Zomi Chiefs Condemns Assam Rifles’ Brutality on Guite Road

Lamka, Aug. 5, 2025 — The Zomi Chiefs’ Association (ZCA) has strongly condemned what it described as repeated acts of brutality and intimidation by the Assam Rifles along Guite Road (NH-102B), calling for urgent accountability.

In a statement issued from its General Headquarters, the ZCA denounced a recent incident of alleged misconduct, noting it followed similar cases, including one on July 17, 2025, in Singngat village, and the reported physical assault of Mr. Ginneihtuang (46) from Tangnuam village by Major Vadu Krishnan of the 37 Assam Rifles on July 6, 2025.

The association said these incidents point to “a disturbing and repeated pattern of unchecked military arrogance, misconduct, and abuse,” adding that this reflects “a systemic culture of impunity” rather than isolated lapses.

Guite Road, the ZCA stressed, is a crucial lifeline for the Zo people—especially since the ethnic violence outbreak on May 3, 2023—serving as the only safe and reliable travel corridor. “That this vital artery has now been transformed into a zone of terror, humiliation, and military intimidation is utterly unacceptable,” the statement read.

The association reaffirmed that the Zo people will not tolerate acts of terror under the guise of national duty. It urged the Assam Rifles to uphold their responsibility to protect civilians, maintain the rule of law, and preserve peace rather than “intimidate, brutalize, or dehumanize.”

The ZCA demanded immediate and unequivocal redress for the alleged abuses.

India Defends Russian Oil Imports Against US, EU Criticism

Ministry of External Affairs
Government of India

STATEMENT
04 August 2025

India has been targeted by the United States and the European Union for importing oil from Russia after the commencement of the Ukraine conflict. In fact, India began importing from Russia because traditional supplies were diverted to Europe after the outbreak of the conflict. The United States at that time actively encouraged such imports by India for strengthening global energy markets stability.

1. India’s imports are meant to ensure predictable and affordable energy costs to the Indian consumer. They are a necessity compelled by global market situation. However, it is revealing that the very nations criticizing India are themselves indulging in trade with Russia. Unlike our case, such trade is not even a vital national compulsion.

2. The European Union in 2024 had a bilateral trade of Euro 67.5 billion in goods with Russia. In addition, it had trade in services estimated at Euro 17.2 billion in 2023. This is significantly more than India’s total trade with Russia that year or subsequently. European imports of LNG in 2024, in fact, reached a record 16.5mn tonnes, surpassing the last record of 15.21mn tonnes in 2022.

3. Europe-Russia trade includes not just energy, but also fertilizers, mining products, chemicals, iron and steel and machinery and transport equipment.

4. Where the United States is concerned, it continues to import from Russia uranium hexafluoride for its nuclear industry, palladium for its EV industry, fertilizers as well as chemicals.

5. In this background, the targeting of India is unjustified and unreasonable. Like any major economy, India will take all necessary measures to safeguard its national interests and economic security.

ARNC Condemns AA Massacre of 600+ Rohingya in Myanmar

Arakan Rohingya National Council (ARNC)

Date: August 4, 2025
Press Release

Arakan Army (AA)’s Massacre of Over 600 Rohingya in Htan Shauk Khan Village Clear Evidence of Genocide and War Crimes

The Arakan Rohingya National Council (ARNC) strongly condemns the massacre of over 600 Rohingya civilians perpetrated by the Arakan Army (AA) on May 2, 2024, in Htan Shauk Khan village (known as Hoinya Seeree) in Buthidaung Township, Arakan State of Myanmar. Eyewitness testimonies and newly surfaced photos provide horrifying evidence of the mass killing of entire families including children, pregnant women, the elderly, and persons with disabilities. This atrocity is further proof of the AA’s ongoing campaign of war crimes, crimes against humanity, and genocide against the Rohingya people.

