Thadou Community Hails Peace Pact with Meitei Groups

Press Release: Thadou Community International Applauds Meitei-Thadou Covenant of Community Understanding

IMPHAL – August 6, 2025 – Thadou Community International (TCI) proudly supports today’s landmark event, "The Road to Peace in Manipur,” a Covenant of Community Understanding between the Thadou and Meitei communities. Hosted by the Coordinating Committee on Manipur Integrity (COCOMI) in Imphal, the state’s capital, this historic agreement between Thadou Inpi Manipur (the apex body of the Thadou tribe in Manipur) and COCOMI-led valley-based CSOs marks a significant step towards community understanding and peace following the tragic violence that began on May 3, 2023.

TCI commends both Thadou and Meitei leaders for their tireless pursuit of dialogue and understanding. This covenant is a powerful testament to the strength and resilience of the Thadou people, who have a long history of seeking peaceful coexistence with their neighbours. As one of the largest and longest-surviving indigenous tribes in the region, the Thadou people have been deeply impacted by recent ethnic conflicts. However, they remain committed to truth, justice, and nonviolent resolution.

TCI has actively supported initiatives to restore peace in the state since the violence began. This new covenant is the result of persistent efforts by peace-loving, brave community leaders. An earlier attempt to hold a similar meeting between Thadou Inpi and COCOMI on May 6, 2023, was thwarted by anti-peace extremist elements, but the momentum for dialogue continued despite many hurdles.

The path to this covenant included a crucial first official meeting in New Delhi on March 7, 2025, between Thadou Inpi Manipur and the Meitei Alliance, followed by subsequent meetings between the two organisations and other groups.

Upholding Thadou Identity and Integrity

A key aspect of this covenant is the official recognition of the distinct Thadou identity, as declared at the Thadou Convention 2024, that Thadou is not Kuki, neither underneath nor part of Kuki, but an independent Indigenous people. For too long, the Thadou people have faced the suppression of our unique culture and heritage under the imposed foreign term "Kuki." TCI is pleased that this event rectifies this historical injustice and affirms the Thadou people’s rightful position as a separate and distinct ethnic group.

We praise the leaders of Thadou Inpi Manipur for their wisdom and courageous dedication in advocating for the best interests of the Thadou people. We also encourage all other communities and organisations in Manipur to acknowledge and respect the Thadou Declaration 2024.

The Threat of "Any Kuki Tribes" and a Call to Action

TCI urges the people of Manipur to recognise the challenges posed by the "Any Kuki Tribes" (AKT) designation, added to the Scheduled Tribes (ST) list of Manipur in 2003. This category threatens the integrity of not only the Thadou tribe but the entire indigenous population of Manipur, along with their distinct identities and cultures.

We call for a collective effort to remove the AKT from the ST list. Individuals included under the AKT but belonging to a legitimate scheduled tribe of Manipur should return to their original tribes to which they belonged before 2003.

This historic covenant represents a new beginning for Manipur. TCI believes that with mutual respect and dignity, all communities can live together peacefully. Let this agreement pave the way for a new Manipur where every community feels safe, respected, and their integrity is protected.

Subject: Appeal to oversee the Economic Blockade & Indefinite Bandh upon Kuki-Zo People by some people in the name of Foothills Naga Co-ordinating Committee (FNCC), in violations of Right to Life and Liberty under Article 21 of the Indian Constitution and contravening Essential Commodities Act (ECA) 1955 under the Indian Penal Code Sections 420, 427, and 120-B, 7 and 3 respectively.

Respected Sir,

We, the undersigned, on behalf of the Kuki-Zo community, humbly submit this memorandum to bring to your notice the grave concerns regarding the economic blockade and indefinite bandh imposed upon the Kuki-Zo community by some people in the name of the Foothills Naga Co-ordinating Committee (FNCC) since the 18th July, 2025 till date, inspite of repeated appeals by various Kuki-Zo CSOs such as WKZIC, KOHUR, KZC, KCLF etc.

