Request for information under the Right to Information Act, 2005 regarding “Any Kuki tribes” and Thadou Scheduled Tribe government employees in Manipur.
Sir,
Under the provisions of the Right to Information Act, 2005, I hereby request the following information related to Scheduled Tribe categorization and government employment in the state of Manipur from the year 2003 to the present:
1. How many government employees in Manipur, from 2003 till date, have been appointed under the “Any Kuki tribes” Scheduled Tribe category?
2. How many government employees in Manipur, from 2003 till date, have been appointed under the Thadou Scheduled Tribe category specifically?
3. Among the government employees holding Scheduled Tribe certificates under the “Any Kuki tribes” category, how many have their father’s Scheduled Tribe certificate recorded as Thadou?
4. If such “Any Kuki tribes” certificate holders are not originally from the Thadou tribe, please provide details of the specific tribes they belonged to prior to the inclusion of “Any Kuki tribes” in the Scheduled Tribe list of Manipur in 2003.
I request that the information be provided department-wise in a clear tabulated format (if possible) or as separate points/documents.

Zomi Council Reports Delhi Meetings with Govt Officials
A meaningful interaction programme was held between the Zomi Council headquarters (GHQ), Manipur, and its Delhi Branch, including frontal organisations and well-wishers, on 12 April 2025 at Dwarka, New Delhi. The meeting commenced at 2:00 PM and concluded at 7:00 PM.
The programme began with an opening prayer led by ZCBC Pastor S. Lalminlian. This was followed by a warm welcome address delivered by Pu Dr. Philip Thanglienmang, Chairman of Zomi Council, Delhi & NCR Branch. In his address, he briefly shared how the idea of organising the interaction came about and explained its purpose.
Pu Vumsuan Naulak, Chairman of Zomi Council (GHQ), Manipur, presented a detailed report on the Council's recent engagement with the Ministry of Home Affairs, Government of India. He firmly stated, “We stand firmly with demands for Separate administration. We won’t back off and sign any peace deal without fulfilling our aspirations. If any other community move forward for peace without public acceptance and as not according with our demands, we won’t sign peace. We are representing our people and we will be putting up the wishes and aspirations of our people to the Government of India.”
He also introduced the Zomi Council team that accompanied him from Manipur, which included Pu Pauneilal Haulai (General Secretary) and Pu Khamlianlal Zou (Vice President). The GHQ delegation consisted of three members in total.
Participants raised several pertinent questions during the interaction, which were satisfactorily addressed by both Chairmen. The responses provided were enlightening and contributed greatly to the clarity and purpose of the meeting.
Further, the Chairman of Zomi Council (GHQ) highlighted the Council’s ongoing efforts to build mutual peace and harmony, particularly through coordination meetings with the Kuki Inpi Manipur and Hmar Inpui. He reiterated the Council's continuous advocacy for unity and brotherhood among the kindred tribes.
Pu Pauneilal Haulai, General Secretary of Zomi Council (GHQ), not only supplemented the Chairman’s report but also provided insightful and thought-provoking inputs.
Pu L.M. Khaute (MLA, Churachandpur) also shared a brief report highlighting the steps he had personally taken for the welfare of the public. Notably, he mentioned his efforts in advocating for Greenfield air connectivity based in Lamka, among other initiatives aimed at promoting development and accessibility for the region.
The programme was coordinated by Pu Biaklun Shoute, who conducted the session smoothly and efficiently.
A panel discussion followed, with the Chairman of Zomi Council (GHQ), Manipur, and the Chairman of the Delhi & NCR Branch serving as the key panellists. The discussion was moderated by Dr Chinkhanlun Guite and Dr Memthianngai Guite. Participants actively shared their suggestions and opinions, enriching the overall discussion. The session concluded with final remarks from the Chairmen and the panellists.
Zomi Council Delhi & NCR Chairman, Pu Philip Thanglienmang—a former DANICS officer who retired as an IAS officer—is also an engineer, bureaucrat, author, and a PhD holder in linguistics from JNU. He cautioned against placing blind trust in government officials during meetings and peace talks. Emphasising the need to discern their true intentions, he stated, “We must not simply accept their requests without understanding their mentality.”
Afterwards, pastors and church elders offered a prayer of blessing for the leaders of both the Zomi Council GHQ and its Delhi Branch. Pu K. Ginkhanthang, Vice-Chairman of Zomi Council, Delhi & NCR, expressed the vote of thanks.
The meeting came to a close with a closing prayer by Rev. Dr. Suankhanhau Gualnam.
Following the programme, everyone gathered outside for tea and light refreshments, engaging in friendly conversations and fellowship.
It was indeed a fruitful and inspiring gathering marked by unity, transparency, and shared purpose.

A GIRL RAPED & MURDERED IN LAMKA
Lamka, April 12, 2025: A mentally challenged girl was allegedly raped and murdered while she went to collect firewood at a forest in Churachandpur district, sources said on Friday.
A suspect has been detained by the police, sources said, and declined to give the name since the investigation is at a very early stage.
Her body was found at 12 pm on Friday in the forest at Churachandpur's Leijangphai village, they said.
The girl's clothes were torn and there were injury marks on her body, sources said.
Her father had sent her to the forest to collect firewood, sources said, adding he became concerned when she did not return.
He immediately ran into the forest, and after searching for some time found his daughter's body lying near a small pile of firewood that she collected, sources said.
Earlier this month, a 10-year-old girl was sexually assaulted by a boy in Churachandpur district. The minor accused was detained.
Last month, a Class 2 student was found dead at a relief camp for internally displaced people in Churachandpur. The girl's body was found with an injury mark on her neck and bloodstains around the body. Her parents and civil society organisations including Zomi Mothers' Association had alleged the girl was murdered after she was sexually assaulted.
