Nobody safe in Delhi, says anguished court

New Delhi, Dec 19, 2012 (IANS): "Nobody is safe here," the Delhi High Court remarked Wednesday as it took suo moto notice of a woman's gang-rape in a bus and told Delhi Police to file a report by Friday.

The Delhi government informed the court that a Special Investigation Team (SIT) had been set up to investigate the crime to be headed by Deputy Commissioner of Police Chhaya Sharma.

The court asked the SIT to file a status report within two days.

Chief Justice D. Murugesan and Justice Rajiv Sahai Endlaw also directed the government and the police commissioner that investigations "must be of high standard" and concluded "as expeditiously as possible".

Justice Murugesan observed: "Nobody is safe here, it's repeatedly seen in Delhi."

The bench also directed the Delhi government to provide the best possible medical facilities to the victim and her male friend who were attacked in the bus Sunday night.
"Provide best possible treatment to the victim and her friend, shift her to (the) best private hospital if required. And if transfer from hospital is not possible, bring in the best doctor for her," the bench said.

Advocate Najmi Waziri, standing counsel of the Delhi government, told the court that the "woman is in critical condition and the best possible treatment would be given to her".

"If transfer to another hospital is required, we would bring the best doctor to her. We have promised the girl's family best medical treatment for her," the advocate said.
The bench said it would monitor the case, and asked Police Commissioner Neeraj Kumar to revert in two days, detailing the names of police officers deployed at checkposts on the night of the incident.

The bus was driven around the city for 40 minutes Sunday night while the rapists committed the crime.

Delhi's standing counsel Pawan Sharma said four of the accused had been arrested, adding police had gone to Bihar and Uttar Pradesh in search of two others.
Sharma said police were set to file a chargesheet within a month.

The court observed: "It is the duty of the police to ensure that such incidents do not happen. What was the police force doing while the offenders roamed (the) city streets for 40 minutes?"

The court said it would issue guidelines to be followed in such cases.

The bench pulled up the police for not taking precautions earlier.

"The police commissioner is directed to comply with the Supreme Court order for removing tinted film from vehicles, including public transport systems," the court said.
Waziri told the court that officers faced problems in implementing the Supreme Court order as vehicles from other states had tinted windows.

The bench directed police perosnnel at border checkposts to ensure that no such vehicle entered the city.

Justice Murugesan said Chief Minister Sheila Dikshit had proposed five fast-tack courts to deal with rape cases. The judge said the proposal was immediately accepted.
He added, however, that unless investigation was conducted properly and witnesses produced during trial, even fast-track courts would not serve any purpose.

Delhi gangrape: One arrested, over 4 detained, raids on to nab all accused

New Delhi, Dec 18, 2012 [CNN-IBN]: One person has been arrested in connection with the brutal gangrape of the 23-year-old para-medical student in a private chartered bus on Sunday night, the police confirmed on Tuesday. The arrested 32-year-old is the driver of the bus, Ram Singh. It was his brother Mukesh who was driving the bus at the time of the crime. He, along with four to five others have been detained and raids are on to arrest all the accused, sources added.

The girl was gangraped, brutally beaten, stripped and thrown out of the whiteline bus near Mahipalpur flyover along with her male friend, who managed to file a police complaint at around 1.15 am. The incident, according to reports, happened at 9.30 pm. The duo had boarded the bus from Munirka and were on their way to Palam, where the girl stays.

According to DCP South Chhaya Sharma, the bus was not in commercial use and it offered to drop the duo to Palam for Rs 10 each. "When they boarded the bus, there were a few other men as well in the vehicle. There was an argument between the male friend and others... As of now, we can confirm the involvement of four men. They beat them up brutally using iron rods," she said. She also said seven people appeared to be inside the bus but only four were involved in the incident.

The boy sustained serious injuries to his head and arm. The girl was operated upon on Monday. She is said to be in a critical condition and is currently on ventilator support in the ICU of Safdarjung hospital. Doctors say that she suffered serious intestinal damage and injuries to her face and abdomen.

This latest incident has provoked intense criticism of the government from the public. The student unions in Delhi are planning to hold protests against the rising incidents of violence against women and the shoddy investigations done by the police. Reacting to the incident, a member of the Aam Aadmi Party, Shazia Ilmi asked, "Is it the Taliban that women can' step out late?" "The government needs to do more to protect women," she added.

