JUSTICE Avanindra Kumar Singh, who recently retired from the Madhya Pradesh High Court after an illustrious legal career spanning over three decades, has left an indelible mark on judicial service. Born in Etah, Uttar Pradesh, in September 1964, Justice Singh held degrees in science and law before entering the judicial service as a Civil Judge Class II in May 1990. Raised by his maternal uncle and aunt following the early loss of his mother in infancy, he carried strong personal values of hard work and integrity into his long public career. Serving across numerous districts in Madhya Pradesh in roles ranging from Family Court Judge to Principal District and Sessions Judge, he was eventually elevated to the High Court bench, culminating in a distinguished 36-year legal journey. Upon his retirement, Justice Singh announced that he, along with his wife Indra, had pledged their bodies to medical science, while also deciding to donate his entire General Provident Fund retirement savings of approximately ₹1.1 crore to the PM CARES Fund.
While his personal gesture has been widely reported as a profound act of selflessness, it inevitably raises critical questions regarding the choice of recipient. A fortune of ₹1.1 crore could directly transform lives if directed towards visible, grassroots development such as funding scholarships for underprivileged students, building rural healthcare centres, or supporting local infrastructure projects like clean water, roads, and electricity in needy villages. Opting instead for a centralized executive relief fund leaves room for public deliberation regarding motivation. Skeptics may wonder whether such a large financial transfer from a recently retired judge to an executive-managed trust risks giving the appearance of seeking post-retirement political goodwill or post-judicial appointments from the ruling government. Although Justice Singh clarified that the gesture was inspired by his wife’s suggestion and a desire to serve nation-building, the decision naturally draws scrutiny regarding the subtle line between personal philanthropy and political perception.
This debate is further complicated by the history and nature of the recipient entity itself. Created in March 2020 in response to the COVID-19 pandemic as a public charitable trust, the PM CARES Fund was established to collect voluntary contributions for national distress relief. Over the years, vast sums of money have been contributed to the fund by individuals and corporate entities alike. However, because the fund has maintained that it is not a government body subject to standard right-to-information queries or public audit mechanisms, exact cumulative totals and detailed operational expenditures have not been fully made transparent to the public. Without public audit transparency, placing significant private wealth into centralized institutions naturally generates public curiosity over direct grassroots impact. As a matter of public dialogue, while a citizen’s right to donate private earnings remains absolute, true public philanthropy ultimately shines brightest when its execution is transparent, measurable, and directly linked to uplifting the lives of those in need.
