Kuki-Zo Council Appeals to FNCC to Lift Indefinite Bandh on Movement of Kuki-Zo People
The Kuki-Zo Council (KZC) expresses deep concern and disappointment over the indefinite bandh called by the Foothills Naga Coordination Committee (FNCC) for the movement of Kuki-Zo people through Naga-inhabited areas in Manipur, which came into effect at midnight on July 18, 2025.
Since the violent outbreak of ethnic conflict between the Meitei and Kuki-Zo communities on 3rd May 2023, the Kuki-Zo people have suffered unimaginable losses and trauma. More than 150 Kuki-Zo individuals were mercilessly killed, over 7,000 homes were reduced to ashes, and more than 360 churches—symbols of our shared Christian faith—were destroyed or desecrated. In the aftermath of such atrocities, our people have been left with no viable option but to seek alternate routes for movement, as transit through Meitei-dominated areas has become unsafe and impossible.
The imposition of the bandh by FNCC further compounds the humanitarian crisis faced by the Kuki-Zo community. It is deeply saddening that, as fellow tribals and Christians, such actions are being undertaken without due consideration of the plight of our people. Blocking the movement of an entire community based on their ethnicity is unconstitutional, inhumane and unchristianly.
The Kuki-Zo Council (KZC) earnestly appeals to the Foothills Naga Coordination Committee (FNCC) to immediately lift the bandh and allow the safe passage of our people through the Naga-inhabited areas of Manipur. We firmly believe that any misunderstandings or grievances can and should be addressed through peaceful dialogue and mutual respect.
In this challenging time, let us not allow division and suspicion to overshadow the bonds of shared faith and struggle. We urge our Naga brothers and sisters of Manipur to extend compassion and solidarity and to walk together with us towards a peaceful and just resolution for both communities.
Manipur DGP Visits Churachandpur & Bishnupur, Reviews Law & Order
The Director General of Police, Manipur, Shri Rajiv Singh, undertook an official visit to Churachandpur and Bishnupur districts today to assess the law and order situation and enhance coordination among security forces.
During the visit, the DGP held a series of meetings with District Police Officers, Central Armed Police Forces (CAPFs), MPS probationers (in Churachandpur), Officers-in-Charge including Commando Units (CDOs), and women police personnel. The discussions focused on operational readiness, inter-agency collaboration, and welfare of the personnel.
The visit culminated in a felicitation ceremony in Bishnupur District, where Shri Rajiv Singh presented the prestigious DGP Disc and Commendation to selected officers in recognition of their exemplary service and commitment.
The DGP's visit underscores a steadfast commitment to strengthening security, fostering effective policing, and honouring the selfless dedication of Manipur Police personnel.

Imphal, the 17th July, 2025
Subject: - General Instructions regarding mandatory Specific Identification Number (SIN).
No. MIS-308/1/2022-e-FD In supersession of Finance Department’s Order No. 1/6/2013-FD(MGEI) dated 20.07.2018, it is to inform all concerned that all the employees/persons engaged on Casual basis, Daily wagers, Muster Roll basis, Adhoc basis, Contractual basis, Work charged establishment, Home Guard, Village Defence Force(VDF) and Grant-in-Aid institutions under State Government, Public Sector undertaking, Semi-Government Organizations, Local Bodies shall require Specific Identification Number(SIN) with effect from October, 1, 2025.
The above-mentioned categories of employees/persons will be allowed to draw their monthly salary, wages, remuneration, etc. w.e.f. 01.10.2025 only after their details are being entered in the MIS database and upon generation of a unique ID called Specific Identification Number (SIN).
All Administrative Secretaries/Commissioners/ HODs/ Nodal Officers(GMIS) are therefore advised to take necessary steps to obtain Specific Identification Number (SIN) for the above mentioned categories of employees/persons working under their control on or before 30th September, 2025 failing which Salary/wages/remuneration will be stopped w.e.f. 1st October, 2025.
All concerned DDOs are instructed to prepare the monthly pay bill for such persons only after obtaining the SIN certificate.
The concerned Treasury Officers/ Sub-Treasury Officers are advised to release the monthly salary, wages, remuneration of such employees/persons strictly based on the SIN allotted and SIN certificate issued by Directorate of M.I.S. with effect from October, 1, 2025.

