No justice for the family of a Northeast minor girl raped and murdered in Delhi four years ago

"It was really unfortunate and very disappointing to learn that the Judge, Mr. Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him," said Dr. Alana Golmei, General Secretary of North East Helpline who met DCP South Mr.B.S Jaiswal yesterday. In pursuing the rape-murder case of the 5-year-old Naga girl, who was allegedly raped and brutally killed by Mr. Manoj Thapa (21) here in Mahipalpur on April 17, 2009, Dr. Alana Golmei was shocked and helpless when she heard the Court had acquitted the accused. Dr. Golmei added there is no justice for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused was still acquitted by the Court in Delhi recently. "We, the North East Helpline is veraciously appealing to concerned authorities and law enforcement agencies to seriously look into the matter so that the family of the victim gets justice without further delay," she added. New Delhi, May 23, 2013: Justice delayed is justice denied has become true for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused has been acquitted by the Court in Delhi recently.

The 5-year-old was allegedly raped and brutally killed by Mr. Manoj Thapa at Mahipalpur in New Delhi on April 17, 2009. The accused, Mr. Manoj Thapa (21) stayed in the adjacent building and was just another friendly neighbour of the victim’s family when he committed the crime.

The family of the victim came to Delhi from Mhainamtsi village of Peren, Nagaland in the month of January, 2009 to get better employment opportunity as well as to educate their child in a good school. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today.

In pursuing the case, the North East Helpline General Secretary Dr. Alana Golmei and Media Incharge Bruce K. VISA Office in Manipur to be open within 1 year

Imphal, May 23 2013[e-pao] --- In order to convenience to overseas travellers, a VISA office will be opened in Manipur within this year, said Deputy Chief Minister Gaikhangam,  yesterday at a function.

He was speaking at the flagging off ceremony of Mission Myanmar, a triagular effort of Myanmar Government, Smile Train Inc, USA and Shija Hospitals, Imphal.

As part of the mission, a medical team of Shija Hospitals will conduct free cleft lip and cleft palate corrective surgeries at Monywa, Myanmar from May 24 to May 28 .

The medical team comprises of six doctors, two nurses, two OT technicians and two para-medical staff.

Speaking as chief guest, Gaikhangam said that apart from opening a VISA office in Manipur, the State Government is also planning to give necessary training to staff concerned to issue passports.

Saying that he had visited Moreh to find out the ways to develop Moreh as a model border town, Gaikhangam also mentioned about the need to develop Namphalong as a major commercial area.

He however said that there is need to take permission from the Centre regard the matter.

Saying that it is unfortunate that Imphal-Moreh road is being used as a route for black marketing by some individuals, Gaikhangam said the State must put in effort to reap maximum benefit from India Government's Look East Policy.

Although, the Centre has been projecting Imphal-Moreh road as a major route for trade and commerce between India and Myanmar, the State is yet to get the desired benefits from Central Government's plan.

No matter the State is getting the opportunity of being developed as a major transit point for trade and commerce between the two neighbouring countries late, the opportunity would however prove beneficial to the people of the State, he added.

He also extended best wishes to the team of Myanmar Mission for a great success.

Guest of honour of the function, Commerce and Industries Minister K Govindas while delivering his speech said that Myanmar Mission is a postive move towards betterment of ties between the two countries.

He also said that the mission will mark 'Nongpok Thong Hangba' (opening of eastern corridor), which was predicted in Puya (ancient Meitei manuscipt) .

Manipur CM says Centre yet to decide on inner line permit

IMPHAL, May 22, 2013 [ET]--- Manipur Chief Minister O Ibobi Singh has said that Centre is yet to take a decision on the implementation of inner line permit system in the state even as the resolution of the state Assembly on the issue has been sent to the Union Home Ministry.

Speaking at the 'anti-terrorism day' at Congress here last evening, Singh said any organisation should not take any anti-national action while demanding implementation of the inner line permit system in the state.

He said the state government was prepared to detect foreigners who entered the state without valid document but compatriots from other states could not be expelled from the state.

Singh's comment followed the recent statement of the Joint Committee on Inner Line Permit System (JCILPS) that it (committee) would prevent entry of outsiders from June 1 if the inner line permit system was not implemented to protect the separate identities of indigenous people.

Sources in the JCILPS demanded immediate implementation of inner line system like in neighbouring Mizoram, Nagaland and Arunachal Pradesh.

It had said they would prevent entry of outsiders from June 1 to 5 and outsiders, already in the state, would not be allowed to enter local areas from June 6 to 10 as a part of the series of "democratic" stirs it would launch.

