IMPHAL, March 20, 2013 [TSE] --- The Kuki National Organisation has condoled the death of Moshon, Secy-Home of United Minority Liberation Army, a constituent of the Kuki National Organisation, an umbrella organisation comprising 17 armed groups, who was allegedly killed by Nationalist Socialist Council of Nagalim (Isak Muivah) on March 19.
Dragged out from a public meeting at Khangsim village by two stooges of NSCN (IM), Kosil and Koipiboy, Moshon was killed at Komlathabi for his commitment to resurrecting his root identity, Kuki, the KNO said in a statement signed by its president, PS Haokip.
The stooges of NSCN (IM), no doubt pseudo Nagas, have committed a crime against a honourable man, who strove to serve his people, the Kuki nation, it said.
The void left by Moshon's death is immense, but his sacrifice for the Kuki nation will not be in vain. His death will serve as acatalyst to fulfill the sacrifices he has made - the entire armed wing of KNO and the Kuki people will leave no stone unturned to fulfill his dream of a fully revived Kuki nation in Chandel, as in all Kukilands. All seventeen armed groups of KNO condoled Moshon's untimely demise while also praying for the family and friends he left behind.
According to The Imphal Free Press, the dead body of Saka Moson Khoubu Maring (40), son of Sonpien Khoubu Maring of Khansing village, Chandel district was handed over to his family members after post mortem at the Jawaharlal Nehru Institute of medicals science today (March 20).
It may be mentioned that Saka Moson was reportedly picked up by three unidentified persons from Khangsim village and his bullet ridden body found in Khukham village, on the eastern side of Jora farm, reports The Imphal Free Press.

DoT may recommend extending prepaid services in J&K, North East
According to sources, DoT may seek Committee of Secretaries approval to extend pre-paid mobile services which should end by March as per the prevailing order.
The department had issued an order to stop pre-paid mobile services in these three service areas due to security reasons.
Sources also said that DoT has noted improvement in consumer details provided in the application for mobile connections in these telecom service areas.
Also, DoT is contemplating to challenge a telecom tribunal TDSAT ruling against the government order which was issued to limit acceptance of Gram Panchayat certificate and Voter cards, issued during a certain period of time for mobile recharges and connections to reduce fake connections.
"Keeping in view the overall improvement in performance in the CAF (consumer application form) audit, we may consider recommending to CoS that the pre-paid service in the three areas ie J&K, Assam and North East may be extended for a period of two years effective from April 1, 2013," a DoT source said.

14-year-old gang-raped in Kolkata, 2 arrested
Kolkata, March 11, 2013 [IANS] --- A minor girl was allegedly gang-raped in the wee hours of Monday in the city's Jadavpur area. Two of the accused have been arrested, police said.
"Following a complaint of gang-rape we have arrested two persons. The 14-year-old victim was allegedly raped and at least three to four persons are suspected to be involved," Deputy Commissioner (Jadavpur) Sujay Chanda said.
"A medical test on the victim to ascertain rape will be conducted soon," Chanda said.
According to police, the victim, along with another girl, had gone for a bath to a pond in the locality at around 3 a.m. on the occasion of Maha Shivratri. Two young men started teasing the girls.
While her companion fled the spot, the victim was forcibly taken by the youths to a building still under construction and raped.
The incident comes just two days after West Bengal Human Rights Commission chairman and former Supreme Court judge Asok Kumar Ganguly said West Bengal "was not lagging behind Delhi in the number of atrocities on women, and may have (even) surpassed the the national capital (in such crimes)".

ZYA Cultural Troupe to Represents Manipur in Delhi
A 16-member Zomi Cultural Troupe (14 girls and 2 men) from the Zomi Youth Association (ZYA) GHQ, Lamka, arrived in New Delhi on March 6, 2013, via the Rajdhani Express from Guwahati. They are currently accommodated in a hotel at Sant Nagar, East of Kailash.
The team is set to perform cultural dances as representatives of Manipur during the International Women’s Day celebrations at the Indira Gandhi National Centre for the Arts (IGNCA), CV Mess, Janpath, New Delhi, on March 8–9. The event will be inaugurated by the Union Minister for Culture, with prominent women dignitaries such as Smt. Sonia Gandhi and Smt. Sheila Dixit expected to attend various sessions before the event concludes on March 14.
The team may also participate in Sunday worship services at EBC Church, Dwarka and ZCF, Parliament Street. A Delhi sightseeing tour is planned for March 11, before their return journey on March 12. All travel and accommodation expenses are sponsored by IGNCA.
ZYA Delhi Region is maintaining regular contact with the team. This marks a historic moment as it is possibly the first time a Zomi cultural troupe is representing Manipur at a national-level programme organised by an autonomous body under the central government.