This brutal massacre was not an isolated incident. It is part of a wider, systematic pattern of targeted violence, mass displacement, forced starvation, arbitrary detention, and destruction of Rohingya villages all carried out by AA with total impunity. Survivors have described how those unable or unwilling to flee the village were summarily executed by the AA, accused of being associated with the military, and burned with gasoline in an apparent attempt to destroy the evidence. The discovery of human remains including skeletons of children confirms these harrowing accounts.

Eyewitnesses, survivors, and rights organizations such as Fortify Rights have corroborated these reports and compiled documentation of hundreds of victims. These findings confirm what we have long asserted: the Arakan Army is perpetrating atrocities against the Rohingya population with deliberate intent and methodical genocide. Their refusal to investigate these crimes and their continued denial to let an investigation from outside has only strengthened the case for international intervention.

The ARNC reiterates its call for an immediate, independent investigation into this and other atrocities committed by the AA. The International Criminal Court (ICC) and other relevant international and regional bodies must act now to hold the perpetrators accountable. The longer the international community delays, the more complicit it becomes in these ongoing crimes. The silence and inaction of the global community, governments, institutions, and civil society have emboldened the perpetrators and contributed to the unfolding genocide against Rohingya in Arakan State.

ZOMI COUNCIL DENOUNCES KUKI-ZO COUNCIL’S ILLEGITIMATE ACTIONS AND DIVISIVE AGENDA

The Zomi Council has learnt that certain authorities in the Central Government have invited a particular Civil Society Organisation (CSO) from the Manipur hills to surreptitiously discuss the issue of reopening National Highways for free access under the current disturbed conditions in Manipur.

With regard to the proper and public utilization of NH-2 (Tipaimukh Road/Lamka to Sipuikawn) and NH-102B (Guite Road/Lamka to Tuivai, beyond Sinzawl and Singngat to Behiang), any discussion in this regard must involve the participation of the Zomi Council and its affiliated bodies, without which any arrangement would be considered obsolete and untenable.

These road-connected areas are Zomi-inhabited territories, vigilantly protected by the local population with deep commitment and love for their land.

Any CSO operating without the blessing of the Zomi Council is doomed to fail from day one, notwithstanding the fact that delegates from Lamka crisscrossed the Imphal Valley for a meeting in Kangpokpi on July 29, 2025 were escorted to and fro by Assam Rifles personnel in an apparent bid to prop up a ragtag group of dissidents into a puppet and pliable formation.

Furthermore, the same security forces under a Major escorted the said delegation along NH-102B on August 4, 2025 en route to Aizawl.

The divisive role played by the Assam Rifles in unduly favouring a particular CSO has been duly noted and is deemed truly abominable.

In its Annual General Assembly held on May 11, 2024, vide Resolution No. 1, the Zomi Council formally rejected the term "Kuki-Zo" as a legitimate identity.

Accordingly, any organization bearing the name "Kuki-Zo Council" stands rejected and is unwelcome in all Zomi-inhabited areas, particularly within Churachandpur (Lamka) district and Lamka township.

The Zomi Council hereby cautions the Kuki-Zo Council to choose to operate and set-up office only in areas where they are accepted, if any. This would ensure their future security and novel comfort, as opposed to resorting to deployment of armed guards in their residential areas on fictitious grounds of insecurity.

Such reckless practices pose a direct threat to the security and well-being of innocent bystanders and the general public.

The Zomi Council will always stand with its nine constituent tribes and shall continue to work tirelessly to safeguard their security, dignity and well-being.

We appeal to the governmental authorities to understand and respect the strong sense of ownership our people have over their ancestral lands.

Jessica Vaiphei Issues Clarification on Viral False Post

Clarification Statement

It is with a heavy heart and deep anguish that I write this. I was recently made aware of a photo of mine being circulated on a WhatsApp channel named BTT (Behind the Truth), alongside baseless and hurtful accusations. The contents of that post have left me shocked, confused, and deeply pained.

