In Sunita Williams’s native village, goddess Dola is a Muslim woman

AHMEDABAD, April 4, 2013 [TOI] --- Jhulasan, a small village 40 km north of Ahmedabad, might be famous as the birth place of Indian-American astronaut Sunita Willaims's father. But it's also as interesting as the space woman. The village has perhaps the only Hindu temple that worships a Muslim deity - Dola Mata.

Legend has it that over 250 years ago, Dola fought off infiltrators and looters valiantly but died. It is believed that her body metamorphosed into a flower and that the temple came up on the spot of the miracle.

"The temple has been built in the memory of this brave Muslim woman whose name nobody really knows," said Dinesh Rawal, Williams' cousin and a former chairman of the municipal school board of Ahmedabad. "The fact is that though there has been no Muslim family in Jhulasan for years, villagers believe that the deity will always fight adversities and offer them protection."

Rich villagers contributed Rs 4-odd crore in the recent past to build a decorated temple for their deity. President of the Jhulasan Kelavani Mandal, 71-year-old Ranjitsinh Vaghela, says it is true that the shrine was built in the memory of a Muslim woman. "The temple does not have any idol or picture. A yantra is placed upon a stone and is covered with a saree," said Vaghela. "When there is any calamity, villagers chant 'Dola Mata taara ghoda dodaye' urging the mother to fight for them."

The shrine is also famous as 'Dollar Mata' temple because 1,500 people from the village of 7,000 are settled in the US. The deity is believed to fulfill the wishes of residents who want to immigrate to foreign lands. People take a pledge to hold a garba in the honour of Dola Mata once they reach the US safely.

Sunita Williams will offer prayers here, as usual, on April 4 after her arrival. The villagers had lit up an "akhand diya" for Williams that glowed continuously till her safe return to earth last November from her four-month-long space odyssey.

President gives assent to Criminal Law (Amendment) Bill, 2013

New Delhi, 03 April 2013 [ANI] --- President Pranab Mukherjee has given his assent to the Criminal Law (Amendment) Bill, 2013 and it will now be called the Criminal Law (Amendment) Act, 2013.

The Criminal Law (Amendment) Bill, 2013 was passed by the Lok Sabha on March 19 and by the Rajya Sabha on March 21.

The Criminal Law (Amendment) Bill, 2013 was moved in the Rajya Sabha by Union Home Minister Sushil Kumar Shinde where he had termed it as a 'unique law'.

Shinde had then said the purpose of the bill is to provide stringent punishment also for offences like stalking, voyeurism, acid attacks and human trafficking.

The Union Cabinet had earlier last month approved the amendments to the Criminal Law (Amendment) Bill, 2013 keeping the age of consent for sex to 18 instead of 16.

The demand for having such a law picked up after the December 16, 2012 brutal gang-rape of a 23-year-old girl in a moving bus in the national capital.

BSNL job scam in Churachandpur, Manipur

A bogus company which operates by the name of Broadcasting Service Network Ltd. and projecting itself as a 3G Indian Mobile Service has been duping persons seeking employment by giving them fake appointments in their fictitious company.

The ‘clients’ are charged in the tune of Rs 2 lacs to 7 lacs for a post equivalent to their qualification.

The main office of the ‘company’is located at Lamboi Khongnangkhong, Imphal West and comes under the Lamphel Police Station jurisdiction. There is no banner or signpost which confirms the existence of the company.

Sources mentioned that the scamsters in question started recruiting people from March 2012 onwards.

The modus operandi of the culprits is to engage touts for roping in potential job seekers in their fraudulent firm. What is required is for a person to hand over 8 passport photos, proof of qualification and an appointment letter, which is given at the office once the entrant doles out the money.

The ‘appointed’ person then gets a cut if another candidate is roped in.

The post available ranges from security guards, peons and officer levels.

The officials are termed as assistant zonal officers,zonal officers, managers etc.

Sources further confirmed that the company has a policy of recruiting about a thousand staff from the State and was subsequently to be posted throughout the northeast and other districts of the State.

The scamsters had also opened makeshift offices at Jiribam, Kakching, Churachandpur, Saikhul, Moreh and Ukhrul among other areas. It has been learnt that at least more than 600 individuals have been ‘appointed`.

The ‘BSNL’ acronym created confusion among the applicants and the local BSNL office at Babupara and officials were approached by the job seekers to inquire if there are any posts available.

The culprits operated on the pyramid scheme model or Ponzi scheme. The money of one client was further distributed to the person and others. Thus, the money collected was distributed to the new arrivals and the other staff.

It was observed at Lamboi Khongnangkhong that persons within various age groups came smartly dressed and for ‘work’ at the head office.

But the `staff` were fobbed off with the explanation that `the  3-G equipments were set to arrive in Imphal only in April 2013. As a result, the `office goers` mixed among themselves, sat on a table at the Lamboi Khongnangkhong park and whiled the time.

