Zomi Council urges inclusion in IDP Decisions during Chief Secretary’s Visit

Lamka, July 23, 2025: The Zomi Council and its frontal organizations greeted the visiting Chief Secretary, Dr. Puneet Kumar Goel, IAS and the Commissioner (Home), Shri N. Ashok Kumar, during the former's  maiden visit to Southern Manipur.

During the meeting, memorandums were submitted by the Zomi Council and the Zomi Students’ Federation (ZSF), highlighting the plight of thousands of internally displaced persons (IDPs) still confined to overcrowded relief camps. The Council stressed the need for its inclusion in all IDP-related decisions to ensure transparency and build confidence measures to gain mutual trust.

The ZC appealed initiation of structured political dialogue to address the growing ethnic divide. The delegation also raised concern over unauthorized settlements in the Imphal Valley upon those abandoned immovable properties of fleeing tribals as such activities were violation of constitutional rights and a threat to regional stability.

On the welfare front, the Council called for opening of a Pension Office and Single Window System in Lamka to address exploitation faced by senior citizens seeking their rightful pensions.

The Chief Secretary appreciated the warm reception and assured the delegation that all concerns would be taken seriously. The Zomi Council expressed hope that the visit marks a renewed commitment to justice, inclusive governance and lasting peace in Southern Manipur.

Manipur Government issues Advisory to Prevent Influx of Illegal Migrants

MEMORANDUM

Imphal, the 23rd July 2025

No. H-802/19/2021-HD-HD: In view of apprehension of influx of illegal migrants into the State especially due to the turmoil situation in neighbouring Countries, the following advisories are hereby issued for strict compliance:

i. All Deputy Commissioners and Superintendent of Police shall keep robust mechanism to prevent anyone from crossing into State Boundaries illegally and shall ensure to maintain utmost vigil at international, inter-State and inter-district boundaries so as to prevent any such movement.

ii. Any such movement, if detected, should be immediately reported and biographic and biometric details of such persons be captured mandatorily.

iii. Such illegal migrants shall have to be kept in put at secured designated locations for providing shelter and humanitarian support without allowing them to get mixed up or naturalised with Local Populace.

iv. All such illegal migrants shall be deported after following due procedures.

v. All Deputy Commissioners shall constitute District level Committee with members from District Police to conduct checking at all suspected locations and shall conduct regular review of the same.

vi. Deputy Commissioners shall regularly monitor the Exit-Entry Points under Border Pass System. Tracing of defaulters/ overstayed cases shall be done through District Police.

vii. District level Task Force for checking of illegal migrants with the following composition shall have to be made operational at the earliest:

a. Additional Superintendent of Police of the District – leader.

b. Officer representing office of DC not below the rank of SDC.

c. Representative of Assam Rifles/ BSF/ CRPF as desired by team leader.

d. Biometric staffs.

Hypocrisy of 8 Naga MLAs

Unveiling their extreme hypocrisy, eight Naga legislators have colluded with 32 Meitei MLAs in submitting a representation to the Hon’ble Prime Minister of India demanding the withdrawal of the Suspension of Operations (SoO) Agreement with Kuki-Zomi-Mizo militant groups and implementation of the NRC in the State, besides maintaining that a Separate Administration sought by Kuki-Zomi-Mizo groups was absolutely unacceptable under any circumstances.

The Kuki-Zomi-Mizo community is taken aback by the absolute betrayal of the eight Naga legislators in colluding with the majority Meiteis. The rally organized by the United Naga Council (UNC) on August 10th 2023 for an acceptable and honorable solution to the “India-Naga political issue in the true spirit of the historic Indo-Naga Framework Agreement of August 3, 2015” was supported by the Kuki-Zomi-Mizo community as the two tribals groups, namely the Naga and the Kuki-Zomi- Mizo groups, share the same aspirations – to be free from the clutches of Meitei hegemony. However, the eight Naga legislators have defied all forms of sanity, without realizing who they are and whose voice they represent.

