Old issues resurfaced in Govt-NSCN (IM) talks
Kohima, Aug 12, 2020 (IANS) --- Amidst the fresh Central government-NSCN (IM) negotiations, numerous issues including the role of the government's interlocutor and Nagaland Governor R.N. Ravi and inclusion of Naga inhabited areas resurfaced.
Officials in Kohima said on Wednesday that senior officials from the Union Home Ministry and the Intelligence Bureau and leaders of the NSCN (IM) (National Socialist Council of Nagaland -- Isak-Muivah), are holding informal talks in Delhi since Monday.
While officials of the Union Home Ministry and the Nagaland government refused to disclose anything about the ongoing talks, the nine-member NSCN (IM) delegation led by General Secretary and chief negotiator of the group Muivah, expressed resentment against Ravi. The NSCN (IM) and intelligence sources said separately that while many of the 31 demands have been almost resolved, there are differences over a separate flag and separate constitution. The NSCN-IM has been strongly pushing for a separate flag and constitution.
"The government and the NSCN (IM) leaders are expected to hold a meaningful meeting after August 15 and some significant development can be expected by September," the sources told IANS on condition of anonymity.
Assam finance minister and convenor of the North East Democratic Alliance (NEDA) in a tweet said, "I received a call from Hon HM Sri @Amit Shah to discuss about issues pertaining to enduring peace in #NorthEast. Despite being in hospital his commitment to work is unwavering. This sets a benchmark for us all. India is proud to have you as Home Minister Sir. Admiration!"
However, in the last couple of months the NSCN-IM has been criticising the central government for the delay in the talks. Doubts were also expressed in various quarters after the Nagaland Governor in a letter to Chief Minister Neiphiu Rio questioned the "grim law and order situation in the state".
The state government in a series of statements virtually rejected the Governor's observations and clarified that "the law and order situation in Nagaland is very much normal". The Naga National Political Groups (NNPGs), a conglomerate of seven armed political groups, has also said replacing Ravi as interlocutor would turn the clock back.
Meanwhile, reacting to some organisations' demand to replace Ravi as the government's interlocutor in the Naga peace talks, the 14 Apex Naga Tribal Hohos of Nagaland and the Lotha Hoho, in separate statements on Tuesday and Wednesday backed the continuance of Ravi as interlocutor.
In another development, the All Arunachal Pradesh Students' Union on Wednesday reiterated that there are no Nagas in their state as claimed by the Isak-Muivah faction of the NSCN. Demanding to keep Arunachal Pradesh out of the purview, the AAPSU also rejected claims that there are Nagas living in their state while making it clear that any "territorial changes" while finding a solution would not be tolerated.
"The decades-old Naga peace process should not affect Arunachal Pradesh and its natives in any way," the AAPSU said in reaction to the Centre's reported decision to conclude the negotiations with various Naga groups by September.
Nagalim, a long pending demand of the NSCN (IM), encompasses the Naga-inhabited areas of Myanmar and the north-eastern states bordering Nagaland. The Nagalim map the outfit published a few years back includes Tirap, Changlang, Longding, Anjaw, Lohit and Namsai districts of Arunachal Pradesh.
Student and social organisations in Assam and Manipur are also opposed to any settlement that challenges the territorial integrity of their states. These organisations include the Asom Jatiyatabadi Yuba Chhatra Parishad and the United Committee Manipur.
The NSCN (IM), which held several rounds of negotiations with the Indian government in Delhi as well as outside India after signing a ceasefire pact in August 1997, is one of the most influential rebel groups in the northeastern region.
The Bharatiya Janata Party headed government, led by Prime Minister Narendra Modi, had signed a "framework agreement" with the NSCN-IM leadership in 2015.

- Really, do we have no enough resources to feed our youth that they have to migrate to cities for meager pay to earn their livelihood ....?
- It's heartbreaking for me help to bury them in cities in strange graveyard, or cremation done amidst strangers in crematoriums or send their dead bodies in coffins back home of our NE youth dying in cities. Its more painful many are in distress due to lack of jobs and and opportunities back home... compel them to hang around even for petty jobs in cities, lonely, homesick, bereft of family love and care ....