Ironically, they did get their salary which was collected from them in the first place.

The `salary` ranged from Rs 3000 per month to Rs 8,000 depending on their job specifications.

Further remuneration was promised after the machinery arrived and the proper commencement of work.

The scam came into light when Churachandpur police busted the makeshift office on March 9.

A high ranking police officer of the district said that the matter was beinginvestigated and the office had no credible documents to support their claim. “They did not even have fake documents,” the officer maintained.

The scamsters had opened office at Saikot and appointed about 109 persons. It was learnt that the appointed individuals from Churachandpur wanted to open an office formally by inviting dignitaries and putting up a signboard.

But, the matter was hushed down by the ‘managers’ that such activity may invite unnecessary problems from the underground organization. There was one episode of a woman appointee’s handycam being snatched by the managers as filming of the office was not permitted.

The self appointed joint director I Kunjakishor,–, s/o Pradeep Singh of Waiton Awang Leikai, Deputy Chairman, A Ibochouba Singh—of Sagolband Yengkhom Leirak and executive member , I Nilamani Singh,54, s/o I Ibobi of Lamboi Leikai has been arrested by the police. They have been remanded to police custody for 10 days.

Girl strayed into Pakistan comes home

JAIPUR/BIKANER/JAISALMER, 02 APRIL [TOI] --- A seven-year-old girl, PoojaMeghwal, who strayed into Pakistani territory on Friday while grazing cattle was handed over to BSF officials by Pakistani Rangers on Monday evening. The girl is hale and hearty and returned with new dress, footwear and candies offered by Pakistani Rangers.

Soon after getting the custody of Pooja, the BSF authorities took her to a hospital at an Indian post in Bikaner. The doctors found her in good health.

"We have also intimated her family members and will try to hand over her today itself," said a senior officer of BSF. BSF authorities were in touch with Pakistani Rangers since Friday and had several rounds of flag meetings to get her back. BSF officials said they were waiting for the flag meeting since morning. "The meeting started in the evening when a commandant from their side and a commandant from our side participated in the meeting. They handed over the girl to us at 7.30 pm and we have given her custody to the local police ," said a BSF officer.

Pak rangers gave her a new dress

"The girl was smiling and was seen in a new dress given to her by Pakistani Rangers," a BSF officer said.

Babu Lal Bishnoi, deputy superintendent of police, Bikaner, said: "The Rangers handed over the girl to BSF officials at 7.30pm while we got her custody by 8.45 pm. The girl told us that she was offered timely meal, candies, new footwear and a new dress by Pakistani Rangers. A woman officer was also deputed by them to take care of her," Bishnoi added. Pooja had crossed the international border and entered Pakistan through a damaged fencing near 43KYD village in Bikaner on Friday.

Intruder sent back to Pakistan

A 45-year old Pakistani intruder who had entered into Indian border from international border Pakistan from a border post near Govardhan border in Sriganganagar district was handed over to Pakistani rangers in a flag meeting with Pak rangers on Monday evening.

Azam(45), a resident of Kiladidar of Apsahbad tehsil of Gujarwala district in Punjab state of Pakistan had entered into Indian territory on March, 10. Immediately after it Pak rangers were informed and they confirmed him to be their citizen.

"During the interrogation, he told that he had entered into the Indian border by mistake. After all security and intelligence agencies inquiring him, no objectionable thing came in front and on Monday during the flag meeting, he was handed over to the Pak rangers," said an official. [TOI]

3 men allegedly sexually assault 35-year-old woman in South Delhi

New Delhi, 01 April 2013 [CNN-IBN] --- Another case of sexual assault has been reported from the national capital. A 35-year-old woman has alleged that three men sexually assaulted her in South Delhi.

The woman and her sister work at a mall in Gurgaon and took a lift from a cab late on Saturday night. The woman claimed that while her sister got off at Okhla, she was assaulted while on her way to Sangam Vihar.

A case has been registered against three persons and a probe is on. More details are awaited.

Disabled girl raped by relative in Thane

Thane, 01 April 2013 [PTI] --- A 17-year-old disabled girl was allegedly raped several times since last year by her distant relative, police said. 

The victim yesterday filed a complaint against her paternal uncle Sajayi V Adal (22), working in a hotel, alleging that taking advantage of her disability, the accused raped her on many occasions, Assistant Police Inspector Laxman M Sariputra said. 

The girl faces disability in walking properly and needs help for all activities. The accused used to visit the girl's house at Kuntavali in Ambernath township of Thane when her parents were away and allegedly raped her several times, police said. 

The girl also mentioned in her complaint that once the accused took her to his village Bhimashankar near Pune where he sexually assaulted her. 

A case has been registered against the accused under section 376 (rape) of the IPC, police said, adding that a man hunt has been launched to nab him.

