DoNER minister meets North East MPs Forum

DoNER Ministry will work in close coordination with elected representatives, says Minister
Nodal officers nominated for various NE states and Line Ministries: DoNER Secretary


NEW DELHI, 27 JUNE 2019 – The Union Minister of State (Independent Charge), Ministry of Development of North Eastern Region (DoNER) Dr Jitendra Singh met the MPs of  North East MPs Forum which included the newly elected MPs from Lok Sabha representing North Eastern states and the members of Rajya Sabha, here today. The purpose of the meeting was to brief the MPs about the ongoing schemes and future plans of the Government in the region. The Secretary (DoNER) Dr Inder Jit Singh, Secretary (North Eastern Council) Shri Ram Muivah and other senior officers of the Ministry were present during the meeting.
Welcoming the MPs, Dr Jitendra Singh said that the Government will act for improving the lives of North Eastern people in close coordination with the elected representatives from the states of the region. He said that DoNER is the only region-based ministry in the Government. In the past five years, the Government under the leadership of Prime Minister Shri Narendra Modi has given due priority to the development of this region, he added. He said that the procedures laid down for DPRs have been simplified so as to expedite the execution of projects in the region and to curb the unnecessary delay. The Minister added that the Chief Ministers and Resident Commissioners of different states based in Delhi have been requested to coordinate with DoNER Ministry and follow up with the officials about the development projects of various states.
He further said that then issues related to enhancement of budgetary allocation for development of North Eastern states are being discussed with the Finance Ministry.  Dr Jitendra Singh said that in departure from the earlier practice of 90:10 funding of Northeast projects under NLCPR flagship scheme of the Ministry, implying 90% funds from Centre and 10% from the respective State, the Union Cabinet has agreed that under the new scheme, North East Special Infrastructure Development Scheme (NESIDS), the entire 100% of the funding is borne by the Centre, which results in a huge relief to the exchequer of the State Government and also puts an end to the frequent requests received from the State Governments about lack of funds for them to contribute their share.
Speaking about another historic decision by the Cabinet, the Minister mentioned about the Indian Forest (Amendment) Ordinance, 2017 to exempt bamboo grown in non-forest areas from the definition “Tree”, thereby dispensing with the requirement of obtaining a permit for felling of bamboo for economic use. He informed the members that, in July, 2018, the NEC was restructured through the nomination of the Home Minister as Chairman, NEC and the MoS (I/C) DoNER as the Vice-Chairman, NEC.  Dr Singh said that that Union Minister Shri Amit Shah will chair the plenary session of NEC on 3rd and 4th August in Guwahati.
While giving his presentation about the functioning and role of DoNER Ministry,  the Secretary (DoNER) Dr Inder Jit Singh  said that DoNER Ministry plays a coordinating role to act as an interface between the NE states and Line Ministries. He added that DoNER is the only Ministry with territorial jurisdiction. He briefed that Chief Nodal Officers and Nodal officers have been appointed for each of the North Eastern states and line ministries. He also said that Inter-Ministerial committees have been constituted by DoNER Ministry for important sectors such as Roads, Civil Aviation & Tourism, Livlihood, Piggery, Medicinal & Aromatic Plants and Health & Nutrition.
The Secretary briefed that members about the major schemes and organisations  of North eastern region such as North East Special Infrastructure Development Scheme (NESIDS), Hill Area Development Programme (HIDP), North East Road Sector Development Scheme, North East Rural Livlihood Projects, North Eastern Region Community Resources Management Project, North Eastern Regional Agricultural Marketing Corporation Ltd., North East Handicrafts & Handlooms Development Corporation Ltd. etc. He informed members that each non-exempted Ministry has to allocate 10% of their Gross Budgetary Support (GBS) for the development of North Eastern states. He added that Rs 1,83,036 crore expenditure has been incurred by the non-exempted ministries plus Railways during the last 5 years, while the budget allocation for 2019-20 is Rs 56,530 cr.
In addition to the above, A NITI Forum for North East has been set up in February, 2018. The first meeting of the forum took place on 10th April, 2018 at Agartala where constraints were identified for sustainable economic growth. The second meeting held on 4th December, 2018 at Guwahati made recommendations on the development of Bamboo, tea, dairy and tourism in North East.
The MPs were briefed about the North Eastern Council (NEC), which was established in the year 1971. Since its inception, NEC has focused on improving connectivity of the region which has been a major bottleneck for all developmental activities. In its endeavour, the Council has contributed immensely towards the improvement of the inter-state connectivity in the Region. A total of 10,911 kms of roads have been constructed with the NEC funding and handed over to the States for maintenance. It has worked in the direction of setting up of eleven Inter-State Bus terminal (ISBT) projects, power plants and contributed for the up-gradation/strengthening of the infrastructure of the existing Airports in the region.
During the interaction, the MPs discussed development related issues pertaining to their areas. They expressed pleasure at the fact that a Chief Nodal officer and a nodal officer has been nominated by the DoNER Ministry for their states and they expressed their wish to be briefed about the status of development projects of their areas on a regular basis.

