AKHA SHALOUNI: Murder, Beatings, and Molestation in Delhi

Akha Shalouni

New Delhi, July 23, 2014 – The month of July turned into a period of heartbreak and outrage for Northeastern communities in the national capital, marked by another brutal killing.  On July 21, 2014, the gruesome murder of Akha Shalouni (30), a native of Karong, Senapati district, Manipur, has sent shockwaves through the Northeast. This is the second horrific death after Nido Tania's earlier this year, highlighting the ongoing racial violence faced by people from the region.

Marino Tania, mother of Nido Tania, who was allegedly beaten in New Delhi on Jan 29, 2014 and tragically succumbed to his injuries the next day.

Shalouni, who worked at a call center and was the breadwinner for his family, was staying with his younger sister in Delhi. On the night of July 20, 2014, he and two friends—Dihe Kazhiihrii (25) from Manipur and Nagendra Sharma (40) from Bihar—were attacked by a group of five men while attending a party in Masoodpur Colony, South Delhi. The attackers, Shakti Basoya (21), Sanjay Basoya (24), Rajiv (25), Azad Chaudhary, and Lokesh Bhadana, were later arrested, and an FIR under sections 34 and 302 of the IPC was filed at Kotla Mubarakpur Police Station.

The violence was captured on CCTV footage that has gone viral on Northeast Facebook groups, showing the men chasing Salouni, wrapping a cloth around his neck, and swinging him violently. He was then thrown to the ground and brutally kicked and punched until he lay unconscious. The footage has incited fury among the Northeast community, filling viewers with anger and a thirst for justice.

P.A. Sangma, Speaker, Lok Sabha

The attack reportedly began when Salouni and his friends hired an auto to drop Kazhiihrii home. As they passed through Gurudwara Road, a car approached from behind, honking aggressively. The occupants, in a drunken state, began verbally abusing the auto driver, which led to a heated argument. While Kazhiihrii and Sharma managed to escape, Salouni was caught and viciously beaten by the group. His friends returned later, only to find him unconscious. He was rushed to AIIMS trauma center, where doctors declared him dead.

Union Minister of State for Home Kiren Rijiju, along with MPs Dr. Thokchom Meinya (Inner Manipur) and Thangso Baite (Outer Manipur), visited AIIMS, where Salouni's postmortem was conducted. Rijiju expressed his deep concern, suggesting that the attack appeared to be premeditated.

Ering Ninong, MP, Arunachal Pradesh

A medical board of four doctors, led by Dr. Milo from Arunachal Pradesh, was constituted to carry out the postmortem. The tragic death of Shalouni led to widespread mourning, with his body flown to his home village in Karong, Manipur, for the final funeral on July 23rd. Thousands gathered in Imphal to receive his body, expressing their sorrow and rage.

Man from Manipur Beaten to Death in South Delhi’s Kotla

New Delhi, July 21, 2014 – In a tragic incident, a 30-year-old man from Manipur was brutally beaten to death by a group of locals in South Delhi's Kotla Mubarakpur early Monday morning (July 21). The victim, identified as Shalouni, son of Akha, hailed from Tunjoy village in Senapati district.

The attack occurred around 2:30 AM when Shalouni and his two friends, Dihe and Najender, went to Kotla to visit another friend. Shortly after arriving, a group of 5-6 men in a car stopped near them, got out, and surrounded the trio. Without warning, the men began to assault Salouni mercilessly. Dihe and Najender managed to flee, leaving Salouni behind.

After a while, Dihe returned to the scene and found Shalouni unconscious. He immediately informed the police, and the injured man was rushed to AIIMS Trauma Centre, where doctors pronounced him dead on arrival.

Witnesses report that the attackers had come to a nearby shop on Gurudwara Road in a white car before allegedly attacking Salouni. The deceased had been staying with his sister in Munirka.

The incident is being treated as a potential hate crime. Kiren Rijiju, Minister of State for Home Affairs, visited the body at AIIMS and expressed concerns, stating, This appears to be a conspiracy, and the police are investigating.

Dr. Alana Golmei, General Secretary of the North East Support Centre & Helpline, echoed these sentiments, labeling the attack as racially motivated. She noted that the attackers spared Salouni’s Bihari friend and specifically targeted his Poumai friend, who managed to escape.

A case of murder has been registered at the Kotla police station. The police have arrested three suspects- Rajeev, Shakti, and Sanjay - in connection with the incident. Meanwhile, Manipur MPs Dr. T. Meinya and Mr. T. Baite also visited AIIMS Trauma Centre to meet with members of the Northeast community.

Militants Targeting ADC Members in Manipur

Imphal, July 16, 2014: Intelligence reports have revealed that 6 to 7 more members of the Autonomous District Council (ADC) are on a hit list, according to Manipur Home Minister Gaikhangam, who disclosed this in the state legislative assembly on July 15.

This statement came just four days after the killing of Ngalangzar Malue, a Ukhrul district ADC member and former vice chairman of the Ukhrul ADC, by suspected militants.