Arunachal Pradesh suffers from power crisis

Itanagar, 01 April 2013 [PTI] --- Arunachal Pradesh, with an estimated 58,000 megawatts hydro power generation potential, has been facing an acute power crisis for the past two and a half months. 

With the sources of rivers rapidly drying up directly impacting generation in the entire Northeast, Arunachal Pradesh is also affected due to supply shortfall. 

The situation has been compounded by a large number of fires being reported in the state this year, forcing consumers, particularly students, to reach for conventional energy sources like kerosene and candles. 

The hilly state receives between 84 MW to 34 MW during peak and non-peak hours, respectively, against a peak hour demand of 130 MW. The supply schedule goes haywire with a fluctuating supply from the NE Grid. It varies from 44 MW to 84 MW during peak hours and between 34 and 44 MW during non-peak hours, that too including the state's share of 22 to 24 MW, according to State Load Dispatch Centre (SLDC) Executive Engineer T Mize. 

Though a few mini and micro hydro power projects are generating power to meet the local needs, statistics are not available to SLDC contrary to the grid distribution mandate, Mize said. 

The demand for power has been on an upswing with a number of massive development projects being executed in the state. 

Small and medium industries are also being set up in large numbers. Criss-crossed by numerous perennial rivers, the state houses the largest hydro project in the Northeast – 405 mw Ranganadi Hydro electric project (105 mw x 3 units) of the North East Electrical Power Corporation at Papum Pare district.

Election Commission derecognises MPP - the oldest regional party of Manipur

IMPHAL, March 30 2013[TOI]--- The Election Commission has derecognised the oldest regional political party, Manipur People's Party (MPP).

MPP sources said the main reason for derecognising the party, which had ruled the state for more than two terms, was that none of its candidates had won the last state assembly election in 2012 and Lok Sabha election in 2009.

Manipur state election office said copy of the EC order derecognising the MPP has been received by the office recently.

The order was passed on March 20. The party was established on December 26, 1968, by some dissident members of the then Indian National Congress with an aim to work for the protection of territorial integrity of Manipur, build up regionalism and to protect the identity of Manipuris in view of the uninterrupted inflow of "outsiders", party sources said.

The incident took place a few days ago at Malabar Hill. According to Kima, a Police van stopped in front of some younger Mizos standing on the pavement (there were many other people on the pavement eating sev puri and aloo chaat from the roadside vendors), and the uniformed police van driver angrily shouted at them.

When Kima, who was talking with a friend when that happened, asked the Mizos who were standing close to the police van about what the cop said, a young Mizo girl, said, “I think he said hey Nepalis, go back to Kathmandu!” while another guy standing beside her said, “No I think the cop asked if we are going to Kathmandu?”

Gangrape survivor denied admission by schools in Meghalaya

Meghalaya, 26 March 2013 [CNN-IBN] --- Even after the arrest of 16 accused - minors and adults - in a gangrape case in Meghalaya, the survivor is still being victimised. The 18-year-old was forced to shift towns to escape harassment and is now being denied admission by new schools.

Two schools in Tura town in Meghalaya have refused admission to the 18-year-old gangrape survivor. The teenager was gangraped in a lane at Williamnagar in Garo Hills on the night of December 13, 2012. When CNN-IBN met her earlier, she had only one request. She wanted to change her school.

Bleeding and semi-conscious, on that December night she was dropped off to her home by two boys. "I was coming back from the winter festival with two other friends. A group of boys chased us. I ran and fell down. They hit me with a stone. I fell down and then they tore my clothes and raped me. I recognized two boys," she said.

Her parents were in shock when CNN-IBN met them in January. "It is a shame that boys from our community did this. My daughter should get justice," said the survivor's mother.

Nothing has changed or moved. Things have only got worse for the family. The girl has been photographed by the family members of the alleged rapists and threatened to withdraw the case in a manner activists had been threatened before.

With the help of student organisations she moved to Tura for a new start and a new school. But schools don't want to give admission to a gangrape victim.

All the 16 boys have been arrested. Eight of them are in juvenile custody and eight in jail. The trial has begun, but Williamnagar does not have a fast-track court.

"People are less bothered. They don't feel angry it seems. We came for a public protest. But nobody came out. We even called them with a microphone. Nobody came out," PMDR member Jaynie Ninring said.

The case was overshadowed by the Meghalaya elections and now with this rejection, it is one more day in the long wait for justice.

Churachandpur consumer club takes action

LAMKA, March 23[Imphal Free Press]---The Consumer Club of  Churachandpur today set ablaze confiscated market items  which had expired. The expired items were collected from the Lamka market  at  Damkan Bazar, New Lamka Churachandpur around 10:00 am in the presence of the media and the public.

The items burnt today include tobacco products like Paras and Zarda, Meat Masala, eatable chips and mineral water bottles.