Missing Report: K. Muan

A 43-year-old man, Mr K. Lungmuan (also known as K. Muan), son of Late Pastor Liankhanthang of Churachandpur, Manipur State, has been reported missing in Gurgaon, Haryana, since 2009. His whereabouts remain unknown to this day.

Mr K. Lungmuan left home in 2005 and travelled to Himachal Pradesh, where he stayed in a rehabilitation home for some time. In 2009, he contacted his family via telephone, informing them that he was employed at a company in Gurgaon, Haryana. This was the last known communication he had with his family. Since then, all attempts to reach him have been unsuccessful.

The missing person is about 5.5 feet tall, with black hair, brown skin, and an oval-shaped face. Identification mark: a black mole on the right side of his face.

Although he is under-matriculate, he is fluent in English and Hindi. He is the youngest among six siblings (three brothers and three sisters).

His family is deeply worried and has no clue about his whereabouts. He is a good man and a law-abiding citizen of our country, with no police record against him to date.

Anyone with relevant information regarding his whereabouts is urged to come forward and assist in locating him.

Dr Jitendra Singh releases 3rd issue of NEC Newsletter


Union Home Minister Shri Amit Shah to chair Plenary Meeting of NEC on 3rd & 4th August in Guwahati, says Minister


June 25, 2019 – The Union Minister of State for Development of North Eastern Region (I/C) Dr Jitendra Singh released the third issue of Newsletter of North Eastern Council (NEC) Shillong, Ministry of Development of North Eastern Region (DoNER), here today. The Secretary, NEC, Shri Ram Muivah and Secretary (DoNER) Dr Inder Jit Singh were also present on the occasion. The Newsletter released today highlighted some of the initiatives taken by the North Eastern Council during July, 2018 to March, 2019. The Newsletter is to be uploaded on the NEC website at www.necouncil.gov.in.

While releasing the newsletter, Dr Jitendra Singh complimented the officers and staff of M/o DoNER and NEC for their efforts to improve the living condition of North Eastern States of the country. He said that under the leadership of Prime Minister, Shri Narendra Modi, the development of NE states has been on the priority of the Government. He added that the newly sworn-in Government is also committed to continue with the legacy of the development efforts of the last five years and work in the direction of improving infrastructure and living standards of NE people. In July, 2018, the NEC has been restructured through the nomination of the Home Minister as Chairman, NEC and the MoS (I/C) DoNER as the Vice-Chairman, NEC.  Dr Jitendra Singh disclosed that Union Minister Shri Amit Shah will chair the plenary session of NEC on 3rd and 4th August in Guwahati.

The North Eastern Council (NEC) was established by North Eastern Council Act, 1971 initially as apex level advisory body for securing balanced and coordinated development and facilitating effective co-ordination amongst seven States of North Eastern Region. Subsequent to the amendment of NEC Act in December 2002, Sikkim was added as 8th Member State, and NEC was mandated to function as a statutory Regional Planning Body for the North Eastern Region.

Over the last forty-seven years, NEC has been instrumental in setting up various iconic Institutes in the Region such as NEPA, NEEPCO, NERAMAC, NERIST, RIPAN, NERIWALM, RIMS etc.

Some of the major achievements of NEC are as under:

        Since its inception, NEC has focused on improving connectivity of the region which has been a major bottleneck for all developmental activities. In its endeavour, the Council has contributed immensely towards the improvement of the inter-state connectivity in the Region. A total of 10,911 kms of roads have been constructed with the NEC funding and handed over to the States for maintenance.

