KUKI-ZO COUNCIL PUBLIC MEETING
THINGLHANG KHANGTHAH KILOIKHOM: CONDEMNATION
The core concern centers on the blockade imposed by the Foothills Naga Coordination Committee and Haomee Federation on Kuki commuters between Kangpokpi and Churachandpur. The statement blames Biren Singh, Rajya Sabha MP Sanajaoba, Jadumani, and select tribal MLAs for the trauma caused to civilians.
The demands include:
1). Immediate lifting of the blockade on Kuki movement without conditions.
2). An end to discrimination against minorities and non-locals.
3). Media accountability through use of trained journalists and factual reporting.
4). Cessation of divisive language, such as "indigenous" vs. "illegal immigrant," that alienates Northeasterners from the Indian mainstream.
Until these are met, the statement warns, supply and transport of essential items to the named individuals will be suspended.

FNCC Imphal Issues Press Release on Naga Bandh & Kuki-Zo Identity
FOOTHILLS NAGA CO-ORDINATION COMMITTEE
(FNCC) IMPHAL, MANIPUR - 795001
Press Communique
The 25th July, 2025
The ongoing indefinite bandh in the foothills region of Naga-inhabited territories is a direct response to the actions and hegemony of Kuki expansionist forces. It is important to underscore that this bandh is not directed against the Zomi and Hmar-Lushai (Mizo) communities, with whom the Nagas share a long-standing history of mutual respect, cultural affinity, and peaceful coexistence.
Historically, the relationship between the Nagas, Zomi and Hmar-Lushai (Mizo) peoples has been rooted in a shared commitment to peace, dignity, and the preservation of our respective indigenous identities. These communities have consistently upheld the values of non-aggression, justice, and communal harmony. Much like the Nagas, the Zomi and Mizo peoples have long endured the pain of unprovoked aggression, persistent land encroachments, and destabilizing political maneuvers, especially those emanating from Kuki expansionist agendas.
However, recent developments have given rise to confusion and concern. Certain organizations, such as the so-called World Kuki-Zo Intellectual Council (WKZIC) and the Kuki-Zo Council, have begun operating under the broader "Zo" identity. This appropriation of nomenclature has led to misunderstandings and confusion within the Naga community regarding the true mandate and representation of the Zomi and Mizo peoples in these bodies. We believe it is essential to address this ambiguity in the greater interest of fostering clarity, trust, and solidarity among the Naga, Zomi and Mizo communities.
It is crucial to ascertain whether these organizations genuinely reflect the aspirations and positions of the Zomi and Mizo peoples, or whether their activities inadvertently conflate distinct identities under a common label for political convenience. Clarifying this will help prevent further discord and strengthen the spirit of unity among the Nagas, Zomi, and Mizo peoples.
We remain steadfast in our belief that enhanced understanding and transparent dialogue will only fortify the deep bonds we share. This is a time to reaffirm our collective commitment to peace, our shared heritage, and our determination to resist any force that seeks to destroy, or annihilate our very existence.
Kuki Inpi Nagaland Condemns Fake Press Release & Urges Vigilance
The Kuki Inpi Nagaland (KIN) expresses its strong condemnation regarding the fake press release issued under the name of "Kuki Zo Council" dated 24th July 2025 with Reference No. NIL.
The Kuki Inpi Nagaland has thoroughly investigated the authenticity of the release and found it to be baseless, fabricated, and fake. The concerned organisation has also confirmed that no such release was issued from their end, and a formal clarification has been issued in this regard.
We unequivocally condemn the malicious act of impersonation by unknown individuals or groups who have willfully circulated such a fraudulent statement. This is not only a cowardly act but also a deliberate attempt to sow discord, incite communal tension, and provoke misunderstandings among communities that have long coexisted peacefully in Nagaland and beyond.
We appeal to all concerned individuals, organisations, and communities to remain vigilant and refrain from falling prey to misinformation aimed at disrupting the existing harmony.

KOHUR Seeks Transfer & Release of Kuki Myanmar Detainees from Imphal Jail
Subject: Urgent Appeal for the Transfer of Kuki Myanmar National Detainees to Kuki-Dominated Districts of Manipur and Release of Two Detainees Held Beyond Sentence Period-Regd.
Hon’ble Sir,
We write this representation with utmost urgency and deep concern on behalf of Kuki detainees who are Myanmar nationals, presently incarcerated in Imphal Central Jail, Manipur. The issue at hand pertains not only to custodial logistics but touches upon the fundamental principles of justice, equality, and humane treatment that underpin our constitutional democracy and the international human rights framework to which India is a signatory.
As Your Excellency is aware, the Hon’ble Governor of Manipur had issued notifications for the transfer of Kuki undertrial inmates from Imphal and other sensitive zones to temporary prisons in Kuki-dominated districts such as Churachandpur, Kangpokpi, and Tengnoupal. This was done in recognition of both the logistical necessities (such as appropriate food, language access, legal aid, and cultural familiarity) and the prevailing ethnic sensitivities in Manipur.
While a significant number of Kuki undertrials (Indian citizens) have been transferred pursuant to this notification, a group of over 64 Kuki detainees, who are nationals of Myanmar, remain detained in Imphal, left out of the transfer process. Though they hold foreign nationality, these individuals are ethnically, culturally, and linguistically indistinguishable from the Kuki population in Manipur, and many have familial and ancestral ties in the region.
Given the ongoing communal unrest and the fraught security environment in Imphal, it is unsafe and discriminatory to isolate this group on the basis of their nationality while ignoring their shared ethnic identity. The refusal or delay in transferring these detainees to Kuki-majority districts amounts to differential treatment that violates the principle of equal protection of the law and exposes them to potential threats and trauma in a hostile custodial setting.
Of even more grave concern is the fact that two individuals among this group have already completed the full term of their jail sentence, yet continue to be detained unlawfully. Their continued incarceration without any legal basis constitutes arbitrary detention, a serious violation of Article 21 of the Constitution of India which guarantees the right to life and personal liberty. It also breaches international human rights standards, including those enshrined in the International Covenant on Civil and Political Rights (ICCPR), to which India is a party.
It is in this background that we urgently and respectfully seek your intervention to:
1. Direct the Government of Manipur to immediately release the two Kuki Myanmar national detainees who have served their full jail terms, and ensure compensation or remedial action for the unlawful extension of their detention;
2. Ensure the immediate transfer of the remaining undertrial Kuki Myanmar national detainees to temporary prisons in Kuki-dominated districts, in keeping with the policy already applied to Indian Kuki undertrials, and in line with humanitarian principles and public safety considerations;
3. Initiate necessary inquiries to prevent recurrence of such discriminatory treatment and ensure that detention practices comply with both constitutional mandates and international human rights obligations.
We appeal to your esteemed Commission to take urgent cognisance of this matter and uphold the rights and dignity of these vulnerable individuals.
Yours sincerely,
H.S BENJAMIN MATE

