Under the provisions of the Right to Information Act, 2005, I hereby request the following information related to Scheduled Tribe categorization and government employment in the state of Manipur from the year 2003 to the present:

1. How many government employees in Manipur, from 2003 till date, have been appointed under the “Any Kuki tribes” Scheduled Tribe category?

2. How many government employees in Manipur, from 2003 till date, have been appointed under the Thadou Scheduled Tribe category specifically?

3. Among the government employees holding Scheduled Tribe certificates under the “Any Kuki tribes” category, how many have their father’s Scheduled Tribe certificate recorded as Thadou?

4. If such “Any Kuki tribes” certificate holders are not originally from the Thadou tribe, please provide details of the specific tribes they belonged to prior to the inclusion of “Any Kuki tribes” in the Scheduled Tribe list of Manipur in 2003.

I request that the information be provided department-wise in a clear tabulated format (if possible) or as separate points/documents.

Zomi Council Reports Delhi Meetings with Govt Officials

A meaningful interaction programme was held between the Zomi Council headquarters (GHQ), Manipur, and its Delhi Branch, including frontal organisations and well-wishers, on 12 April 2025 at Dwarka, New Delhi. The meeting commenced at 2:00 PM and concluded at 7:00 PM.

The programme began with an opening prayer led by ZCBC Pastor S. Lalminlian. This was followed by a warm welcome address delivered by Pu Dr. Philip Thanglienmang, Chairman of Zomi Council, Delhi & NCR Branch. In his address, he briefly shared how the idea of organising the interaction came about and explained its purpose.

Pu Vumsuan Naulak, Chairman of Zomi Council (GHQ), Manipur, presented a detailed report on the Council's recent engagement with the Ministry of Home Affairs, Government of India. He firmly stated, “We stand firmly with demands for Separate administration. We won’t back off and sign any peace deal without fulfilling our aspirations. If any other community move forward for peace without public acceptance and as not according with our demands, we won’t sign peace. We are representing our people and we will be putting up the wishes and aspirations of our people to the Government of India.”

He also introduced the Zomi Council team that accompanied him from Manipur, which included Pu Pauneilal Haulai (General Secretary) and Pu Khamlianlal Zou (Vice President). The GHQ delegation consisted of three members in total.

Participants raised several pertinent questions during the interaction, which were satisfactorily addressed by both Chairmen. The responses provided were enlightening and contributed greatly to the clarity and purpose of the meeting.

Further, the Chairman of Zomi Council (GHQ) highlighted the Council’s ongoing efforts to build mutual peace and harmony, particularly through coordination meetings with the Kuki Inpi Manipur and Hmar Inpui. He reiterated the Council's continuous advocacy for unity and brotherhood among the kindred tribes.

Pu Pauneilal Haulai, General Secretary of Zomi Council (GHQ), not only supplemented the Chairman’s report but also provided insightful and thought-provoking inputs.

Pu L.M. Khaute (MLA, Churachandpur) also shared a brief report highlighting the steps he had personally taken for the welfare of the public. Notably, he mentioned his efforts in advocating for Greenfield air connectivity based in Lamka, among other initiatives aimed at promoting development and accessibility for the region.

The programme was coordinated by Pu Biaklun Shoute, who conducted the session smoothly and efficiently.

A panel discussion followed, with the Chairman of Zomi Council (GHQ), Manipur, and the Chairman of the Delhi & NCR Branch serving as the key panellists. The discussion was moderated by Dr Chinkhanlun Guite and Dr Memthianngai Guite. Participants actively shared their suggestions and opinions, enriching the overall discussion. The session concluded with final remarks from the Chairmen and the panellists.

Zomi Council Delhi & NCR Chairman, Pu Philip Thanglienmang—a former DANICS officer who retired as an IAS officer—is also an engineer, bureaucrat, author, and a PhD holder in linguistics from JNU. He cautioned against placing blind trust in government officials during meetings and peace talks. Emphasising the need to discern their true intentions, he stated, “We must not simply accept their requests without understanding their mentality.”

Afterwards, pastors and church elders offered a prayer of blessing for the leaders of both the Zomi Council GHQ and its Delhi Branch. Pu K. Ginkhanthang, Vice-Chairman of Zomi Council, Delhi & NCR, expressed the vote of thanks.