The items confiscated from more than 20 shops are said to be worth more than Rs 20 thousand. The shop keepers found selling the expired items were let off with a stern warning that their license will be cancelled if they continued to indulge in such activities.

Though there is an indication that the Government will act tough with products that can cause health hazard, many shops in Lamka are not getting the message and are selling such products openly.

The Consumer Club of Churachandpur in the past had apprehended many shopkeepers for hiding goods  with the intention of hiking up the price l of popular items that include Pan and daily essential items like rice, salt, potato and sugar.

KNO condoles Moshon, killed by NSCN

IMPHAL, March 20, 2013 [TSE] --- The Kuki National Organisation has condoled the death of Moshon, Secy-Home of United Minority Liberation Army, a constituent of the Kuki National Organisation, an umbrella organisation comprising 17 armed groups, who was allegedly killed by Nationalist Socialist Council of Nagalim (Isak Muivah) on March 19.

Dragged out from a public meeting at Khangsim village by two stooges of NSCN (IM), Kosil and Koipiboy, Moshon was killed at Komlathabi for his commitment to resurrecting his root identity, Kuki, the KNO said in a statement signed by its president, PS Haokip.

The stooges of NSCN (IM), no doubt pseudo Nagas, have committed a crime against a honourable man, who strove to serve his people, the Kuki nation, it said.

The void left by Moshon's death is immense, but his sacrifice for the Kuki nation will not be in vain. His death will serve as acatalyst to fulfill the sacrifices he has made - the entire armed wing of KNO and the Kuki people will leave no stone unturned to fulfill his dream of a fully revived Kuki nation in Chandel, as in all Kukilands. All seventeen armed groups of KNO condoled Moshon's untimely demise while also praying for the family and friends he left behind.

According to The Imphal Free Press, the dead body of Saka Moson Khoubu Maring (40), son of Sonpien Khoubu Maring of Khansing village, Chandel district was handed over to his family members after post mortem at the Jawaharlal Nehru Institute of medicals science today (March 20).

It may be mentioned that Saka Moson was reportedly picked up by three unidentified persons from Khangsim village and his bullet ridden body  found in Khukham village, on the eastern side of Jora farm, reports The Imphal Free Press.

Zous celebrate Zogal Day in Manipur

Lamka, March 17, 2013 [TSE] --- Deputy Chief Minister Gaikhanngam along with some of his Cabinet colleagues today attended the Zogal Day cum Zouton celebration at Zogal Memorial Hall complex here.

Gaikhanngam while addressing the 94th Zogal Day celebration said calls for a fresh approach to develop the State. All the people living in the State of Manipur, despite the diversity in dialects belongs to Manipur, and peaceful co-existence should always be our priority, our collective efforts, he said.

He also appealed the celebration organizer - the United Zou Organisation to be an organization that promotes peace and unity in the state and not to be a problem for the State.

Social Welfare Minister AK Mirabai, Parliamentary Secretary V Valte, Saikul MLA Yamthong Haokip and Singngat MLA GS Haupu, among others, have attended the day's celebration that was observed with a massive public feast.

The feast was hosted at Zoumunnuam village with six cows and two pigs.

IPR Minister K Meghachandra, Thanga MLA Mangibabu, Chandel MLA St Nunghlung Victor and Sekmai MLA K Devendro Singh and Chairman ADC Chandel M Sesei Zou also attended the night programme that began from 6pm at the same venue and with the same fervor.

Zogal according to organisers was celebrated to commemorate the resistance put-up by Zou heroes against the British imperialist and the selfless sacrifices made during the 1917-1919 resistance.

Manipur: ZRO spells out UPF’s aspiration

Imphal, March 18, 2013 [TSE] --- Zomi Revolutionary Organisation (ZRO) has made it clear that the political aspiration/demand of the UPF is to create an autonomous hill State within the State of Manipur without affecting its territorial integrity.

Notably, UPF and KNO are two conglomerates of Kuki armed groups which are under tripartite SoO pact involving the Government of Manipur and the Government of India.

ZRO/ZRA is a constituent member of the UPF. The other members are KNF, KRA (U), ZDF, HPC (D) and ZRF.

Speaking to media persons at Churachandpur today, ZRO/ZRA external affairs secretary Calvin and home secretary Khuptang decried that the tripartite peace process is too slow.

One of the foremost demands put forward from the side of UPF for the political dialogue is creation of an autonomous hill State within Manipur without compromising its territorial integrity under which there can be a separate administration for the hills.

The UPF has already submitted memorandum to the Government of India as well as the Government of Manipur highlighting its political demands which would encompass all the six Autonomous District Councils.

However, the peace process is making little progress and it is not desirable at all, they said.

Claiming that ZRO alone has more than 400 cadres, Calvin and Khuptang informed that around 100 cadres are staying in the Mulvai designated camp while the remaining cadres would be housed at the designated camp being constructed near Thanlon. Arms and ammunition of the cadres have not been handed over to the Government rather they are kept in safe store with double-locking system.