Delhi court charged Manipurs' Iron Lady for suicide attempt
New Delhi, March 5: A court in Delhi on Monday
charged Manipur's Iron Lady Irom Sharmila Chanu with attempt to commit suicide.
On Sunday, she came to the national capital from Imphal, Manipur to appear in
the court in relation to the case where she has been charged with attempt to
commit suicide during her fast until death at Jantar Mantar in New Delhi on
October 5, 2006.If convicted Sharmila, who is out on bail in the case, faces a maximum sentence of up to one year in jail. The next hearing in the case is scheduled for May 22.
The 40-year-old peace-activist is on a hunger strike for last 12 years. She is demanding the repeal of draconian Armed Forces (Special Powers) Act (AFSPA).
On being asked about government's stand on the controversial AFSPA, Sharmila said, "The government and the Army are colluding to cheat the people. The government is of the people, by the people and for the people. The government should control the Army also." "The government will listen. It depends on the movement of the people because we are a democracy. What I want is peace and justice, not the administration of a government that uses violence as a means for their governance," she told reporters, outside the Delhi Court on Monday.
The court said, "It is alleged against you Sharmila...that you on October 4, 2006 at about 8 pm sat at Jantar Mantar on fast unto death until 11.30 pm on October 6, 2006 and refused to undergo medical check up and thereby committed an act with an intention or knowledge that under such circumstances that death may be caused and thereby committed an offence under Section 309 and within the cognisance of this court."
The Magistrate added ,"I respect you, but the law of the land does not permit you to take your life." However, a frail, but determined Sharmila told the court, "I do not want to commit suicide. Mine is a non-violent protest. It is my demand to live as a human being. I love life. I do not want to take my life but I want justice and peace".

Crime against the North East people continues unabated in the national capital territory of Delhi. Just barely two days ago 10 Manipuri students of Delhi University were attacked by some local goons in the national capital, a 24-year-old girl from Manipur was allegedly molested and beaten by her Director on February 26 in Mahipalpur, south Delhi. The victim filed a complaint at the Vasant Kunj Police Station the same day, however, the police, Mr. Ravi Yadav refused to register the FIR.
The victim, Preeti (name changed), have been working at Gold Leaf Spa in Mahipalpur since October last year.
According to Preeti, she was beaten up by a Thai lady named Janya, Director of Gold Leaf Spa, who is also a business partner of Mr. Deepak Mittal, owner of the Gold Leaf Spa on February 26 around 2 pm. She filed a complaint at the Vasant Kunj Police Station on the same evening. When she went to get a copy of FIR today, Mr Ravi Yadav, SI who received her complaint said he has misplaced her complaint letter.
"I was abused, beaten, molested inside our office by our director, Janya. I felt unsecure, I may be beaten or attack any time. Some of my northeast friends were also beaten by her in the past," Preeti told NE Helpline.
General Secretary of North East Helpline, Dr Alana Golmei informed the matter to the PK Malik, the SHO of Vasant Kunj Police Station. NE Helpline media in-charge Bruce K. Thangkhal took the victim to Vasant Kunj Police Station and lodged the FIR u/s 323 IPC this evening. A medical examination was also done with the intervention of NE Helpline.
In the meantime, 10 Manipuri students of Delhi University were attacked in north Delhi on February 24 night in which one of them severely injured and got admitted in ICU while the other two sustained injuries. A case has been registered in Maurice Nagar Police station u/s 323/ 341/ 34 IPC on only February 27.
North East Helpline appeals to Delhi Police to immediately arrest all the accused involved in the crime.