I have always stood for humanity—offering help to internally displaced persons (IDPs), especially women and children, regardless of their background, community, or affiliation. In fact, I have worked closely with the Assam Rifles, NGOs, Corporates, etc, on multiple occasions during the crisis, particularly in managing and supporting relief camps. My only motivation has ever been to serve those who are suffering and bring them comforts in times of their greatest need.

To find myself portrayed as someone with questionable motives is not only distressing, but also deeply unjust. What is even more baffling is the mention of a journalist I have never met or spoken to. Any allegation suggesting that I have connections or communications with her is totally false and can be easily verified. I am certain that she might even be equally surprised by the false narratives.

My heart breaks at how quickly my sincere and selfless efforts have been twisted into something so vile. I have no involvement in anything beyond humanitarian works/relief. To be maligned for such work is a blow that words cannot fully express.

Though a corrigendum was eventually posted more than 24 hours later—stating that the post dated July 31, 2025, at 10:04 PM featuring a woman walking with army personnel was unrelated to Tanushree Pandey and the information was false—it came too late and enough damage was already done, thus prompting to issue this clarification statement from my side. The post had spread and my name was wrongly painted on a "scandal". And though a clarification was made, no apology has been issued, and no one has been held accountable for the hurt inflicted.

This entire episode has left me utterly betrayed, disheartened, and mentally exhausted. After pouring my energy and compassion into helping those in crisis, this attack on my character feels like a cruel injustice. I am not only saddened—but broken—by how easily good intentions can be trampled upon in the sea of misinformation.

All I ask is for truth, fairness, and dignity to prevail.

NSCN Chairman’s Speech on 10th Anniversary of FA

SPEECH OF CHAIRMAN Q. TUCCU, OF
NATIONAL SOCIALIST COUNCIL OF NAGALIM (NSCN)
ON THE OCCASION TO COMMEMORATE

THE 10TH ANNIVERSARY OF FRAMEWORK AGREEMENT

My dear comrades!

Let us praise the Lord and give glory to Him because we are here today because of His love and blessings to NSCN and Naga nation.

Today is a Red Letter Day for the National Socialist Council of Nagalim (NSCN) in particular and for the Naga people in general. It was on this day that a milestone was achieved when National Socialist Council of Nagalim (NSCN) and Government of India signed the historic Framework Agreement (FA) on 3rd August, 2015. The significance of this political agreement lies in the fact that sovereign rights of the Nagas was recognised by the Government of India. Given this political importance of the FA that defines the road to final draft of Naga political solution, today we have the courage and pride to commemorate the 10th Anniversary of Framework Agreement and send the message across that we are not going to give up what has been achieved, effected on this day 3rd August, 2015 to reclaim our rightful place with sovereign right as a nation. Though government of India is going slow under various pretext, we have waited with our enduring commitment to stand by FA overcoming numerous challenges.

As the Chairman of NSCN I have the dignity to stand before you to share the credible meaning of the commemoration of the 10th anniversary of FA. I express my immense pleasure to go through your determined stand never to deviate from FA, no matter what comes. Let us work together in the same spirit that brought about this historic agreement. Let us accept our bounden duty to defend the sanctity of Framework Agreement at any cost.

This Framework Agreement symbolically acknowledged the existence of Naga nation as testified by the recognition of the unique history of the Nagas by the Government of India on July 11, 2002 during the Indo-Naga Political Talks that took place in Amsterdam.

Before we come to this point in signing the FA, India was made to understand the historical reality of the Nagas’ rights, as our Talks Team led by Chief Negotiator General Secretary Th. Muivah went through a lengthy and striking process to present the verifiable historical facts and figures of the unique history of the Nagas and the political situation that followed. No stone was left unturned to prove the existence of Nagas with sovereign status when Naga Independence Day was declared on 14th August, 1947. This declaration message was cabled to UNO and India government and the representatives other nations based in New Delhi. The historical archives in UNO will prove the record straight.