They further confided that they found it hard to manage daily affairs with the meagre Rs 3000 given by the Government to their cadres as monthly stipend.

As of now, the Government has not made any arrangement to impart vocational training to the cadres stationed in the designated camp.

"We would wait and see what kinds of trade Government would take up for vocational training and it is also essential to ascertain what the cadres want for their vocations", they said. On being asked about the recent spurt in drug smuggling activities, the rebel leaders claimed that abuse of drugs has gone down considerably in Churachandpur district following a ban imposed by the party.

Irom Sharmila re-arrested in Manipur on her birthday

Imphal, March 13 2013[Sangai Express]-- Marathon hunger striker Irom Sharmila Chanu has been re-arrested by a team of Porompat Police at around 6 pm today.

Sharmila, who has been on a fast since November 2000 to demand the repeal of the Armed Forces Special Powers Act, was freed with the end of her jail term yesterday.

Airports of Delhi, Mumbai and Hyderabad are among the top five in the world

[PTI]--Airports Council International (ACI), a global body of airports, has adjudged Delhi’s Indira Gandhi International (IGI) airport as second best after Seoul’s Incheon airport in the category of airports handling 25-40 million passengers per annum (MPPA) for their service quality for the year 2012.

Mumbai’s Chhatrapati Shivaji International airport was adjudged the third best in this category, an ACI statement said.

Hyderabad’s Rajiv Gandhi International airport (RGI) has bagged the second position for their service quality in the category of five to 15 MPPA. Japan’s Nagoya airport was adjudged the best in this category.

DoT may recommend extending prepaid services in J&K, North East

The DoT may recommend extending pre-paid mobile services in Jammu and Kashmir, Assam and North East till end of financial year 2014-15 on account of the overall improvement in performance of consumer application form audit.

According to sources, DoT may seek Committee of Secretaries approval to extend pre-paid mobile services which should end by March as per the prevailing order.

The department had issued an order to stop pre-paid mobile services in these three service areas due to security reasons.

Sources also said that DoT has noted improvement in consumer details provided in the application for mobile connections in these telecom service areas.

Also, DoT is contemplating to challenge a telecom tribunal TDSAT ruling against the government order which was issued to limit acceptance of Gram Panchayat certificate and Voter cards, issued during a certain period of time for mobile recharges and connections to reduce fake connections.

"Keeping in view the overall improvement in performance in the CAF (consumer application form) audit, we may consider recommending to CoS that the pre-paid service in the three areas ie J&K, Assam and North East may be extended for a period of two years effective from April 1, 2013," a DoT source said.

Ram Singh, prime accused in Delhi gang-raped suicide in Tihar Jail

New Delhi, Mar 11 [NDTV] --- In a huge security lapse, Ram Singh, one of the men accused in the gang-rape of a medical student in a moving bus in Delhi last December, has allegedly committed suicide at Tihar Jail, where he was lodged. His body was found in Jail Number 3 at around 5 this morning.

News agency AFP quoted prison's law officer Sunil Gupta as saying, "He tied all his clothes together and used the ceiling grille and a wooden stool to hang himself."

New Delhi, Mar 11 [firstpost.com] --- The sudden death of prime accused in the horrific 16 December Delhi gangrape Ram Singh, who committed suicide inside Tihar jail, is likely to affect the outcome of the trial say lawyers and experts. Here is a quick look at who he is and what his role in the rape was.



Prime accused in Delhi gangrape case:



Ram Singh, the driver of the bus in which the horrific gangrape was carried out, was the main accused in the case.  Singh, instead of parking the white chartered bus with its owner, had kept the vehicle with him on the night of the incident, reportedly met the other accused for dinner and then took the bus to drive around Delhi.



The group picked up the 23-year-old woman and her male friend as they were attempting to travel home after watching a film together.  The bus was driven through the bustling south Delhi areas of Munirka, Vasant Vihar and Mahipalpur as the six men raped and tortured the girl and beat her friend, using iron rods and other weapons.



According to the police report, the attack lasted at least 45 minutes.



There were six attackers, one of whom claims to be a juvenile and is being tried separately. Each of the men raped the 23-year-old woman, with at least two taking turns driving the bus. They penetrated her with two metal rods, causing such severe internal injuries that doctors later found parts of her intestines floating freely inside her abdomen.



The couple was stripped, robbed and thrown off the bus near Mahipalpur.



After fighting for her life for almost a fortnight, the 23-year-old woman breathed her last in Singapore on 29 December.

Singh reportedly had told the police that he had brutally assaulted the 23-year-old woman because she had resisted his attempt to rape her and bitten him.



According to police sources, Singh was drunk and he lost his cool when the girl bit him. After he was bitten he and his friends started beating the girl and her male friend with iron rods.