Meanwhile, the Delhi government, that came under fire after Chief Minister Sheila Dikshit said that law and order was not in her hands, has indicated that it might set up fast track courts to ensure speedy justice to victims of such crimes. The Delhi Cabinet is expected to take up a proposal in this regard very soon, Dikshit's Parliamentary Secretary Mukesh Sharma said.

Delhi: Gangrape victim hit by blunt object, suffered intestinal damage, is critical

New Delhi, Dec 17, 2012 [CNN-IBN]: The victim of the brutal gangrape in south Delhi's Vasant Vihar area is said to be in a critical condition and fighting for her life in the ICU of the Safdarjung hospital after suffering intestinal damage during the horrific assault. The doctors attending to her said that she was hit by a blunt object and suffered injuries to her abdomen and intestines.

"The victim has injury on her face and abdomen. She was hit with some blunt object. She is critical. Her intestine is damaged. Her life is still in danger. She is in shock. The girl is on ventilator support," said one of the hospital officials.

The girl, a para-medical student from Dehra Dun, was gangraped, stripped and thrown off a moving bus, along with her male friend, on Sunday night. The girl and her friend had boarded the bus from Munirka on Sunday night and were on their way to Palam, when the incident happened near Mahipalpur. Following the assault, the victim and her friend were stripped and thrown off the bus near the Mahipalpur flyover, however, not before the boy, who works with a software company and is preparing for the civil services, was brutally beaten up. He suffered serious head and arm injuries.

According to the police, seven men were present in the bus at the time of crime. The boy then lodged a complaint at the Vasant Vihar police station at 1.15 am.
The police have rounded up 24 people in connection with the case and interrogations are on. The 24 men are white line bus drivers and conductors. The police is also scanning CCTV footages from nearby hotels and petrol pumps.

National Commission for Women Chairperson Mamata Sharma has demanded a probe. "The point is that the area where this incident took place is densely populated. They brutally hit the boy and then raped the girl. The alertness of the Delhi Police is questionable. I will go tomorrow and meet the victim, and write to Sheila Dikshit. The police knows it all, how to react and take an action."

Chief Minister Sheila Dikshit responded saying the law and order in Delhi was not in her hands. However, later on, the CM assured action. "White-line buses are not allowed to ply on the roads. We will take strict action," she said. "I have been informed that state transport department had cancelled the license of white line bus. We will take strongest action possible in the case so that this thing can't happen in future," she added.

Rajya Sabha MP Renuka Chaudhary said, "I feel saddened. I read these comments.. Govt has done so much. Why are they socially acceptable? How are they allowed into weddings and other gatherings? I think there should be profile of these people and they should not be allowed to have bank accounts and insurance shouldn't cover them."

Women rights' activist Ranjana Kumari said, "There is no law and order in Delhi. It shows that no one is safe in Delhi. General mentality is that girls are safe when they are with any friend, father, brother or any male.. and now this mentality has also been ruled out. Now situation is that she is in coma and she is on life support. There should be better law and security in Delhi."

Para-medical student gang-raped in bus

New Delhi, December 17, 2012 []PIT]: A 23-year-old para-medical student from Uttarakand, who was travelling in a bus with her male friend, was allegedly gang-raped inside the vehicle and then thrown out of it, police said on Monday.

The male friend, who is an engineer and currently working in a firm, was also attacked and thrown off the bus near Mahipalpur in south Delhi late last night.

The girl was allegedly gang-raped in the bus and her friend brutally assaulted when they were going to Dwarka from Munirka here last night.They were then thrown out of the bus near Mahipalpur flyover, police said.

After they raised an alarm, both were taken to AIIMS Trauma Centre from where the girl was shifted to Safdarjung Hospital.Her condition is stated to be critical.

A case has been registered at the Vasant Vihar Police Station.

The girl, who studies in a college in Dehra Dun, is in the capital for her internship.
Reacting to the incident, NCW chairperson Mamata Sharma said, "Such incidents are increasing in Delhi. Police and government should be really alert....We will get an inquiry done and will also enquire with police as to what action has been taken so far."

Manipur welcomes ASEAN-India Car rally

IMPHAL, Dec 15, 2012 [IFP]: The ASEAN-India Car Rally, 2012 in commemoration of the 20th Anniversary of the ASEAN-India dialogue partnership and the 10th Anniversary of the ASEAN-India summit level partnership reached Imphal this noon at around 1pm.

