Zomi Council Steering Committee: Press Release

The State-sponsored ethnic cleansing of the Zo kindred tribes in Manipur has compelled us to seek a Separate Administration as the only logical consequence. While we extend our fullest solidarity, support and cooperation to Zo United, as well as all the Zo civil society organizations (CSOs) working towards the fulfillment of the Separate Administration goal, the Zomi Council Steering Committee (ZCSC) is equally concerned at the recent developments whereby some sections attempted to use the Zo United platform to propagate their exclusive ideas. 

The emerging circumstances compelled us to state our position on the following issues:- On Identity/Nomenclature Issue: i) Pu Zo is our progenitor, and his descendants are understandably called Zosuan/Zonahthlak/Zofate or Zo people (Zo+Mi=Zomi). We did have names given to us by others (Kuki, Chin or Lushai/Lusei) as well as indigenous names (Zomi and Mizo, due to issues of prefix and suffix) by which we called ourselves. Later on, when the colonial administrator realized that we were of the same people, they used hyphenated names like Kuki-Chin, Kuki-Lushai or Kuki-Chin-Lushai, etc. 

ii) Post May 3, 2023 the term ‘Kuki-Zo’ emerged and has been extensively used by some sections while addressing the Zo people. This is exclusive as it means only the Kukis among the Zo descendants (similar to using the term ‘Hmar-Zo’ to refer exclusively to the Hmars among the Zo people and so forth). 

iii) The Kuki-Zomi Peace Accord, 1998 specifically stated that nomenclature should be mutually respected and it should not be imposed upon an individual or group against his/their will at any point in time. This was unanimously reaffirmed by the Joint Meeting of UPF and KNO on June 29, 2018 at VTE Rengkai and on August 22, 2022 at Life Café, Rengkai Road, Lamka. Thus, the use of Kuki-Zo will be considered as an abrogation of the above Peace Agreement and subsequent Joint Meeting Resolutions of UPF and KNO, and an attempt to impose Kuki terminology, directly or indirectly, upon others. 

iv) Since identity/nomenclature is a very sensitive issue, the Zomi Council as well as the ZCSC advocated for mutual respect of all existing Names while fighting for our collective survival. If the Khasi, Jaintia and Garo tribes could co-exist harmoniously in Meghalaya (a name given by the Government of India) State, why not the Zo descendants? v) Zo United is an inclusive term as it means a Union of the Zo descendants. While addressing the people verbally or in written forms, the Zo people or the Zo tribes would be the most appropriate, logical, inclusive and non-communal terminology. On the Movement for Separate Administration: 

i) God has physically separated us from those who intend to annihilate us. His divine intervention is our strength, hope, and the only authority that can give us Separate Administration. Our primary objective should be achieving a Separate Administration designed by God, for His glory and the extension of His kingdom. 

ii) We should focus on our collective goal rather than internalizing the conflicts. If a common Name, Central Command or United platform is not forthcoming at this stage, we should learn to give Collective efforts as Alliance partners based on mutual respect. 

iii) All pre-May 3, 2023 attitudes, parochial mindsets, and any forms of immoral behaviours and practices should be forsaken in the interest of our collective survival. 

The ZCSC on Separate Administration was formed on July 22, 2023 by the Zomi leaders to co-ordinate the Movement within the Zomi tribes and liaise with all organizations working towards Separate Administration for the Zo people. 

We extend our solidarity and support to all CSOs working for Separate Administration without interfering in their internal functioning and expect others to reciprocate. We hope and pray that God gives wisdom, health and strength to Zo United leadership so that the movement is sustained inclusively until a separate administration for the Zo kindred tribes is achieved.

This clarification is made following repeated allegation on a selfless prominent social worker of Moreh in social media in the aftermath of the gunning down of an SDPO of Moreh police station. The accusations made against him are wilful and unfounded.

Mr. Philip K. Khongsai is the president of Moreh Youth Club, who is actively engaged in promoting sports among the youths of Moreh. To the best of our knowledge he is an outspoken person who speaks his thought, a daring and honest individual who never hesitates to call spade a spade and not the kind to commit homicide.