He had also snatched three mobile phones belonging to the girl and her friend so that they could not dial anyone for help after being thrown from the bus.



Singh had reportedly told the police that he had tried to destroy the evidence by washing the bus and also asked his accomplices not to talk about the incident. He parked the bus at RK Puram and later took it to its owner in Noida.



It was reportedly based on Ram Singh's confession that the police were able to arrest the others involved in the case, including his brother.



Ram Singh, with the four others, were charged with murder, gangrape, attempt to murder, kidnapping, unnatural offences, dacoity, hurting in committing robbery, destruction of evidence, criminal conspiracy and common intention under the Indian Penal Code.



Singh and the others in Tihar Jail had reportedly been assaulted by other inmates when they were taken in and had also been put on 'suicide watch'.



His background

Singh was a bus driver, despite an accident in 2009 that fractured his right arm so badly that doctors had to insert a rod to support it. He appeared on a reality television show in a compensation dispute with a bus owner, who in turn accused Singh of "drunken, negligent and rash driving".



Singh's neighbours describe him as a heavy drinker with a bad temper. One young woman said he used to get embroiled in violent rows and a relative recalled a physical altercation with her husband.



A Mail Today report  documents Singh as being a 'muscleman' in the Ravi Dass camp area of RK Puram in Delhi, a pocket of shanties in an otherwise upper middle class neighbourhood. Known for his drunken brawls in the neighbourhood, he had even reportedly eloped with a married woman, only to return after she passed away.



However, his parents had tried to justify their son's involvement in the heinous crime.



"They (Ram Singh and Mukesh) were not like this. In 20 years, they have never committed a crime. They must have been in bad company. As regards alcohol, that's common among drivers," Mangi Lal, the father of two of the accused, was quoted as saying in this Firstpost report.



Ram Singh had pleaded not guilty to the charges against him.



His death

Ram Singh died inside Tihar jail on 10 March. Prison authorities say he committed suicide using the clothes he was wearing to hang himself. The DG Prisons confirmed to CNN-IBN that Ram Singh committed suicide. However a magisterial inquiry has been launched into the incident, which is likely to impact the course of the trial. The death is also being seen as a major embarrassment to the Delhi police and Tihar jail officials.

14-year-old gang-raped in Kolkata, 2 arrested

Kolkata, March 11, 2013 [IANS] --- A minor girl was allegedly gang-raped in the wee hours of Monday in the city's Jadavpur area. Two of the accused have been arrested, police said.
"Following a complaint of gang-rape we have arrested two persons. The 14-year-old victim was allegedly raped and at least three to four persons are suspected to be involved," Deputy Commissioner (Jadavpur) Sujay Chanda said.
"A medical test on the victim to ascertain rape will be conducted soon," Chanda said.
According to police, the victim, along with another girl, had gone for a bath to a pond in the locality at around 3 a.m. on the occasion of Maha Shivratri. Two young men started teasing the girls.
While her companion fled the spot, the victim was forcibly taken by the youths to a building still under construction and raped.
The incident comes just two days after West Bengal Human Rights Commission chairman and former Supreme Court judge Asok Kumar Ganguly said West Bengal "was not lagging behind Delhi in the number of atrocities on women, and may have (even) surpassed the the national capital (in such crimes)".

ZYA Cultural Troupe to Represents Manipur in Delhi

A 16-member Zomi Cultural Troupe (14 girls and 2 men) from the Zomi Youth Association (ZYA) GHQ, Lamka, arrived in New Delhi on March 6, 2013, via the Rajdhani Express from Guwahati. They are currently accommodated in a hotel at Sant Nagar, East of Kailash.

The team is set to perform cultural dances as representatives of Manipur during the International Women’s Day celebrations at the Indira Gandhi National Centre for the Arts (IGNCA), CV Mess, Janpath, New Delhi, on March 8–9. The event will be inaugurated by the Union Minister for Culture, with prominent women dignitaries such as Smt. Sonia Gandhi and Smt. Sheila Dixit expected to attend various sessions before the event concludes on March 14.

The team may also participate in Sunday worship services at EBC Church, Dwarka and ZCF, Parliament Street. A Delhi sightseeing tour is planned for March 11, before their return journey on March 12. All travel and accommodation expenses are sponsored by IGNCA.

ZYA Delhi Region is maintaining regular contact with the team. This marks a historic moment as it is possibly the first time a Zomi cultural troupe is representing Manipur at a national-level programme organised by an autonomous body under the central government.

Delhi court charged Manipurs' Iron Lady for suicide attempt

New Delhi, March 5: A court in Delhi on Monday charged Manipur's Iron Lady Irom Sharmila Chanu with attempt to commit suicide. On Sunday, she came to the national capital from Imphal, Manipur to appear in the court in relation to the case where she has been charged with attempt to commit suicide during her fast until death at Jantar Mantar in New Delhi on October 5, 2006.