The rally participated by 31 cars and including 116 participants arrived into the state capital amidst a warm welcome from the locals including school students who stood along the route.
The participants of the car rally were from 10 countries including Brunei, Cambodia, Indonesia, Laos, Malaysia, Mayanmar, Philippines, Singapore, Thailand and Vietnam.  
The state government led by Chief Minister Okram Ibobi Singh and his council of Ministers also held a reception function at the Kangla fort.
According to a DIPR release, earlier in the morning, a team led by Commerce and Industries Minister Govindas Konthoujam, Parliamentary Secretary (IPR) K Megachnadra and MLA DK Korungthang received the Car Rally at Moreh on crossing from Myanmar.
The rally was flagged off from Yogjakarta Palace Square, Yogjakarta, Indonesia on November 26, 2012 and after covering about 7000 kms through 8 ASEAN countries it reached Manipur today, the release said.
Meanwhile, speaking at the reception function, state Chief Minister O Ibobi Singh said, "It gives me immense pleasure to welcome the participants of the Rally to my State of Manipur".
He said, "I am informed that 2012 is the 20th Anniversary of the ASEAN-India dialogue partnership and the 10th anniversary of ASEAN-India Summit-level partnership. I also understand that the Govt. of India is hosting the ASEAN-India Commemorative Summit at New Delhi from 20 to 21 December, 2012 under the theme 'ASEAN-India Partnership for Peace and Shared Prosperity'.
He said, "The Summit is expected to adopt the 'ASEAN-India Vision Statement 2020', which would chart the future direction of ASEAN-India relations".
The CM said, "Enhancing relations with ASEAN has been central to India's "Look East Policy" and, we are happy to note that there has been steady progress in the ASEAN-India relations since the policy was initiated in 1991".

"Most particpants may not be aware that Manipur and its people have had a long historical and close cultural relationship with the most South East Asian countries. Ethnically and culturally, we have a lot in common. I am sure you feel at home when you are in Manipur", he said.
He also said that the state is located on the Asian Highways No.1 and N02, and is India's Gateway to South East Asia connecting the cities of East Asia, namely, Tokyo and Bali to the cities in West in Turkey and Iraq.
Manipur is strategically located on the Trilateral Highway connecting India, Myanmar and Thailand through Moreh in Manipur via Mandalay in Myanmar to Mae Sot in Thailand, he continued.
He further expressed that with active initiative of our Ministry of External Affairs and co-operation of ASEAN countries, road connectivity between Manipur end South East Asia is improving with the Indo-Myanmar Friendship Road connecting Tamu and Kalemyo in neighbouring Myanmar.
He added that under the dynamic leadership of AICC president Sonia Gandhi and Prime Minister Dr Manmohan Singh, further improvement of road connectivity between Kalewa to Monywa in Myanmar will happen in the next couple of years.
"We are also doing our part to improve the National Highway in our state from Moreh to Mao", he said.
The CM also expressed that besides road connectivity, Imphal City is expected to have rail connectivity by 201 6 which will become the backbone of the Trans-Asian Railway Network.
He also added that the Airports Authority of India has initiated work on upgrading Imphal Airport to international standards within the 12th Plan period.
"We expect Imphal to become hub for international flights to and from ASEAN countries and thus open up new opportunities for cultural and sports exchanges, trade, tourism and business", he said.
"I am given to understand that an Agreement, for introduction of a bus service between Imphal and Mandalay, is expected to be signed between the Government of India and the Government of the Union of Myanmar during the forthcoming visit of the President of Myanmar to New Delhi early next year", he said.

Newly formed body wants declaration of whole state as “Hill state”

IMPHAL, Dec 15, 2012 [IFP]: The newly formed Organisation for Solidarity and Unity of North East India, OSUNE-India, Manipur today organised its first general body meeting at the Manipur Press Club and demanded that the whole state of Manipur be declared a Hill state.

