ZIF urges Cancellation of Proposed Indian Army HQ in Sairang

Aizawl, Oct 1, 2014 – The Kolabari Ram Committee has called on the Mizoram government to halt the proposed establishment of an Indian Army Headquarters in Sairang Dinthar, raising concerns over its impact on local livelihoods and the environment.

At a press conference held at the Aizawl Press Club, Ng. Lalhmangaiha, Chairman of the Kolabari Ram Committee, revealed that despite strong opposition from locals and multiple objections submitted by various NGOs, the project is still underway. "We are making one final appeal to the authorities to cancel the project in the broader interest of the people," Lalhmangaiha stated.

He noted that five formal objections had been filed, along with a press release. The two NGOs that had initially signed a No Objection Certificate (YMA and MUP) have since withdrawn their support.

Lalhmangaiha emphasized that a significant portion of the proposed site is uncultivated forest land, which serves as a vital resource for local villagers. "Many families depend on this forest for their livelihood. Establishing an army headquarters here will disrupt their lives and destroy the environment. On humanitarian and environmental grounds, we urge the authorities to cancel this project," he added.

The Zo Indigenous Forum (ZIF) also condemned the government’s actions, arguing that the project violates the rights of Indigenous Peoples as outlined in the UN Declaration on the Rights of Indigenous Peoples (UNDRIP). Article 19 of UNDRIP requires governments to obtain the free, prior, and informed consent of Indigenous communities before enacting measures that affect them. Article 30.1 prohibits military activities on Indigenous lands without their consent.

ZIF has called on the Mizoram government and the Ministry of Home Affairs to immediately cancel the project, asserting that the establishment of the Army Headquarters in the Kolabari area of Sairang will have severe repercussions on the social, economic, and cultural life of the Indigenous people living in the region.

Sikkim Hosts Sensitization Programme on Domestic Violence Act

Gangtok, 29 Sept 2014 – A sensitization programme on the Protection of Women from Domestic Violence Act 2005 (PWDVA) was organized by the Sikkim State Legal Services Authority (SLSA) at Chintan Bhawan, Gangtok, on Saturday. The event aimed to raise awareness about the legal framework and social issues surrounding domestic violence.

The programme saw the participation of Mr. K.W. Bhutia, Member Secretary of SLSA, alongside officials from the Sikkim State Commission for Women (East), police officers, service providers, protection officers, and representatives from the Department of Social Justice, Empowerment & Welfare, Labour Department, NGOs, panel advocates, media personnel, as well as students from law colleges and schools.

Distinguished resource persons from the Centre for Advocacy and Research (CFAR) included Ms. Archana More from the Karve Institute of Social Sciences, Ms. Sanyogita Dhamdhere (SPC, CFAR Maharashtra), and Mr. Suthirtha Ghoshal (SPO, CFAR Kolkata), who shared their insights on domestic violence issues.

In his welcome address, Mr. Bhutia highlighted the pervasive nature of domestic violence, noting that no society, regardless of caste, creed, or status, is immune to it. He acknowledged the challenges faced during the initial implementation of the Act in Sikkim but praised the collaborative efforts of the High Court, Social Welfare Department, and other stakeholders in ensuring its effective administration. Mr. Bhutia emphasized that social stigma against victims is a major factor contributing to the high incidence of domestic violence and urged everyone, including students and officials, to take responsibility in standing against all forms of domestic abuse.

Ms. Archana More, in her address, shared stories of women affected by domestic violence and explored the societal factors that perpetuate such violence, including patriarchal norms and gender roles. She explained the severe health consequences of domestic violence and the long-term psychological effects, which can lead to crime or suicide. Ms. More stressed the importance of proactive community engagement to combat the issue and noted that Sikkim, compared to mainland India, appeared to be a relatively safer place for women.

The day-long programme featured group presentations and an interactive session, where participants raised questions and discussed various aspects of the Act.

It is worth noting that the Protection of Women from Domestic Violence Act 2005 primarily offers protection to wives or female live-in partners from domestic abuse by their husbands or male partners, as well as their relatives. The law also extends its protection to other women in the household, such as sisters, widows, or mothers, and even covers minor boys who are victims of domestic violence.

North India & Northeast India Bridge Gaps through Youth Dialogue on Shared Opportunities

New Delhi, Sep 24, 2014 – For the first time in India’s history, students from North India and Northeast India came together on a common platform to discuss bridging gaps and exchanging ideas. The event, held at India Habitat Centre on Thursday (25 Sept 2014), was part of a daylong initiative themed YOUth DECIDE – Exchanging Opportunities: North India and North East India through Education, Employment, and Entertainment” and was organized by the Indian Chamber of Commerce (ICC), which has been active since 1925.