- Many a times victims of exploitations, silently crying throughout nights hoping for new dawn ....where they too can smile, being loved and cared by their love ones back homes in the foothills of patkai hills with birds chirping around, church bell ringing every sunday for worship .....here in cities, many died ubcared, unloved with moist eyes in their last hour on earth......longing to be hugged by their mum, dad, sisters, brothers ....and finally dying with that pang of pain in their reckoning hours of death in strange cities ....just only having hallucination of being at home amidst her loved ones ...

Infant baby died due to doctor's negligence in Ccpur
LAMKA, AUG 08, 2020 -- An infant baby (yet to be named) allegedly died due to medical negligence in Lamka, Churachandpur district, Manipur on August 6, 2020 at around 8:30pm.
The deceased infant (a 5 day old baby boy) was born to Mr Lamlompiak and Mrs Ngainunfel of Dorcas Veng, New Lamka.
The Young Paite Association (YPA) and Village Authority of Dorcas Veng submitted a memorandum to the Government of Manipur seeking: (i) Disciplinary action against the health professionals on duty during the said incident should be initiated as per the Orders of Principal Secretary, Health & FW, dated August 6, 2020. (ii) Ex-gratia should be given to the parents of the bereaved family for the professional negligence leading to the demise of an unnamed baby.
Upon reaching the hospital casualty at around 6:30pm, the nurse casually examined the baby and took temperatures while the doctor on duty didn't even bother to look at. Contrary to the high expectation of the already panicked parents, the baby was given generic drug prescription and casually asked to return "tomorrow and attend the Out Patient Department (OPD) Service" without admitting them. The parents were compelled to reluctantly heed the advice of the health professionals, took the baby and returned home around 8pm.
Shortly after reaching home, the already weakened baby could not tolerate the deteriorating condition, succumbed and died around 8:30pm.
In this unfortunate circumstances, the Young Paite Association and Village Authority of Dorcas Veng took serious note of the situation and determine that it is a case of medical negligence and unprofessional behaviour of the duty personnel which caused the death of the baby. And such dereliction of duty by public servants on whom people's lives depend could not be tolerated without proper investigation and due disciplinary action.
Pregnant woman died alongwith her unborn baby after 5 hospitals denied help
IMPHAL, AUG 08, 2020 -- A pregnant woman alongwith her unborn baby allegedly died due to medical negligence by health providers in Imphal on the early morning of 6th August, 2020.
The deceased Mrs KANPATLIU KAMEI (20) W/o Roshan Balang, a resident of Puichi (Oktan) Village, Haochong sub-division, Noney district, died alongwith her unborn baby due to dereliction of medical assistance by five hospitals in Imphal city.
"A pregnant woman expired early this (06-08-'20) morning because she was denied medical attention-getting for delivery in all the hospitals they approached at Imphal. They went weeping and begging the whole night through but all the hospitals they approached turned them away heartlessly. Around 4:00 AM she was passed away at the entrance of Shija Hospital," sources said.
Acvording to sources, the pregnant woman approached Senapati District Hospital on August 5, 2020 around 2PM. The doctors there assured that delivery will be done by them. However, around 10.30 P.M, they advised the patient party to go to Imphal.
Consequently, they rented a private vehicle and reached JNIMS around 12.30 A.M. However, in total act of irresponsibility and negligence, she was refused to be treated even though she possessed a Covid-19 Negative Test Result, and in need of emergency help. In a rare inhumane act of cruelty, the same nurses who knows the danger more than anybody else refused to give her entry saying there is no doctor to treat her.
In desperation, they requested one young man working in a pharmacy at Porompat to take them to other hospitals as the late patient party have not much idea about hospitals in Imphal. Fortunately, the young man agreed and took them to RIMS.
The same denial was repeated in RIMS too even after showing the Covid-19 Negative Test Result and knowing the critical condition of the patient.
Thereafter, they approached Imphal Hospital but was refused admission again inspite of the serious condition of the patient.
Next, they approached another two private hospitals, whose names are unknown to the patient party. There too, they were denied access.
As a last resort, they went to Shija Hospital, where she and the unborn baby died at the casualty entrance at around 4 A.M before the patient party could approach the hospital authorities.
