New Delhi, May 30, 2013 --- A powerful gust of wind swept through New Delhi on Friday evening (May 30), causing visible damage in several areas of the city. In parts of South Delhi, the strong winds uprooted trees, scattered debris, and left minor destruction along the roadside.

Photographs captured by Bruce K. Thangkhal show the aftermath of the windstorm, with fallen branches, a damaged car, and even a dead cow lying on the road. The images highlight the intensity of the winds, which disrupted daily life in the affected areas.

PRESS INVITATION: NAGA WOMAN MOLESTED BY LAWYER

On Thursday the 22^nd May 2014, at around 10:00 PM, a woman, hailing from Nagaland was molested near the Vishwavidyalaya Metro Station When the victim resisted him and tried to catch hold of him, the accused also slapped her. Few people, who saw this incident, overpowered the molester and handed him over to the police. At the police station it was revealed that the accused is lawyer from Tis Hazari Courts. The NSUD president was then informed about the incident and he assisted the victim in the police station.  An FIR was registered making offences under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989. The Accused was taken into police custody.

On the next day the accused was produced before the court of Court of Mrs. Mona .I. Karkelta, Ld. M.M (Room No- 273). The victim was accompanied by the NSUD President with two of his executives as an expression of solidarity with her. The victim was represented by a lawyer appointed by Delhi Legal Services Authority. The accused and his group of colleagues apparently lawyers started taunting the victim and her friends including the victim’s lawyer. There was a huge pandemonium in the court room with 10/20 lawyers threatening/ intimidating the victim, her lawyer and others who were with the victim. The NSUD President was slapped in the presence of the Ld Magistrate by one of the lawyers. The police and the Court officials intervened but no firm action was taken against the assaulters. Fearing the safety of victim and her own security, the DSLA lawyer called another DSLA lawyer Ms. Liyi for support in the hostile atmosphere.. On her arrival, Adv Ms Liyi was also threatened by the mob of lawyers. The victim and her lawyer were moved to another Court under safety for recording the statement of the victim while the mob continued to swell in the court room.

The police personnel came to the rescue and tried to escort Adv Liyi and victim’s friends out of the court room. This did not deter the violent and belligerent group of lawyers who escalated their force by chasing Adv Liyi and victim’s friends around the court room. It is important to note that those who were accompanying the victim were targeted only because they were helping a victim of molestation to get justice.

With much difficulty and with the help of police assistance, Advocate Liyi and the victim’s friends could reach the Police Chowki Tiz Hazari Court though the mob tried to intimidate the police personnel to withdraw their protection.  However, after few minutes of waiting at the Police Chowki, police told Advocate Liyi and the victim’s friends that it is safe to leave the Police Chowki. However, as they left the Chowki there was a mob that was waiting to attack and assault them. All of them started to run to save their lives as the mob of advocates of the accused chased them saying that they will not allow Northeastern people go alive from here today. The accompanying male friends of the victim also ran for their life however one of them sustained severe injuries and was bleeding through the mouth and nose.  He was later taken to the hospital. Even the lady Advocate Liyi accompanying them was not spared by the mob of lawyers as she was chased and slapped until two Police constables rescued her from any further harm being inflicted on her. 

Simultaneous with these happening inside the court room, another unfortunate incident was taking place outside the court room. The Zeliangrong Students’ Union President had also come to the court to attend the hearing of the above stated case, he along with his friends was not allowed to enter the court room and hence they were sitting outside. A lawyer approached him, asking if his other North Eastern friends are joining them. As soon as he answered yes, a mob of about 20/30 advocates attacked him physically. He was slapped and then the mob attacked him. He was kicked and stamped on. His ears and nose were bleeding.  Even the policeman who dared to protect them was also beaten up. The attached photograph is a testimony to this brutal assault on him.

The molestation and the criminal intimidation and assault on the people of North East States is an attack having racial contours and calls for strict and immediate action by the judiciary and law enforcing agency to protect of vulnerable groups. The conduct of this lawyer and the mob of lawyers supporting him show not only scant regard for the judicial process but also contempt of the Court.

Besides the assault on fellow lady advocates for the victim to deter and intimidate victims from taking recourse to legal recourse should not be tolerated by the judiciary and law administration. If lawyers are not safe in the Courts, then it is a very poor reflection on the state of judicial administration. A few delinquent lawyers cannot be permitted to take law into their own hands and bypass the well-established judicial process. This calls for the introduction of strict law against racial discrimination and ensure that there is rule of law so that faith in judiciary is reestablished.