Home Minister Gaikhangam, who also serves as Deputy Chief Minister, confirmed that multiple ADC members remain on the militants' hit list, though he did not specify which militant group was responsible. However, the state government suspects the NSCN-IM of being involved in the killing of 60-year-old Ngalangzar Malue on July 12.

In response, state security forces launched a pre-dawn raid on the NSCN-IM's Wung Tangkhul Region office in Ukhrul town on July 13, arresting 8 cadres and rescuing 6 individuals from their custody. Weapons were also seized during the operation.

Gaikhangam stated that since the formation of the NSCN-IM in the early 1980s, a significant number of people, including a former Manipur chief minister, have been killed by militants. He emphasized that the government's patience has reached its limit and warned that further violence would no longer be tolerated. The state is prepared to take decisive action against militants from both the valley and the hills.

The Home Minister also clarified that the recent deployment of security forces in Ukhrul town is not intended to harass civilians but to maintain law and order, urging public cooperation with the government's efforts.

Naga Man Found Dead in Chirag Dilli

Cause of Death Unknown, No Arrests Made

New Delhi, July 7, 2014 In a tragic incident, a 28-year-old man from Manipur was found dead in South Delhi’s Chirag Dilli on Sunday morning.

The deceased, identified as Wilungbou Chawang, hailed from Oklong village in Senapati district. His body was discovered in a drain between Sheikh Sarai and Chirag Dilli, with visible injury marks on his head.

The exact cause of death remains unclear. A post-mortem was conducted at AIIMS on Sunday evening, and authorities were awaiting the report at the time of filing this story.

Throughout the day, several community leaders and individuals from the Northeast gathered at AIIMS mortuary and Malviya Nagar police station, demanding justice and showing solidarity.

On Sunday evening, a police team led by IPS officer Robin Hibu, Joint Commissioner of Police (also the Nodal Officer for Northeast Affairs), along with BS Jaiswal, DCP South, and Northeast community leaders, visited the site where Wilungbou’s body was found.

Local residents suggested that Wilungbou might have scaled a wall and jumped into the drain, where he allegedly drowned. However, his younger brother Caleb refuted this claim. “My brother was a good swimmer. How could he drown in shallow water? And how did he sustain head injuries?” he questioned. Police have yet to provide satisfactory answers.

The location where Wilungbou’s body was found is several minutes away from the house of his friend, where he had dinner on Saturday night. “It takes at least 5-7 minutes to reach by running or walking fast,” noted Robin Hibu. He assured that police are investigating the case.

Wilungbou and his brother Caleb had been living in Naraina for four years. While Wilungbou worked at a BPO, Caleb was preparing for competitive exams. Their father is a retired pastor, and their mother is a homemaker. The two brothers were their parents' only children.

The Night Before

On Saturday afternoon, Wilungbou went to visit friends in Chirag Dilli. Later in the evening, he and his friend Denise went to Old Delhi railway station to purchase a ticket to Gwalior. However, they were unable to do so as they lacked identity cards. They then returned to their friend Neil’s residence in Chirag Dilli, where they had dinner.

According to Denise, after he stepped out of the washroom, he asked Neil about Wilungbou. Neil replied that he was outside talking on the phone. Initially, they assumed he was engaged in a conversation with a friend, but as time passed and he didn’t return, they grew concerned and began searching for him.

Believing that Wilungbou may have gone home, they called Caleb, who confirmed that he had not returned. “When we tried calling him, his phone was switched off. This must have been around 1 or 2 a.m.,” said Denise. They alerted neighbors and searched the area but found no trace of him.

“I learned about my brother’s death through one of our church elders, who informed me at around 3:30 a.m. on Sunday,” Caleb said.

Wilungbou’s body was retrieved from the drain by police after locals reported it. Caleb filed a complaint at Malviya Nagar police station, and police assured that an FIR would be registered on Monday.

Questions Remain

Many who visited the scene found it hard to believe that Wilungbou climbed the wall and jumped into the drain. Some strongly suspected foul play, believing that he was murdered and his body disposed of in the water.

In Imphal, family members, friends, well-wishers, and church elders from Liangmai Baptist Church received Wilungbou’s body on Monday morning. His remains were then taken to his native village, located approximately 100 km from Manipur’s capital, for the funeral.

“My parents had a bad dream about my brother the previous Sunday. They had warned us to be careful,” Caleb revealed.

Chirag Dilli is home to a large population of Northeast Indians, yet concerns over safety persist. Just a year ago, in 2013, Reingamphy Awungshi, a young girl from Manipur, was found dead under mysterious circumstances in her rented room. Now, Wilungbou Chawang has met a similar fate.

Who will be next? Is Delhi truly safe for Northeast residents?

Sikkim strives to become the first fully Organic State by 2015

Gangtok, June 1, 2014: The Department of Agriculture and Horticulture today reiterated the State Government’s unwavering commitment to making Sikkim the first Organic State by 2015. Addressing a press conference at the Department Headquarters, Secretary of Agriculture and Horticulture Mr. P.T. Bhutia and Principal Director of Horticulture & Principal Executive Director of Sikkim Organic Mission Mr. Khorlo Bhutia sought to dispel any misconceptions regarding the State Organic Mission and its progress.

