Govt officials destroy poppies in Koubru hills

Kangpokpi, 18 Nov 2022: In continuation of the Government’s effort on “War on drugs”, a combined team of Kangpokpi Forest Division, Kangpokpi Police, NAB, 22nd Assam Rifles and 5th IRB, a total of 140 personnel, carried out destruction of illegal poppy cultivation at Koubru Hill Range near SP Ngaimun Village inside Kanglatongbi-Kangpokpi Reserved Forest. A total of 30-35 acres of poppy cultivation was destroyed. Efforts against illegal activities and poppy cultivation will continue.

Shri Ganesh, IFS, reiterated again that trespassing and breaking up of land inside a Reserved Forest is against the law as laid down by Indian Forest Act, 1927. Anybody found violating the law and encroaching into the Reserved Forest will be dealt with as per law. He reminded that besides the health implications, illegal poppy cultivation also has long lasting effects on ecological balance and if it goes unchecked will lead to irreparable damages, ultimately threatening our very own survival. He once again appealed the public to refrain from participating in any illegal activity inside protected forests and help the Government in identifying the culprits responsible for such illegal cultivation.

Preparations for Manipur Sangai Festival, Ccpur begins

CCPUR, OCT 18 (DIO): Preparations has begun for the grand and successful holding of the annual tourism festival of the State, the Manipur Sangai Festival 2022, Churachandpur even as the State Government has chosen Churachandpur’s border village Behiang, a spectacular offbeat tourist destination, Geljang Resort, Khuga and Lamka Public Ground to be the other venues of the festival this time.

A joint inspection for the inaugural event at Churachandpur District was held by Shri Chinlunthang, Hon’ble MLA of Singhat A/C along with Shri Thienlaljoy Gangte, ADC and Nodal Officer for Sangai Festival Celeberation, Churachandpur district; Shri Samuel Lhungdim, SDO, Singngat and other departmental representatives today at Behiang village.

Construction of Stage, Hall and stores will begin tomorrow and parking areas have been identified and ready for the day said Shri Shri Thienlaljoy Gangte. Traveling arrangements will be notified later as arrangements for other amenities like accommodation, food, lodging etc. are being planned for the celebration, he added. The team also inspected the on-going repair works of Guest House and other tourist sites.

Meanwhile, Shri Paulenlal Haokip, Hon’ble MLA, Saikot A/C and Shri LM Khaute, Hon’ble MLA of Churachandpur A/C Mobile Roadshow for the promotion of Sangai Festival at Mini-Secretariat, Tuibong today at 4 pm. Hosted by Mang Taithul, the show features performances from Apaben Samte, Anggu Singsit, Muan Hangzo and Soupui.

It may be mentioned that an inaugural event for Sangai Festival, 2022 Churachandpur District will be held at border village Behiang on Nov 24 at 1 PM to be followed by the main events to be held from Nov 24 – 25 at Geljang Resort, Khuga and a grand closing ceremony at Lamka Public Ground in the evening of 26^th November, 2022.

 Besides, to enliven and add zing to the two sites during the festival, potential activities such as cultural shows, music concerts, live football World Cup telecast, food and handicraft stalls, motorcycle rally, hiking/trekking etc. at the sites have been explored.

Is there a hidden agenda behind the demand for ST status by the Meiteis

1. Meitei community of Manipur is predominantly Vaishnavite Hindus. They follow the caste system of the Hindu religion and hence the lower caste among the Meiteis is included under the reserved category as Scheduled Caste. With the introduction of another form of reservation called Other Backward Classes (OBC), a large number of Meiteis are covered under this classification since 1995 and they have been successful in the All India civil services.

2. The Meiteis constitute more than 57% of the population of Manipur. Their share of seats in the Manipur Legislative Assembly is 40 seats out of 60 seats in the assembly. The hard-working Meiteis are also educationally and economically forward community. They have been grabbing the lion share of resources for development for the valley where they are settled in 10% of the land leaving a paltry amount of funds for development of 90% of land in the Hill Areas.  Given their predominant position in the social, economic and political spheres they are a dominant force in the State.

3. The demand of the Meiteis for inclusion in the ST list is potentially dangerous as it would upset the socio-economic and political equation in the State. It would enable them to corner all benefits of reservations for ST in Manipur itself and in the country too in the manner the Meena ST community has cornered majority of government jobs in Rajasthan and also in the All India civil and allied services. A quick analysis of the All India civil services examination of 2020 result reveals that 52 Meena candidates (counting only the names that end with Meena) have made it to the selected list which represents more than 50 percent of the ST quota in the civil services. In the same civil services examination result of 2020, five Meiteis candidates have made it. Assuming they are all from the OBC category, this number represents about 0.50 percent of the OBC quota in the civil services seats which is a major achievement for a small community in the context of India.

4. The Meiteis are already very competitive and have scores of doctors, engineers, academicians apart from top bureaucrats in the State as well as across the country. The STs of Manipur and of other north eastern States would not stand a chance if they have to compete for ST quotas alongside with the Meiteis. They are very advanced that their inclusion in the ST list, apart from depriving the STs of Manipur, could also displace the Meenas.

5. The current position of predominance of Meiteis in the State i.e. in business, administrative and political spaces juxtaposed with the demand for ST status would make it a curious case of the 'Haves' trying to take away the small share of the 'Have Nots'. They are already at the top of the social, economic and political spaces compared to all other tribal communities in Manipur State and therefore their demand raises question about the real motive.

6. Considering the above facts, the demand made by a number of Meitei organisations for including their community as "Scheduled Tribes" can only be viewed with suspicion. Questions are being raised as to whether the objective could be an attempt to deny reservation in government jobs to the current Scheduled Tribes of Manipur as the Meiteis are an advanced community, both educationally and economically, and would grab all the reserved government jobs in Manipur besides being a force to reckon with in All India civil services examination like the Meena Scheduled Tribe have done in Rajasthan and the UPSC examinations.

7. A more serious impact of the inclusion of Meiteis in the ST list for Manipur tribes would be on the lands in the Hill Areas of Manipur. If the Meiteis are included in the ST list they will become one of the tribes of Manipur thereby giving them a right to buy tribal lands in the Hill Areas of Manipur. Land grab and land alienation of tribal lands will take place in Manipur Hill Areas. The sanctity of the Hill Areas protected by Article 371C read with the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 (Presidential Order notified on 20th June 1972) will be diluted and violated. All citizens living in the State will become Scheduled Tribes with the exception of few Muslims. The meiteis are already very wealthy and they will offer exorbitant rates to the poor tribal people enticing them to sell their lands in the Hill Areas.

8. The tribes of Manipur should be wary of the demand for ST status by the Meiteis as there appears to be a hidden agenda of land-grab behind the demand by Meiteis for ST status. The inclusion of Meiteis in the ST list could have serious social, political and economic ramifications in the State and for other Scheduled Tribes across the country.  It would deprive the tribes of Manipur from government jobs and would tantamount to giving the most advanced community in the State a license to purchase lands in Hill Areas and reduce the tribal people in Manipur to a life of penury.