This was followed by Naga Plebiscite 16 May, 1951 to establish the democratic passion of the Nagas that favour independent sovereignty and not integration with India as 99.9 percent overwhelmingly voted in that direction.

My dear comrades!

Nagas are at crossroads today. But for the NSCN, we don’t have the luxury to choose divisive politics within us. What is plunderous for history we have to abhor with the spirit of forgiveness and reconciliation. Let us learn more from history about the suicidal traps laid down by the divisive organisations, discordant agencies, polarising entities in demonic forms. They are like wild beasts with poisonous fangs. Let us choose unity and reconciliation because here lies our strategic planning to strengthen our movement as we learn to stand together to build better future and defeat the devilish agenda prepared by the government of India to destroy the God-given Naga history. They are the biggest enemy of the Nagas yesterday and today.

Nagas are at crossroads, how to bring out working system between the NSCN and WC/NNPGs to find common ground for Naga political solution. For the NSCN to work with NNPGs is a dangerous proposition. Because NNPGs propagate Naga political solution under the Constitution of India. Moreover, they are not the master of their own. Government of India agency hold the rein. For NSCN, as the torchbearer of Naga political movement will never take the risk by working with the very groups who have compromised the historical and political identity of the Nagas by failing to defend the sanctity of the uniqueness of the Naga history and political situation while talking with the government of India. This is something weird for those who professed to be working for the political identity of the Nagas. NSCN cannot imagine working with such groups who have no respect for the rights of the Naga nation. Their integrity is no longer compatible with political interests and security of the Nagas. More than anything else, NNPGs was created by the government of India to counterweight the bona fide leadership of NSCN for Naga political solution and signed the copycat of Framework Agreement under the deceitful name “Agreed Position”.

Nagas are therefore, at crossroads between words and deeds. It is unimaginable for NSCN to share platform with the groups with contrasting stand on Naga political solution. The treacherous politics of NNPGs is no longer hidden from others. Thus, Framework Agreement and Agreed Position are poles apart and we see no meeting point whatsoever.

Nagas are also at crossroads between the choice of listening to the call of India to settle for Naga political solution under the banner of the Constitution of India and voice of historical conscience, the call of God given history with our own constitution and flag with divine connection that identify the Nagas as a nation. However, Nagas shall be found wanting if we fail to defend the God given national identity as testified before the world with the signing of the Framework Agreement. We shall also be found wanting if we fail to establish meaningful connections with God under the banner of Nagalim for Christ. Let us be serious and watchful as divisive elements are roaming around to play the spoilsport to undo the Framework Agreement and thereby destroy the history of the Nagas altogether.

My dear comrades!

Let us know what it takes to kick against the rock. It hurts! So failing to defend the sanctity of the Framework Agreement is sure to hurt our history, political and cultural heritage.

Let me remind you once again what it takes to sign the historic Framework Agreement. It was a protracted and arduous negotiation marked by conflict of interests and historical facts and persistent disagreements and setbacks. We were nevertheless successful as we maneuver our way to convincingly establish the historical and political rights of the Nagas as we navigate the complex political landscapes leaving no scope for the government of India to take the issue further and sign the Framework Agreement in the spirit that reflects final solution. For this very reason the world was made to bear the witness when the signing ceremony in New Delhi was given the status of high profile political agreement and telecast live. Thus, a new chapter in the Indo-Naga history was added. We still have a long way to go before we convert the FA into something practical and not just as a political document and continue working on the competency to make sense of our responsibility for the agreement we have signed with much fanfare.

My dear comrades!

We have to be resolute and prove our spirit of resilient to defend the Framework Agreement. Because the core meaning of Framework Agreement is the recognition of our sovereign political identity as a nation. We simply cannot afford to allow our enemy destroyed Naga history. We have to be ready to give answer when the succeeding generations will question NSCN.

My dear comrades!