        NEC has till date supported the installation of 694.5 MW of power plants and construction of 9202 circuit km of transmission & distribution lines.

        NEC has also undertaken development work in various sectors like education, healthcare, agriculture, horticulture, tourism, industries etc.

        Eleven Inter-State Bus terminus (ISBT) projects have been taken up across different States to ease out inter-state movement of people. Nine of these have been completed and two are under construction in Meghalaya and Manipur. To facilitate movement of essential goods, three numbers of Inter State Truck Terminus (2 in Assam and 1 in Nagaland) have been completed.

        Since inception, NEC has contributed for the up-gradation/strengthening of the infrastructure of the existing Airports in the region. Improvement of the infrastructure in 5 major airports of the Regions namely, Guwahati, Dibrugarh, Jorhat, Imphal and Umroi have been taken up in collaboration with Airport Authority of India on 60:40 (60% by NEC and 40% by AAI) basis. Out of these, the work for construction of 3 number of Hangers and Apron at LGBI Airport, Guwahati and Extension of Apron at Jorhat Airport have been completed.

        The restructuring of NEC was undertaken with a view to have a forum to discuss issues such as boundary disputes, drug trafficking, smuggling of arms and ammunition, etc. which are usually discussed in the other Zonal Councils. The NE States are not part of any Zonal Council.

The Council is normally expected to meet at least twice in a year. The first Plenary Meeting of Restructured NEC (67th Plenary since inception) was held under the then Home Minister & Chairman, NEC on 8-9 July, 2018 at Shillong. The next Plenary meeting of NEC will be held in Guwahati (Assam) in August this year. [PIB]

DoNER Reviews Projects of North East and Future Plans


Rs 11 crore released by North Eastern Council for JNU Hostel for students of North east 
NEW DELHI, 03 JUNE 2019 – The Union Minister of State for Development of North Eastern Region (IC) Dr Jitendra Singh chaired a review meeting with the officials of Ministry of Development of North Eastern Region (DoNER) and North Eastern Council (NEC), here today. The Secretary, Ministry of DoNER, Dr Inderjit Singh, Secretary NEC, Shri Ram Muivah were present during the meeting.
The Union Minister of State for Development of North Eastern Region (IC) Dr Jitendra Singh chairing a review meeting with the officials of Ministry of Development of North Eastern Region (DoNER) and North Eastern Council (NEC), in New Delhi on June 03, 2019. The Secretary, Ministry of DoNER, Dr Inderjit Singh and Secretary NEC, Mr Ram Muivah are also seen.

The officials briefed the Minister about the progress made on the ongoing projects in the North Eastern region of India. He was also briefed about the upcoming initiatives and projects to be implemented in the region.

During the meeting, Dr Jitendra Singh was informed that an amount of Rs 11 crore has been released for the construction of JNU hostel for north eastern students in Delhi. The tendering by CPWD is in process. This is the first of its kind hostel in JNU. 
The hostel will have 224 rooms and accommodate 424 students. Out of 224 rooms, 24 rooms have been assigned for Divyang students. The remaining rooms will be occupied by equal number of boys and girls i.e 200 boys and 200 girls. The four storey hostel will be built in approximately one and a half acre area. The construction work will start in the coming weeks. He was also informed that the hostel for North Eastern girl students, which was inaugurated by Prime Minister in Bengaluru recently, has also become functional. In addition to these hostels, the land acquisition process has started for the Rohini hostel for North eastern students studying in colleges and institutions related to Delhi University and Rs 2.5 crore has been released to DDA. The hostel will be built in an area of about 5 acres.
The status of the North Eastern Cultural and Information Centre to be set up in Dwarka in New Delhi, was also discussed during the meeting.  The estimated cost of the project is about Rs. 50 crore. The Minister said that this Centre will act as a cultural and convention/information hub of the North Eastern Region in Delhi. It will be constructed at par with the international standards and will have a library-cum-reading room with material on North Eastern Region, an art gallery showcasing the North East.
Dr. Jitendra Singh said that the development of north eastern region has been the priority for the Government under the leadership of Prime Minister Shri Narendra Modi. The Government will make all efforts for the implementation of ongoing development projects in North East and will take measures to introduce new projects for the benefit of people of North East. He added that the ministers will soon start their visits to North east region to have a first-hand knowledge and ground realities of the people there.
