Two officers from Manipur promoted to full Commandant Rank in Indian Coast Guard

IMPHAL, APRIL 30 — Commandant (JG) S Kholing Lawrence and Commandant (JG) Ngamlien Touthang of Indian Coast Guard have been promoted to full Commandant Rank (Selection Grade) in their first year of reaching eligibility years of 15 years service.

Commandant S Kholing Lawrence, son of Late S Somi hails from Kasom Khullen Village, Kamjong. He joined Indian Navy as Short Service Commission Officer in 2006. The officer was in Submarine Arm of Indian Navy, specialized in Signal Communication and Electronic Warfare. Post completion of his engagement in Indian Navy, he was absorbed in Indian Coast Guard in 2018 in the rank of Commandant (Junior Grade). The officer is a qualified Dynamic Positioning operator and has served onboard Pollution Control Vessel ICGS Samudra Prahari. He is married to Mrs Rinchuila Horam and the couple is blessed with a boy and a girl.

Commandant Ngamlien Touthang, son of Lunkholet Touthang hails from Molkon Village, Saikul, Kangpokpi District. The officer joined Indian Coast Guard as Assistant Commandant (Direct Entry) in 2006. The officer is recipient of Tatrakshak Medal (Gallantry), ABP News Bravery Award, DGICG Commendation for his outstanding performance in various appointments in the past. He was also recipient of DGICG Trophy for best under trainee Assistant Commandant during his training days. He is married to Mrs Boinu Hoineithem and the couple is blessed with three boys.

The two officers are presently holding key appointments as Staff Officer to important Flag Officers on ICG. On promotion to full Commandant, the officers will be appointed in different capital ships as Executive Officers.

The promotion of the officers under highly competitive environment in the premier maritime service of the country is a matter of great pride for the entire state and a source of inspiration for youth who aspire to join Defence Services.

Dr Sasa's response to Military's false charges against Suu Kyi

TODAY once again, the genocidal military generals in Myanmar have shown that they are doing everything they can to destroy democracy and freedom and that they have zero respect for the will of the free and democratic people of Myanmar. These show trials and charges have nothing to do with justice or the rule of law, it is nothing more than a show. A vain attempt by the genocidal military to justify their treasonous coup and prolong their reign of terror against the entire Myanmar population.

On the charge of corruption, we must not forget that her accusers are the same genocidal military generals who raped and murdered innocent people daily, destroyed Myanmar, and stole the nation's wealth to buy more weapons from Russia and China to kill even more people and continue to commit crimes against the entire population of Myanmar. In fact, our state counsellor Daw Aung San Suu Kyi, an elected leader has nothing to do with corruption. Everything she has done in the last 33 years has been to defend freedom, self-determination, and democracy in Myanmar from the genocidal military generals who are no more than the enemies of peace, freedom, and democracy.

The international community and ASEAN must do everything they can in their power to stop these gross attacks on freedom and democracy; they must take immediate action and hold these military generals accountable for their evil deeds. Every day, the junta leaders and their brutal forces in Myanmar are doing everything within their power to destroy freedom, rights, and democracy by meting out the maximum possible pain, suffering, loss, death and destruction against the entirety of Myanmar. Their tools of choice are not only heavy weapons but also unjust arrests and show trials, the willful spread disease, systematic torture and rape, orchestrated famine, and a campaign of intimidation and terror. All these are the military's weapons against the Myanmar people.

There is no such thing as justice under brutal architect of the coup Min Aung Hlaing and his dictatorship. The verdicts against Daw Aung San Suu Kyi are predetermined and form part of the junta's plans. A theatre performance to smear the legitimate democratic government. The military is treading step by step towards totalitarian dictatorship, but their plans will fail, and they will be brought to justice. The people of Myanmar will hold them accountable for all the crimes they have committed against us. All these injustices will be rectified once justice again prevails.

Local MLA inspects ITI Saikot; pitches for smooth functioning

CCPUR, April 27 (DIO) Saikot AC MLA Shri Paolienlal Haokip today inspected Industrial Training Institute (ITI) Saikot to take stock of the situation. Considering the diverse opportunities the institute can provide in skilling the youth of the district, the MLA has been prioritizing the smooth functioning of the institute.

The MLA expressed disappointment over the alleged irregularity of classes, infrastructural deficits and shortage of instructors at the institute. He also entrusted the Superintendent of ITI Saikot Shri Y Achouba and other stake holders to prepare and submit a comprehensive proposal for reviving the institute at the earliest.

