NERIST Entrance Examination 2013
Application for entrance examination is to be submitted through online mode only. NEE – 2013 application will be available in www.neeonline.ac.in throughout the day on 24 x 7 basis from 15.01.2013. Offline forms for NEE – 2013 will not be sold.

The Entrance Examination shall be conducted for admission at three levels viz.,

1.NEE – I for Base Module (Certificate Course) (for Class X passed candidates)

2.(a) NEE –II for Diploma in Engg. & Technology (Technology stream) (for 10+2 candidates with Physics, Chemistry & Mathematics (PCM))

(b) NEE- II for B.Sc. Degree in Forestry (Forestry stream) (for 10+2 candidates with Physics, Chemistry & Biology (PCB)

(c) NEE – II (Voc) for Diploma in Engg. & Technology (Technology stream) ( for 10+2 vocational/ITI/NERIST certificate holders in the branches AE, CE, ECE, EE & ME).

3. NEE – III for B. Tech degree in Engg & Technology (Technology stream) (for Diploma holders in AE, CE, ECE, EE, & ME and having 60% marks considering the aggregate marks of all the three years taken together and NERIST Diploma holder.

Detailed eligibility, syllabus and instruction for filling up of online form NEE -2013 shall be available in the web site www.neeonline.ac.in in due course of time.

65th Zomi Nam Ni to be held in Delhi


New Delhi, 20 Jan 2013 [PR]  --- The Zomi Nam Ni (Zomi National Day), which is being observed on February 20, marks its 65th Anniversary this year. To commemorate this historic event, a grand celebration will be held – at a national level – in Thyagaraj Stadium, INA Colony, New Delhi, with the initiative of the Zomi Youth Association (ZYA) Delhi Region.

Leading up to the big day, a one-day Football Tournament will be organised on February 16, 2013, venue for which will be notified later. Besides, a symposium on "Challenges Facing the Zomis" will be conducted at SSS-I Auditorium, Jawaharlal Nehru University on February 19 as part of the celebration.

In a joint meeting held on January 18, 2013, delegates of the ZYA Delhi Region, Zomi Economic Planning & Development Agency (ZEPADA) Delhi Working Group, Zomi Human Rights Foundation (ZHRF) Delhi Cell and Zomi Students' Federation (ZSF) Delhi Cell appointed the Zomi Nam Ni 2013 Celebration Committee, which comprises of the following:

SSC Combined Graduate Level 2013 Notification

NOTICE
COMBINED GRADUATE LEVEL EXAMINATION, 2013

IMPORTANT INSTRUCTIONS TO CANDIDATES
1.Commission will be holding Combined Graduate Level Examination,2013 for recruitment to different posts for which Graduation from a recognized University is the minimum Educational Qualification. The Examination will comprise of two Tiers of Written Objective Type examination followed by Computer Proficiency Test/ Interview/Skill test, wherever applicable as per the Scheme of Examination and a descriptive/on-line test of qualifying nature for candidates shortlisted for interview/skill test/document verification. Posts have been placed in two groups, inter-alia, based on their Grade Pay and papers in Tier II examination/Interview. Preference for Posts, is to be indicated in the application. Candidates are requested to note that preference for Posts once exercised will be final. Request for change of preference will not be considered under any circumstance. For the post of Assistant in CSS, candidate shall have not more than three attempts unless covered by any of the exceptions notified by Government of India.

2. In view of the huge number of applicants, scrutiny of the eligibility category etc. will not be undertaken at the time of Tier-I and Tier-II examination . Therefore, the application will be accepted provisionally only. The candidates are advised to go through the requirements of educational qualification, age, physical standards etc and satisfy themselves that they are eligible, before applying and before indicating their preference for any particular post. Commission does not allot finally selected candidates to other posts in the event of their ineligibility for the selected post due to any reason whatsoever. Copies of supporting documents will be sought only from those candidates who appear in Tier-II examination at the time of interview/skill test/document verification. Candidature will be cancelled if any information or claim is not found substantiated when the scrutiny of documents is undertaken by the Commission after Tier-II of the Examination. Commission‘s decision shall be final in this regard.