"Ram Bijoy – Ankia Naat" Showcases Assam’s Cultural Legacy in Delhi

New Delhi, May 26, 2014 – "Ram Bijoy – Ankia Naat" captivated art and culture enthusiasts of Delhi NCR with a mesmerizing performance at Mavalankar Hall on May 24. Organized by the Assam Tourism Development Corporation, Government of Assam, in collaboration with Raginee, a socio-cultural organization from Guwahati, the event aimed to showcase Assam’s rich and glorious cultural legacy.

Directed and designed by Madhurima Choudhury, "Ram Bijoy" belongs to the traditional Ankia Naat Bhaona style, a dramatic art form conceived by Srimanta Sankardeva (1449–1568) in the 15th century. Combining spiritual music, dance, and dramaturgy, this unique form of storytelling holds deep roots in Assam’s Vaishnavite traditions.

The evening saw the presence of distinguished guests, including Ustad Amjad Ali Khan and his wife Subhalakshmi, actor Adil Hussain, and Dr. Hemoprova Saikia, among others.

Performed entirely by a group of accomplished Assamese actresses—including Moloya Goswami, Nishita Goswami, Madhurima Choudhury, Rasarani Chetana Das, and Barsha Rani Bishaya—the play was staged in Brajavali, a unique blend of Assamese, Hindi, Oriya, and Maithili. Traditionally, Ankia Naat was performed exclusively by men, with even female roles portrayed by male actors until 1949. The inclusion of women in this deeply religious performance stands as a testament to the evolving cultural landscape of Assam and the empowerment of women in the arts.

"I wanted to change the narrative. We are in the era of women's revolution, and this female-led performance is a step toward empowerment," said Madhurima Choudhury, who also played the role of Lord Ram.

Reflecting on her artistic journey, Choudhury added, "After my marriage, I had the opportunity to explore the music of Sankardeva. His contributions deserve recognition across the country."

Mahapurush Srimanta Sankardeva, a saint, social reformer, and playwright, was the pioneer of Ankia Naat, a unique form of one-act play designed to propagate the Neo-Vaishnava movement in Assam. Inspired by ancient Sanskrit drama and traditional Indian theatrical arts, Sankardeva introduced his own creative innovations, shaping one of India’s most distinctive performing arts traditions. His Cihna Yatra is widely regarded as one of the world’s earliest open-air theatrical performances.

LAWYERS assault 3 Northeast individuals inside Tis Hazari Court, No arrests made

New Delhi, May 24, 2014: In a shocking incident at Tis Hazari Court, one of India’s largest and most prominent judicial complexes, three individuals from the Northeast — two men and a woman lawyer — were allegedly assaulted by a group of lawyers on Saturday. The incident occurred during a court hearing, sparking outrage and raising serious concerns about safety within the court premises.

Both the victims.

The altercation took place in Court Room No. 273 on the second floor of Tis Hazari Court. Among the victims was Mr. Mavio J. Woba, President of the Naga Students Union Delhi (NSUD), who was reportedly beaten inside the courtroom.

According to Mr. Woba, he was accompanying a Northeast girl, a Delhi University student, to testify in a molestation case. The victim had allegedly been molested by a man at Vishwavidyalaya Metro Station on the night of May 22. The accused, identified as Indra Narayan, is himself a lawyer practicing at Tis Hazari Court.

On May 23, Mr. Woba and the victim, assisted by a female lawyer from the Northeast, arrived at the court to record her statement. However, tensions escalated when the accused, accompanied by approximately 20 lawyers, allegedly began intimidating the group.

“They were aggressively staring at us from the moment we entered the court. We were terrified and didn’t even dare to look at them,” Mr. Woba recounted.

During a 30-minute break in the hearing, the situation turned violent. Mr. Woba stated that one of the accused lawyers confronted him, accusing him of using his phone inside the courtroom. Without warning, the lawyer allegedly struck Mr. Woba in the face, causing him to fall.

“Several of them rushed into the courtroom and started beating me in front of the judge and police personnel. I shouted for help, but no one intervened. I had to run and hide behind the judge’s chair,” Mr. Woba said.

The violence did not end there. As the victims attempted to leave the courtroom, they were allegedly chased by the accused and his associates. Mr. Woba managed to escape to the Civil Lines Police Station, where he reported the incident to the Deputy Commissioner of Police (DCP).

Another victim, Divya (name changed), a Northeast woman lawyer assisting the molestation survivor, was also attacked. “I was suddenly slapped from behind while on the phone. The blow was so hard that my phone and spectacles fell to the ground,” she said.