Manipuri Girl Molested in Delhi, FIR Delayed
New Delhi, February 28, 2013: A 24-year-old woman from Manipur was allegedly molested and assaulted by her director on February 26 in the national capital. Although the victim initially filed a complaint at the Vasant Kunj Police Station, the police reportedly refused to register the FIR.
The victim, identified as Preeti (name changed), has been working at Gold Leaf Spa in Mahipalpur since October of last year.
According to Preeti, she was physically assaulted and molested around 2 p.m. on February 26 by a Thai national named Janya, who is the Director of Gold Leaf Spa and a business partner of Mr. Deepak Mittal, the spa's owner. She lodged a written complaint the same evening at Vasant Kunj Police Station. However, when she returned the next day to collect a copy of the FIR, Sub-Inspector Ravi Yadav told her that her complaint letter had been misplaced.
“I was abused, beaten, and molested inside our office by our director, Janya. I feel unsafe—she could attack me again at any time. Some of my Northeast friends have also been assaulted by her in the past,” Preeti told NE Helpline.
Dr. Alana Golmei, founding member of the North East Helpline, brought the matter to the attention of PK Malik, Station House Officer (SHO) of Vasant Kunj Police Station. Later in the day, NE Helpline's media in-charge, Bruce K. Thangkhal, accompanied the victim to the station, where an FIR was finally lodged under Section 323 of the Indian Penal Code (IPC). A medical examination was also carried out with NE Helpline's intervention.
North East Helpline strongly urges the Delhi Police to take immediate action and arrest the accused without delay.

Ten NE students attack in Delhi, Two seriously injured, One admitted in ICU
No FIR Registered, No Action to Arrest the Culprits
According to the source reaching to the North East Helpline, ten North East boys from Manipur were attacked by a group of unknown people on 24 February night in Delhi University campus. While they were returning after dropping one of their friends in DU hostel, a group numbering 8 to 9 people came from behind attacked on them with sticks. When they raised their voice and tried to defend themselves, the culprits fled from the spot. Two of them suffer seriously and one still in Intensive Care Unit, while others suffered.
They received first AID from DU clinic, and then referred to Hindu Rao Hospital, where the admission was denied, then latter taken to St. Parmanant Hospital. The Doctors on Duty at St Parmanant Hospital informed Police and the police took the statement from the victims. A medical legal case is registered at the hospital.
A group of student from Manipur went to Maurice Nagar Police Station to register the complaint in written. The police official has taken the footage of CCTV installed at the place where the incident took place. The police have shown the footage to the students who went to registered the complaint. The police have given assurance to arrest the culprits.
NE Helpline has contacted the Maurice Police Station and found out that no FIR is registered until the filing of this report. Delay in registering the FIR and inactive of Delhi police is the matter of the concern for the North East communities living in Delhi and NCR, who have been constantly targeted for racial attack and sexual violence.
North East Helpline appeals to the Delhi police to register the case against the attackers as per the instruction given by Union Home Ministry in 2012 to book the racial attackers under the Scheduled Caste/Scheduled Tribe Prevention of Atrocity Act and appeals the Delhi Government to compensate to the victims.

Nehginpao Kipgen invited as “Country Expert for Burma” by V-Dem
Nehginpao Kipgen, general secretary of the U.S.-based Kuki International Forum (KIF) and a researcher on the politics of South and Southeast Asia with a concentration on Burma/ Myanmar, has been invited to serve as a “Country Expert for Burma/Myanmar” for a global academic research project called ‘Varieties of Democracy (V-Dem)’. The V-Dem (www.v-dem.net) is a collaborative project of eminent social scientists from different academic institutions around the world.
An invitation letter dated February 13, 2013 states that “You were chosen because you already have expertise on many aspects of the political system…..country and its history. We would be very grateful for your support for this initiative. Improvements in our understanding of democracy depend upon the participation of experts around the world.”
Kipgen in his response to the invitation, which was also posted in his facebook page, wrote “I am honored to be invited as “Country Expert” on Burma/Myanmar by Varieties of Democracy (V-Dem), a collaborative academic research project of the Department of Political Science, University of Gothenburg (Sweden), and the Kellogg Institute, University of Notre Dame (USA). The research theme “Measuring Degrees and Types of Democracy” relates to my area of research interest, that is, democracy, democratic transition, and democratization.”
The V-Dem project aims to “develop more nuanced measurements of democracy: distinct measures of electoral, liberal, participatory, majoritarian, consensual, deliberative, and egalitarian democracy, as well as a number of lower level components of democracy such as free and fair elections, inclusion of women and minorities, judicial independence, and many others. These qualities distinguish V-Dem from extant democracy indices such as the well-known Polity IV and Freedom House indices. V-Dem will cover all countries from 1900 to the present.”

