Northeast IPS Officer’s DAUGHTERS Shine at All India Open Karate Championship

TWO daughters of Robin Hibu, a distinguished IPS officer and Joint Commissioner of Delhi Police, excelled at the 10th All India Open Karate Championship 2014, held at Talkatora Stadium in New Delhi on August 17-18, 2014.

Miss Anna Hibu showcased her skills by defeating Miss Ananya Kumari from Gurgaon, Haryana, in five rounds of the Sub Juniors Karate Skills Demonstration (Kata) for children under 8 years old. 

Meanwhile, Hibu Abyang clinched a gold medal in fighting (Kumite) for the under 11 girls’ Sub-Junior category, triumphing over Miss Tanima Biswas from Kolkata, West Bengal, after four intense rounds.


Their father, Robin Hibu IPS, expressed pride in his daughters’ accomplishments, stating, “Anna and Cathy have trained rigorously in karate every day for the past three years after school. I’ve witnessed their growing confidence, self-defense skills, and concentration. I feel assured that they can take care of themselves against road romeos and muggers with their karate kicks and punches. At least I won’t worry about their safety as they grow up.” Robin Hibu also serves as the Nodal Officer for the North East in Delhi.

Zou Calls for Equal Opportunity Commission in Manipur

 NEW DELHI, AUG 18, 2014: Khamchinpau Zou K. Zou, a social activist and candidate for the Outer Manipur Lok Sabha seat in 2014, has urged the Honourable Chief Minister and Vice Chancellor of Manipur University to establish an “Equal Opportunity Commission (EOC)” to promote integrity in Manipur. He argues that the current system of distributing state resources in employment, educational institutions, and development sectors has become a significant barrier to peaceful cohesion within the state.

Zou highlighted that the disproportionate allocation of state resources has led to the dominance of the majority elite Meitei community in government employment, universities, and the economy. Consequently, the indigenous Tribals, who make up around 35% of the state's population, have been marginalized and relegated to a second-class status, resulting in widespread discontent. He emphasized the need to eliminate such unconstitutional and irrational discrimination or find alternative arrangements to foster peaceful coexistence.

Additionally, Zou raised concerns that even some senior tribal government officials, including IAS, IPS, MCS officers, and directors, often face deprivation of their rightful claims to promotions, postings, and work allocations. He pointed out that Hill people are frequently denied their fair share of reservations in educational institutions, central-sponsored professional courses, employment, and other development schemes. The demand for the implementation of the Central Educational Institutions (Reservation in Admission) Amendment Act 2012 at Manipur University, voiced by both groups of ATSUM, serves as a recent example of the apathy shown by the institution. Zou noted that such acts of partiality and chauvinism against specific sections of society reflect a cold-war-like atmosphere in the state.

Nagas Protest in Delhi Against Sec-144 Imposition in Manipur's Ukhrul District

ON 16 August 2014, a protest by Naga students in Delhi turned violent, leaving at least three people severely injured when police intervened to disperse the crowd outside Manipur Bhawan, New Delhi. Around 500 Naga youths had gathered to protest the imposition of Section 144 of the Criminal Procedure Code (CrPC) in Manipur's Ukhrul district.

The protest was organized by the Tangkhul Katamnao Long, Delhi (TKLD) under the banner “Committee Against the Imposition of CrPC 144 in Ukhrul”. The imposition of the law followed the assassination of Ngalangzar Malue, the former Vice Chairman of Ukhrul Autonomous District Council, who was killed by unidentified assailants at Finch Corner on July 12. Although eight cadres of the NSCN (IM) were arrested in connection with the killing, no group has claimed responsibility for the attack.

In response, the state government imposed Section 144 in Ukhrul District, restricting public gatherings, and deployed police commandos and Indian Reserved Battalion (IRB) personnel to maintain order.

About the International Indigenous Day and the Indigenous leaders of the Chittagong Hill Tracts



WE REALLY wondered when hearing the new debate about the term ‘Indigenous’ and ‘tribal’ Issues in the CHT. The Jana Sanghati Samiti (JSS) urged the government for Indigenous recognition in place of ‘tribe’ and United People Democratic Front (UPDF) urged the government for constitutional recognition of all ethnic groups in each tribal ethnic terms. Before the Peace Accord in 1997, the hill leaders used the term tribe. Even in the Papers of Peace Accord of CHT, JSS leaders wrote and signed, “the term of hill people will be Tribe”. Then, no one complained. 

Today, the leaders want Indigenous recognition. What marvelous politics. UPDF, that never wanted the Peace Accord of CHT, complained that the JSS leaders earned huge money from International organizations, such as the United Nations Development Organizations (UNDP), DANIDA, Asia Development Bank (ADB), in the name of observation of Indigenous Day. They save money to buy arms with. Leaders of both organizations complain with each other. 