The meeting came to a close with a closing prayer by Rev. Dr. Suankhanhau Gualnam.

Following the programme, everyone gathered outside for tea and light refreshments, engaging in friendly conversations and fellowship.

It was indeed a fruitful and inspiring gathering marked by unity, transparency, and shared purpose.

While expecting something good in return for a good gestures of non-observance of the 'Black Day 2023 & 2024', that was observed on the 13th September every year since 1993, as a 'Day of Prayer' in remembrance of the 1149 innocent Kuki civilians, who died at the hands of 'LIM FOR CHRIST' camouflaged as Limguard', a shocking reminiscience of the undesirable past grim inhumanity and nightmares resurface afresh.

Few months ago there was an article on "Kuki Black Day" by D. Liangchi, published by the 'Imphal Times', dated, the 6th September 2024, regarding the present Kuki-Meitei ethnic conflict in Manipur with full of unsuitable masala, concocted informations, inaccurate accounts, gross exaggerations and bunch of lies, of innovating  non-existed and unheard Kuki War Declaration Committe in which the names of Shri Chungkhokai Doungel @C.Doungel and Shri. Holkhomang Haokip were mentioned several times alongwith several Kuki organisations, in connection with the Kuki-Manipuri Naga conflict of 1993-97, few points may be reluctantly substantiated briefly for D. Liangchi as under.

1. That since time immemorial Moreh has been the abode of the Kukis and that only after 1988, brethern  Tangkhuls arrived at Moreh, after the splitting of NSCN-K and NSCN-IM (The Indian Express, July 29, 2012) with 25-30 houses that was alloted by a Kuki landlord.

2. That the assasinations of 60 Kuki Chiefs and uprotting of 46 Kuki villages during 1956-1987 from Tamenglong, Senapati and Ukhrul led to the formations of KNF (1987) and KNA (1988) to defend the defenceless Kuki people, who suffered at the hands of a particular hostile militant group that was active in Manipur, (WKP, Mittal Publications, Pp. 266-268).

3. That the non payment tax by the Kukis to a certain group resulted into gang raped of 3 Kuki women of Moltuh villagers on the 8th October 1992, including 2 months old infant and 2 men brutally killed in cold blood with their necks slithed and 7 inches  stick inserted into the vagina of Tinkholhing (20 yrs) as per the report of Postmortem conducted by Dr. Issac Lamkang, Medical Officer of Chandel, (E-pao.net, Extreme desperation, Part-2), led to the 150-200  residents of Moreh to flee Moreh.

4. That the President of Kuki Inpi Manipur  (KIM) Shri Lalkhohen Thangeo was assasinated at Khuman Lampak Bus Terminal on the 4th April 1994 just after 10-15 minutes of the dispersal of the 'UNC-KIM Second Meeting' at Imphal,  and another Kuki leader Major Pagin Kipgen was also assasinated on the 17 March 1995, that halted the Peace initiatives by KIM-UNC.

5. That the various conflicts which D. Liangchi had related all are over land issues which the Kukis hold since colonial era with 'British Rights' acknowledged by the 'HILL DURBAR' "extending from the tract inhabited by the Kuki tribes, which lies to the South of the Naga Hills and extends from the Brahmaputra  river in the north to the Chittagong Hill Tracts in the South , and from the Manipur State in the East  to Tippera State in the West", encompassing parts of: i) Manipur (India), ii) Lushai Hills (India), iii) Assam (India), iv) Meghalaya, v) Chittagong Hill Tracts (Bangladesh), vi) Tripura (India), vii) Kangmangphai (Kabaw Valley) part of Saggaing Division (Burma), and viii) Chin Hills (Burma) respectively", with boundaries as; i) NORTH: Brahmaputra river (Assam, India), ii) SOUTH: Chittagong Hill Tracts (Bangladesh), iii) EAST: Manipur State (Manipur, India), iv) WEST: Tippera State (Tripura, India).

6. That the "1997 Churachandpur Family Intra-Conflict" was also due to the presence of outsiders (Lim for Christ) in Churachandpur thatout created misunderdings between blood related brothers with same culture, traditions and languages. 
 
7. That the current Meitei-Kuki conflicts too is also the fruit of the seed of hatred for Kukis sown to the innocent Meiteis for 3 decades since 1990s by SATANICS in the disguise for 'CHRIST'.