The organisation has also demanded the creation of separate Manipur Regiment under Indian Army.
Addressing media persons after the end of the meeting, newly appointed president, Dr Khomdon Singh Lisam said the organization was formed on November 17 during a public hearing with the main objectives of creating a forum for dialogue, discussion for ensuring communal harmony, social integration and for bringing solidarity and unity among all ethnic groups in the State of Manipur and to initiate policy and legal advocacy campaigns in collaboration with stakeholders for possible amendment of the Indian Constitution.
He elaborated, "The state is sitting on the top of a volcano a ticking time bomb".
"The Nagas are demanding Nagalim or Greater Nagaland or Alternative Administrative Arrangement. The Kukis are demanding a separate Kuki state. This disunity and mutual mistrust is the result of the centre's policy of divide and rule propagated through the Indian Constitution", he said.
"We need to relook at the impact and the implications of the Indian Constitution", he said.
"Today, we need to realise this. The Manipuris have to stand up as one person and speak with a common voice, have a common objective and common strategy to ensure solidarity and unity among all ethnic groups in Manipur".
People should realise that Manipuris include Nagas, Meiteis, Kukis, Meitei Pangans residing in the state, he said.
Dr Khomdom Lisam further said during the general body meeting of OSUNE-INDIA, Manipur with ex Minister Mingthing as the president had unanimously re-affirmed and decided to implement the recommendations of the public hearing held on 17th November.
The recommendations include, declaration of the whole state of Manipur as hill state, the Article 3 of Indian Constitution regarding alteration of state boundaries shall not be applicable to Manipur to protect the 2000 year old territorial integrity of Manipur, protection of rights, identity, customs, culture, traditions, religion, land, language, script, mineral resources of indigenous people of Manipur.
The meeting further recommended the Centre for recognition of all indigenous religions of Manipur, bringing of all ethnic groups in Manipur under one uniform land law and provision by the Constitution for establishment of an upper house (Legislative Council) with a minimum of 40 members and provision for 10 nominated members, he said.
"The Manipuri script (Meitei Mayek) should be included in the coins and currency bank notes and that Meitei/Meetei of Manipur should be included in the Scheduled Tribe category of the Indian Constitution".
A separate Manipur Regiment under Indian Army should be created. 10% of Assam Rifles, BSF,
CRPF posted in North East should be manned by Manipuris. A special recruitment drive may be conducted to recruit Manipuris in the Railways, Coal Mines and other central services, he said.
The organization has also announced its office bearers including ex Minister RV Minthing, Nepram Bihari and SK Erikkhomba as advisor, Advocate Thoudam Manihar as general secretary.

This how the Security Force in Manipur tortured the innocent civilians

Torture slur casts on Cdos/Army

IMPHAL, Dec 13 [NNN/TSE]: Three persons from Chandel district who were picked up by a combined team of the Army and the Manipur police commandos were tortured and robbed of Rs 90,000 before they were set free, alleged the Thadou Students Association, Chandel district (TSA-Chandel district) today.

Lalboi Mate (38) of Khu-dengthabi village, Thanglal Baite (36), of Moreh town Ward No. 9 and Haopu Mate (36), also from Moreh Ward No. 9 were on Christmas marketing at Paona Keithel in Imphal when the security personnel claiming themselves as a combined team of the Army and the Manipur police commandos picked them up, blindedfolded them and took them some place at around 7. 30 pm on December 11, alleged the Thadou Students Association, Chandel district.

The three were severely tortured in custody during the night by the security team, who accused them of being criminals.

The victims' mobile phone handsets (Nokia brand) were also taken away by the security people, alleged the TSA-Chandel district.

These three persons were let off the following morning near FCI godown at Sangaiprou area in Imphal, added the student body.

One of the police commandos also demanded Rs 1 lakh from each of the three victims if they did not want to be killed, further alleged the student body.

The victims were asked to bring the money after they were released by contacting the telephone numbers that were seized by the security force personnel. They were also told not to tell anyone including their spouses about the incident.

Lalboi Mate is a father of five children while Thonglal Mate has three children and Haopu Mate six children.

The victims are now undergoing treatment at Christian Hospital, Imphal.

Urging the authority concerned to book the personnel involved in the incident at the earliest possible time, the TSA-Chandel warned that if no positive response comes then strong agitation will be taken up in collaboration with other civil organisations.

Rahul Gandhi leaves out burning issues from speech during brief sojourn in State

IMPHAL, December 10: All India Congress Committee general secretary, Rahul Gandhi visited the state today for a brief one and half hour stay, amidst a tight security arrangement.

During his short stay, the AICC general secretary attended a state level convention of local bodies' elected members on 'local self-governance and 16 point flagship programme of the UPA as the chief guest at the Hapta Kangjeibung.

The convention was also attended by MPCC president Gaikhangam and state Chief Minister O Ibobi Singh as president and guest of honour respectively.