This blockade and bandh not only cause economic hardship but also violate our fundamental Right to Life and Liberty enshrined under Article 21 of the Indian Constitution. Furthermore, these actions contravene the Essential Commodities Act (ECA) 1955, and the Indian Penal Code, specifically sections:

1. Section 420 (Cheating and dishonestly inducing delivery of property)

2. Section 427 (Mischief causing damage to property)

3. Section 120-B (Punishment for criminal conspiracy)

4. Section 3 (Regulation of production, supply, and distribution of essential commodities)

5. Section 7 (Penalties for contravening orders) of the Essential Commodities Act, 1955


We appeal to your esteemed office, as the custodian of the Manipur state and its whole populace, to take immediate action to:

1. Lift the economic blockade and indefinite bandh.

2. Ensure protection of our community's rights and interests.

3. Take legal action against the FNCC for violating the aforementioned laws.
We believe that your intervention will help restore normalcy, promote harmony, and uphold the rule of law in Manipur. Thanking you in anticipation for considering our Constitutional & Humanitarian Appeal.

36-Hour Ultimatum by Kuki CSOs Over Travel Restrictions

In light of the indefinite restrictions imposed on the movement of the Kuki-Zo between Kanggui Kangpokpi and Songpi Churachandpur (and vice versa), coupled with the unwarranted hardships endured by commuters since the 15th of July 2025, the Working Committee Kuki CSOs (WCKCSOs), having engaged with all relevant stakeholders and civil society organizations in the region, has ultimately identified the perpetrators behind this uncivilized and undemocratic protest, who are utilizing and coercing the “Foothills Naga” as a mere scapegoat.

It is crucial to highlight that since the onset of the ethnic conflict of 3rd May 2023, certain radicalized Meitei supremacists, have been sowing seeds of animosity and distrust between the two tribal communities, the Kuki-Zo and the Nagas of Manipur, in a bid to fulfil their agenda of ethnic persecution. This campaign of hatred being orchestrated by FOCS and the Federation of Haomee against the Kukis, has gained considerable traction within the Liangmei community who reside alongside with the Kukis.

Mr. Sapamacha Jadumani and Th Manihar, of Federation of Haomee and FOCS respectively have single-handedly inflamed the sentiments of the unsuspecting Liangmeis in the peripheral areas through which Kuki-Zo commuters traverse.

Consequently, in light of such nefarious intentions to deprive and disrupt the supply of essential food items and the imposition of travel inconveniences upon the Kuki Zo community, alongside the reluctance of the concerned authorities of both the district and the centre to address this matter, the Working Committee Kuki CSOs (WCKCSOs) is compelled to issue this 36-Hours Ultimatum to the perpetrators to rescind the restrictions placed on Kuki-Zo movement between Kangpokpi Kanggui and Songpi Churachandpur. Should they fail to comply within the stipulated time, a total blockade on the supply of all essential food items through the Asian Highway/ National Highway 2 will be instituted from 7:00 am of 8th August 2025 until the matter is resolved.

Furthermore, any unfortunate or unwarranted incidents arising from this will be the exclusive responsibility of Mr. Sapamacha Jadumani, the chief architect of the Federation of Haomee, Mr. Th Manihar of FOCS and the concerned authorities of the state/centre government.

TRAI Issues Advisory on Fraudulent Activities Misusing TRAI’s Name

The Telecom Regulatory Authority of India (TRAI) has issued an advisory cautioning the public about a rise in cyber frauds and financial scams involving misuse of TRAI’s name. These include impersonation of TRAI officials through calls, messages, forged documents, and fraudulent letterheads to threaten or mislead individuals and coerce them into sharing personal information or transferring money. Any such outreach allegedly in the name of TRAI is unauthorised and not associated with TRAI.

TRAI Clarification

TRAI is an independent statutory authority established under the Telecom Regulatory Authority of India Act, 1997. It regulates telecom and broadcasting services, recommends policy measures to the Government, and monitors service quality.

TRAI does not:

1. Conduct investigations against individual consumers

2. Request Aadhaar, bank account, OTP, or other personal details

3. Issue arrest threats or warnings via digital platforms

Arms, Explosives Recovered in Churachandpur Search Ops

On August 6, 2025, Manipur Police, during a search at Gothol village under Churachandpur Police Station in Churachandpur district, seized a cache of arms and explosives. The recovered items included one AK Ghatak rifle with an empty magazine, two improvised mortars (pumpi), four improvised rocket bombs, and nineteen improvised mortar (pumpi) rounds.

Authorities said the operation was part of ongoing efforts to curb illegal arms movement and ensure safety in sensitive regions. The seized items have been secured, and further investigation is underway.

