Kuki-Zo Council Urges FNCC to Lift Bandh

Dated: 19th July 2025

Kuki-Zo Council Appeals to FNCC to Lift Indefinite Bandh on Movement of Kuki-Zo People

The Kuki-Zo Council (KZC) expresses deep concern and disappointment over the indefinite bandh called by the Foothills Naga Coordination Committee (FNCC) for the movement of Kuki-Zo people through Naga-inhabited areas in Manipur, which came into effect at midnight on July 18, 2025.

Since the violent outbreak of ethnic conflict between the Meitei and Kuki-Zo communities on 3rd May 2023, the Kuki-Zo people have suffered unimaginable losses and trauma. More than 150 Kuki-Zo individuals were mercilessly killed, over 7,000 homes were reduced to ashes, and more than 360 churches—symbols of our shared Christian faith—were destroyed or desecrated. In the aftermath of such atrocities, our people have been left with no viable option but to seek alternate routes for movement, as transit through Meitei-dominated areas has become unsafe and impossible.

The imposition of the bandh by FNCC further compounds the humanitarian crisis faced by the Kuki-Zo community. It is deeply saddening that, as fellow tribals and Christians, such actions are being undertaken without due consideration of the plight of our people. Blocking the movement of an entire community based on their ethnicity is unconstitutional, inhumane and unchristianly.

The Kuki-Zo Council (KZC) earnestly appeals to the Foothills Naga Coordination Committee (FNCC) to immediately lift the bandh and allow the safe passage of our people through the Naga-inhabited areas of Manipur. We firmly believe that any misunderstandings or grievances can and should be addressed through peaceful dialogue and mutual respect.

In this challenging time, let us not allow division and suspicion to overshadow the bonds of shared faith and struggle. We urge our Naga brothers and sisters of Manipur to extend compassion and solidarity and to walk together with us towards a peaceful and just resolution for both communities.

Clarification on Fake Thadou Tribe Council (TTC-GHQ)

MEDIA RELEASE
Saturday, the 19th July, 2025

It has come to the notice of Thadou Inpi Manipur (TIM), the apex body of the Thadou tribe, that a letter dated 17th July, 2025 purporting to be from fake "Thadou Tribe Council (TTC-GHQ)" has been circulated issued in the name of one self-styled YT Haokip, President, TTC-GHQ, addressing the President of United Naga Council (UNC) regarding the proposed Churachandpur - Kangpokpi connectivity route.

In this regard, TIM issues the following clarifications: -

1. The so-called TTC-GHQ is neither recognised by nor affiliated with Thadou Inpi Manipur (TIM). It is a pseudo-organisation floated by Mr. TS Letkhosei Haokip, a Government Teacher under Education (S) Department, Government of Manipur, for clan and militant-centric propaganda to subsume Thadou identity under Kuki supremacist narratives. Apart from TTC-GHQ, Mr. Haokip has created multiple social media-based and pseudo-intellectual forums, including the Kuki Reunification Forum (KReF) for personal gain in the name of pan-Kuki unification, the World Kuki-Zo Intellectual Forum (WKZIF), now called the World Kuki-Zo Intellectual Council (WKZIC), the obsolete Kuki Chiefs Association (Manipur), and the youth wing Lomlhang Som (LS); these five organisations, termed the Federal Council of Five (FCO5), are merely shells under a single individual, exploiting the Thadou populace in the name of pseudo "Kuki nationalist" sentiments for personal profit and influence.

2. The TTC-GHQ letter portrays Thadou lands and identity as merely part of Kuki "blood brothers" territory, undermining the distinct ethnic, linguistic, and cultural identity of the genuine and indigenous Thadou as a recognised Scheduled Tribe in the state of Manipur. This is a deliberate distortion aimed at erasing Thadou identity in favour of Kuki political and militant interests. This Fake TTC-GHQ never works for the aspirations and welfare of the Thadou people.

3. TIM urges every right-thinking citizen, the United Naga Council, Naga Hoho, Meitei, Zomi, Hmar, etc. tribes to be aware of these manipulative tactics by the self-styled leaders like Mr. TS Letkhosei Haokip's leadership. Their hypocrisy, anti-Naga, anti-Meitei, anti-Zomi, anti-Mizo and anti-Thadou stance are solely for personal gain, threatening inter-community harmony in Manipur.

4. Only Thadou Inpi Manipur (TIM) is the legitimate apex body representing Thadou interests and rights. Statements by unmandated bodies like TTC-GHQ or Thadou Inpi-GHQ are null and void, as they serve pseudo-Kuki nationalism rather than genuine Thadou welfare. TIM's legitimacy traces back to its founding in 1984 as the Thadou National Council (TNC), its renaming to Thadou Tribe Council (TTC) in 1992, and its restructuring as Thadou Inpi in 2015 at the Delhi Thadou Conclave to safeguard the distinct Thadou identity and constitutional rights. The reformation of the redundant TTC-GHQ in 2023 under Kuki Inpi Manipur (KIM) and Mr. TS Letkhosei Haokip is illegal and illegitimate, merely aiming to propagate pseudo-Kuki ideology to Thadou people through militant and clan-centric propaganda. TIM strongly rejects and denounces this distortion and undermining of distinct Thadou unity and identity.

Statement: "Thadou is a distinct ethnic group of people. Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki. Any organization that incorporates "Thadou" but espouses Kuki and mis-portrays Thadou as Kuki or a part of Kuki is illegitimate and does not represent Thadou people and interest" – Thadou Convention, 2024.