3. CANDIDATES IN THEIR OWN INTEREST ARE ADVISED TO GO THROUGH THE DETAILED INSTRUCTIONS CONTAINED IN THIS NOTICE, WHICH IS ALSO AVAILABLE ON THE WEBSITE OF THE COMMISSION: http://ssc.nic.in, CAREFULLY BEFORE APPLYING.

4. Candidates seeking reservation benefits for SC/ST/OBC/PH/EXS must ensure that they are entitled to such reservation as per eligibility prescribed in the Notice .They should also be in possession of the required certificates in the prescribed format in support of their claim as stipulated in this Notice. OBC candidates should ensure that they are in possession of valid OBC Certificate issued within the due date issued by the authority mentioned in the format.

5. Candidates with visual disability of 40% and more will only be considered as VISUALLY HANDICAPPED and entitled to reservation for VH candidates, wherever such reservation is available.

 6. Central Government civilian employees claiming age relaxation should produce a certificate in the prescribed format from their office at the time of Interview/skill Test/document verification, in respect of the length of continuous service which should be for not less than three years during the period immediately preceding the closing date for receipt of application. They should remain Central Government civilian employees till the time of appointment, in the event of their selection.

7. FEE: RUPEES ONE HUNDRED ONLY(b 100) Women candidates and candidates belonging to Scheduled Caste, Scheduled Tribe, Physically Handicapped, and Ex-Servicemen eligible for reservation are exempted from paying application fee as per extant Government orders.
8.CLOSING DATE: 15.02.2013. For candidates residing in Assam, Meghalaya, Arunachal Pradesh,Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu and Kashmir, Lahaul and Spiti District and Pangi Sub Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands, Lakshadweep and for candidates residing abroad – 22.02.2013. APPLICATIONS RECEIVED LATE WILL BE REJECTED and no correspondence will be entertained in this regard. COMMISSION WILL NOT BE RESPOSIBLE FOR POSTAL DELAY.

9.Only one application, either a paper application or online application is to be submitted by the candidates to the concerned Regional/Sub-Regional office of the Commission keeping in view the Centre of examination chosen by him/her. IN CASE OF MULTIPLE APPLICATIONS FOR ON-LINE APPLICATION, THE LAST APPLICATION FOR WHICH PART-I AND PART-II REGISTRATION HAVE BEEN COMPLETED WILL BE ACCEPTED. FOR OFF-LINE APPLICATIONS, THE REGIONAL DIRECTOR/DEPUTY DIRECTOR AT HIS/HER DISCRETION, WILL ACCEPT ONLY ONE OF THE APPLICATIONS.

10.MOBILE PHONE AND ACCESSORIES AND OTHER ELECTRONIC GADGETS ARE BANNED WITHIN THE PREMISES OF THE EXAMINATION CENTRES. POSSESSION OF SUCH EQUIPMENT WHETHER IN USE OR IN SWITCH OFF MODE, DURING THE EXAMINATION WILL BE CONSIDERED AS USE OF UNFAIR MEANS. CANDIDATURE OF SUCH CANDIDATES WILL BE CANCELLED. THEY WILL BE LIABLE FOR FURTHER ACTION INCLUDING INITIATION OF CRIMINAL PROCEEDINGS AND DEBARMENT FROM COMMISSION‘S EXAMINATION UPTO 5 ( FIVE) YEARS, AS MAY BE DECIDED BY THE COMMISSION.

11.CANDIDATES MAY SUBMIT ON LINE APPLICATIONS AT WEBSITE http://ssconline.nic.in. AND http://ssconline2.gov.in. THEY SHOULD RETAIN REGISTRATION NUMBER ASSIGNED TO THEM ON LINE FOR CORRESPONDENCE WITH THE COMMISSION. THEY SHOULD NOT SUBMIT PRINT OUTS OF THEIR APPLICATION TO THE COMMISSION. JAIPUR, 19 Jan 2013 [TOI] – An eight-year-old girl was raped and then stoned to death in Rajsamand town on Thursday evening. The man, a vehicle lifter who lives in the victim's neighbourhood was arrested a few hours after her body was recovered from a pit. The accused had lured the girl to go with him after offering her chocolate.