It is very unfortunate there exist people who blindly made allegations based on cooked imagination. Proof and evidences are required to make accusation. Blind accusation tantamount to harassment.

Indigenous Tribal Leaders’ Forum (ITLF): Condemnation on Meiteis' attack

AROUND 2 am today, Meitei militants armed with sophisticated weapons launched an attack on Joupi village in Kangpokpi district, killing a village volunteer who was guarding one of the bunkers.

Armed with single-barrel rifles, the courageous villagers fought valiantly and managed to push back the attackers. During the melee, some of the assailants reportedly went missing. 

The deceased villager is identified as Khupminthang, s/o L. Janglal from Phaikholum village.
Upon realizing that some of their members were missing, the attackers regrouped and are gathering in significant numbers near Ngarian in Bishnupur district since dawn, indicating a potential escalation of hostilities in the area. 

There is an imminent threat to Kuki-Zo villages in the surrounding areas as Meitei militants, led by Arambai Tenggol and Meitei police commandos, could launch a bigger attack at any moment.
This is a developing situation and we vehemently condemn the continual attack of the Kuki-Zo villages and urge central security forces to protect Joupi and the nearby tribal villages.

The Indigenous Tribal Leaders’ Forum (ITLF) and everyone from the Kuki-Zo community urge the central government to immediately remove N. Biren Singh as chief minister of Manipur in light of his recent remarks, where he publicly said that he is only working for the interest of the Meitei community and is fighting the tribals. 

As chief minister of the state, Biren is duty-bound to work for the welfare of the entire population and should be striving to maintain law and order. Instead, he said he became a lawmaker to look after the interests of the Meiteis. 

“I knew this (conflict) was going to happen 10 years ago… the land needs to be saved, the community (Meiteis) needs to be saved, that is the reason why I became a candidate (in the state election),” Biren said at a recent public event. The video of his speech was released by Meitei social media handles on November 22, 2023. 

Manipur has witnessed a state-sponsored ethnic cleansing of minority Kuki-Zo tribals since May 3, 2023. After almost seven months, thousands of government-issued weapons looted from state armouries by Meitei mobs are still being used to attack tribal settlements. Meitei militant groups like Arambai Tenggol are allowed to roam freely with automatic weapons in Imphal and the surrounding valley areas. They are even accompanied by police commandos while attacking tribal villages. 

More than 150 tribals have been killed, 7,000 homes burned by Meitei mobs and more than 40,000 tribals displaced since the start of the conflict. 

In his speech, the chief minister talked about fighting the “enemy” and hinted that he was the one in charge of planning the “war”. “Who talks beforehand about how they are going to fight the enemy? Do you think I will publicly tell the people about what I am going to do?” Biren said during his speech. “We need to do things with a clear head… we will not win the war by shouting loudly on social media and other platforms.” 

Never before in the history of independent India has a chief minister publicly said he has gone to war with citizens in his own state. It is time the central government, the media, and prominent personalities call Biren out for who he is – a Meitei chauvinist who is using his power to kill hundreds of Indian citizens. 

Kuki-Zo tribals have nothing to expect from the communal Manipur government except discrimination and death. A separate administration is the only solution.

Lamka, Nov 25: A group of armed Meiteis launched a surprise attack on Joujpi, a Kuki-Zo village in Lamka (Churachandpur)  district bordering Bishnupur, early this morning around 2 am, ITLF stated.

One Kuki-Zo village volunteer named Khupminthang (21) s/o (late) Janglal resident of Phaikholum village, Kangvai sub-division, died during the attack.

According to ITLF Media Cell, upon realizing some of their [Meitei] troops were missing, the Meitei terrorists regrouped and fathered in significant numbers near Ngarian in Bishnupur from early morning onwards. This gathering included reinforcements, indicating a potential escalation of hostilities in the region. There is an imminent threat to Kuki-zo villages in the surrounding areas, as the Meitei terrorists, led by Arambai Tenggol and Meitei Police Commandos, may launch another attack.

The deceased is the only son of a widowed mother.
