This continuity affirms that our identity, heritage, and legacy are inseparably tied to this land, solidifying our status as indigenous inhabitants. ZOMI COUNCIL HONOURS LEGACY AT PHAITONG VILLAGE'S BICENTENNIAL

Subject: Rolling Back of all the newly created districts in Manipur as demanded by UNC, on the basis of 1972 Status of Manipur vide. 18/1/71-SC, Govt. of Manipur, Secretariat Order, dated, the 14th February 1972, where there were only 6 (six) 'Autonomous Districts' in Manipur at the time of full Statehood attainment on the 21st January 1972, and solve the long "Manipur Political Imbriglio"* through bifurcation of Jammu & Kashmir state under *'JAMMU & KASHMIR RE-ORGANISATION ACT 2019'* into 2 Union Territories thereof by substituting on *'Blood Line'* into MANIPUR and KUKILAND Union Territories under Articles 239, 239A & 240 respectively._

The World Kuki-Zo Intellectual Council (WKZIC)-GHQ, have the honour to put forward the underlying points for your kind attention and perusal to solve the long pending _"Political Issues & Imbriglios"_ of Kukis, Meiteis and Manipuri Nagas as under.
1) _That the blood related Zo ethnic Kukis fully endorsed and support the demand of United Naga Council (UNC)'s *"Rolling back of all newly created districts"* on the basis of '1972 Status of Manipur', where there were only *'6 (six) Autonomous Districts'* in Manipur vide.18/1/71-SC, Govt. of Manipur, Secretariat Order, dated, the 14th February 1972._
2) _That the original existing Autonomous Districts of Manipur in 1972 at the time of full fledged statehood on the 21st January 1972 are:_
i) _Manipur North @ SENAPATI, UKHRUL & KAMJONG._
ii) _Sadar Hills @ KANGPOKPI (many parts of Sadar Hills were fragmented and amalgamated into adjoining 5 districts)._
iii) _Manipur East @ IMPHAL EAST, IMPHAL WEST, BISHNUPUR & KAKCHING._
iv) _Tengnoupal @ TENGNOUPAL & CHANDEL, THOUBAL._
v) _Manipur South @ CHURACHANDPUR & PHERZAWL._
vi) _Manipur West @ TAMENGLONG, NONEY & JIRIBAM._
3) _Rolling back of all the new 10 (ten) districts of Manipur created after 1972, and re-christening back to its original names prior to 1972 shall bring *'JUSTICE'* for all the 3 communities of Meitei, Kuki and Manipuri Naga respectively._
4) _As far as Manipur issue is concerned on bloodline, and ethnicity, the majority MEITEIS claimed TANGKHULS as their elder brother and vice-versa. As such grouping them together alongwith all interested minorities under *'One Administrative Division',* called MANIPUR and grouping together all the remaining blood related Chin-Kuki groups into *'Another Administrative Division'* known as KUKILAND which was demanded from 1947 under the Kuki National Assembly (KNA), in the form of STATE under Article 3 or Union Territories, under Articles 239, 239A & 240 respectively of the *'Indian Constitution'* shall definitely solve the long pending *'Political Issues & Imbriglios'* of Manipur where the Government of India put together *"RAT-CAT-DOG"* in one roof, rendering to the lost of thousands of lives, properties and unnecesary *'Security Expenses'* for all this long 78 years since 1947._
5) _That all the communities in Manipur in general, and particularly the minority Kukis faced hardships in Indian sub-Continent prior to Independence and Post Independent India, time to time during:_
i) _1917-1919 in the First World War (IWW) Anglo-Kuki War 1917-1919 or Kuki Rebellion._
ii) _1945-1945 in IIWW under Netaji Subhash Chandra Bose in the Indian National Army (INA)._
iii) _1956-1988 'COLD WAR' at the hands of NNC-TR where 60 Kuki Chiefs & Leaders and 46 Kuki villages were uprotted from Manipuri Naga dominated areas of Manipur (WKP, 1998, Pp. 266-268)._
iv) _1993-1997 from NSCN-IM where 1 Lakh Kukis displaced, 1149 innocent Kukis were killed and 360 villages uprooted from Manipuri Naga dominated areas (WKP, 1998, Pp. 268-308)._
v) _2020s@ 2023 from majority Meiteis and 'Double Engine Manipur State Government' resulting to burning down of 365-109= 256 Kuki Churches, 200 Kuki villages, 195 Killed and about 50,000 in designated Relief Camps and another 45-50 thousand dispersed in various States and Metro Cities respectively._
_In the light of the above cited points, your honourable office is earnestly appealed to look into the complexity of Manipur and vulnerabilities of minority Kuki people in *'Independent India of Manipur'* for long 78 years, and do the needful, basing on the furnished Government informations accordingly. For which, we shall ever remain thankful.._ Jai Hind !