On the other hand the government announced that in Bangladesh the term Adibashi (Indigenous) cannot be used, now people can only use the term Nrigushthi (small ethnic group). Earlier, Foreign Minister Dipu Moni stated that there were no Indigenous people in Bangladesh. Bangladesh government (according to memo: CHTAM (s-2)29/2010/25, Date: 28.01.2010) announced that according to the notice declared by the government there are 45 Indigenous peoples in Bangladesh. In the laws of Hill District Councils, Regional Council and state’s constitution “tribes” should be used for the hill peoples of Chittagong Hill Tracts. The term Indigenous was not used anywhere for the hill people. 

Mr. Dipankor Talukder, former Minister of CHT Affairs, said that Sontu Larma (Chairman of JSS and the present Chairman of Bangladesh Indigenous Forum) and Barrister Devashish Roy (Chief of Chakma Circle) spoke about that there are no Indigenous here in this country; there are small ethnic people. They are now urging to the government for recognition as indigenous. 

Diponkor Talukder also said that when the first World Indigenous Day was observed in Dhaka in 1994, Sontu Larma himself said then no Indigenous peoples in Bangladesh. We are all tribes. He (Talukder) repeated that during the Peace Accord of CHT, he had said to Sontu Larma to use the term indigenous in place of tribe, but he then did not agree with him. 

At the time, Larma rather told him that we are not indigenous people, we are tribal. As a result, the term tribe for all the hill peoples was included in the CHT Peace Accord. 

On the other hand, Barrister Devashish Roy, while he was an adviser in the Caretaker government, wrote that there are no Indigenous peoples in Bangladesh. There are only tribal people. If so, why are leaders interested to use the term indigenous now? What are the reasons behind this?

North East Trade Union FORMED to Address Workers' Challenges

ON 13 August 2014, a new trade union, the North East Trade Union (NETU), has been formed to address the persistent issues faced by Northeastern youth working in various private sectors such as BPOs, spas, hospitality, and retail. The union was formed during a meeting at the CAW Office in Nanakpura, New Delhi, spearheaded by the North East Support Centre & Helpline (NESCH) and the New Trade Union Initiative (NTUI).

The newly elected leadership includes Mr. T Romeo Hmar from Manipur as President, Miss Mina Toko from Arunachal Pradesh as General Secretary, and Mr. Ezekiel Debbarma from Tripura as Treasurer. This union aims to tackle the ongoing challenges of exploitation, discrimination, and unfair work conditions experienced by Northeastern workers in the private sector.

Young Musician seeks Financial Support

New Delhi, 13 Aug 2014: Pholkan Lukhu, a 28-year-old musician from Manipur, has been accepted into the prestigious Berklee College of Music in Boston, USA, for a four-year professional course. However, despite clearing the highly competitive audition, Lukhu faces a financial hurdle in raising the substantial annual fee of USD 60,000 (approximately Rs 45-50 lakhs).

Lukhu, selected from among participants from 66 countries, 6 continents, and 43 U.S. states, excelled in the audition held in Delhi last year. While his musical talent secured him a spot at Berklee, the hefty cost of tuition now stands between him and his dream.

To raise funds, Lukhu recently hosted a small musical event at Arunachal House in New Delhi, where he performed and shared his passion for music with supporters. The gathering was a modest but heartwarming affair, as well-wishers rallied to support the budding artist.

Lukhu, the eldest of five siblings, comes from Larong village in Chandel district, Manipur. His father is both a primary school teacher and a pastor, while his mother is a homemaker. A brilliant student, Lukhu graduated from Delhi University in 2009 and had previously completed his schooling at JNV, Chandel, with first-class marks.

At the event, Mr. Kesang Ngurup Damo, Deputy Resident Commissioner of Arunachal Bhawan, New Delhi, encouraged Lukhu, saying, “Now your journey begins. Keep walking and work hard to achieve your goal.” He also contributed Rs 5,000 to support Lukhu's cause.

David Boyes, Convener of the North East India Forum Against Racism (NEIFAR), emphasized the importance of supporting talent from the Northeast. “Let us show the world the talent we have,” he said, urging others to contribute.

Pastor Rocky, a close friend of Lukhu, praised his songwriting ability, noting, “Pholkan can write songs and poems as effortlessly as having a cup of tea.” During the event, Lukhu expressed his gratitude, stating, “I’m still a student, still a learner,” before performing several songs for the crowd.