ENGBU Condemns Indian Army Strike on ULFA-I Camp

The Eastern Nagaland Gaon Bura Union (ENGBU), the apex body of Gaon Bura Unions representing eight tribes of Eastern Nagaland, has issued a strong condemnation of the Indian Army's drone and missile strikes on July 13, 2025. The attacks targeted ULFA-I camps allegedly located within the NSCN-K Base Area (United Base Area) in Naga-inhabited regions across the Myanmar border.

In an official statement signed by Mr. Y. Chuba, President of ENGBU on July 18, the union condemned the violence in the ENPO region, terming the incident as a threat to ongoing peace initiatives. The statement pointed out that NSCN-K (Ang Mai and Mulatonu factions) are currently in the process of negotiating a ceasefire with the Government of India (GOI), and such military action undermines the fragile peace process.

The ENGBU further expressed discontent with the GOI's repeated delays in resolving the Naga political issue and urged the central government to deliver a long-awaited solution that respects the aspirations of the Naga people.

Eastern Liangmai Naga Chiefs Back FNCC, Decry Encroachment and Security Threats

Kangpokpi, Manipur – July 18, 2025: The Eastern Liangmai Naga Chief Chairman Association (ELNCCA) has publicly extended its full support to the Foothills Naga Co-ordination Committee (FNCC), strongly endorsing their demands and raising alarms over what they term as serious threats of land encroachment and security violations in Naga ancestral territories.

In a press release dated July 18, 2025, the ELNCCA expressed deep concern over attempts to rename roads and alter territorial nomenclature, actions it believes are driven by hidden agendas involving certain Kuki groups and elements within government agencies. The association stated that such moves violate the historical, cultural, and territorial rights of the Indigenous Naga communities and must be condemned.

Referring to past historical goodwill where Naga forefathers provided refuge to Kuki communities fleeing Burma, the ELNCCA noted that this trust has been repeatedly misused. It accused Kuki groups of gradually expanding into Naga lands, calling it a form of "territorial aggression."

The ELNCCA urged the Government of India to:

  • Immediately dismantle all Kuki SoO (Suspension of Operation) camps allegedly operating on Naga land.

  • Halt the renaming of roads and landmarks without indigenous consultation.

  • Stop plans to set up new SoO camps near Naga foothill villages, especially near the Haflong–Imphal National Highway.

The press note also warned lesser-known Kuki organizations like Young Kuki and World Kuki-Zo Intellectual Council (WKZIC) to avoid making provocative statements that could destabilize peace in the region.

Emphasizing peace and reconciliation, the ELNCCA concluded by urging vigilance and unity among the Naga people, stating that no further compromise on land, identity, or dignity will be accepted.

Myanmar Refugees Protest at UNHCR Delhi

The protest enters its 10th consecutive day as citizens of Myanmar, currently taking refuge in India, continue their peaceful demonstration outside the UNHCR office in Delhi.

They are urgently:

  • Seeking Refugee Status Determination (RSD)

  • Seeking Resettlement Opportunities

  • Seeking Protection

  • Seeking Basic Human Rights

  • Seeking Rights for Children

India is not a signatory to the 1951 Refugee Convention or its 1967 Protocol. As a result, thousands of Myanmar refugees living in India's capital face daily hardships -- in legal uncertainty, without access to proper documentation, employment, healthcare, or education.

Their voices echo a desperate plea for dignity, safety, and international attention.

Their voices are a call for international solidarity, protection, and dignity in exile.

TAYC: Disgraceful/Abhorrent act of Assam Rifles on 16 July

Office of the
TUIBUANG AREA YOUTH CLUB
Churachandpur, Manipur
Motto: Rise and Shine
Regd. No. 91/SR/1987
Estd. 1954
Ref. No ……………………..
Date: 18/07/2025

To,
The Superintendent of Police
Churachandpur, Manipur.

Subject: Disgraceful/Abhorrent act of 36th AR, 27th Sector, Assam Rifles on the night of 16th July at Khopi Veng, Tuibuong.

Respected Sir,

While a semblance of hard-earned peace and normalcy slowly returning toward this conflict ridden place of ours, an unwanted, unwarranted action of 36th AR has disturbed the peace and tranquility of the law abiding citizens of Tuibuong on the peaceful night of 16th July, 2025. A team of devoted personnel led by Major Anush, 36th AR conducted ‘an ordered Operation’ at Khopi Veng, Tuibuong. A professional requirement as a man of the law, be it President’s Rule or a King’s Rule, that we understand.

On being requested about their actions which have caused disturbances in a peaceful locality, a totally inebriated Officer, dressed inappropriately without the required Officer’s Uniform, identified himself as a Lieutenant Colonel of 36th AR, abused everyone including and particularly some of the agitated women folk in words and tones that borders the line of racism and of sexist remarks toward the other gender, so painfully unbecoming of an Officer of the Indian Army.

We therefore urged you the following:

1. That 36 AR issue an unconditional apology within 7 days to the people of Tuibuong that an intoxicated officer of the law disturbs the peace and tranquility of the district headquarter Tuibuong, in which 27 Sector is based.

2. Transfer the said pretending abusive drunk Lieutenant-Colonel officer to a more place suitable for his kind of gunda antics.

3. Any law enforcing actions should beforehand be intimidated with the Village Authority.

As law abiding citizens, we urged you to take actions on the above points.

The village of Tuibuong, the headquarter of the district, on which we were disrespectfully spat upon, will not be silent and will not co-operate with any law enforcement agencies in the future, if any action isn’t forthcoming.