According to the police, the victim, a mentally unstable girl, was the daughter of a vegetable-vendor living in the housing board colony in the town. SP, Rajsamand Rahul Katkey told TOI that Manoj Pratap Singh is a resident of Uttar Pradesh and lived in a rented accommodation in the same colony.

"Singh has a criminal record. He had been chargesheeted for vehicle lifting a few months ago. On Thursday evening, the girl was sitting near her father's vegetable cart alone as he had gone somewhere leaving the child alone," said the officer.

The accused came to her and offered her chocolate, the officer said adding that Singh told her that he would give her more if she went with with him.

"Singh took her to an isolated place in Dhondara area and raped her. He then hit her on the head with a stone and dumped her body into a pit in Kamal Talai area. Some passers-by spotted the body and informed the police," said the officer.

The police arrested the accused on the basis of statements of some eye-witnesses who had seen the girl with Singh. "The postmortem has proved that the girl was raped. The brutality involved in the crime is quite shocking. We will file the chargesheet against the culprit as soon as possible and make the case strong with evidence," said SP Katkey.

Kolkata, 18 Jan 2013 [PTI] – A mentally challenged woman was allegedly raped in Kolkata this evening, a senior police officer said. The woman, who is in her mid-twenties, was raped by a watchman of an abandoned building in Haridevpur area in the southern part of the city, said Subrata Maitra, DC (Behala). "An FIR has been lodged. The woman alleged that she was raped by the watchman who has been absconding," Maitra said. When asked about the reports that the woman is mentally challenged, Maitra said, "It apparently seems that she is mentally retarded."

Seoni (MP), 19 Jan 2013 [PTI] – A physically-challenged woman, posted as 'Patwari' at Ghanora, about 80 km away from the district headquarter, has alleged sexual harassment by a Tehsildar. The tribal woman has alleged in her complaint that the officer, Manoj Chourasia, used to talk to her in an indecent way and made overtures, Ghanora Police Station In-charge N S Dhurve told reporters. All these things were causing mental agony to her which forced her to file a complaint against the Tehsildar. The matter is being probed by a senior official and after that a case would be registered against the Tehsildar, he said.

Shimoga (Ktk),  18 Jan 2013 [PTI] – Three youth were arrested for allegedly gang raping a minor girl after abducting her, police said. One of the accused accosted the girl while she was on way to a grocery shop, gagged her with the help of his accomplice and took her to one of his friends house on January 16, police said. All the four took turns in raping the girl throughout the night and let her off next morning with a warning of dire consequences if she revealed the incident. On the basis of a complaint lodged by the parents of the 14-year-old girl, police arrested the three. The FIR registered by the police contains names of only three accused, though the girl has alleged that four persons were involved.

40 rapes in last 15 days of 2012

New Delhi, 19 Jan 2013 [Hindustan Times] – The gangrape and brutal assault of a 23-year-old girl and her male friend on the night of December 16 in south Delhi was one of the most gruesome cases of crime against women to have ever taken place in the Capital.

Shockingly, in the following two weeks, more than 40 girls were reported to have been raped in the Capital - an average of 3 rapes every day. This leaves one to wonder why the Capital shouldn't be renamed the 'rape capital' - 706 cases of rape were reported in Delhi in 2012, the highest in the last 10 years.

The first time the Capital got the 'rape capital' tag was in 2005 when the number of rapes reached a record high - 660 in a year. Rape cases crossed the 650 mark in 2012 and reached a record high for the first time since 2005. Cases of molestation have also increased and in 2012, 727 cases were registered in comparison to 653 in 2011 and 601 cases in 2010. In the last 15 days of the year, 75 cases of molestation (five in a day on an average) were reported.

While Delhi Police commissioner Neeraj Kumar had said rape is an opportunistic crime and it mostly happens in private places, the year gone by also saw a rise in rapes committed by strangers. In 2011, 2.46 % of the total rape accused were strangers. In 2012, the percentage rose to 3.68%.