JCILPS sources said they were not against outsiders but wanted a system to restrict their entry so that separate identities of the local and indigenous people could be protected.

KSO calls off economic blockade in Manipur

Impha, 22 May, 2013 [zeenews]-- Kuki Students Organisation (KSO) on Wednesday said it has called off the indefinite economic blockade on national highways in Manipur following a meeting with Chief Minister O Ibobi Singh.

The blockade was to press for filling up of the quota reserved for Scheduled Tribe candidates in the state police department. It was to start from midnight yesterday, KSO sources said.

Singh, during the meeting yesterday, had given assurance that the government would initiate the required process, after which the decision by the students body was taken, they said.

Hill students call general strike in Manipur

Imphal, May 21[OneIndia] --- A hill-based students' union today called 24-hour general strike in Manipur to press its demand for filling up of the quota, reserved for scheduled tribe candidates in Manipur police department, union sources said. 

Vice-president of Kuki Students Union (KSO) Mangcha Baite told reporters that the strike began from 5 am today. The KSO, he said, would also launch an indefinite economic blockade along national highways in Manipur from midnight tomorrow to press for their demand. 

474 posts of constables in police department and another 28 posts in Manipur Police Housing Corporation, all reserved for scheduled tribe candidates, were yet to be filled up, he said. 

Official reports from the districts said the strike did not affect normal life with shops, markets and business establishements remaining open while tranport services were operating as usual except some Kuki-dominated areas. No untoward incident was reported so far from any part of the state.

Manipur Board declared HSLC 2013 exam , 72 % pass percentage

Imphal, 20 May, 2013 [Kv] --- The Board of Secondary Education Manipur declared the much awaited results of the High School Leaving Certificate Examination, 2013 at around 5pm today. Out of 33579 candidates appeared 24267 cleared the exam. There are 10668 candidates in the First Division, 12452 in Second Division and 1147 in the Third Division. The overall pass percentage is 72 %. Pass percentage for Male Regular Candidates is 78 % and

for Female regular candidates is 71 %.

Manipur activist 'Iron Lady' Irom Sharmila's 1000-word poem

New Delhi, May 20, 2013 [zee news]: A 1000-word "very long" poem, penned by Irom Sharmila, who has been on fast for the past 12 years to protest against what she calls repressive laws allowing widespread human rights abuses, forms part of a new book on the activist from Manipur.

Titled "Birth" the poem concludes "Iron Irom Two Journeys - Where the Abnormal is Normal," a book written by author and documentary filmmaker Minnie Vaid and published by Rajpal and Sons.

The book is based on the life of Irom Sharmila, on factors that triggered the now 40-year-old-activist to began a total hunger strike, without food or water since November 4, 2004 against the Armed Forces Special Powers Act (AFSPA).

"She was 28-years-old at that time and holds the unenviable record of being the longest 'hunger striker' anywhere in the world till date," writes Miinie Vaid from Manipur.

The book also contains interviews of her close family members and those who have helped her over the past 12 years.

Sharmila was a "sensitive youngster deeply interested in society and human beings," says a foreword written by Deepti Mehrotra who has authored two books on the Manipuri activist.

"I will write a poem, a very long poem. It will be a poem of one thousand lines. I will write about society. I will write about my experiences since my childhood. I will write about what I have seen," Sharmila told Deepti while she was in Delhi and in solitary confinement after being arrested for a fast unto death in the year 2006.

Six weeks after returning from Delhi, Sharmila was ready with the poem "Birth" written in "neat lettering in the Bengali script that she had learnt in school."

"Lonely as she may be in her confinement, the poet in her cannot be kept restrained. She has written a long poem - a narrative poem giving an account of her visions," says Tayenjam Bijoykumar Singh, who has translated the poem into English.

"Her lines don't reflect remotely the reason of her fast. She has painstakingly painted a picture of an ideal world where men can live as friends.

"Characters of different personalities as she sees in the preset day society are sketched with meticulous care. If being poor is a crime then one who fights for human justice and justice is a master criminal... She has done a comparative study of two persons, one an indolent and the other a hardworking one," writes Singh. Sharmila had begun her fast after an Assam Rifles battalion had allegedly killed 10 civilians in village Malom near Imphal in November, 2000.

She was arrested three days later and ever since then she has been force fed through a tube in her nose.

Dunned the 'Iron Lady' by her supporters, Sharmila's non-violent resistance has become a nucleus for collective protest against AFSPA, which allows security men to even kill a person on suspicion without the fear of facing a trial in court.