The Joint Students' Body Lamka in the strongest term condemns the indecisive decision of the eight Naga legislators for ignoring the sentiments of the people they represent.

The Joint Students' Body Lamka also hereby declares a public social boycott against these eight Naga legislators in Lamka District for going against the wishes of their connatural people.

Security Forces Recover Arms in CCpur Operations

Lamka, July 22, 2025: Security forces continue to intensify search operations and area domination exercises across fringe and vulnerable areas in various districts, as part of ongoing efforts to restore peace and stability in the region.

During one such operation conducted on July 19, 2025, in Lamzang village under Churachandpur Police Station, Churachandpur district, a significant cache of arms and ammunition was recovered.

According to official sources, the recovered items include:

01 (one) .303 rifle with one empty magazine

01 (one) country-made .32 pistol with one empty magazine

01 (one) country-made single barrel rifle

02 (two) improvised mortars (pumpi)

01 (one) improvised rocket bomb

10 (ten) improvised rounds (pumpi)

03 (three) improvised hand grenades

21 (twenty-one) tear smoke shells

04 (four) 38mm anti-riot rubber bullets

02 (two) bulletproof plates

06 (six) tactical vests

05 (five) 12-bore cartridge belts

Security officials stated that the recovery highlights the continued threat of armed elements attempting to destabilize the region. The seized items have been taken into custody for further investigation.

Operations are expected to continue in the coming days as security forces maintain a high level of alertness in sensitive areas.

Meitei Heritage Society Seeks Probe into KNF ₹320 Crore Land Scam, Calls for SoO Review

Subject: Immediate Investigation into KNF Land Compensation Scam and Review of SoO Agreement.

Respected Sir,

Greetings from Meitei Heritage Society.

We write with grave concern regarding recent revelations that exposed a ₹320 Crore scam involving the Kuki National Front (KNF), a militant group under the Suspension of Operations (SoO) agreement with the Government of India. The report has brought to light that hundreds of crores of rupees, meant for compensating civilians for land acquisition, have been illegally siphoned off by KNF through extortion, misappropriation, and unlawful influence.

This development is deeply disturbing as it not only is criminal misuse of public funds but also spearheaded by a Militant group which enjoys protection under the SoO. The scam is reportedly led by KNF's finance secretary Jangboi Kipgen, forcing villagers to sign on blank papers, pre-filled forms and swindled off as much as 75% of their compensation amount.

The deputy commissioner (DC) concerned has acknowledged receiving complaints from the victims and 20 villagers have spoken to the media risking death threats; putting to rest any doubts about the involvement of KNF in the scam.

It is alarming that while such grave allegations are emerging, the Union Government is reportedly considering the signing the SoO agreement with these groups. It is pertinent to note that these Militant groups are already under investigation by various agencies, including the National Investigation Agency (NIA), for their role in attacks and/or killing of civilians and Security Forces. (Annexures 1-4).

If the Government enters into an agreement with these groups, instead of taking action for violating the rules, as provided for in the agreement itself, it would amount to the Government of India indirectly legitimizing and funding these groups to carry out these heinous crimes against the state and civilians.

This also is in complete disregard of the will of the people, the popular Government's decision and resolution of the Cabinet not to sign any agreement with the militant groups in view of the repeated violation of rules.

Bawm-Kuki Chin Youths Killed in Alleged Crossfire After Army Detention

IN a chilling incident that has raised serious concerns about the conduct of security forces, two Bawm-Kuki Chin youths were reportedly picked up from the streets by the army following a staged bank robbery. About a week later, both were allegedly killed in what authorities described as a "crossfire." Their bodies, wrapped in sacks, wer

The absence of an autopsy and proper investigation has sparked outrage among sections of the public, especially in light of similar incidents occurring in the hill regions. Local sources claim this case echoes a broader pattern of extrajudicial actions by state forces, most recently in Gopalganj, where no autopsies were conducted for those killed.