In his annual press conference on Friday, the commissioner said measures taken by police include making women help desks at police stations functional round the clock, increasing the lines of '100' from 60 to 100 and registration of cases regarding women anywhere in the capital without bothering about jurisdiction.

"Women should not be made waiting to register a complaint and their complaints should be recorded verbatim ," he said.

The commissioner added that there should be "zero tolerance against eve-teasing".

Capital's crime rate up, rapes at 10-year high

New Delhi, 19 Jan 2013 [Hindustan Times] – The year that ended with one of the most brutal cases of sexual assault reported in the Capital, also recorded the highest number of rapes, attempts to murder, rioting and robbery in the entire decade, according to the Delhi Police annual report released on Friday.

As many as 706 rape cases were registered in 2012, of which at least 40 happened in the fortnight following the horrific Delhi bus gang rape.

Heinous crime - attempt to murder, rape, dacoity, robbery, kidnapping for ransom - recorded a leap of about 11%, the highest since 2002.

Police commissioner Neeraj Kumar attributed the rise in figures to the prompt registration of cases.

"People now feel more empowered to approach police."

Regarding the rise in rape cases, Kumar admitted that the rate of conviction in Delhi was "much higher" than the national rate.

"We are not taking solace in this," he said.

There was a decline in the number of murders and fatal accidents by 4.5% and 11% respectively.

Lower juvenile age bar to 16 yrs: Delhi Police chief

NEW DELHI, 19 Jan 2013 [TOI] – Delhi police commissioner Neeraj Kumar on Friday added his powerful voice to the demand for bringing down India's juvenile age limit, in the backdrop of the Nirbhaya gang-rape and murder case. The top cop said he had also conveyed his position to the government.

"Delhi Police agrees that the age limit for treating a person as juvenile should be lowered to 16 years," Kumar said during his annual press meet, adding that the view was reinforced by the increasing juvenile involvement in heinous crimes.

The commissioner also spoke about the public debate on sentencing ruthless juvenile criminals to death but did not state his position on the issue. "There is a lot of debate about it. The Justice Verma committee is looking into it. They will take a view," he said.

The press conference, which started with a two-minute silence to mourn the tragic death of Nirbhaya, found the commissioner in a rare reflective mood. He even quoted Shakespeare — "There is a tide in the affairs of men/which, taken at the flood, leads on to fortune... ( Julius Caeser) — to assert that the December 16 gang-rape was a watershed moment in the history of policing in the capital.

"This case has the power, strength and propulsion to bring about major changes in the way offences against women are dealt with by the police, prosecution, courts and even medical teams," he said in his 30-minute address that dealth solely with the Nirbhaya case.

Asked whether he had taken moral responsibility for the incident and offered to resign, Kumar said, "No, my job is to lead the police force and not to run from a problem. I have to keep the morale of (my) men high and I am not a quitter. I will keep on doing my work till the government has faith in me."

45 rape, 75 molestation cases reported in capital after Delhi gangrape 

New Delhi, 18 Jan 2013 [CNN-IBN] – The outrage over the December 16 gangrape appears to have had no effect on offenders as three rapes and five molestations were daily reported during the fortnight after the incident in the capital. The city witnessed 45 rapes (three in a day on an average) and 75 cases of molestation (five in a day on an average) in the last 15 days of 2012.

The Delhi gangrape had evoked violent protests in the capital. Delhiites were on streets demanding justice for the 23-year-old victim who died in Singapore on December 29. A glance through the data of 2012 about crime against women presents a dismal picture for Delhi as the city reported a whopping 23.43 per cent rise in rape cases and 10.65 per cent increase in molestation cases.

Delhi Police statistics showed that 706 rape cases were reported in 2012 compared to 572 cases in 2011 while 727 cases of molestation have been reported as compared to 657 cases in 2011. Police, however, say the incidence of rape per one lakh population has shown a steady decline in Delhi - coming down from 4.42 in 2005 to 4.15 in 2012.