 If convicted Sharmila, who is out on bail in the case, faces a maximum sentence of up to one year in jail. The next hearing in the case is scheduled for May 22. 

The 40-year-old peace-activist is on a hunger strike for last 12 years. She is demanding the repeal of draconian Armed Forces (Special Powers) Act (AFSPA). 

On being asked about government's stand on the controversial AFSPA, Sharmila said, "The government and the Army are colluding to cheat the people. The government is of the people, by the people and for the people. The government should control the Army also." "The government will listen. It depends on the movement of the people because we are a democracy. What I want is peace and justice, not the administration of a government that uses violence as a means for their governance," she told reporters, outside the Delhi Court on Monday. 

The court said, "It is alleged against you Sharmila...that you on October 4, 2006 at about 8 pm sat at Jantar Mantar on fast unto death until 11.30 pm on October 6, 2006 and refused to undergo medical check up and thereby committed an act with an intention or knowledge that under such circumstances that death may be caused and thereby committed an offence under Section 309 and within the cognisance of this court." 

The Magistrate added ,"I respect you, but the law of the land does not permit you to take your life." However, a frail, but determined Sharmila told the court, "I do not want to commit suicide. Mine is a non-violent protest. It is my demand to live as a human being. I love life. I do not want to take my life but I want justice and peace".

One Northeast girl molested in Delhi

Delhi Police denied the case, FIR registered after two days

New Delhi, February 28, 2013

Crime against the North East people continues unabated in the national capital territory of Delhi. Just barely two days ago 10 Manipuri students of Delhi University were attacked by some local goons in the national capital, a 24-year-old girl from Manipur was allegedly molested and beaten by her Director on February 26 in Mahipalpur, south Delhi. The victim filed a complaint at the Vasant Kunj Police Station the same day, however, the police, Mr. Ravi Yadav refused to register the FIR.

The victim, Preeti (name changed), have been working at Gold Leaf Spa in Mahipalpur since October last year.

According to Preeti, she was beaten up by a Thai lady named Janya, Director of Gold Leaf Spa, who is also a business partner of Mr. Deepak Mittal, owner of the Gold Leaf Spa on February 26 around 2 pm. She filed a complaint at the Vasant Kunj Police Station on the same evening. When she went to get a copy of FIR today, Mr Ravi Yadav, SI who received her complaint said he has misplaced her complaint letter.

"I was abused, beaten, molested inside our office by our director, Janya. I felt unsecure, I may be beaten or attack any time. Some of my northeast friends were also beaten by her in the past," Preeti told NE Helpline.

General Secretary of North East Helpline, Dr Alana Golmei informed the matter to the PK Malik, the SHO of Vasant Kunj Police Station. NE Helpline media in-charge Bruce K. Thangkhal took the victim to Vasant Kunj Police Station and lodged the FIR u/s 323 IPC this evening. A medical examination was also done with the intervention of NE Helpline.

In the meantime, 10 Manipuri students of Delhi University were attacked in north Delhi on February 24 night in which one of them severely injured and got admitted in ICU while the other two sustained injuries. A case has been registered in Maurice Nagar Police station u/s 323/ 341/ 34 IPC on only February 27.

North East Helpline appeals to Delhi Police to immediately arrest all the accused involved in the crime.

Manipuri Girl Molested in Delhi, FIR Delayed

New Delhi, February 28, 2013: A 24-year-old woman from Manipur was allegedly molested and assaulted by her director on February 26 in the national capital. Although the victim initially filed a complaint at the Vasant Kunj Police Station, the police reportedly refused to register the FIR.

The victim, identified as Preeti (name changed), has been working at Gold Leaf Spa in Mahipalpur since October of last year.

According to Preeti, she was physically assaulted and molested around 2 p.m. on February 26 by a Thai national named Janya, who is the Director of Gold Leaf Spa and a business partner of Mr. Deepak Mittal, the spa's owner. She lodged a written complaint the same evening at Vasant Kunj Police Station. However, when she returned the next day to collect a copy of the FIR, Sub-Inspector Ravi Yadav told her that her complaint letter had been misplaced.

“I was abused, beaten, and molested inside our office by our director, Janya. I feel unsafe—she could attack me again at any time. Some of my Northeast friends have also been assaulted by her in the past,” Preeti told NE Helpline.

Dr. Alana Golmei, founding member of the North East Helpline, brought the matter to the attention of PK Malik, Station House Officer (SHO) of Vasant Kunj Police Station. Later in the day, NE Helpline's media in-charge, Bruce K. Thangkhal, accompanied the victim to the station, where an FIR was finally lodged under Section 323 of the Indian Penal Code (IPC). A medical examination was also carried out with NE Helpline's intervention.