After having given tireless efforts spanning several decades at the cost of blood, sweat and tears, we cannot afford to waver but pledge allegiance to the Framework Agreement. We have other options but to keep holding our nerves to protect the continuation of our God given history.

Manipur Approves New Secretariat Police Station and 12 SDPO Posts

PRESS RELEASE
3rd August, 2025

Government of Manipur Approves Establishment of New Secretariat Police Station and Creation of 12 SDPO Posts to Strengthen District Policing and Law & Order Supervision

The Government of Manipur, in principle, has accorded approval to a significant proposal submitted by the Manipur Police Department for the establishment of a new Secretariat Police Station at Mantripukhri and creation of twelve new Sub-Divisional Police Officer (SDPO) posts in various districts across the state. This strategic move is intended to bolster policing capabilities, improve supervision of investigation, and enhance overall law and order management in both existing and newly created districts for administrative convenience.

With the impending relocation of the State Civil Secretariat and Police Headquarters to Mantripukhri, there is a growing need to ensure adequate security coverage and effective law enforcement presence in the area. The proposed Secretariat Police Station will provide essential policing services to not only the new Secretariat complex and Police Headquarters but also to several other critical institutions in the vicinity such as the Manipur High Court, IIIT and the Forest Office Complex.

In view of the administrative complexity and increased security demands in the area, the government has also approved the creation of a dedicated SDPO, New Capital Complex, under the jurisdiction of Imphal East District. This officer will be responsible for supervising the proposed Secretariat Police Station and the existing Heingang Police Station, thereby ensuring coordinated command, effective case monitoring, and timely response to emerging law and order situations.

Further, to address the longstanding shortage of supervisory officers in several districts—particularly the newly created ones such as Kangpokpi, Tengnoupal, Kamjong, Pherzawl, and Noney—the government has approved the creation of additional SDPO posts to improve the administrative and operational efficiency of district policing units. The existing single SDPO structure in districts such as Chandel, Churachandpur, and Tamenglong has been found inadequate to meet the growing challenges of crime investigation, force deployment, and law and order supervision.

The approved new SDPO posts are as follows:

A. New Districts

Kangpokpi District: SDPO/Kangpokpi, SDPO/Saparmeina, and SDPO/New Keithelmanbi

Tengnoupal District: SDPO/Tengnoupal

Kamjong District: SDPO/Kasom Khullen and SDPO/Kamjong

Pherzawl District: SDPO/Parbung

Noney District: SDPO/Noney

B. Old Districts

Imphal East District: SDPO New Capitol Complex

Chandel District: SDPO/Chakpikarong

Churachandpur District: SDPO/Singhat

Tamenglong District: SDPO/Tamei

These posts have been carefully mapped to specific police stations or sub-divisions within the respective districts to ensure closer supervision of policing functions, improved public interface, and faster response to local issues.

In line with the government’s commitment to fiscal responsibility and administrative prudence, the newly approved SDPO posts will be substituted from within the already sanctioned DSP/AC posts available in various units of the Police Department. The reallocation involves substitution of posts from units within the Manipur Police, ensuring no additional financial burden on the state exchequer.

Additionally, the Officer-in-Charge (OC) post for the proposed Secretariat Police Station will be created by substituting one of the existing Inspector Posts, thereby optimizing use of internal human resources.

This structural enhancement is expected to have a transformative impact on policing efficiency across Manipur. The revised supervisory structure will enable:

Better command and control over police stations in remote and sensitive areas,

Strengthened investigative oversight and case follow-up,

More responsive law and order management,

Improved border policing, especially in districts like Tengnoupal and Kamjong, and

Efficient utilization of the existing sanctioned manpower, avoiding creation of additional financial liabilities.

The Government of Manipur and the State Police Department remain committed to modernizing and enhancing policing infrastructure in a sustainable and citizen-centric manner. The creation of the Secretariat Police Station and additional SDPO posts marks a progressive step toward this objective.