In all the rape cases barring 26 of them, the accused were known to the victim - 207 were family members and 200 friends. Govindpuri police station area had the highest number of rape cases with 21 followed by Sangam Vihar (17) and Shakarpur (15). "The rate of conviction of rapes in Delhi is much higher than national rate. We are not taking solace in this. We need to do much more," Delhi Police Commissioner Neeraj Kumar said.

In 2012, 727 cases of molestation have been reported in Delhi as compared to 657 cases in 2011. Out of the 727 cases reported in 2012, as many as 94 per cent cases have been solved. In order to address rising incidence of crimes against women, Kumar said, Delhi police has continued its efforts to spread awareness among various sections of society through 'Parivartan' scheme.

"Also, there has been a steady increase in visibility of women police in selected police stations, PCR vans and motorcycle patrols. To counter problems of sexual harassment, women police are deployed in civil clothes at appropriate places. The police stations at North and South Campus have majority of women police officers," he said.

14 children go missing everyday in Delhi, says police 

New Delhi, 18 Jan 2013 [CNN-IBN] – As many as 14 children go missing daily in the city, Delhi Police said Friday. According to a survey by the Delhi Legal Service Authority, 59 percent of the children who went missing between April 2011 and August 2012 left their homes on their own while 17 per cent got lost in the city.

In 2012, 3,675 cases of children being kidnapping were registered as against 3,529 cases in 2011.

"Around three percent of children were abducted," police said.

Over 1,900 policemen faced disciplinary action in 2012

New Delhi, 19 Jan 2013 [PTI] – Close to 2,000 Delhi Police personnel faced disciplinary action last year. A total of 1,968 police personnel faced action and out of which 112 were dismissed, terminated or removed from the force. Another 345 had to forfeit service. "Several claims are made that there is no accountability. But we take strict action in such cases and our vigilance teams will continue surprise checks," Delhi Police Commissioner Neeraj Kumar said. In 2011, 10,800 policemen faced punishment, ranging from dismissal to seeking explanation, which was a ten fold jump as compared to 2010.

Delhi rape: Lawyer says hang victim's friend!

NEW DELHI, 17 Jan 2013 [Yahoo! India News] – The five persons accused of gang-raping and killing of a 23-year-old Delhi girl in a moving bus have got lawyers to defend them.

All the accused also assaulted her 28-year-old male friend. Both were thrown out of the bus after around 40 minutes, battered, naked, bleeding and shivering. The lady's friend will be the main witness in the case.

Meanwhile, a lawyer who volunteered to defend one of the six accused, Mukesh, brother of the main accused Ram Singh, said the victim and her friend were responsible for the assault.

Manohar Lal Sharma, a 56-year-old Supreme Court advocate, said the victim's friend was responsible for the attack as the couple should not have ventured out on the streets at night.

He further went on to say that he never heard of a respectable woman being raped in the country.

Speaking to The Independent, Manohar said: 'I have not seen a single incident or example of rape with a respected lady. Even an underworld don would not like to touch a girl with respect.'

Blaming the victim's friend, Manohar told The New York Times: 'This all happened because of the lust of the boy. This is the boy who should be hanged. He's responsible for everything. He should be punished.'

In an interview with Bloomberg, Manohar was quoted saying that he was 'confident that the men will be proved innocent because there are a number of problems with the police investigation.'

"We will plead not guilty. We want this to go to trial," Manohar told Reuters.

"We are only hearing what the police are saying. This is manipulated evidence. It's all on the basis of hearsay and presumption."

Manohar said the police had rushed through the investigation against the five men even when they were not ready with the key detail of the age of the sixth member of the group, who lured the woman and a male friend into the bus and, according to leaked accounts, was the most brutal in the attack.

"When you have not even established the age of this person, how can you go to court bringing the charges against the others, and say your investigations are complete," Sharma said.

"We all know how police investigations are carried out in India."

Manohar also accused that Mukesh was being brutality tortured in police custody.

Sharma said police had sexually assaulted his client with a stick and humiliated him. "They urinated in his mouth, they did all kinds of things to him. He is facing the same torture now from the jail inmates," he said.