8. C. Doungel and Holkhomang Haokip: Regarding D. Liangchi's portrayer of  Shri C. Doungel and Shri Holkhomang as villians, I myself as one among  the very big fans of the duo examplary dignitaries within the community, would like to set the record straight as we see it below.

a) Shri. Chungkhokai Doungel @C. Doungel was born at Molvom, Wokha near Dimapur in Nagaland. His father Shri Thangkhopau Doungel was the first person from the Kuki community to pass Matriculation in 1st Division in the 1930s. As a result, he was made the Headmaster of Molvom Government High School during the British period. However, Shri C Doungel was brought up in Kangpokpi, Imphal and Churachandpur. He studied at DM College, Imphal, Cotton College Guwahati and St. Xavier's College Kolkata. He joined the IRS in 1962 and married Smt. Hoinu Singson of Mission Compound, Old Churachandpur.

b) He was posted in various capacities in India and was posted as the Deputy Secretary and Joint Secretary in the Finance Department at the Union Secretariat, government of India, Delhi. He came on deputation to Manipur during the time of Chief Minister, Yangmasho Shaiza as he was close to the Shaiza family. During his tenure he was helpful to everyone and especially to his community, which was very backward at that time, in many ways. Many in the Kuki community requested him to join politics. He took voluntary retirement from service in 1989 and contested the Manipur MLA Elections in 1990 on a Nationalist Congress Party ticket as he was unable to get a Congress ( I) ticket. At the time of his VRS, he was posted as the Principal Collector, Customs and Central Excise Bihar including Jharkhand. He won the elections from Saikul AC.

c) The MPP Government under Chief Minister RK Ranbir Singh offered him the post of Finance Minister which he accepted. The RK Ranbir ministry fell after three and half years. The Congress (I) government under RK Dorendro Singh again offered C.Doungel the post of Finance Minister which he accepted. Late C. Doungel was dedicated towards his community, the State and country. He was upright and an idealist and did not compromise on his principles. He was loyal and sometimes too frank for a politician. It was this loyalty and idealism which made him unable to adjust to other leaders after RK Ranbir and RK Dorendro. Now, both Shri C Doungel and his wife have passed away. His elder son Shri P Doungel has retired as DGP Manipur on superannuation and his younger son is presently posted as DGP Prisons and Managing Director MPHC Limited, Manipur.

When the unfortunate Kuki-Manipuri Naga ethnic conflict started in 1992-93 in Manipur, Shri C Doungel and Shri Holkhomang Haokip were the two Kuki ministers in the cabinet. They had to provide relief and shelter to the victims. The aid provided was strictly for relief and rehabilitation purposes only. So it may not be proper to label baseless allegations against either any of the Kuki or Manipuri Naga leaders, senior officers or social workers. In fact the career of many prominent Manipuri Naga and Kuki politicians, senior officers, social workers, government employees, businessmen etc was spoiled because of that Kuki-Manipuri Naga conflict. The reason it quietly simmered away was because both the parties realized that this was harmful to both the communities.

In fact other communities hugely benefited from it. Many of the rumour mongers may not even belong to the Kuki or Manipuri Naga community. In the same way, the present Kuki-Meitei conflict is going to set both the communities and the state back by a couple of years. Excessive damage has already been done. "Let us hope and pray for an early solution in the interest of our children and grandchildren."

A GIRL RAPED & MURDERED IN LAMKA

Mentally Challenged Girl Allegedly Raped, Killed While Collecting Firewood in Churachandpur Forest

Lamka, April 12, 2025: A mentally challenged girl was allegedly raped and murdered while she went to collect firewood at a forest in Churachandpur district, sources said on Friday.

A suspect has been detained by the police, sources said, and declined to give the name since the investigation is at a very early stage.

Her body was found at 12 pm on Friday in the forest at Churachandpur's Leijangphai village, they said.

The girl's clothes were torn and there were injury marks on her body, sources said.

Her father had sent her to the forest to collect firewood, sources said, adding he became concerned when she did not return.

He immediately ran into the forest, and after searching for some time found his daughter's body lying near a small pile of firewood that she collected, sources said.

Earlier this month, a 10-year-old girl was sexually assaulted by a boy in Churachandpur district. The minor accused was detained.