KNA-NEI Oppose 'Any Kuki Tribe' ST Recommendation by Manipur Govt
GRACE COTTAGE, PAITE VENG-IMPHAL
PRESS RELEASE
Imphal the 24th April 1991
The joint public leaders of Kuki communities of Manipur condemned the resolution taken by the State Government for recommendation of "ANY KUKI TRIBE" in the Scheduled Tribe list of Manipur.
Kuki leaders of various tribes such as Thadou, Kom, Zou, Vaiphei, Paite, Gangte, and Simte came to know that the State Government has already approved for recommendation of "ANY KUKI TRIBE" in The Scheduled Tribe list of Manipur, and viewed it as a wrong decision taken by the Government without giving any chance of consultation to the communities are going to be involved. It is viewed as a move to bring disintegration and disorder among the non-Naga communities of Manipur tribals.
Since 'KUKI' is a generic term applied to the various non-Naga tribes of Manipur no tribe can exclusively exist as the Kuki tribe. The Kuki as such has no distinctive culture, language, social tradition etc. It is not at all a living tribe and cannot be recognised as a tribe. It can be retained as the common name for Kuki communities just like the Nagas do accept NAGA as their common nomenclature.
We therefore demand immediate review of the State Government's decision for recommendation of "ANY KUKI TRIBE" in The Scheduled Tribe list of Manipur in public interest and for the end of justice.

KReF Condemns FNCC's Indefinite Bandh Despite Repeated Kuki Appeals
Several prominent Kuki organisations had earlier appealed to civil society organisations (CSOs) and the NSCN-IM, requesting them not to hinder essential connectivity during this critical period:
-
World Kuki-Zo Intellectual Council (WKZIC-GHQ), Ref. No. 193/WKZIC-GHQ/(PR)/2023-25, dated July 15, 2025
-
Kuki-Zo Council (KZC), dated July 19, 2025
-
Kuki Human Rights Council (KHRC), dated July 20, 2025
Despite these appeals, the FNCC has enforced the bandh through areas including Makhan (Liangmei) and Dolong Khunou (Kuki blood Chiru Village), citing unverified reasons.
KReF has pointed out that the ceasefire ground rules of NSCN-IM, originally applicable across the Northeast, have been restricted to Nagaland since July 27, 2001, as per the Government of India's decision. This could be a reason why the FNCC and affiliated groups have disregarded the Kuki appeals.
In a strong message, KReF has warned that if any retaliatory blockades or actions are taken by Kukis along routes dominated by the three tribes involved—Liangmei, Rongmei, and Zemei—no individual, CSO, or the Kuki community as a whole should be held responsible. The statement also urged other communities to be aware of the possible consequences triggered by the ongoing blockade.

ZLSU Warns of Infiltration Risk Amid Assam Evictions
Press Release
The Zeliang Students’ Union Nagaland (ZLSU) expresses serious concern over the ongoing eviction drives carried out by the Assam Government, which have resulted in the displacement of thousands of alleged illegal immigrants from various districts, particularly those bordering Nagaland. In light of these developments, there is an increasing threat of illegal immigrants attempting to cross into Nagaland, especially into the sensitive border region of Peren District.
The Union strongly urges the Government of Nagaland, district authorities, law enforcement agencies, and all concerned stakeholders to remain highly vigilant and take immediate preventive measures to safeguard our land, identity, and community security. The porous and forested borders of Peren District make it vulnerable to infiltration by displaced individuals seeking illegal resettlement.
The ZLSU appeals to the district administration to intensify patrolling along border areas, activate temporary check gates, and verify all unfamiliar individuals or families entering interior villages. We further request the village councils and citizens to report any suspicious movement and refrain from accommodating outsiders without proper verification.
We also call upon the Government of Nagaland to issue a clear advisory to all Deputy Commissioners and Superintendents of Police, particularly in border districts, to remain alert and work in close coordination with local bodies to prevent unauthorized settlements.
The Zeliang Students’ Union Nagaland reaffirms its commitment to protecting the land, culture, and rights of our people. We urge all tribal bodies, youth organizations, and concerned citizens to extend full cooperation to the authorities and remain watchful during this critical time. Any attempt to alter the demographic structure or exploit our customary land rights will be firmly opposed. Let us stand united to defend the integrity and security of our people and our land.