This is the heart rending tragedy of a young mother and an unborn baby who died unnecessarily due to negligent, irresponsible and inhumane act of the doctors and nurses, who denied the patient help inspite of knowing the outcome of their cruel and inhuman act.
The Inpui Naga Union (INU), Inpui Naga Women's Union (INWU) and All Inpui Students' Union (AISU) on Friday (07 Aug'20) strongly condemned the dead of pregnant women in itsstrongest term and has appealed for a speedy justice.
"We are perturbed by the careless indifferent attitude of the different government hospitals particularly JNIMS and RIMS and Imphal Hospital, Raj Medicity and Shija Hospital recognized as the topmost government medical and private institution in the state towards a tribal and most importantly for denying the right to access of healthcare to a pregnant woman", said in a joint press statement.

And to make necessary arrangements for maternity care in all districts and sub-divisions with provision for ambulances in emergency cases.

Car fell down from bridge, none hurts
LAMKA, AUG 08, 2020 --- One maruti car fell down from Vajing bridge in Zezaw village, Singngat sub-division today evening around 6.30pm.
The maruti car while reaching the bridge fell down into Vajing stream. No one hurt. There was no passenger, only the driver was in the car.
Villagers believed that the car must be running in speed. Otherwise there is nomposs
Around 40 men took out the vehicle, which was badly damaged, into the main road.
The village authority today issued a notification saying that any vehicle passing through S. Zezaw village must drive in slow speed for the safety of the public as well as the driver.

Interview : DR NEILENTHANG TELIEN, IAS
Dr. Neilenthang Telien was born on May 26, 1985 and is the only son amongst four siblings of Dr. TR Kom and Dr. Alfina Ngakjanei Serto (Late) of Lower Kom Keirap Village, Churachandpur, Manipur. He secured 193rd rank in Civil Services Exam in 2012. He cleared Class X in 83% from St. Joseph's School Imphal in 2001 and class XII (Sc) in 80% from Kendriya Vidyalaya, Imphal in 2003. He has completed MBBS in 67% from Regional Institute of Medical Sciences (RIMS), Imphal in 2010. He was awarded Gold Medal in Gynaeology.
Soon after graduation he worked in a mission hospital in Assam. There he was immensely touched by the plight of the people who were struggling for their two-square meals and ridden with poverty .This completely changed his aim in life, that is, to do something good for the poor people. This young doctor, within few years, became an IAS by securing the 2nd highest rank amongst the ST candidates and the topper of the entire Northeast states in the Civil Services Exam,2012.
Here is an exclusive interview of Dr. Neilenthang Telien with Mr. Bruce K. Thangkhal, Joint Editor of the CCpur based daily ZOGAM TODAY, at Delhi.

NLT: Thank You!
ZT: To whom and what do you credit your success?
NLT: First of all I give the credit to God. Next I would like to thank my family and friends.
ZT: How do you react when you hear the news?
NLT: My first reaction was- Thank God I don't have to give this exam again!
ZT: In how many attempt have you achieved this success?
NLT: This is my first attempt.
ZT: Were you confident enough to come out successfully in Civil Services Exam?
NLT: I was quite confident but I was also ready to give another shot.
ZT: Is IAS your ultimate career choice and aim in life?
NLT: No, it was not.
ZT: What is your position in the result? Which cadre have you opted?
NLT: My position is 193rd. I have opted for the Manipur cadre.
ZT: What is the secret of your success?
NLT: There is no secret just hard work and dedication.
ZT: Why do you choose civil services as a career?
NLT: During my work in a mission hospital in Assam I was exposed to poverty and sufferings of which I had no idea about. Just treating the people medically was not giving me any satisfaction and I wanted to do more. Hence my shift to the civil services.
ZT: In your opinion, is the profession of a doctor is less important than a civil servant?
NLT: I believe that no profession is less important than the other.Both of them are equally important.
ZT: What preference in services have you opted for and any particular reason for that priority?
NLT: I have opted for the IAS. I have opted for this because I believe that I will be able to work the best as an administrator.
ZT: Were you preparing for other career opportunities as well while preparing for the CS?
NLT: No I was not preparing for other career opportunities.
ZT: When did you start the preparation for CSE? When should one begin to prepare for this exam?