Meanwhile in the new book, author Minnie writes, "The one towering influence in her life, one that remained an inspiration through all her actions, was an illiterate woman with extraordinary willpower- Sharmila's dadi (paternal grandmother)."

"Today if I am inspired my our dadi, a woman of great resolve, active in social movements including the Nupi Lal, the Manipuri woman's war in 1939," Singhajit, the brother of Sharmila is quoted as saying.

The book also contains an interview of Sharmila at the Magistrate's court in Imphal.

3 newspaper employees killed in Tripura, "strike" tomorrow to protest murders

Agartala, May 20, 2013 [IANS] ---Opposition parties have called a 12-hour shut-down in Tripura Tuesday to protest the killing of three newspaper employees who were murdered at their office here, a Congress leader said. The three employees of 'Dainik Ganadoot', a vernacular daily were killed by unidentified assailants Sunday. "Chief Minister Manik Sarkar must resign owning moral responsibility to this barbaric crime. Congress has called a 12-hours strike in and around the Agartala city Tuesday to protest the incident," Congress spokesman and party legislator Asish Saha told reporters Monday. Ruling Communist Party of India-Marxists (CPI-M) has also asked the government run by the party to probe the incident and nab the culprits. Sarkar, who holds the home profolio, condemned the incident and asked police chief Sanjay Sinha to take appropriate actions to book the criminals. Tripura Pragatishil Gramin Congress, a breakaway faction of the Congress, has also called a dawn-to-dusk state-wide strike Tuesday to protest the killing. Information Minister Bhanu Lal Saha, Tripura Pradesh Congress chief Sudip Roy Burman, opposition leader Ratan Lal Nath and host of other leaders have also condemned the incident. According to the police, two armed assailants Sunday came by a motorcycle and barged into the office of 'Dainik Ganadoot'. They stabbed to death, proof reader Sujit Bhattacharjee, 32, and seriously wounded manager Ranjit Chowdhury, 60, and driver Balaram Ghosh, 40, both of whom died on way to hospital. The editor-cum-proprietor of 'Dainik Ganadoot', Sushil Chowdhury, who lives in the same building, told police that the assailants allegedly wanted to kill him but they killed the manager in a case of mistaken identity. Police alerted all the police stations across Tripura, Border Security Force deployed along the India-Bangladesh borders and security forces posted at the airport to step up vigil so that the killers could not escape from the state. The state is surrounded by Bangladesh on three sides.