Zomi Council, MPC Hold Cabinet-Level Unity Meet

Lamka, Aug. 5, 2025 — The Zomi Council and the Mizo People’s Convention (MPC) came together on Tuesday for a cabinet-level gathering that reflected strong representation, mutual respect, and a spirit of constructive engagement.

According to Mary Jones Vung, Secretary, Information & Publicity, Zomi Council Headquarters, leaders from both sides engaged in open dialogue, exchanging reflections on pressing issues and reaffirming their shared commitment to unity, peaceful collaboration, and the preservation of each organization’s unique identity and responsibility.

The meeting served as a valuable platform to listen, reflect, and align on common concerns. It was noted that both the Zomi Council and the MPC operate independently and are not affiliated with the Kuki-Zo Council (KZC). Their initiative, rooted in sincerity and mutual trust, aimed to strengthen ties grounded in shared heritage and values.

Following the discussions, the Innpi leaders shared a dinner, concluding with an agreement that more such interactions and dialogues should be held. They emphasized promoting camaraderie and focused political objectives, steering clear of exaggerated political theatrics, in pursuit of the political emancipation of their people in Manipur and adjoining states.

THE ROAD TO PEACE IN MANIPUR | Clarifying Identity: Thadou Is Not Kuki

Clarifying Identity: Thadou Is Not Kuki

A major source of confusion between the Thadou tribe and those identifying as Kuki tribes arises from the similarities in attire and cultural expressions. However, it is crucial to understand that Thadou tribe is a distinct indigenous identity, while the Kuki nomenclature, as used today, has become a politicised and ideological label. The nomenclature Kuki is not a genuine ethnic identity.

Historically and culturally, there is no community known as "Kuki" indigenous to Manipur.

The term Kuki has foreign origins, and those who adopt it today often do so to push a separatist and extremist ideology. Many who currently identify as Kuki are suspected illegal immigrants, having settled in Manipur in recent decades.

Over time, church politics and religious affiliations have also played a significant role in misclassifying many members of the Thadou tribe as Kuki, creating further confusion and undermining the true identity of the Thadou people.

This has become a threat not only to the Thadou tribe, but also to the Meiteis, Meitei-Pangal, other tribal communities and Manipur's unity as a whole.

We must not mistake external appearances for identity. Wearing similar attire does not equate to being the same people. The appropriation of Thadou culture by Kuki-identifying groups is misleading and harmful.

The point to remember is that Kuki is not an ethnic identity; it is a political ideology.

Members of the Thadou tribe who knowingly or in a majority of cases, unknowingly promote this flawed Kuki ideology are amplifying the harmful effects to the Thadou tribe, their own tribe. So, this issue must be addressed thoughtfully, lawfully, and patiently for the greater good of Manipur.

This is a defining moment in our shared history. Let us stand united in truth. The path to lasting peace in Manipur begins with clarity of identity, rejection of extremism, and a renewed commitment to coexistence.

In truth, we stand. In unity, we endure. In peace, we rebuild.

KZC, MHA Hold Positive Talks in New Delhi

New Delhi, 06 August 2025: A delegation of the Kuki-Zo Council (KZC) held a two-hour constructive meeting with officials of the Ministry of Home Affairs (MHA) in New Delhi, focusing on the ongoing movement and aspirations of the Kuki-Zo people.

Led by Chairman Pu Henlianthang Thanglet, the eight-member team included prominent leaders representing various tribes within the Kuki-Zo community. The discussions highlighted the need for wider public consultation before making any final decisions affecting the community’s future.

The MHA acknowledged the concerns raised and reaffirmed its readiness to hold further talks with the KZC leadership. Both sides agreed to continue the dialogue in the near future, signaling a positive step toward addressing long-standing issues.

Thadou Inpi Meets Valley CSOs in Imphal for Peace Talks

Imphal, Aug 6, 2025 — In a significant step towards restoring peace and normalcy in Manipur, a 17-member Thadou Inpi delegation is meeting with key valley-based Civil Society Organisations (CSOs) in Imphal today.

The talks involve representatives from COCOMI, AMUCO, FOCS, and Arambai Tenggol, among others. A joint press conference by the CSOs, Arambai Tenggol, and the Thadou Inpi delegation is expected shortly.