Last month, a Class 2 student was found dead at a relief camp for internally displaced people in Churachandpur. The girl's body was found with an injury mark on her neck and bloodstains around the body. Her parents and civil society organisations including Zomi Mothers' Association had alleged the girl was murdered after she was sexually assaulted.

From: Kuki-Zo Intellectual Council (WKZIC)-GHQ, Songpi-Lamka, Kuki Hills, India.

Subject: Lai Chawhte Clansmen Manmasis settled at Kounapung @ Koubru circa 601-605 BC, and Haokip Clansmen established  SAITU dating backs to 1450-1500 AD, and Saitu hamlet Makhan (Liangmei) offered a dog (1700-1720) as tribute to the Chief of Saitu Pu Lamkhopao, seeking permission to stay at 'Lungvahphai Vale' of the Saitus.

Dated: Songpi, the 11th April 2025 (Friday).

Background: During the later part of pre-historic era circa 601-605 BC, the Manmasis after reaching central Asia, the adventurious group headed towards Bay of Bengal, some stayed back, while the other groups roamed upto Tipra (Tripura), and later dispersed into Northeast India and Chittagong Hill Tracts. The advanced group Manmasis also known as Khongjais occupied the present day Khongjai Hills (1741-42) which was later known as Kuki Hills (1852-1949) during the colonial era, which was concealed by the colonial British for resisting the British supremacy over their ancestral territory by revolting from 1917-1919. It is to note that all the Hill tribes sending Labours Corps at the order of the colonial authority were granted Political Territories as rewards, whereas Kuki Hills was concealed for more than a century, which was atlast procured by Kuki Scholars in 2022.

Chieftaindoms: The most daring and adventurous Manmasi Kuki-Chin Poi/Pawite clansmen such as Saibu, Koibu and Maring and conglomerate 'Rem/Riem/Riam Family' kins including Aimol, Chiru, Chothe (Chawhte), Kom, Kharam, Purum, Koireng, Koirao (Thangal), also known as Lai/ Poi/ Pawi in Chinland and Mizoram, alongwith other Kuki-Chin 'Pakan Family' such as Anal and Lamkang belonged to the Kuki-Chin family were the first to settle in the 'Kounapung' meaning "Calling Bell", current Koupulu or Koubru ranges, (Source: Ralngam Chawhte) around 30 AD and flourished their respective Chieftaindoms as below:

 i) Makeng Ningthou (Thangal), ii) Mombi (Lonpi) Ningthou (Haokip), iii) Chassad Ningthou (Haokip), iv) Maring Ningthou, v) Chothe Ningthou, vi) Thayong Ningthou (Kom), vii) Tonglhu Ningthou (Touthang), viii) Kharam Ningthou, and ix) Tayang (Teijang) Ningthou (Kipgen) respectively, (Sarangthem Bormani Singh, Meitei Ningthourol, P.7) having cordial relationships with Kanglei Manipur kingdom. The site was named "Kounapung" in Kuki-Chin dialect to mean 'Calling Bell' which the head clansman would striked to bring together his clansmen.

Saitu and Saitu Haokips: The adventurious Manmasi Khongjai Haokip clansmen while exploring the region which was abundantly inhabited by various wild animal species including tigers and elephants, the location came to be known as 'SAITU' where heaps of elephants tusks were excavated in the Saitu Lhang region (Elephant Region). No written records available except some colonial era documentations and oral history, myths, mythologies and fables. Written records stated that Saitu was established around 1450-1500 AD, (The Kukis of Manipur: A Historical Study & The History of Manipur). Saitu neighbouring villages of the time are: i) Thingsat Kuki, ii) Tujang Kuki, iii) Maohing Kuki, and iv) Thonglang (Liangmei) respectively. Historical Saitu boundary extends from:
*East:* Chassad via Jildung River, 
*West:* Tuilang/ Jiri River, 
*North:* Senapati,
 *South:* Sekmai

Saitu Hamlet Makhan: Some 200-220 years ago, during 1700-1720 AD, Makhan Liangmei clansmen offered one "Dog as tribute to Saitu Chief, Pu Lamkhopao Haokip" (Great, Great Grandfather of Shri. Tongmang  Haokip, a retired IRS), seeking permission to stay for awhile in the territory of the Saitus, who alloted 'Lungvahphai' location for the Makhans to settle as 'Good Friend' neighbours, (Source: Pu Doukholun Haokip, Saitu).

