noon. 

She was raped in an isolated place. The rapist is the son of Yengkokpam Rameshwor Singh of Charangpat Mamang Leikai, Thoubal District, Manipur. The victim is studying Class  XI at Shillong and was on winter vacation.
A FIR No. 14/2013 under section of 366/376/34 of IPC and SC/ST POA 3(1)(XII) has been registered at Kakching Police station on January 30. The medical examination was done at RIMS on the same day.
The main accused was produced before the Magistrate of Thoubal and reported he was under age. The case was transferred to SDOP of Thoubal, who handles the Juvenile case and sent the accused to the juvenile home.
The law enforcing agency has not taken any action to arrest the other three unknown people, whose identity could be traced from the main accused and the vehicle used in the crime.
After the law enforcing agencies has failed to take the appropriate actions to arrest the people involved in the crime and conspiracy, the father of the victim has taken step to write to the Prime Minister of India. 

NE Helpline has also appealed to National Commission for Women, National Commission for Protection of Child Rights, National Commission for Scheduled Caste, National Commission for Human Rights and copy to Chief Minister O Ibobi Singh of Manipur for justice to the victim. 

Meanwhile, the Manipur State Commission for Women has taken a case against the accused and the people involved in the crime.

The safety of women, particularly the crime of rape is top most concern for the nation.
Responding to some section of the society and the parents of the rapist in this case has been trying to mislead the public and the law enforcing agencies to cover up the crime committed by his son.

Madam,
I, am writing to you with great distress about inactive of Police in handling a kidnap, seducing and rape case that:
1.                  Ms. Geeta Devi (name changed), 17 years old, studying 12th standard at Shillong. She is on winter holiday leave after appearing the 11th annual examination and scheduled to return on January 31 to resume her school on February 1.
2.                  She was kidnapped, seduced and raped by a men, while she along with her 11 years old brother was going to Market on January 25, 2013.
3.                  Promod (name changed) S/o Yengkokpam Rajeshwor Singh, a resident of Charangpat Mamang Leikai, Thoubal District, Manipur, came in a red color Maruti van along with three unknown men, kidnapped the girl from College Road, Near CPI Office, Kakching, Manipur on January 25, 2013 at around 1:30 PM. She and her cousin Yambem Thoithoi Singh 11 years old, S/o Yambem Yaima Singh of Kakching Wairi Senapati Leikai, PS Kakching, Manipur were going for marketing. They pulled her from bi-cycle and forcefully pushed her into the said Maruti van. They closed her mouth with hands with suspected substance at hands. Immediately she lost her conscious and her body became senseless.
4.                  When she regained her conscious, she found herself and Yengkokpam Prameshwor inside the said Maruti van and realized that she had been raped. Later she was taken to Pramod's home at Charangpat Mamang Leikai, Thoubal District, Manipur. Yengkokpam Prameshwor Singh's parents forced and threatened her to accept that she has eloped with her consent. They dropped her at her home and narrated how she was kidnapped and raped to her parents.
5.                  After she confessed that she was kidnapped and raped by Pramod and her friends, the members of girl' clans and community leaders decided to seek legal action. The parents and the relatives of Pramod, who came drop her, requested not to register case and solve through mutual agreement of paying Rs 200000 (two lakhs) compensation, to be paid by 28th January 2013 drafted by an advocated signed by the raptist father Yengkokpam Rameshwor Singh and Ph. Nilachandra, who claimed to be a police personnel.
6.                  To the sock and sorrow, victim's parents was notified from Kakching Police that the parents of Pramod filed a court case against them, with false allegation that they have threatened them and forcefully signed the document.
7.                  Thereafter, a case was register - FIR No 14/2013 dated January 30. 2013 under the section 366/376/342/34 of IPC and 3(1)(XII) of SC/ST Prevention of Atrocity Act 1989.
8.                  Police Official of Kakching, have bribed Rs 1500 from girl's father with pretext of filling Petrol for taking his daughter for medical examination at Imphal. They also demanded tips from him. He was told to bear all the medical expenses for hospital fee and X-rays.
9.                  After registering the complaint, I have gone to Kakching police station, enquiring about any action taken to arrest the culprits. They have not given me any news and I found out from Thoubal Police station that the main accused is a minor and surrendered before the Thoubal Magistrate and sent to Children Home at Imphal without any trial or age proof. No action to arrest the remaining people involved in the crime and vehicle involved.
                       Therefore, we would like to request you for your intervene that:
 Ensure speedy investigation into the issue and prosecute the rapist, the parents of the rapist, who harbored the rapists and kidnappers, three others involved in the crime and the owner of the said Maruti van used in the crime.
Punish the perpetrators under the provisions of Scheduled Caste/Schedule Tribe Prevention of Atrocity Act 1989
Ensure adequate protection to the victim and her family
Provide compensation to the victim:
Compensation according to SC/ST Prevention of Atrocity Rule (Revised) 2011.
Compensation according to Supreme Court of India's directive "REVISED SCHEME FOR RELIEF AND REHABILITATION OF VICTIMS OF RAPE" dated April 15, 2010.

Zillai withdraw from Zomi Students Federation

Imphal, 04 Feb 2013 [SANGAI EXPRESS] --- Demanding explanation from Zomi Students' Federation on its support to 'pseudo-ATSUM,' the Zillai (Vaiphei students' association) has tendered its temporary withdrawal from the primary membership of ZSF, reports NNN.