Taking note of the absence of certain trades at the institute, the MLA assured to do the needful towards this end too. Shri Paolienlal also inspected the dilapidated hostel buildings inside the ITI premises and also interacted with the students.

Manipur police arrests IRB man

IMPHAL — Anti Vehicle Theft team, Imphal Police team with assistance of Thoubal PS team raided a house in Thoubal Athokpam. 

In that the house owner namely Athokpam Rameshwor Singh s/o A. Bira Singh of Thoubal Athokpam Mayai Leikai (serving in 3 IRB and attached to CDO Thoubal) was arrested at about 02:45 pm. 

The following stolen vehicles were recovered from his possession:
1. One Honda Activa Red in Colour with registration no MN01D9308.
2. One Silky Silver colour Alto with no registration no and deleted Chassis no.
3. One Silky Silver colour Alto with registration no MN05A3097 (obtained from chassis no).

Further investigation is going on to find out other involved persons.

PR: Media decides to boycott Manipur Govt

"Media houses in Manipur have decided to boycott all news related to Government of Manipur and BJP Manipur Pradesh following their failure to respond to appeal by media houses to clear pending advertisement bills by 4 pm of 23rd April 2022.

 

A joint meeting of the publishers, editors and representatives of AMWJU, Manipur Hill Journalist Union, held at Manipur press club today-23rd April 2022, recalled the media appeal made by a joint meeting 15th April 2022 asking the Manipur Government and BJP Manipur to clear pending advertisement bills by today. However, following no response from the Government and BJP Manipur, the meeting decided to go ahead with the boycott. In case of Manipur Pradesh Congress Committee of INC, the meeting resolved to give some time following assurance given by its President.

The boycott, according to the resolution, will cover all news related to Manipur Government, ruling parties-BJP and NPF. The boycott will also include all government advertisements including those of its authorities, corporation like the PDA, LDA etc.

 

The media boycott will however not include the offices of the Governor, the Speaker, Covid-19 and pandemic related news including medical emergencies. Crime related stories of law and order will also be exempted from the boycott, as per the resolution.

 

The boycott will come into effect from 24th April 2022 till the pending bills are paid or an understanding has been entered with the parties concern.

 

The boycott came after the government failed to clear the bills even after series of assurances given by the Chief Minister and Chief Secretary of the Government of Manipur.


The media bodies had suspended an earlier boycott call following personal intervention of the Chief Minister and the Chief Secretary.

 

Bills running into crores of rupees are pending with the government while bills running into lakhs for advertisements made in connection with just concluded 12 Assembly election have been pending with both the ruling BJP and opposition Congress(I).

 

Media houses in Manipur is reeling under financial strain following the pandemic and rising cost of news production. It has been appealing to the government to take a sympathetic view of situation to avoid the confrontation."

N-E states fear making Hindi a must till Class 10 will undermine local culture

Guwahati/Agartala, April 17 — Union Home Minister Amit Shah's recent announcement to make Hindi a compulsory subject in all the Northeastern states up to Class 10 has evoked mixed reactions. The region presents a complex linguistic mosaic which has jealously preserved over 200 dialects.

Various political and apolitical bodies have strongly advocated promoting and protecting the indigenous and local languages for the all-round integration.

India's Northeastern region is home to 45.58 million people (2011 census) and the indigenous tribes constitute around 28 per cent people and they mostly speak in their mother tongue or their indigenous language.

Of the eight states, a majority of the people in three Northeastern states -- Nagaland, Mizoram and Meghalaya -- are Christians dominated while a considerable percentage of people in other Northeastern states -- Assam, Tripura, Manipur and Arunachal Pradesh are either Hindus or Muslims or Buddhists.

The data shows that of the total of 31,205,576 population in Assam (2011 Census), 15,095,797 are Assamese speakers, 9,024,324 are Bengali speakers, 14,16,125 are Bodo speakers and 21,01,435 are Hindi speakers.

According to the 2001 Census there were 13,010,478 Assamese speakers, 73,43,338 Bengali, 12,96,162 Bodo and 15,69,662 Hindi speakers.

Increase in the absolute number of speakers of these four languages over the decade 2001-2011 in Assam was Assamese 20,85,319, Bengali 16,80,986, Bodo 1,19,963 and Hindi speakers 5,31,773.

Union Home Minister Amit Shah on April 10 while chairing the 37th meeting of the Parliamentary Official Language Committee had said Hindi should be accepted as an alternative language to English but not to local languages.