Mr. Rachubui Pamei, President of the Zalianrong Students Union Delhi (ZSUD), was also brutally assaulted by a group of lawyers upon entering the court premises. “They asked me if I was from the Northeast, and when I said yes, they attacked me mercilessly,” said Mr. Pamei. He sustained injuries to his right eye, which was covered in blood.

Despite the presence of police, no immediate action was taken to stop the assaults. Mr. Pamei claimed, “The police did nothing to help me while the lawyers beat me.”

Later, two members of the North East Support Centre & Helpline (NSCH), Mr. Bruce K. Thangkhal and Mr. Jeremiah Gangmei, arrived at the court. They were reportedly scolded by police and confined to a nearby courtroom.

“A Northeast TV reporter and cameraman arrived shortly after, but the police secretly escorted us to Sabzi Mandi Police Station,” Mr. Thangkhal added.

The incident sparked widespread outrage, with hundreds of Northeast community members staging a protest at the police station on the night of May 23. The victims’ statements were recorded, and an FIR was filed under sections 147 (Rioting), 149 (Unlawful Assembly), 341 (Wrongful Restraint), 506 (Criminal Intimidation), and 354 (Sexual Harassment).

However, as of the filing of this report, none of the lawyers involved in the assault have been arrested.

In response to the incident, the Northeast community has announced plans to hold a large-scale protest in front of the Bar Council of India’s office near ITO, Delhi, on May 27, 2014.

Northeast Community engages with Local Landlords in Delhi Dialogue

New Delhi, May 13, 2014 --- In a landmark initiative aimed at fostering better understanding and addressing the challenges faced by citizens from Northeast India, a Community Dialogue was held on Monday (May 12) evening in Safdarjung Enclave. This marked the first such event in the national capital, bringing together representatives from the Northeast community, local landlords, and law enforcement officials.

The dialogue was attended by prominent figures, including Ms. Barkha Shukla Singh, Chairperson of the Delhi Commission for Women; Prof. Tiplut Nongbri from the School of Social Sciences, JNU; Mr. Harsh Mander, Director of the Centre for Equity Studies; Ms. Binalakshmi Nepram, Founder and General Secretary of the Manipur Women Gun Survivors Network; Mr. David Boyes, Convenor of the North East India Forum Against Racism (NEIFAR); and Dr. Alana Golmei, Founding Member and General Secretary of the North East Support Centre & Helpline, Delhi. Local landlords and officers from the Delhi Police also participated in the discussion.

The event provided a platform for open dialogue, enabling Northeast community members to share their experiences and concerns regarding issues such as discrimination, housing, and safety. Local landlords and police officials were encouraged to engage with these concerns, fostering a spirit of mutual understanding and cooperation.

This initiative is seen as a significant step toward bridging gaps and building a more inclusive environment for Northeast communities in Delhi.

Gorkha Rifles Accused of Human Rights Violations

Lamka, Manipur, May 12, 2014 — On the morning of May 9, members of the Gorkha Rifles stationed in Muallum village reportedly subjected an innocent tribal man to severe physical abuse. The victim, identified as Mr. Chinjapau (48), a former army pensioner, sustained injuries to his legs, ribcage, and other parts of his body after being beaten with wooden sticks and rifle butts.

The assault took place at the Muallum army post, located approximately 20 kilometers from the Churachandpur police station in Lamka town. Muallum is a Zou tribal village situated between Lamka and Singngat.

Mr. Chinjapau, who currently resides in Kamdou Veng, was allegedly summoned by the Gorkha Rifles to the army post on the morning of May 9. Upon his arrival, he was reportedly attacked by a group of four Gorkha Riflemen, led by a Company Havildar Major (CHM). According to Mr. Khamchinpau @K. Zou, an advocate and social activist, “They began mercilessly thrashing and assaulting him, leaving him severely injured.”

MUALLUM CHECK POST

Closed sources indicate that the Gorkha Rifles accused Mr. Chinjapau of taking Rs 20,000 without their consent. However, this claim has been denied as false.

Mr. Chinjapau, after retiring from the army, worked as a security guard at the HDFC Bank, Churachandpur Branch, since October 2011. Relatives of the victim explained that the Singngat bus driver often gave ATM cards of army personnel to Mr. Chinjapau to withdraw money on their behalf. After withdrawing the money, he would return the cards and the money to the bus driver.

According to sources, army personnel stationed in Muallum village had been coercing Mr. Soson, a driver of the Zehova Zire bus that travels between Lamka and Singngat, to withdraw money using their ATM cards. Mr. Soson then handed over the ATM cards to Mr. Chinjapau for the withdrawals.