North East Helpline strongly urges the Delhi Police to take immediate action and arrest the accused without delay.

Ten NE students attack in Delhi, Two seriously injured, One admitted in ICU

No FIR Registered, No Action to Arrest the Culprits

New Delhi, Feb 27, 2013 --- Ten North East students were attacked at Delhi, two seriously injured, and one admitted in ICU. Delhi Police delayed in registering FIR and no action taken to apprehend the culprits. The racial attack on North East India continues in the national capital. In active of Delhi police is the matter of concern.

According to the source reaching to the North East Helpline, ten North East boys from Manipur were attacked by a group of unknown people on 24 February night in Delhi University campus. While they were returning after dropping one of their friends in DU hostel, a group numbering 8 to 9 people came from behind attacked on them with sticks. When they raised their voice and tried to defend themselves, the culprits fled from the spot. Two of them suffer seriously and one still in Intensive Care Unit, while others suffered.

They received first AID from DU clinic, and then referred to Hindu Rao Hospital, where the admission was denied, then latter taken to St. Parmanant Hospital. The Doctors on Duty at St Parmanant Hospital informed Police and the police took the statement from the victims. A medical legal case is registered at the hospital.

A group of student from Manipur went to Maurice Nagar Police Station to register the complaint in written. The police official has taken the footage of CCTV installed at the place where the incident took place. The police have shown the footage to the students who went to registered the complaint. The police have given assurance to arrest the culprits.

NE Helpline has contacted the Maurice Police Station and found out that no FIR is registered until the filing of this report. Delay in registering the FIR and inactive of Delhi police is the matter of the concern for the North East communities living in Delhi and NCR, who have been constantly targeted for racial attack and sexual violence.

North East Helpline appeals to the Delhi police to register the case against the attackers as per the instruction given by Union Home Ministry in 2012 to book the racial attackers under the Scheduled Caste/Scheduled Tribe Prevention of Atrocity Act and appeals the Delhi Government to compensate to the victims.

Nehginpao Kipgen invited as “Country Expert for Burma” by V-Dem

Nehginpao Kipgen, general secretary of the U.S.-based Kuki International Forum (KIF) and a researcher on the politics of South and Southeast Asia with a concentration on Burma/ Myanmar, has been invited to serve as a “Country Expert for Burma/Myanmar” for a global academic research project called ‘Varieties of Democracy (V-Dem)’. The V-Dem (www.v-dem.net) is a collaborative project of eminent social scientists from different academic institutions around the world.

An invitation letter dated February 13, 2013 states that “You were chosen because you already have expertise on many aspects of the political system…..country and its history. We would be very grateful for your support for this initiative. Improvements in our understanding of democracy depend upon the participation of experts around the world.”

Kipgen in his response to the invitation, which was also posted in his facebook page, wrote “I am honored to be invited as “Country Expert” on Burma/Myanmar by Varieties of Democracy (V-Dem), a collaborative academic research project of the Department of Political Science, University of Gothenburg (Sweden), and the Kellogg Institute, University of Notre Dame (USA). The research theme “Measuring Degrees and Types of Democracy” relates to my area of research interest, that is, democracy, democratic transition, and democratization.”

The V-Dem project aims to “develop more nuanced measurements of democracy: distinct measures of electoral, liberal, participatory, majoritarian, consensual, deliberative, and egalitarian democracy, as well as a number of lower level components of democracy such as free and fair elections, inclusion of women and minorities, judicial independence, and many others. These qualities distinguish V-Dem from extant democracy indices such as the well-known Polity IV and Freedom House indices. V-Dem will cover all countries from 1900 to the present.”

Army Colonel, five others arrested in Manipur drugs haul

Imphal, Mon Feb 25 2013[Indian Express]: An Army Colonel posted as the Defence PRO in Imphal and five others were arrested by the Manipur police on Sunday for allegedly ferrying drugs, estimated to be worth between Rs 15-30 crore, to the Indo-Myanmar border
.
Col Ajay Choudhury, a Territorial Army sepoy posted under him, an Indigo Airlines associate manager and three others have been accused of ferrying pseudoephedrine, used for manufacturing heroin, in three vehicles, including the Colonel's official vehicle. Police suspect the Colonel had ferried drugs at least four times in the past.

"We have estimated that the drugs are worth between Rs 15-30 crore in the international market. We caught three vehicles carrying these drugs at Pallel. The three civilians were Kukis and seem to be involved in the drug racket," said Manipur DGP Y Joykumar Singh.

"They seem to have been involved in a number of such operations before. Col Choudhury has been denying his involvement, but one of the cars carrying the drugs was alloted to him by the Army. The consignment was on its way to Moreh, the Indo-Myanmar border town," said Singh. "We had received a tip-off that a big consignment of drugs was on its way to Moreh," he added.

In New Delhi, officials said strict action will be taken if the Colonel is found guilty.