The event was attended by well-wishers, including Pastor Rocky (Church of Hope), Pastor Ayo Zimik (University Evangelical Fellowship), and social worker Linda Newmai. Cornelius Lanah, who compered the program, kept the audience entertained with jokes, bringing smiles to many faces. The event concluded with a blessing prayer led by Pastor Ayo Zimik.

Despite the challenges ahead, Lukhu remains hopeful that with the support of the community, he will be able to realize his dream of studying at Berklee and showcasing his talent on the global stage.

Sports Tournament Concludes with Exciting Finale in Namchi

Namchi, Aug 5, 2014: The finals of the Inter-Departmental League Football Tournament, organized by the South District Government Driver’s Association (SDGDA), took place at the Veterinary Playground in Namchi on Tuesday (Aug 5).

The team from the Sports and Youth Affairs Department triumphed over the Rural Management & Development Department (RMDD) with a score of 2-nil. The event was graced by Mr. Binod Rai, Advisor to the PHE Department, who served as the Chief Guest, alongside Zilla Adhakshya (South) Mr. C.L. Gurung, ADM (South) Mr. Kapil Meena, SDM (HQ) Mr. Samdup Bhutia, ADC (Dev) Mrs. Benu Gurung, and various officials and nodal heads from government departments, as well as members of the public from Namchi and surrounding areas.

The tournament began on July 21, featuring 12 participating teams from departments including DAC/Land Revenue, UD & HD, Roads & Bridges, Buildings & Housing, Forests, Power, PHE, Agriculture & Horticulture, HRDD, Health, RMDD, and Sports and Youth Affairs.

In his address to the gathering, Chief Guest Mr. Rai praised the organizing committee for hosting such significant sporting events, which foster a friendly atmosphere among different government departments and encourage employees to connect with colleagues outside their own teams.

He emphasized the importance of participating in such energetic matches, highlighting that these events not only provide entertainment but also serve as an ideal means of maintaining fitness and health. Mr. Rai encouraged both young and old to actively engage in sports, noting that it can lead to a holistic transformation in daily life, breaking the monotony of routine.

Diwakar from the RMDD team was awarded the title of Man of the Match, while the Agriculture & Horticulture team received the award for Best Disciplined Team. At the conclusion of the tournament, the Chief Guest presented the Runners-Up Trophy, the Winner’s Trophy, and a cash prize to the victorious team.

Inauguration of Cobbler Shed in Gangtok

Gangtok, August 5, 2014: Mr. N.K. Subba, Minister for Urban Development and Housing Department, inaugurated a newly constructed "Cobbler Shed" in the heart of Gangtok, located at Sonam Gyatso Marg (also known as Tibet Road), today.

The shed, implemented by Gangtok Municipal Corporation (GMC) and funded by the Housing & Urban Development Corporation (HUDCO), covers an area of 425 square feet and can accommodate 15 cobblers. Built at an estimated cost of Rs 23 lakhs, it aims to provide a dedicated workspace for local cobblers.

During his inspection of the shed, Minister Subba urged the beneficiaries to make the best use of the facility and maintain it properly. One of the beneficiaries expressed heartfelt gratitude to the government and relevant departments for providing this much-needed space for their trade.

Inauguration of New Science Library in Gangtok

Gangtok, August 5, 2014: Mr. Tshering Wangdi Lepcha, Minister for Science and Technology, Forest, Environment and Wildlife Management, and Mines, Minerals, and Geology, inaugurated a new Science Library at the UD & HD Building in Development Area today.

During his interaction with officials from the Science and Technology Department and teachers from various schools in and around Gangtok, the Minister emphasized the importance of the library for students. He encouraged teachers and parents to motivate their children to visit the library, stating that although it is small, it boasts a valuable collection of books catering to diverse interests. He urged educators to explore innovative teaching methods to make science engaging and exciting, fostering a greater interest in the subject among students.

Mr. Lepcha also highlighted the need for students to utilize libraries and study centers to enhance their knowledge alongside their regular studies. He expressed gratitude to the Secretary and his team for their efforts in establishing and reforming the library.

Mr. P.T. Euthenpa, Secretary of Science and Technology, shared that the library offers a wide range of books across various subjects, including research materials and studies specific to Sikkim. He urged the community to take advantage of the library's resources, which are free for students.

Minister A.K. Ghatani Visits IPR Department in Tadong

Gangtok, August 4, 2014: Shri A.K. Ghatani, Minister for Information and Public Relations (IPR) Department, and Health Care, Human Services & Family Welfare Department, Government of Sikkim, paid a visit to the IPR Department in Tadong today. Upon his arrival, he was warmly welcomed by Secretary Smt. C.C. Wangdi and other officials.