The officials were responding to claims made by Dr. Michung Bhutia, Member of the Legislative Assembly (MLA), who alleged that chemically treated seeds were being procured and distributed under the Sikkim Organic Mission. Secretary Mr. P.T. Bhutia strongly refuted these allegations, asserting, “The State Government remains steadfast in its mission to uplift the farming community and ensure 100% organic certification by 2015.”

He clarified that seed procurement in Sikkim adheres to the strict guidelines of the National Seed Corporation of India, the authoritative body responsible for seed production regulations and organic certification. “All seeds procured by the State are untreated and come with a special label stating ‘untreated for Sikkim,’” he added. Dismissing allegations that the seeds distributed were treated with chemicals like Thiram, Mr. Bhutia maintained that the seeds received by Sikkim are of high organic value and are completely free from such substances.

Addressing concerns over a black mark on seed packets, the Secretary explained, “While the Government of India supplies seeds in bulk to all states, consignments sent to Sikkim are specially designated as untreated. The black mark on the packets indicates that these seeds are untreated and exclusively meant for Sikkim.” He further demonstrated these seed packets, which clearly bore labels specifying their exclusive packaging for the State.

Meanwhile, Mr. Khorlo Bhutia, Executive Director of the Sikkim Organic Mission, reaffirmed the government’s stance, stating that the majority of seed demands are met through local production, with only hybrid varieties being sourced from outside to support government-run programs under the aegis of the Government of India. “Out of the 74,000 hectares of cultivated land, specific areas are designated for the production of cardamom, cereals, and seedlings. Consequently, external seed procurement is minimal, leaving little room for discrepancies,” he stated.

He further assured that each seed packet includes details such as batch number, lot number, and variety, ensuring transparency and accountability. “These details provide a mechanism for verification and challenge at any time,” he noted. Additionally, he highlighted ongoing government initiatives to introduce legislation aimed at preventing unauthorized chemical pesticides and fertilizers from entering the State.

“A high-level meeting in August 2013 resulted in a policy decision that all renewals and new trade licenses for agricultural inputs would be restricted to those of organic origin,” he informed. Stressing the benefits of organic farming, Mr. Bhutia outlined its advantages, including improved soil fertility, ecological balance, biodiversity enhancement, and commercial viability.

He emphasized, “Organic farming is voluntary and cannot be imposed by the government. While isolated cases of chemical use may exist, it is crucial not to generalize. Instead, people must be motivated to embrace organic practices and spread awareness about their benefits.” Concluding the press conference, he urged the public to take responsibility in ensuring the success of the Sikkim Organic Mission.

China’s New Map Sparks Controversy Over Arunachal Pradesh

Arunachal Students’ Union Delhi Stages Protest in National Capital

New Delhi, July 2, 2014 – China has once again asserted its claim over Arunachal Pradesh, depicting the Indian state as Southern Tibet” in its newly released map. The move has triggered fresh controversy between India and China, reigniting tensions over the long-standing border dispute.

Reacting strongly to this development, the Arunachal Students’ Union Delhi (ASUD) staged a protest at Jantar Mantar on Wednesday, sending a firm message to Beijing that Arunachal Pradesh is an integral part of India and will remain so.

A large gathering of Arunachali students demanded action from both the State and Central governments, urging them to address China’s repeated claims. Protesters also condemned China’s issuance of stapled visas to Arunachal residents, dismissing it as a deceptive "goodwill gesture" that masks territorial expansionist ambitions.

J.T. Tagam, former ASUD president, expressed outrage, stating, “We are deeply unhappy with China’s repeated provocations—be it the issuance of stapled visas, unlawful incursions by the People’s Liberation Army, or the inclusion of Arunachal Pradesh in China’s map.”

He also criticized the Indian government for failing to resolve the border dispute. “This issue has persisted for decades. If the government does not take decisive action soon, we will intensify our protests, even at the Chinese embassy,” he warned.

The controversy follows similar claims made in 2006 when the Chinese ambassador to India declared Arunachal Pradesh as Chinese territory. While India’s Ministry of External Affairs has repeatedly affirmed that “Arunachal Pradesh is an inalienable part of India,” a permanent resolution remains elusive.

Condemning China’s latest claim, Arunachal Pradesh Chief Minister Nabam Tuki stated, “We strongly object to China’s assertion over our state. We urge the Indian government to engage China in dialogue and seek a lasting solution.”

The timing of this controversy is particularly striking, as it coincides with Vice President Hamid Ansari’s visit to Beijing to commemorate the 60th anniversary of the Panchsheel Agreement (Five Principles of Peaceful Coexistence).

ASUD leaders also expressed frustration over the Indian government’s perceived inaction, questioning, “Why does China persist with these provocations? Is it due to a weak and indecisive government, or does China wield undue influence over democratic India?”

The student union has called for immediate intervention from the Central government, demanding a firm and resolute stance to counter China’s territorial claims and resolve the longstanding dispute.