Lawyer VK Anand is representing the main accused Ram Singh, ML Sharma is defending Mukesh, AP Singh is representing Akshay alias Thakur and Vinay Sharma, while the fifth accused Pawan Gupta will be represented by counsel Vivek Sharma. 

The sixth accused is a juvenile and his case is being heard by a Juvenile Justice Board.

The police have charged the five under sections 302 (murder), 307 (attempt to murder), 376 (2)(g) (gang-rape), 377 (unnatural offences), 395 (dacoity), 396 (murder in dacoity), 365 (kidnapping or abduction with intent to secretly or wrongfully confine a person), 394 (hurting in dacoity), 201 (destruction of evidence), 120B (conspiracy), 34 (common intention), 412 (dishonestly receiving stolen property), and 397 (robbery or dacoity with attempt to cause death or grievous hurt) of the Indian Penal Code.

Unplanned colonies fuelling capital crime: Delhi Police

New Delhi, 18 Jan 2013 [IANS] – There has been a 1.75 percent increase in the national capital's crime graph in 2012 in comparison to 2011, Delhi Police said Friday but attributed city crimes largely to growth of "unplanned colonies". Crime against women too went up, they said.

A total of 54,287 cases were registered under Indian Penal Code (IPC) in 2012. In 2011, the number of cases was lower at 53,353, Police Commissioner Neeraj Kumar said, adding that it was a rise of 1.75 percent.

Despite the increase in crimes, Delhi Police solved 53.15 percent cases in 2012 in comparison to 51.47 percent in 2011.

"In Delhi, almost 65 percent of the population lives in unplanned colonies. About 11.7 percent live in rural or urban villages while only 23.7 percent people staying in planned colonies, which is an important causative factor for crime in Delhi," Kumar said.

He said the number of cases per lakh of the population declined from 392.64 cases in 2001 to 318.98 in 2012.

In 2012, 521 cases of murder were registered as against 543 cases in 2011 -- a decline of 4.05 percent.

Analysis of motives in murder cases in 2012 reveals that 20.54 percent of the cases were due to sudden provocation or trivial issues, 12.86 percent due to old enmity, 14.59 percent were sex related, 10.94 percent were over differences among family members and 8.83 percent were due to disputes over property.

Only 13.82 percent of the murder cases were crime related, Kumar said.

He said cases of crime against women went up last year.

In 2012, 706 rape cases were reported compared to 572 in 2011. Also, 727 cases of molestation were reported last year but 94 percent of them were solved.

A total of 2,402 heinous crimes--including 707 rapes, 21 kidnapping for ransom, 79 riots, 608 robberies, 439 attempt to murder, 521 murder and 28 dacoity -- were registered last year in the comparison to 2,171 in 2011.

However, 51,885 non-heinous cases -- including 136 extortion, 1,440 snatching, 1,747 hurt, 1,715 burglary, 14,391 motor vehicle theft, 1,746 house thefts, 5,895 other theft, 727 molestation, 3,675 kidnapping, 274 abduction, 1,822 fatal accidents, 5,115 simple accidents and 13,202 other cases -- were registered in 2012 in the comparison of 51,182 in 2011.

Self-defence lessons for DU students from police

New Delhi, 18 Jan 2013 [Hindustan Times] – The Delhi Police plan to conduct self-defence training in a number of Delhi University (DU) colleges.

A session was recently conducted at Miranda House, police said. The training modules will have lessons in basic defence tactics and will be extended to most DU colleges.
"We plan to cover all colleges of DU and not just girl's colleges. Students have come forward in large numbers and have shown a great deal of interest.

This whole exercise will be repeated very soon since the first session was only a demonstration. Students will be taught basic defence techniques like freeing themselves from the attacker and how to use objects close at hand to protect themselves," said Sindhu Pillai, DCP (north).

This initiative came several days after students from various other colleges had taken matters into their hands and decided to work for greater safety. 

"We have been continuously stressing on safety of the students. We have taken several initiatives of our own, including writing to the Lieutenant Governor, for increased safety around the college and hostel area," said Manaswini Yogi, professor, Indraprastha College.