"The nine tribal communities of the Northeast have converted their dialects' scripts to Devanagari while all the eight states of the Northeast have agreed to make Hindi compulsory in schools up to Class 10. There is a need to give elementary knowledge of Hindi to students up to Class 9, and pay more attention to Hindi teaching examinations," the Home Minister had reportedly said in the meeting.

While the political parties in the Northeastern region are divided on the Hindi learning issue, the linguistic experts and political commentators said that while teaching in English and Hindi, local and indigenous languages must be given equal propriety for their promotion and practical use.

Assam's influential apex literary body, Asom Sahitya Sabha (ASS) has opposed the move to make Hindi a compulsory subject till Class 10 in the Northeastern states. ASS Secretary General Jadav Chandra Sharma said making Hindi a mandatory language will endanger the indigenous language.

Renowned political commentator in the Northeast region and a celebrity writer Sushanta Talukdar, said that language is an important identity marker for ethnic communities in the Northeast.

"The language debate has not been settled and even after formation of state on the basis of language, the region continues to witness identity movements by various linguistic groups for statehood and autonomy. It is in this backdrop, any proposal to push a particular language either as official language, or as a medium of instruction or as a compulsory subject sparks off protests and opposition," Talukdar, the editor of multilingual online portal 'Nezine', told IANS.

He said that the replacement of Assamese by Hindi as a lingua franca in Arunachal Pradesh and increase in population of Hindi and Bengali speakers in Assam in 2011 language Census has stoked fears of Assamese language being further marginalised which also resonates with smaller ethnic communities in the state and other states in the region.

At a time when ethnic communities have been striving for the promotion of their own language, including as medium of instruction, making Hindi a compulsory subject up to Class 10 is seen as a move contrary to their linguistic aspirations, Talukdar observed.

Communist Party of India-Marxist, Congress, Trinamool Congress, and few other local parties have strongly opposed the move while National People's Party (NPP), a national party from the Northeast, supporting the Centre's move, demanded to promote local and indigenous language.

CPI-M Central Committee member and veteran tribal leader Jitendra Chaudhury said that the BJP government at the behest of the Rashtriya Swayamsevak Sangh (RSS) trying to impose Hindi on all communities.

"If the BJP government at the Center continues to insist on imposition of Hindi on all communities, it would affect the national integration of the country. Such an attempt is against the unity in diversity and the philosophy of India's freedom struggle," Chaudhury, a former Tripura tribal welfare and forest minister, told IANS.

Trinamool Congress Rajya Sabha Member Sushmita Dev, who hails from Bengali dominated southern Assam, told IANS that the imposition of Hindi is a RSS agenda.

"Instead of protecting and promoting the local languages of the Northeast, the BJP with a motive is trying to impose Hindi," she said.

NPP Supremo and Meghalaya Chief Minister Conrad K. Sangma supporting the Centre's move said that the Union government must also take steps to promote the local languages.

"Institutional and financial support must be given to protect and promote the local and indigenous languages of the northeast," Sangma said in Shillong.

Assam Chief Minister Himanta Biswa Sarma, who is also the convener of the BJP led North East Democratic Alliance (NEDA), said that there is no instruction from Centre to make Hindi learning compulsory.

"Assamese is the mother tongue of the majority of Assam citizens. The Assam government in consultation with Asom Sahitya Sabha and tribal dominated organisations prepared a language policy where a student will learn Assamese and a tribal language besides English and Hindi. Bodo Sahitya Sabha has some opposition and that's why the state government has yet to announce the policy," the Chief Minister said.

Sarma said that Shah had said one must know Hindi even though "we want students to learn English and Hindi".

"Amit Shah has not said one must not stop learning Assamese and learn Hindi. He said that one must, after learning Assamese or their mother tongue, learn Hindi. We also want the same for by learning Hindi a student from this region would be able to apply for government and non-government jobs in Delhi, Uttar Pradesh, Madhya Pradesh and Maharashtra," he said.

Assam's Opposition leader Debabrata Saikia (Congress) said that Shah's announcement is in contradiction to the New Education Policy introduced by the BJP-led Central government which seeks to support primary education in the mother tongue.

Manipur Pradesh Congress committee President Keisham Meghachandra said in Imphal that his party strongly opposes the Union Home Minister's statement "on imposition of Hindi language in Manipur and other Northeast India states".

In Meghalaya, former Congress leader and sitting MLA Ampareen Lyngdoh, who along with 4 party legislators recently announced to support the BJP-backed Meghalaya Democratic Alliance (MDA) government, also strongly opposed Shah's announcement.

"The Central government is unilaterally trying to impose Hindi in the Northeastern states," Lyngdoh told the media on Sunday in Shillong. [IANS]