“This is becoming a regular occurrence in the hills,” a local resident said. “But the silence from the authorities — and from the rest of the country — is deafening.”

Residents in the affected areas reportedly require special permission to sell crops or even purchase daily necessities — a form of control that many view as oppressive.

Five Militants Killed in UKNA–CKMA Clash in Tamenglong, Manipur

Five cadres of non-SoO militant group killed in gun battle in Tamenglong

Imphal, July 22, 2025: Five cadres of a non-SoO militant group were killed in a fierce gun battle that broke out early Tuesday morning at Deiveijang village under Tamenglong district of Manipur. The incident, which has sparked fresh security concerns in the region, reportedly involved two newly formed Chin-Kuki militant outfits.

Sources said the gunfight erupted between the United Kuki National Army (UKNA) and the Chin Kuki Mizo Army (CKMA), both of which are not signatories to the Suspension of Operations (SoO) agreement with the Government of India. The deceased have been identified as Alex, Seiboi, Pongba, Ringo, and Rambo. However, authorities have yet to confirm whether all five belonged to the UKNA, CKMA, or both.

Both groups, UKNA and CKMA, are recently formed and are composed of armed elements from the Chin-Kuki community. Their operational areas include Manipur's hill districts and parts of the Indo-Myanmar border. Intelligence inputs suggest that these groups have been vying for territorial and organizational dominance since their formation.

It may be recalled that the United Kuki National Army was allegedly involved in the killing of the Deputy Commander-in-Chief of the Kuki National Army (KNA), a group under the SoO arrangement, on June 30 this year. The assassination of the senior KNA leader had already stirred unease in the region, hinting at growing internal friction within the broader Chin-Kuki militant landscape.

Security forces have intensified surveillance in the area following today's incident, though no official statement has been issued by state police or central forces regarding the operation or its aftermath. The situation remains tense in the vicinity of Deiveijang village.

Kuki Inpi Delhi (KID) expresses its unwavering support and full endorsement of the Office Memorandum issued by Kuki Inpi Manipur (KIM) on 5th July, 2025 (copy enclosed), declaring the collective political position of the Kuki-Zo people with regard to the ongoing political development in the state of Manipur.

URGENT APPEAL TO FOOTHILLS NAGA COORDINATION COMMITTEE, (FNCC) TO LIFT INDEFINITE BANDH

Lamka, Songpi District, July 20, 2025

The Kuki Human Rights Council (KHRC) respectfully yet urgently appeals to the Foothills Naga Coordination Committee (FNCC) to forthwith lift the indefinite bandh currently affecting the Kuki community in Manipur. This bandh has precipitated a severe humanitarian crisis, restricting movement and access to essential goods and services, thereby exacerbating the plight of the affected population.

The KHRC unequivocally condemns the bandh as unconstitutional and inhumane, emphasizing its detrimental impact on the Kuki community's access to basic necessities. We stress that such actions only serve to further strain community relations and hinder efforts towards a peaceful resolution.

In light of the shared heritage and common bond between the Naga and Kuki communities, particularly in their predominantly Christian faith, the KHRC advocates for peaceful dialogue as the most efficacious means to address grievances and resolve conflicts. The ongoing ethnic violence between the Meitei and Kuki communities has resulted in significant loss of life, destruction of property, and displacement of individuals.

The KHRC underscores the imperative need for a peaceful resolution and constructive dialogue to mitigate the ongoing challenges and tensions. We welcome and support ongoing initiatives aimed at mediating peace talks between the Kuki and Meitei communities and urge all stakeholders to collaborate towards a lasting solution.

Given the volatile situation in Manipur, the KHRC emphasizes the critical importance of ensuring the rights and dignity of the Kuki community. We respectfully yet firmly appeal to the FNCC to lift the bandh and engage in meaningful dialogue to address grievances.