The AICC leader was received by a team led by the MPCC president, Gaikhangam and state Chief Minister O Ibobi Singh at the Imphal Tulihal Airport after his special flight landed at 11:55am.

Rahul Gandhi went directly to Hapta Kangjeibung the venue for the convention, where he was received with loud slogan shoutings- "Rahul Gandhi Zindabad", "Congress party Zindabad", etc by party workers and leaders.

Starting his speech exactly at 1pm, the AICC general secretary while expressing his fondness for the state said he considers Manipur as his "second home". He continued by expressing his happiness in visiting the North Eastern states including Manipur.

"Being a politician, I often ask myself on what steps I should take up for the benefit and welfare of the people", he said before continuing, "I often consider the principles which guide a politician and about how I should use it".

Continuing with his speech, the AICC general secretary said that these days, politicians seem to be oblivious of long term visions.

Dwelling further on the issue, he said a politician should be able to listen to the people's voice if he aspires to serve the people.

Watching boxer Mary Kom during the London Olympic, he thought to himself that she too is from the same family.

Though the states may be far from one another, all states are from just one country, he said.
The Congress party has presented several schemes for the people like the PMGSY, MGNREGA, RTI, RTE and Right to Food, however all such initiatives of the Congress will only succeed if the 60 MLAs and 4000 local body representatives work hand in hand, he said.

The AICC general secretary also said that the process to introduce the devolution of power system which is still absent in states like Jharkhand and J&K is on.

Quoting his late father former Prime Minister of India, Rajiv Gandhi; the Gandhi scion said out of every Re 1 invested by the government for the people, only 15 paise reaches the public.

The AICC leader also said that the government in order to bring a direct cash transfer of government money to the actual beneficiaries the general public, the centre will soon implement a Rs 200 crore scheme.

Today's vote of thanks was addressed by Health Minister Phungzathang, however the speech had to end abruptly after the spectators and supporters started to leave the ground as soon as the AICC general secretary ended his speech.

Meanwhile, after coming down from the stage, Rahul Gandhi broke away from the group accompanying him including state Chief Minister Okram Ibobi Singh, MPCC president Gaikhangam and other and mingled with the crowd of supporters through the wooden railings. The AICC general secretary even went to the extent of shaking hands with everyone by crossing the wooden fencing.

Meanwhile, speaking at the function, the state Chief Minister said, "Today I acknowledge the tremendous contribution made by the Congress Party-led UPA Government at the Centre to bridge the infrastructure gap to some extent".

"We believe the Congress Party-led Union Government's commitment to Manipur's development is unparalleled in history. We continue to look forward to more assistance in the years to come", the state Chief Minister said.

Addressing the visiting AICC general secretary, he continued, "Rahul Gandhi as you know, my state has a very rich cultural heritage".

"The people of Manipur have hope and faith in Congress party to bring the development to Manipur which had been shown in the last Assembly Elections 2012 by giving historic victory to the Congress party for the third consecutive term", he continued.

The state Chief Minister also elaborated on the various successful ventures of the Congress in the state including the conduct of ADC election by the Congress led then state government in the five hill districts of the state.

"To bring more transparency in Local Self government, the process of making Ombudsman Act in the pipe line and will be brought sooner", the CM continued.

Regarding the 16 points Flagship programmes of the Congress led UPA government, the CM said, "The congress led state government has imple ented 16 point Flagship schemes of Congress led UPA government in delivering its objectives and services to the people".
"As the main motto of Congress led Government at Centre to fight corruption and promote transparency, the RTI act has been implemented effectively in Manipur by the present Congress Government here", he said.

On the other hand women supporters who had arrived to attend the function were not allowed to carry their hand bags inside the venue and as such they had to leave their bags at the nearby hotels and shops. The supporters were also not allowed to carry anything including water bottles, papers, pens and even the Congress flags, festoons, banners.
Some of the supporters who had nowhere to leave their belongings had to stand outside the venue.

As soon as Rahul Gandhi entered the venue, the police denied everyone outside the venue entry inside, which angered a lot of the supporters. The supporters were however admitted in the end.

Two Manipuris held with 50,000 medical tablets

New Delhi, Dec 10, 2012 (IANS) Two people from Manipur were arrested here for possessing 50,000 tablets of a medicine suspected to be abused by drug addicts, police said Monday.

"Imtiyaz Khan Sheikh, 23, and Hitler, 26, were arrested from Munirka village in south Delhi Sunday," said Additional Deputy Commissioner of Police (South) P.S. Kushwah.