Accusing the ZSF of acting against its interest and sentiment, the Zillai, in a letter to the ZSF signed by general secretary, has tendered its temporary withdrawal from the Zomi Students' Federation.

The Vaiphei students' body also demanded explanation from ZSF on its support to the 'pseudo' ATSUM against the interest of Zillai in particular and tribal interest and integrity in general.

The decision to withdraw temporary withdrawal from the ZSF has been reached during a joint meeting of Blocks, Welfare Standing Committee of Zillai today, said the letter.

"The withdrawal from the federation will be temporary in nature for the time being, however, may be constrained to do so permanently if a satisfactory explanation is not made within February," the Zillai said while asserting that it is the interest and policy of the students' body that its aspiration and interest is respected and safeguarded at any cost in future.


Zillai seeks explanation from ZSF

IMPHAL, 04 Feb 2013 [IMPHAL FREE PRESS] --- The Zillai (Vaiphei Students' Association) GHQ has in a statement said that a joint meeting of Zillai members and welfare standing committee on February 4 has adopted to withdraw its primary membership from the Zomi Students' Federation on account of the ZSF acting against the interest and sentiment of the Zillai.

"The withdrawal from the federation will be temporary in nature for the time being however, may constrained to do so permanently if a satisfactory explanation from the ZSF is not made within the February month," it said.

The Zillai further demanded explanation from ZSF for supporting the "pseudo-ATSUM" against the interest of ZILLAI in particular and tribal interest and integrity in general.

JNU forms available from Feb 7, entrance exams scheduled for May

NEW DELHI, 05 Feb 2013 [TOI] --- Jawaharlal Nehru University has announced its admission schedule for the 2013-14 academic session. The application process starts from Thursday. The entrance exams for various courses will start from May 18.

Apart from the entrance exams " JNU Entrance Examination" (JNUEE) for its own courses, the university also conducts entrance exam "Combined Entrance Examination for Biotechnology" (CEEB) on behalf of participating universities at 51 cities all over the country and one overseas centre in Kathmandu. The entrance examinations will be conducted on May 18, 19, 20 and 21, 2013.

While the last date for closing of online application process is March 23 the last date of submission of completed offline application form is March 28.

Last date of submission of completed offline or printed copy of the online application form to reach JNU is also March 28.

The university has also announced the schedule for the direct admission to PhD programmes. The last date for submission of forms for the monsoon semester is February 15 and for the winter semester is October 14.

Manipur: Update on Minor Rape Case

Update on the Minor Rape Case of Kakching, Manipur.

The Rapist has surrendered to the police. Three others involed in kidnapping the minor, the red colour Maruti Van and the parents of the rapist, who shelter the victim and the rapist are not arrested until now. Police has not taken any further action to arrest them.

The victim is still suffering from trauma. NE Helpline is giving trauma counselling.

Police need to take action as per the law and the SC/ST Prevention of Atrocity Act.

Asian Human Rights Commission has taken note of the crime and has appealed to the Indian Government to ensure justice to victim, punish the culprits as per of the law.

AHRC has also written to member organisations and others to appeal to the Prime Minister of India, National Human Rights Commission, Nation Commission for Women, National Commission for Scheduled Caste and the Chief Minister of Manipur.

North East Support Centre and Helpline team has met Manipur State Commission for Women, and demanded for stringent action against the culprits.

NE Helpline will be submitting memorandum to concerned National Commissions.

THOUBAL RAPE CASE: Women Commission met victim

Police Raided and Culprits Absconding

Imphal, 01 Feb 2013 [NE HELPLINE] --- The Fact Finding Team of Manipur State Commission for Women met the rape victim of Kakching and the parents. Police raided the residents of the culprits and they are absconding.

The fact-finding team was led by Mrs Pitiswori Hudam, hon'ble member of Manipur State Commission for Women along with its Member Secretary, Shri. S. Meghachandra. 

Latter, Mrs Pitiswori also met and taken the statement from the victim separately and assured to the victim and the family members for justice. 

"The victim is minor and it is the matter of kidnapping and raping a minor. The rapist, the parents and others involved in the crime will not be spared," says Mrs Pitiswori.

Ms Geeta (name changed) 17 years old, a student of Class XI, studying at Shillong was kidnapped by a son S/o Yengkokpam Rameshwor Singh of Charangpat Mamang Leikai, Thoubal district, kidnapped with three men in a red Maruti van. 

She was raped inside the vehicle and forced her to accept as eloped with her consent by the family members of the rapist. 

A case of kidnapping, seducing and raping a minor girl is registered at Kakching police station under 366/376/342/34 of IPC and 3(1)(XII) of SC/ST Prevention of Atrocity Act 1989 on January 30.

Reacting to the allegation published by the father of the rapist Shri. Y. Rameshwor Singh in Hueyel Lanpao today, the victim broke out in tears and narrated to the members of the fact-finding team that the rapist's father is trying to cover the crime committed by his son and himself. 

"The allegation level against me and my parents saying that it was elopement with my consent and my father is baseless. I want the rapist, his parents and other people involved in the crime must be booked and punished," says the victim, Ms Geeta.

Early today, a delegation also met the SDPO of the Kakching Police, Shri A. G. Sharma to enquire about the actions taken by the police. 

According to the police, an attempt to arrest the culprits was taken and the culprits are absconding. Mr. Sharma assured the delegation that the culprits will be arrested soon and they will be brought before the law of the land.  

North East Support Centre & Helpline will fight until justice is given to the victim and the culprits are punished.