Mr. Zou has expressed his intention to pursue legal action if the Gorkha Rifles do not issue a public apology within two days. “I have filed a complaint with Brigadier Canhen, commanding officer of the Gorkha Rifles, demanding a public apology. If they fail to comply, I will file a Public Interest Litigation (PIL) against the atrocities committed by the army in Northeast India in the Supreme Court,” he stated.

Delhi Police interacts with Northeast Community, Honours Outstanding Individuals

New Delhi, May 11, 2014 — On May 9, 2014, thousands of Northeast residents gathered at Hindi Bhawan, Mandi House, to review the initiatives taken by Delhi Police to ensure the safety and security of the Northeast community in the capital.

The event was attended by Mr. Deepak Mishra, Special Commissioner of Police (Law & Order), Delhi Police, as the Chief Guest, and moderated by Mr. Robin Hibu, IPS, Joint Commissioner of Police and Nodal Officer for Northeast Affairs, Delhi Police. Several senior Delhi Police officials were also present.

The gathering included Northeast student leaders, women activists, employees, NGOs working for the Northeast community, members of the Northeast Advocate/Lawyer Forum, and church leaders.

During the event, Mr. Deepak Mishra inaugurated the "Delhi Police for NE Folks" Facebook page. Mr. Robin Hibu highlighted the various security measures and initiatives that Delhi Police have implemented to protect Northeast residents.

Eight individuals from the Northeast were honored for their exemplary social service to the community in Delhi. The awards included a memento, an appreciation certificate, and a Delhi Police cap. The awardees were:

Sixteen new representatives from the eight Northeast states were also presented with identity cards as “Delhi Police Representatives for North East.” Mr. Deepak Mishra, Special CP (Law & Order), distributed the awards and identity cards.

Delhi Police now has a total of 34 representatives committed to working voluntarily with the police to ensure the safety of Northeast residents in the city.

In response to the issues faced by Northeast people, Delhi Police recently established the "Special DCP for North East Cell" in Nanakpura, South Delhi. "We launched a 24x7 helpline, ‘1093,’ for the Northeast community on February 13, 2014. Since the establishment of this dedicated cell, we have received 252 crime reports as of May 8, 2014," said Mr. Robin Hibu, Nodal Officer for Northeast Affairs.

Currently, there are 41 Northeast policemen within the 83,000-strong Delhi Police force. Some social activists from the Northeast have raised concerns about the distribution of Northeast officers, suggesting that many are posted in areas with fewer Northeast residents, particularly within police stations.

Rising Crimes against Northeast People in Delhi

New Delhi, May 7, 2014 — A Manipuri woman residing in Jangpura, Delhi, has reported a brutal assault by her husband, who belongs to the mainstream community. She sustained injuries, and a case has been registered at the Nizamuddin police station.

In another incident, a Manipuri woman living in Mohammadpur, South Delhi, was reportedly subjected to racial threats by an individual. The police are investigating the matter.

A man from Arunachal Pradesh was allegedly defrauded of Rs 40 lakhs by a Delhi-based middleman, who had promised to secure government schemes from the central government or the Ministry of Development of North Eastern Region (DoNER). The accused is currently absconding, and the police are pursuing the case.

Meanwhile, an Assamese youth, Ujwal P. Hazarika, has been arrested for allegedly molesting, stalking, and threatening an Assamese girl. Sources confirm that he is now in police custody.

Assam Rifles Allegedly Kill Two Tribal Hunters at Manipur Border

Lamka, May 3, 2014: Tension has gripped the border area of Hiangtam Khonou, a southern village in Manipur along the Indo-Myanmar border, after two tribal villagers were allegedly shot dead by personnel of the Assam Rifles on Friday (May 2).

The victims, reportedly innocent hunters, had ventured into the forest near the border under Singngat sub-division in Churachandpur district. One of the deceased was a resident of Hiangtam Khonou, while the other hailed from Singngat village. Both were said to be in their early 30s to mid-30s, and one of them was a father of three children, who depended on hunting for his livelihood.

According to sources close to the incident, the bodies have not yet been returned by the Assam Rifles, and no official report has been registered by the Churachandpur Police as of last night. The situation has sparked anger and concern among locals, especially over the lack of communication from the authorities.

Villagers speaking on condition of anonymity described the victims as harmless and accused the Assam Rifles—often referred to as the “Friends of the Hill People”—of excessive use of force.

The incident is yet to be officially acknowledged, and further details are awaited.