NLT: I started preparing for this exam from July,2011. There is no perfect time to start preparing for this exam. One should have a mature thinking and be prepared for the hardships that is to be faced while preparing for this exam.
ZT: What were your optional? On what basis one should select optional? Should one opt for the subjects studied at college or go for new ones?
NLT: My optional were Medical Science and Public Administration. One should select optional based on interest and aptitude. Whether one goes for subjects studied before or not is entirely upto the candidate.
ZT: It is said that CS is one of the toughest nuts to crack. It requires constant and sustained hardwork .How did you keep yourself continuously motivated? What was your source of inspiration?
NLT: I took a practical approach to study. I studied and analyzed issues from the perspective of an administrator which made my studies interesting. I also depended a lot on group discussions. My source of inspiration was from the poor people I served in Assam whose lives made me take this exam.
ZT: Tell us something about how do you prepared fro Prelims and Mains?
NLT: I did integrated study for all the three stages of the exam. I approached issues analytically and with a critical attitude. This a must now.
ZT: How much important is writing skills in Civil Services Exam?
NLT: It is very important but the thinking skills are more important than writing skills.
ZT: How many hours have you devoted for your preparation in a day?
I devoted around 4-5 hours of dedicated study everyday.
ZT: How do you tackle Negative Markings in Prelims?
NLT: I tackled this problem by not attempting too much. First I attempted those questions which I was 100% sure. Next I went for those questions which I was 50% sure.
ZT: Do candidates with science or technical background have an advantage over general students?
NLT: No, they don't.
ZT: Where did you prepare for the examination? Does the place of preparation matters?
NLT: I prepared for my exam in Delhi. It matters in the sense you need to buy good materials and find people to discuss with.
ZT: In the course of preparation, one is faced with many problems, queries and diffulties; where should one go for help or advice, especially the students staying in remote areas?
NLT: A PERSON WHO HAS GIVEN THIS EXAM SERIOUSLY IS THE BEST GUIDE. There is no other option even for those people staying in remote areas.
ZT: Did you join any coaching institutes? Is it necessary for CS aspirants?
NLT: Coaching is good when one does not have anyone to ask for guidance.
ZT: Which is the most difficult part of CSE and why? How do you prepare to tackle this?
NLT: All parts of the CSE were equally tough. I gave equal weightage to all.
ZT: Did you ever prepare notes? Can you tell us how helpful it is?
NLT: I did but not all the time. I made newspaper clippings and made side notes. I made notes only for those topics that needed thorough analysis. Note making is good and I would highly recommend it even though it's time consuming.
ZT: How can one score well in Essay, GS and Interview?
NLT: Clarity of ideas, ability to present things in simple ways and in a concise manner as well as the ability to interlink various subjects will go a long way in this.
ZT: Can you please share us some of the magazines, newspapers, Books etc. which you read for General Studies.
NLT: I read 2 newspapers The Hindu and the The Indian Express. For magazines I depended on Yojana, Kurukshetra, Frontline and EPW.
ZT: Is UPSC really unpredictable?
NLT: Yes ,it is.
ZT: How would you rate luck as far as success in Civil Services is concern?
NLT: 1%(One percent)
ZT: How did you prepare for the interview?
NLT: I attended some mock interviews. But I depended more on discussions with friends.
ZT: Which types of questions were asked in interviews? Did you answer all?
NLT: Questions were asked from different topics. I basically answered all. I have posted my interview on facebook and so everyone can have a look if interested.
ZT: What was your experience of the interview?
NLT: Very interesting. The board was cordial and nice. The interview then went on more like a conversation.
ZT: What is the most important thing, one should keep in mind, while facing the interview board?
NLT: Humility, honesty and showing respect are the most important things to remember.
ZT: During the interview, did the board members ask you any tricky question?
NLT: The chairman asked me one when he asked me to explain the statement- an ordinary life is an extraordinary life with which answer the chairman was very satisfied.
ZT: Was there any specific area they emphasized upon?
NLT: No. Nothing such.
ZT: Are you satisfied with the current pattern of exam? If not, what are your suggestions?
NLT: Iam very satisfied with the current pattern of exam.
ZT: Do you think Civil Services exam is true test of a candidate?
NLT: It is one way of checking and not the true test.