Addressing the gathering, Mr. M.K. Saharai, Chairman of the North Eastern Regional Council of ICC, highlighted the geographical and strategic importance of the Northeast region. The Northeast is not merely in a corner of our country; it is at the center where three of the fastest-developing countries—China, South Asia, and Southeast Asia—meet India,” Saharai stated, emphasizing the region’s untapped potential for growth and development.

The event featured a panel of esteemed speakers, including:

  • Bina Lakshmi Nepram, Founder of Manipur Women Gun Survivors Network
  • Dr. Nirmal Kumar, Professor at Sri Venkateswara College
  • Karma Paljor, Editor of Business & Special Features at CNN-IBN
  • Alana Golmei, Founding Member & General Secretary of North East Support Centre & Helpline (NESCH)
  • Peter Lavenstein Denjongpa, Principal of Taktse School, Gangtok

While prominent officials from the Ministry of Home Affairs and the Ministry of Skill Development were notably absent, the event proceeded with insightful discussions aimed at fostering closer ties between North and Northeast India.

During the first session, themed Integrating North East with North of India – Experiences and Way Forward, panelist Bina Lakshmi Nepram pointed out that the challenges faced by the Northeast are often a result of governance failures. “Although the region is home to over 72 armed groups, the majority of people in the Northeast desire peace,” she explained, questioning the continued enforcement of the Armed Forces Special Powers Act (AFSPA) in some of the most picturesque states in the Northeast.

Dr. Nirmal Kumar, a professor with over 27 years of teaching experience, shared his personal encounters with discrimination and expressed that cultural exchange, especially through food, can bridge divides. “Food is the best ambassador of our culture. We are planning a food festival in our college to send a meaningful message to the people,” he said.

Karma Paljor, a well-known media personality from the Northeast, encouraged students to step out of their cultural enclaves. “Break away from the ghettos and engage with the larger community. People have a soft spot for the Northeast,” he advised.

Alana Golmei, co-founder of NESCH, raised critical questions about the relationship between North India and Northeast India. “Northeast India is a diverse region that needs to be explored and understood. Our future depends on what we do today,” she urged the audience.

In the second session, titled Policy Ideas on Exchanging Opportunities between North East and North of India, teams from various institutions competed to present innovative solutions for bridging regional gaps. The competition saw the Naga Students Union Delhi (NSUD) team take the top prize, with SRCC and NSIT securing second and third place, respectively.

The daylong event left participants hopeful about the future, with many expressing the belief that the discussions and ideas shared would lead to tangible outcomes in the days ahead.

White tiger kills man in Delhi Zoo

New Delhi, Sep 23 (IANS) In a hair-raising incident which was captured live on cameras, a white tiger killed a youth after he fell into the animal’s moat in the Delhi Zoo, an official said Tuesday.

The incident, which took place between 12.30 p.m. and 1 p.m., created a sensation and word soon spread through the city.

Eyewitnesses and zoo officials said the young man, who was later identified as Maqsood, a resident of Anand Parbat in Delhi, was leaning against the moat which separated the tiger enclosure from the visitors' gallery, tumbled into the dry moat and immediately was face to face with the six-foot-long tiger which itself appeared initially surprised on seeing the human intrusion.

"As soon as the youth slipped and fell into the moat, the tiger approached him and silently watched him for nearly 15 minutes,” Bittoo, an eyewitness, who recorded the entire incident on his mobile, told media persons.

He said what possibly provoked the tiger to attack the man was when onlookers and a guard tried to divert its attention by pelting stones at it.

"Everyone was pelting stones and making noises to divert the tiger's attention," Bittoo added. "It was then that the tiger pounced on the youth with his paw and dragged him inside his enclosure by his neck," Bittoo added.

Another eyewitness Himanshu said: "The man was cowering in fear and appeared to be pleading with folded hands to the tiger to spare him. The barricading around the tiger was hardly two to three feet in height.”

But National Zoological Park curator R.A. Khan told IANS that the youth himself jumped into the tiger’s enclosure.

“The tiger was later locked up,” Khan said.

He added that animals living in natural habitat tend to become aggressive.

The space where the white tiger stays comprises of a moat, a natural space for the animal to roam around and a concrete enclosure.

The National Zoological Park, located in the centre of the capital and one of the oldest in the country, is spread over 176 acres is home to about 1,556 different birds and animals. Delhi Zoo sees footfalls of 5,000 to 6,000 on weekdays and 12,000 to 13,000 on weekends.

Tripura girls were raped, killed: Police

Agartala, Sep 23 [IANS]: Almost two weeks after two teenaged girls were found dead in Sipahijala district of Tripura, police Tuesday said they did not commit suicide but were murdered after being gang-raped.

"A police team led by additional superintendent of police of Sipahijala district Sharmistha Chakraborty last week arrested three youths who admitted they raped two tribal girls Sep 11 and then killed them," a police officer said.

Earlier police had said that the girls, both students of class 10 of the Takarjala higher secondary school, had committed suicide after their hostel superintendent and parents rebuked them for using mobile phones.