Army Colonel, five others arrested in Manipur drugs haul

Col Ajay Choudhury, a Territorial Army sepoy posted under him, an Indigo Airlines associate manager and three others have been accused of ferrying pseudoephedrine, used for manufacturing heroin, in three vehicles, including the Colonel's official vehicle. Police suspect the Colonel had ferried drugs at least four times in the past.
"We have estimated that the drugs are worth between Rs 15-30 crore in the international market. We caught three vehicles carrying these drugs at Pallel. The three civilians were Kukis and seem to be involved in the drug racket," said Manipur DGP Y Joykumar Singh.
"They seem to have been involved in a number of such operations before. Col Choudhury has been denying his involvement, but one of the cars carrying the drugs was alloted to him by the Army. The consignment was on its way to Moreh, the Indo-Myanmar border town," said Singh. "We had received a tip-off that a big consignment of drugs was on its way to Moreh," he added.
In New Delhi, officials said strict action will be taken if the Colonel is found guilty.

Largest no.of students to appear in HSSLC exam 2013
Imphal, February 21 2013[Hueiyen News Service / NNN]: In Manipur, a total of 26,682 candidates will appear in the ensuing Higher Secondary School Leaving Certificate exam 2013, the largest number of students in five years.
For the exam, which is to commence on February 28, as much as 29,593 students had registered and 2,911 of them was rejected by the council following which 26, 682 have been announced eligible to appear it, he said.
In Arts stream, 6, 899 will give the exam, 648 in Commerce and 19,135 in Science, he informed.
This year, 7, 200 more students have been increased, compared to previous year's 19, 482, he added.
He also said the increase in the number of candidates for the HSSLC exam 2013 is mainly due to the decline in the number of migrating students to other states and also a decrease in seeking admission in CBSE schools in the state.
There will be 29 council centres for the scheduled HSSLC exam which will conclude on March 25, while that of private centres is 32.Official information regarding the exam has been given to the concerned police stations and flying squad teams have also been set up so as to enable smooth conduct of the exam, Kiran said.
However, hectic preparation for the upcoming High School Leaving Certificate (HSLC) exam 2013 scheduled to begin from February 27 is going on and that it would be finished within two-three days, according to a source in Board of Secondary Education Manipur (BOSEM) .
DESAM bars 1924 candidates from 2013 HSLC examination
According to DESAM president Wangmayum Islamuddin, there is clear indication that some officials in the Board of Secondary Education Manipur in connivance with certain individuals/agents tried to forge documents for registering nearly 2000 students to facilitate their appearance in the Board-conducted class X examination scheduled to be held from February 27 .
Explaining on the registration procedure at its Keishampat office today, Islamuddin highlighted that for appearing in the 2012 HSLC examination the eligibility criteria begins with the students' registration to the board from the class VIII level.
contrary to such criteria laid down by the Board, in the previous HSLC examination a total of 7000 students were found to have violated the registration procedure out of which involvement of some Board officials to accommodate about 4382 of the students in the last matriculation examination was detected, claimed the student activist.
Pointing out that these students, from a total of 53 schools, have already been declared as ineligible by student organisations, he further alleged that out of the 4382 de-listed students, 1924 of them were found to be freshly listed among the candidates for the ensuing Board examination.
Cautioning both the Board officials and agents against any further attempt to make these students eligible for the upcoming HSLC examination, Islamuddin also insisted that DESAM would not entertain complaints by the parents/guardians of these students with the assertion that they (parents) have to take the moral responsibility for not following prescribed norms.