"We have recovered a total of 55,000 tablets of Relipen drug from them," said Kushwah, adding that they were booked on drug trafficking charges.

"Relipen is a much sought-after drug among addicts. The accused used to smuggle the drugs to Manipur by concealing the cartons in cloth parcels through courier," he said.

The accused told police that they would purchase Relipen tablets from different chemist shops here.

Manipur man arrested for cheating

New Delhi, Dec 10, 2012 (IANS) A man from Manipur was arrested here for cheating over 23,000 people by claiming that money deposited with him will triple in three months, police said Monday.

Ningombam Raju was arrested Friday from south Delhi's Kotla Mubarakpur area where he had taken shelter for some months,Deputy Commissioner of Police Sanjeev Kumar Yadav told IANS.

Raju came to Delhi in 1995 and after some time joined a marketing company at Paschim Vihar in west Delhi.

The company was owned by a Manipuri man who fled after cheating many people. Raju learnt the modus operandi and plunged into a career of crime.

"He used to tell his victims that if they deposited Rs.10,000, the money would triple in three months," the officer said.

"The accused lured many Manipuris into investing in his bogus company by arranging for their visit to Delhi," the officer said. He ended up cheating a staggering 23,000 people.

Tripura will soon be an 'educational hub' for the northeastern states and neighbouring countries, Chief Minister Manik Sarkar has said

Agartala, Dec 9 [IANS]: Tripura will soon be an 'educational hub' for the northeastern states and neighbouring countries, including Bangladesh, with the setting up of several technical, medical and educational institutions, Chief Minister Manik Sarkar said here Sunday.

"Tripura has achieved the remarkable distinction of being the only capital city in the northeastern region to have two medical colleges," Sarkar said.

He said: "The state government has taken up an ambitious plan to set up more technical institutions and degree colleges in each sub-divisions. The educational facilities available in Tripura do not exist in other states."

While addressing an inaugural function of a school here, he said Tripura University has been upgraded into a Central University.

"Under its ambitious plan, the state government has set up a 240-seat Tripura Institute of Technology (TIT) and ITIs (Industrial Training Institutes) in each block and sub-division."

According to the chief minister, the state government has decided to set up three more professional colleges -- dental, ayurvedic and homeopathic -- under the public-private partnership (PPP) model.

The Ayurvedic college will be established at Udaipur, the homeopathic college at Kailasahar in northern Tripura and the dental college in Agartala.

"Besides, one each of agricultural, veterinary and fishery colleges are functioning in the state."

Sarkar said: "Private institutions are also being encouraged to supplement government efforts for setting up higher educational institutions in this northeastern state."

"Students from neighbouring countries, including Bangladesh, are attracted with this increasing number of educational institutions in the bordering state," he stated.

Addressing the function, state Education Minister Tapan Chakraborty said that when the state became a full-fledged state in 1972, the literacy rate was 31 percent while now it had risen to 90 percent.

"Within the next one year, Tripura would achieve 100 percent literacy," Chakraborty said, adding that the Left Front government has been spending more than 20 percent of its total annual budget in the education sector, while the central government's funding in this sector was less than 10 percent.

Tripura will set up an Indian Institute of Information Technology (IIIT) in Bodhjungnagar, one of the northeastern region's biggest industrial zones, a state official said.

"State-owned ONGC (Oil and Natural Gas Corporation), NEEPCO (Northeastern Electric Power Corporation) and six private industrial houses from West Bengal have expressed willingness to be a partner of the Tripura IIIT," said higher education department secretary Kishore Ambuly.

Record 86 for Messi as Barca beat Betis

Madrid, Dec 10 (IANS): Lionel Messi made history as he set a new record for the number of goals scored in a calendar year - 86 - netting twice in his side's 2-1 away win to Betis.
Messi's goal in the 15th minute of the game levelled the record of 85 goals in a year set by German striker Gerd Muller in 1972 and his second strike 10 minutes later took him to 86 goals in all competitions for 2012, reports Xinhua.

The Argentinean's first goal came following a typical run past a host of Betis defenders followed by a left foot shot into the bottom corner of the Betis net.

The second, and record breaking strike, arrived after good work from Andres Iniesta left the Barca forward with a lot of space.

Messi also hit the Betis post in the closing minutes, it would have saved his side some nerves, but the points were for Barca and the record for their talisman.