This marks the first visit by a Thadou delegation to the Imphal Valley since ethnic clashes erupted in May 2023. The dialogue follows an earlier meeting in Guwahati between Thadou Inpi and Arambai Tenggol in April 2025, signalling continued efforts to bridge divides and promote reconciliation.

ANSAM Directs Naga Areas to Observe 79th Naga Independence Day on Aug 14

On 6 August 2025, the All Naga Students’ Association, Manipur (ANSAM) has issued a directive to all its constituent and subordinate units, as well as educational institutions in Naga-inhabited areas, to organize commemorative events for the 79th Naga Independence Day on August 14, 2025.

According to the statement, the directive follows a resolution passed in the First Legislative Assembly meeting held on July 30, 2025. ANSAM urged its units to hold silent prayers and hoist the Naga National flag in district headquarters across Naga areas.

Educational institutions in Naga areas are instructed to declare a holiday on August 14 in remembrance of the historic declaration of Naga Independence on August 14, 1947, honoring the sacrifices and legacy of their forebears.

ANSAM emphasized that all units should maintain peaceful conduct, unity, and respect for all communities during the observance.

The directive was signed by ANSAM President Angteshang Maring and General Secretary Isaac Charenmei, concluding with the slogan “Kuknalim!”

Aadhaar Not Proof of Citizenship, Govt Tells Rajya Sabha

New Delhi, August 1, 2025 — The Government of India has clarified in the Rajya Sabha that the Aadhaar card, though widely used as proof of identity, does not serve as proof of citizenship or domicile.

Responding to an unstarred question from MP Smt. Sagarika Ghose, Minister of State for Electronics and Information Technology, Shri Jitin Prasada, said Aadhaar is a 12-digit unique identification number issued by the Unique Identification Authority of India (UIDAI) to residents—defined as individuals who have resided in India for at least 182 days in the last 12 months—or to Non-Resident Indians, based on biometric and demographic data.


The minister explained that Aadhaar functions as a digital identity enabling access to government services and welfare benefits funded by the Consolidated Fund of India or the Consolidated Funds of States. It is accepted in various sectors including government welfare schemes, banking, telecom (for SIM activation), travel bookings, and education.

However, he stressed that Aadhaar’s use remains voluntary, with legal and technical safeguards to protect individual rights, security, and privacy.

To ensure public awareness, the UIDAI has issued regulations such as The Aadhaar (Authentication and Offline Verification) Regulations, 2021 and The Aadhaar (Sharing of Information) Regulations, 2016. Additionally, FAQs and press releases have been published to inform citizens about the ambit and uses of Aadhaar.

Lamka Consumers’ Club Issues New Trade Guidelines

After thorough discussion in the Joint Meeting of Lamka Consumers’ Club and all Student Bodies held on 4th August, 2025, the following points were amicably resolved for compliance by all concerned:

1.1 It has come to our notice that Amul products supplied to Lamka Town/Churachandpur District are being sourced from outside agencies (non-local residents of Lamka). Upon inquiry, it was found that Gupta Traders, Lamka, does not possess a proper licence for supplying these products. Therefore, Gupta Traders shall cease supplying Amul products within seven (7) days from the date of this notification.

1.2 It was resolved to investigate and determine if any outside agents, or individuals in the name of outsiders, who are no longer residents of Lamka/Churachandpur, are found supplying/distributing the same. If so, their shops shall be closed.

1.3 Henceforth, Amul-related products brought from Imphal, Aizawl, etc., shall not be permitted without written permission from the Lamka Consumers’ Club. Anyone found violating this resolution shall bear the consequences at their own risk.

1.4 Furthermore, any local resident/agency interested in supplying any products in Lamka/Churachandpur District must report to the Lamka Consumers’ Club.

2.1 The influx of non-local residents in large numbers has alarmed the local business community. It was agreed that this influx must be properly managed and checked. All non-local residents must register themselves to Lamka Consumers’ Club with appropriate documents.

3.1 It was also agreed that the Teddim Road area shall remain closed every Sunday.

4.1 In the Joint Meeting, it was unanimously resolved that the Lamka Consumers’ Club (LCC) shall take primary responsibility for ensuring the fair distribution of NFSA provisions, overseeing the lifting of rice quota bags for respective constituencies from the FCI Godown at Tualnam, and monitoring price hikes and inflation. Accordingly, the LCC is entrusted with full authority to lead in these matters, and all parent organizations are expected to extend their full support in the interest of public welfare.