Eastern Liangmai Naga Chiefs Back FNCC, Decry Encroachment and Security Threats
Kangpokpi, Manipur – July 18, 2025: The Eastern Liangmai Naga Chief Chairman Association (ELNCCA) has publicly extended its full support to the Foothills Naga Co-ordination Committee (FNCC), strongly endorsing their demands and raising alarms over what they term as serious threats of land encroachment and security violations in Naga ancestral territories.
In a press release dated July 18, 2025, the ELNCCA expressed deep concern over attempts to rename roads and alter territorial nomenclature, actions it believes are driven by hidden agendas involving certain Kuki groups and elements within government agencies. The association stated that such moves violate the historical, cultural, and territorial rights of the Indigenous Naga communities and must be condemned.
Referring to past historical goodwill where Naga forefathers provided refuge to Kuki communities fleeing Burma, the ELNCCA noted that this trust has been repeatedly misused. It accused Kuki groups of gradually expanding into Naga lands, calling it a form of "territorial aggression."
The ELNCCA urged the Government of India to:
Immediately dismantle all Kuki SoO (Suspension of Operation) camps allegedly operating on Naga land.
Halt the renaming of roads and landmarks without indigenous consultation.
Stop plans to set up new SoO camps near Naga foothill villages, especially near the Haflong–Imphal National Highway.
The press note also warned lesser-known Kuki organizations like Young Kuki and World Kuki-Zo Intellectual Council (WKZIC) to avoid making provocative statements that could destabilize peace in the region.
Emphasizing peace and reconciliation, the ELNCCA concluded by urging vigilance and unity among the Naga people, stating that no further compromise on land, identity, or dignity will be accepted.

Respected Sir,
While a semblance of hard-earned peace and normalcy slowly returning toward this conflict ridden place of ours, an unwanted, unwarranted action of 36th AR has disturbed the peace and tranquility of the law abiding citizens of Tuibuong on the peaceful night of 16th July, 2025. A team of devoted personnel led by Major Anush, 36th AR conducted ‘an ordered Operation’ at Khopi Veng, Tuibuong. A professional requirement as a man of the law, be it President’s Rule or a King’s Rule, that we understand.
On being requested about their actions which have caused disturbances in a peaceful locality, a totally inebriated Officer, dressed inappropriately without the required Officer’s Uniform, identified himself as a Lieutenant Colonel of 36th AR, abused everyone including and particularly some of the agitated women folk in words and tones that borders the line of racism and of sexist remarks toward the other gender, so painfully unbecoming of an Officer of the Indian Army.
We therefore urged you the following:
1. That 36 AR issue an unconditional apology within 7 days to the people of Tuibuong that an intoxicated officer of the law disturbs the peace and tranquility of the district headquarter Tuibuong, in which 27 Sector is based.
2. Transfer the said pretending abusive drunk Lieutenant-Colonel officer to a more place suitable for his kind of gunda antics.
3. Any law enforcing actions should beforehand be intimidated with the Village Authority.
As law abiding citizens, we urged you to take actions on the above points.
The village of Tuibuong, the headquarter of the district, on which we were disrespectfully spat upon, will not be silent and will not co-operate with any law enforcement agencies in the future, if any action isn’t forthcoming.

The Kuki-Zo Council (KZC) regrets to inform the general public that the Mega Public Consultative Meeting, originally scheduled to be held on 19th July 2025 at Peace Ground, Tuibong, has been postponed until further notice.
This decision has been taken in view of the unhealthy atmosphere currently prevailing, which is not conducive for holding such a significant public gathering.
We deeply regret any inconvenience caused by this postponement and extend our heartfelt gratitude to all the philanthropic organisations, volunteers, and individuals who have rendered their valuable support in the construction of the hall and other preparations.