During his visit, the Minister toured all sections of the department, engaging with sectional heads and gaining a first-hand understanding of their work processes. In a brief meeting with the department's officers, he reviewed the department's activities and functions.

Minister Ghatani emphasized the importance of aligning the department's efforts with the government's programs, policies, and vision. He urged the officers to work in a coordinated manner to ensure effective dissemination of the government's vision at the grassroots level.

First Price Monitoring Committee Meeting held in Gangtok

Gangtok, August 4, 2014: Mr. N.K. Subba, Minister for Food, Civil Supplies & Consumer Affairs Department, chaired the first meeting of the Price Monitoring & Regulating Committee in Gangtok today. 

Organized by the Legal Metrology Unit and Consumer Protection Cell under the FCS&CA Department, the meeting was attended by Zilla Adhyakshas, Upadhyakshas from the four districts, Deputy Mayor of GMC, secretaries of various government departments, and representatives from organizations such as SIMFED, NABARD, and IOCL.

The meeting focused on critical issues such as the regulation of prices for essential commodities, strategies to prevent hoarding, and the enhancement of supply chains. Minister Subba emphasized the importance of collective responsibility, noting that laws alone are insufficient for effective price monitoring. He urged stakeholders to raise awareness about pricing and consumer rights to ensure market transparency. The Minister also addressed challenges such as inadequate storage facilities and unethical trade practices, highlighting ongoing departmental efforts to tackle these issues.

The Minister took the opportunity to commend the State’s recognition for its achievements in organic farming, as mentioned by the Prime Minister during his recent address in Nepal. He stressed the need for continued dedication from all departments to maintain the progress made in this field and assured strict monitoring to ensure that only organic produce is sold in upcoming Kisan Bazars.

In addition, Mr. Subba called for the swift implementation of the National Food Security Act and encouraged local authorities to create a systematic approach to selecting beneficiaries. He also highlighted the recent introduction of an SMS system for booking LPG refills, urging local institutions to raise awareness among rural populations.

Earlier in the meeting, Secretary D.P. Sharma provided a report on the committee’s functions, drawing attention to a recent National Conference chaired by Mr. Arun Jaitley, where strategies to prevent price rises were discussed. He also highlighted the efforts of the Legal Metrology Unit in enforcing regulations on pricing, packaging, and expiry dates, as well as the establishment of consumer protection mechanisms in the state.

People need to aware on the annual budget fixed by the government: Chinglen

Imphal Aug 3, 2014: The annual budget of Manipur 2014-15 which was recently passed by the monsoon budget session in Manipur Legislative Assembly august was a confuse budget just to show the centre as good record for government but mostly affected to the public said Dr Chinglem Meisnam Department of Economic.

This was reflected in his speech in a consultation on “Central and State budgets 2014” which was held at the Irabot Bhawan near BT road today. Chingle further said that the Ibobi government didn’t show the Actual fiscal budget and the current budget is not shown but the future is kept to the centre.

He said that the centre expert might be confused on the Manipur budget report 2014-15. The state budget is not reference from the previous budget. The annual budget is just increase 2 percent of fiscal budget from the previous budget but in figure of amount it is there was 9400 crore and this year 9600 crores. It means the budget is contracted form.

From the current year budget victimize will be in the inflammation, power department, social welfare department because this year the said department has deducted huge amount from the previous budget allotted, said Chinglen.
The state budget is show less deficit from the previous and a good record before the new NDA government in the centre. The very unfortunate is that the Legislature members who are sitting in the Assembly house have not conduct argument or deeply discuss during the budget discussion.

He further said that the former UPA-II budget of the union government was a silent killer and the present government NDA budget which was passed recent by the Union Finance Minister Arun Jetli is like violent killer against the India poor people. Under the aim of minimum government and maximum public privatization is just the government is for Co-operate groups only.

At the same time the union budget is also same to that of our state that it shows the good layers only for promoting country it performance in the world but the interior is full of problem especially to poor needy people of the country.
Chinglen Meisnam further said that Tripura was same with our state government in fiscal deficit last year but this time they have high fiscal budget this year from Manipur. They can this due to the state own resource from the tax of 1200 crore but in our state tax is confused from long run.

Tripura can meet the targeted after expending but Manipur couldn’t. And Manipur has 100 more central sponsor and flagship programme from last few years. 
Around 17000 crore is used from it after borrowing from outside. When the borrow money is to give-up whole budget is expend.

Dr Nara State Secretary CPI, said that the topic today we discuss is a new task to all of us. Today we knew that the annual budget is very much important for people of the state.due to lack of conception of planning in our state people are facing problem.

Till today the state government is not set even one month assembly budget but the Parliament directive asked to sit atleast 55 days working for development and planning for the coming years.