David Zohmangaiha become first Mizo to scale Mt Everest

Aizawl, May 20, 2013 [The Mizoram Post] --- David Zohmangaiha (38) s/o K Zokhuma (L) has turned out to be the first Mizo to scale the highest mountain in the world, Mt Everest. He, along with team members, set foot on the mountain peak at 5:30 AM on May 18. Along with David Zohmangaiha, other 7 persons from North East also scaled the world's highest mountain. Vanlalliana, Maubawk, Head Adventure of Sports & Youth Services deptt, was also in the expedition team as Base Camp Manager. Meanwhile, 3 persons of the team could not reach the mountain peak due to physical problem.  The team of 1st North East India Mt Everest Expedition, which included 2 Mizo, consists of 16 members, of which 11 climbed the mountain. According to the Expedition team base camp manager Vanlalliana, 3 members from the team scaled the mountain in the morning of May 17. Then at night on May 17 itself, another 5 climbed up towards the peak, and reached it on May 18 morning. On talking to ZALEN daily, family of David exclaimed, "We are very happy and we are also very proud of him". "In the beginning we were almost disheartened as lakhs of rupees was required, and adding to that it was also a bit difficult to get sponsored as no Mizo has yet scaled the Mt Everest before. So, while we are almost losing heart, he but turned out successful which is really a matter of joy for us", the exuberant family of David added. The expedition team, who set out to scale the Mt Everest on April 5, 2013, reached the Camp IV, the base stage before reaching the peak which is of 7920 metre (feet 26,000) high on the night of May 16 around 10 AM from when they proceeded upward to reach the peak measuring 8848 metre (feet 29,029). They had to stop for some time when they reached 'South Col' which is near Camp IV, as speedy wind of 60 kilometre per hour blew along and also because of the snow fall. Also, even after 3 of the team members reached the peak, the other members had to stop at 'South Col' due to lack of oxygen and foods, and also because night was favourable time to climb the mountain. They started again on Friday night, and the other 5 climbers reached the peak in the morning of May 18. The expedition conducted under the aegis of Manipur Mountaineeing & Trekking Association and Manipur was sponsored by North Eastern Council. Sources also informed that Vanlalliana's contribution for the success of the expedition is immense, citing that after when the Team doctor faced physical problem, he even helped in taking care of the members' physical condition. In order to scale Mt Everest it is required to secure Grade 'A' in each of Adventure Course, Basic Mountaineering, Advance Mountaineering and Search & Rescue. After these, it is necessary to scale at least one Minor and Major Peak, of a height ft. 20,000 and ft. 22,000 respectively. Even after fulfilling all these requirements, it is further required to undergo successful Pre-Expedition for Major Peak. In terms of logistics too, Advance Booking and a total amount required by one person is Rs 18 lakh per individual. The team members from Mizoram were sponsored by Sports & Youth Services department besides DRDA Project Director, Rotluanga and D3 Business Enterprise, Ramhlun North. Starting on April 5, 2013 from New Base Camp, 8 of the expedition team members scaled the mountain peak during May 17-18. They will leave New Base Camp on May 22 and proceed to New Delhi. David Zohmangaiha, the first ffrom Mizoram to set foot on the peak of the Mt Everest, is the present leader of Silver Hawk Adventure Club, Republic Veng, Aizawl. His club Silver Hawk Adventure Club had during 2006-2010 reached out all the Mizoram boundaries. Record has it that one Mizo Dr Capt Samuel Lalrintluanga (Indian Army), employed at Medical Office of Nehru Institute of Mountaineering, Uttarkasi, Uttaranchal State had earlier participated as Team Leader of Mt Everest Joint Expedition under the aegis of Nehru Institute of Mountainering and Indian Mountaineering Foundation (IMF).  The team had scaled the Mt Everst on May 21, 2009 at 6 AM. Although Samuel Lalrintluanga was the first Mizo to participate in the team of expedition to scale Mt Everest, but due to certain problems, he failed to book his name among the team members who reached the mountain peak. Also in 1995, Mizoram Alpine Club had climbed Mt Abigabin (24,639 ft) on behalf of Mizoram Adventure Association (MAA), but after being qualified for expedition to scale Mt Everest, they could not do so due to financial problem. But then, as they were already qualified earlier, they opened up the way for Adventure Club which is under MAA. It may be recalled that Sir Edmund Hillary, Auckland, New Zealand and Sherpa Tenzing Norgay, Nepal were the first to scale Mt Everest, the highest mountain in the world.

The Board of Secondary Education Manipur (BSEM) will announce the result of Class X Exam 2013 Result on 20/05/2013, the Manipur Result portal manresult.nic.in put up a notice on its website. Similarly, the Sr.Secondary Exam 2013 (COHSEM) will be announce on 22/05/2013.

Munirka residents waited 620 Bus for over an hour

Buses for Munirka to Connaught Place is almost invisible today New Delhi, May 18, 2013 [Media Incharge, NE HELPLINE] --- To catch a bus for Connaught Place, one must think twice now. I have waited Bus No. 620 from Munirka bus stand today intending to reach my office in Connaught Place, at around 12.40 pm. However 620 did not come for more than an hour. There were many people beside me, who are also eagerly waiting for 620. Young children, women and men have been sweating under the scorching sun in the bus shed for so long. Especially the Munirka residents who are waiting the much awaited 620 buses faced the brunt of the negligence of DTC officials. Some says these buses were hardly found like this in the recent past. Many buses which have 764 numbered arrived repeatedly one after another in non-stop. When the 620 buses became invisible to our eyes for so long, I began to record the frequency of buses which appeared before our eyes here in Munirka bus stand, as given below. This was the luckiest time for those who are waiting 620! Imagine, after a long wait, two 620 Buses – one AC (Red) and the other non AC (Green) arrived together in which the AC was followed by the non AC, with a gap of about 3-4 feets only. Why was so at the same time? Why not in a different interval? These need a prompt response from the concern authority? The total waiting time taken in waiting 620 Buses was definitely 1 hour and 8 minutes (98 mins) as I have waited the bus at 12.40 pm which and last till 1.48 pm. The record began at 1.16 pm. Before the record began, around 8 to 10 buses appeared, none of them is 620. From the above recordings, it is crystal clear that 764 Buses have the highest frequency while 620 have the less, twice at the same time! The less frequency of 620 buses created a big problem to the daily commuters who are residing in Munirka as well as others in south Delhi areas. Why was DTC Bus 620 so less today between 12.40 pm to 1.48 pm? There is something wrong from the DTC officials or DTC drivers.  The concern authority must take immediate action to remove the hurdles meted by the daily commuters.