Bus conductor raped 4-year-old sudent in school bus

MUMBAI, 19 Jan 2013 [TOI] ---- A 35-year-old school bus conductor has been arrested by police for allegedly sexually assaulting a four-year-old nursery student of a premier Juhu school on a moving school bus. 

Vile Parle resident Ramesh Rajput committed the crime on the young girl on Tuesday afternoon when the bus was dropping children home. The victim was the last child left on the 16-seater vehicle. Police officers said that, in breach of a state government policy, no woman attendant was present on the bus at the time of the offence. The school, however, insisted that a female attendant was at hand and it was she who "confronted" conductor Rajput and "stopped" him. 

Police arrested Rajput on Thursday and booked him for rape and molestation under the Indian Penal Code and invoked several sections of the Protection of Children from Sexual Offences Act, 2012. He was produced before the Andheri magistrate court on Friday and remanded in police custody till February 1. Meanwhile, the bus driver was made a witness in the case based on his version that he was unaware of what was going on in the back. 

"We have effected immediate arrest of the person concerned, registered a strong case for a non-bailable offence and will ensure that the culprit is punished severely. We will also terminate the contract with the bus owner," said a trustee of the girl's school. 

The crime occurred around 1pm on Tuesday after the bus left the school with more than a dozen nursery students, including several girls. One by one, the other kids were dropped off. A resident of the western suburbs, the victim was sitting in the front row waiting for her turn, when Rajput threatened her to go with him to the backseat, officers said. He then sexually assaulted her. According to a statement released by the school, the girl was "first pushed and then touched inappropriately". As her residence neared, Rajput warned the child of dire consequences if she spoke about the incident to anyone. 

Police officers said the child, in shock, did not reveal the crime to her parents on Tuesday. She did, however, make it known on Wednesday. According to the school, the child spoke to her father, who reported the offence in writing to the principal at 4pm on Wednesday. 

"The principal initiated an immediate medical check-up of the child," said the school statement, and on Thursday the school "handed over the bus driver, lady attendant and the accused". The statement declared that the lady attendant was present in the bus "at all times as per the guidelines of the school" and she "immediately confronted" the conductor during the act of the crime and "stopped" him. "The lady attendant was a supportive witness", the statement claimed. 

On this however, the police differed from the school. Officers said there was no female attendant on the bus at the time of the crime. 

The bus was engaged by the school, it admitted, on a yearly contract and guidelines given to "the transport vendors with respect to lady attendants, cleaning norms, etc. This has to be followed religiously". Despite several attempts, the contractor was unavailable for comment. 

As per the rules prescribed in the state government's School Bus Safety policy, a school bus ferrying female students has to compulsorily employ a lady attendant. She has to remain present in the bus from the start of the journey till the last student is dropped off. The policy also demands that the school and the bus contractor sign an agreement requiring background checks on bus personnel by the contractor. At the same time, the school is made responsible for ensuring proper training for bus drivers, cleaners, conductors and attendants. 

The police on Friday said they are inquiring into the lapses that possibly led to the Tuesday offence. They are also probing if Rajput committed a crime on any other child in the past. He has been slapped with Indian Penal Code sections 376 (rape), 354 (criminal force to woman with intent to outrage her modesty) and 509 (word, gesture or act intended to insult the modesty of a woman). "We also applied sections 3 (penetrative sexual assault), 7 (sexual assault) and 12 (sexual harassment of the child) of the Protection of Children from Sexual Offences Act, 2012, in the case," said additional police commissioner (west region) Vishwas Nangre-Patil. 

Officers said the rape section was added taking into account a Supreme Court judgment that says that penetration is not necessary to establish the offence of rape. The Protection of Children from Sexual Offences Act, 2012, was invoked for it victim-friendliness. It bars direct confrontation between the victim and the perpetrator during investigation and trial, gives children the comfort of having a friend or family member with them while deposing, and directs police personnel to go to the victim's home to take his or her statement and to do so in plainclothes.