ZT: Does the educational and background of the family of an aspirant have any impact on the CS preparation?
NLT: Yes, it does have some extent but I have known people getting through with bad educational and family background.
ZT: What are your hobbies?
NLT: They include football, basketball and playing the guitar along with singing.
ZT: Who is your favourite person?
NLT: I don't have any particular person in my mind.
ZT: When and why did you come to Delhi?
NLT: I came to Delhi in July, 2011. It was for the purpose of preparing for the CS Exam.
ZT: Have you ever face any sort of discrimination in Delhi?
NLT: Nothing such.
ZT: Why do sometimes people from the North East face discrimination in Delhi? What is the main possible reason according to you?
NLT: Frankly it's because we look different and not all the people of this country know that there is a place called Manipur.
ZT: What role would you like to play for the development of the North East regions in general and Manipur in particular?
NLT: There are a lot of things I want to do. But I would like to concentrate on roads, education and tourism.
ZT: How can corruption be eradicated from our society as well as government institutions?
NLT: Corruption can't be eradicated by one man army. Everyone should do their bit in eradicating this problem. Even though it might take some time I believe that this evil will be removed.
ZT: What step would you suggest Manipur government should take up for those Civil Services aspirants, who are economically weak?
NLT: The government is currently giving incentives and I believe that it is a very important step.
ZT: What is your view on education system in Manipur?
NLT: It is good, but improvements can always be made. May be a shift from routine learning to creative learning and practical based learning will help in improving the education system.
ZT: How do you foresee your future as an administrator?
NLT: I see myself as a bringer of development wherever I am posted and I see myself as working mainly for the poor and the weak so that no one is left out.
ZT: What would you suggest to the aspiring candidates?
NLT: Learn to be creative and always be curious about new things. Enjoy preparing for the UPSC and don't let it be a burden.

Man kills wife in Manipur
LAMKA, JULY 31, 2020 -- In a gruesome act, a woman have been murdered by her husband, who has dumped her beside the road throughout the night.
A dead body of woman was found in Muallum Village under Singngat Sub division, Ccpur, Manipur on July 30th.
The deceased have been identified as Niangtuahkim, a resident of Chikha Village in Myanmar.
On police interrogation, her husband Sianmuansang S/o Lianchinthang of Zion Veng, New Lamka has confessed to the crime.
A case under section 302 IPC have been registered in Women P/S Churachandpur. The accused is in police custody.
Rolling stone kills 8-yr-old boy
LAMKA, AUGUST 01, 2020 -- In a tragedic incident, an 8-year-old kid have been killed by a rolling stone in Mawngken Village, Singngat Sub Division, Ccpur in Manipur.
The deceased have been identified as Suanmuanlian of C. Tuiveljang Village.
Sources said while the kid and his friends were taking bath in a stream, a big stone rolled down from the top (see the pic) and hit upon the kid, who instantly died on the spot. His peers were luckily unhurt.
How could the stone rolled? No one could explained the reason, whether a man made calamity or someone behind?
Millitants ambushed Indian Army in Manipur, 3 killed, 4 injured
"Three Indian Army soldiers were killed and Four were injured as millitants attacked Army Patrol in Manipur's Khongtal."
IMPHAL, JULY 30, 2020 --- At least three Indian Army soldiers were killed and five were injured after a group of militants ambushed them on Thursday night at 100 km south of Imphal near the Myanmar border, reported news agency ANI.
According to media reports, the Indian Army had launched an area domination patrol at Khongtal, Chandel District in Manipur. The patrolling party was attacked by the insurgents who detonated an IED and opened fired at them.
"The terrorists first carried out an IED blast and then fired at the troops. Reinforcements have been rushed to the area which is 100 km from Imphal," ANI quoted.
From a reliable sources 3 personnels of 4 Assam Rifles namely: 1) YM Konyak from Nagaland, 2) Ratan Salam from Kakching, Manipur and 3) P Kalita from Assam died and 5 personnel of 4 Assam Rifles Subedar Haokip, Havildar N Sharma, Rifleman Anish Kumar, Rifleman Sandeep and Naik Sikendra Army were injured.
A police team from Chakpi PS will be leaving for Khongtal shortly. More details awaited.