"According to the medical reports, there was no sign of rape of the two girls," a police official had told reporters Sep 13.

After the Tribal Students Union, a tribal student wing of ruling Communist Party of India-Marxist, organised a protest rally in the tribal dominated Takarjala areas, police authority ordered a reinvestigation into the crime.

Police is also probing the role of the doctors who earlier gave wrong medical report.

GANGTOK, Sept 22, 2014: Today, the Governor of Sikkim, Mr. Shriniwas Patil, formally inaugurated the Dedicated Eye Wing and Free SQUINT Operation Camp at the District Hospital in Singtam.

Addressing the gathering, in the special presence of Minister for Health Care, Human Service and Family Welfare Department, Govt. of Sikkim Mr. A.K. Ghatani, Governor Patil dedicated the new programme to the chief minister of Sikkim as a souvenir on his auspicious birth anniversary.

He urged the health officials to observe an eye-promoting programme on 22nd September every year with an objective of providing new vision to the people having blindness and eyesight complications. Directing the health department to find out the prevailing disabilities from birth, he said individuals with disabilities must be corrected at any cost. There may be some deficiency by birth, while it is our utmost duty to fulfill the space left unfilled by nature.

Stressing the successful treatment procedure, he appealed to all patients to follow the advice and guidance of the experts properly, even after the operation is completed, so that no complications could occur in the future. Emphasizing the importance of eyes in human life, he affirmed to involve children and students as an integral part of the programme for nation-building and further stated that these children would write stories and articles about this life-changing, remarkable initiative of the government in the future. He advised to expedite the conduction of free SQUINT camps in North Sikkim as well.

Speaking at the inaugural function, Health Minister Mr. A.K. Ghatani also extended the newly inaugurated Dedicated Eye Wing & Free SQUINT operation camp as a birthday gift to the Chief Minister of Sikkim, which will give new life to patients having vision obstructions. During his deliberation, Mr. Ghatani appealed to all eye patients who had undergone previous screening tests to take advantage of the free SQUINT operation camp.

He instructed the department to sensitize and mobilize the community about the programme so that a large number of eye patients can benefit, ultimately enabling our state to embrace the visionary dream of a disease-free state in India, he added. He informed that among 170 eye patients who underwent screening tests in all four districts, 21 patients would receive free SQUINT operations during the three-day camp.

Tripura Students Host Freshers' Meet cum Get-Together in Delhi

New Delhi, Sep 21, 2014: Indigenous communities from across the national capital came together for the 12th Fresher’s Meet cum Get-Together organised by the Tripura Students’ Forum Delhi (TSFD) on Sunday, September 21.

The event was graced by two prominent social activists: Binalakshmi Nepram, founder of the Manipur Women Gun Survivors Network, as the chief guest, and Alana Golmei, founding member and general secretary of the North East Support Centre & Helpline, as the special guest. Mr. Peter Dengzongpa, principal of Taktse School, Gangtok, along with several student leaders from the Northeast, also attended the gathering.

In her address as the chief guest, Binalakshmi Nepram encouraged the students to take pride in their language, dress, and history. She urged them to use their knowledge and skills for the benefit of their community. Living in Delhi is not easy; it's like riding a bull. You either get crushed, or you rise to the top. In this city, you have to fight for your rights, and you should be well-equipped to do so, she emphasized.

Nepram also highlighted the historical connections between Manipur and Tripura during the princely era. She pointed out that the Kingdom of Tripura, ruled by the Manikya or Fa dynasty, has records in the Mahabharata and is mentioned in the 8th-century Ashokan Pillar. She expressed concern about how Tripura is often mischaracterized as a lost state despite its rich heritage.

She also touched on contemporary issues, including the continued enforcement of the Armed Forces Special Powers Act (AFSPA) in tribal areas, and the erasure of historical landmarks. The historical Ujjayanta Palace's name was almost removed but was saved by the protest of indigenous people and civil society. However, other landmarks like the Astabal Ground have been renamed, and statues of Khudiram Bose, Lenin, and Che Guevara are all over the state, but there’s nothing to represent the rich history of Tripura, Nepram added.

The event featured a variety of performances by Tripura students, including traditional Kokborok dance, Bingi Chrow, and other musical and dance items in Hindi and English.

Alana Golmei shared her personal experiences of facing discrimination when she first arrived in Delhi in 2005. I was shy at first, but as I faced discrimination, I grew bolder and have been protesting ever since,” she said, inspiring the students to stand up for their rights.

The program concluded with a delicious dinner, bringing the event to a vibrant and joyful close.

In a similar vein, the All Assamese Students’ Association, New Delhi, held its ‘Freshtival’ 2014 at Dilli Haat, INA Market. Three young social activists—Abhijit Shandilyoung Sharmah, JT Tagam, and Bruce K. Thangkhal—were felicitated with traditional Assamese shawls by the association.