Saitu Hamlets & Sub-Hamlets:* The first and foremost site or location of Saitu village was the "Vale/ Dale of Koupulu" near the 'Koupulu Wetland'. Village site changes from time to time as per Kuki traditional system of jhuming cultivations, for villagers to shift to other parts of their territory for easier access to virgin lands for bountiful cultivation and harvest.The present location of historical 'SAITU VILLAGE' is the third location having 12/13 hamlet villages such as: 1) Kholep, 2) Pangmol, 3) Santing, 4) G. Songlung, 5) Gelbung, 6) Sipijang, 7) Mongpijang, 8) Silen, 9) Chajang, 10) Buongpi, 11) Saitu Gamphajol, 12) Phalbung villages etc from Saitu village, as per Kuki Customary system of establishing new villages by elder clans and sub-elder clans. The Saitu hamlets further have their respective 12-15 sub-hamlet villagers.

Saitu-Koupulu Friendship:* Before the advent of Christianity, the Manmasis/ Khongjais or Kukis worshipped deities such as Nungjainu, Nungjaipa, Gampi, Gampu, Maltong, Tuitote. Tuinahte etc etc. The Saitu Kukis also worshipped and made friendship with the deiteis of Kounapung/ Koubru, who blessed them with wealth, fame and assets in the form of livestock mithuns (Gayal) and other livestocks. One Saitu daughter by the name of Boinu Haokip, sister of Pu Paolen Haokip (Ex-MP) was married to the Koupulu diety. The Koupulus presented one 'White Gong' to the Saitu Haokips as token, and as a "Messenger" to let them (Koupulus) know when they are happy or sad (Celebrations or Death/Condolence) as good friends.Recently,  on the 1st July 2023, Pu Paolen Haokip (Ex-MP), former Chief and father of encumbent Chief, Tongmang Haokip, (Rtd IRS) passed away and expired. To verify the validity of the past "Saitu-Koupulu" relationship and signal, elders instructed youths to strike the 'Koupulu White Gong'. Unexpectedly, only at a single sounding, like an electric current, sudden heavy wind accompanied by showers of rain witnessed the condolence programme of Pu Paolen Haokip, at his residence courtyard of Saitu village, Kangpokpi district (Source: Pu Doukholun Haokip, Saitu elder).

Meiteis and Koubru (Koupulu) Deities:* According to elders from Saitu, it was only the Sekmais who worshipped Koupulu Deity in the beginning, and no Meitei used to come to the hill range for generations. "Koubru Chingkaba is a recent pilgrimage phenomena started way back from mid 1950s-1960s", stated local elders from Saitu village.

Appeal: The elder villagers of Saitu also exclaimed  that younsters never knew the bond of relationships between *'Saitu Kukis and Liangmei  Nagas'* thereby posing unnecessary disturbances for Kuki commuters from Kangpokpi to Churachandpur (Songpi) and vice-versa, in and around Makhan village, during such hardtimes as this for the Kukis. It is therefore appeal to one and all, not to create any inconviniences or disturbances on humanitarian ground and as fellow tribals and Christians.

Conclusion: The Census of 1951 for Manipur documented 611 Kuki villages, 359 Manipuri Naga villages and 103 villages belonging to *'Others Category'* Non-Kuki and Non-Naga communities in the state in 1951. Moreover, another documantation, *"Census of India 1951 for Manipur, Tripura and Assam"* also documented about 1,20,000 populations belonging to *"Any Kuki Tribes"* including  Rangkhol Kukis, who have already migrated into Tripura, not found anymore in the state of Manipur. Apart from the above, about 10,000 Kukis have already migrated into Israel from 2002 onwards in batches.

Inspite of the above facts, some communities on jealousy continued to tag ethnic Kukis as immigrants and refugees, out of hatred and incompitibility, is an act of cowardice and jealousy upon Kukis who numbered about 120 comparing to 21 Meiteis and 01 Tangkhul in the Indian National Army (INA) under Netaji Subhash Chandra Bose during 1942-1945 in the Indian Independence movement, (Source: Manipur Ke Senani Ek Shradhanjali, Freedom Fighters from Manipur, publised by Dept.of Art & Culture, Govt.of Manipur, 2010).
