Unprecedented Mindset against North Easterners
(A Plan, Policy and Law Needed to End the Racial Discrimination)

The death of 19-year-old Nido from Arunachal Pradesh at Delhi on 31st January after shopkeepers have beaten and two girls from Manipur attacked at Kotla Mubarak following day, are the realities of ongoing discrimination to the people from North East at India’s national capital. The ruling government at Delhi changed and so the police heads, but the mindsets of the people and the law enforcing agents remain unchanged. The cry and the protest continue that the plight faced by the people of North Easterners will be heard and brought to the end once for all.

The research report of racial discrimination conducted by the Jamia University and published recently in the national news papers has revealed the unprecedented plights faced by the community in national capital. 81% of the North East communities living in Delhi and NCR confessed the discrimination from their fellow county men and women in colleges, universities, work and market places. This report synchronises with two other research reports done by North East Support Centre & Helpline in 2009, where 86% of North East people are discriminated and faced the sexual harassment. The second research on North East Migration and Challenges in Mega Cities reveals another reality of changing trend from sexual harassment to racial discrimination, which means, if you have mongoloid face, you will be discriminated and treated unequal with other fellow country men and women. Nido’s death is one of the realities of the new trend. 

These research findings have also proved that nothing has changed the plight of racial discrimination and sexual attack on North East men and women, even after many assurances given by the Delhi and Union Government. 

In most of the crimes like such as this, the role played by Delhi police is matter of worried and concern. To be very honest, the mindset of Delhi police, particularly those on the ground reality has not changed. They are racist in their mindset and performance of their duty. This is the most worrisome while dealing the plight faced by the North East people at Delhi. In most of the cases, the perpetrators get out of reach because such mindset police personnel. 

The women from North East India continues to face the sexual harassment, most suffer and beared silently in fear of social stigma and loosing of their carries. They face from their fellow colleagues at their work places, colleges and institutions, only a few dares to face the social stigma and the carrier challenges to come out openly and report to the police. Bearing the pain silently will encourage the perpetrators to commit more crimes, which can also be to any women irrespective of which region they belong to. 

New trend of the plights faced by the people from North East India is slightly changing from sexual attack to racial attack. One having the Mongoloid feature could cost your life in India’s national capital. This has been going on for years and the government kept promising to ensure safety to the community, which will be forgotten in a day when a nation issue arises and they will come up with new promises when the crime like Nido’s repeats. 

Sheila Dikshit, then the Chief Minister of Delhi has been heavily blamed for the sexual crime and racial attack on women and North East communities in Delhi. Now the ball is in the court of the staring Chief Minister Kajeriwal. The entire North East communities wait and watch, whether the Kajeriwal will give the lip service and put the promises into the reality to end the unprecedented plight of racial discrimination and sexual harassment to the men and women from North East India. 

The peak of Migration from the North East region to national capital and other mega cities in search of better education and job opportunities in recently years continues and it is predicted the number will increase, which means that 200,000 North Easterners in Delhi will increase their number in near future. As the population increases, the plight of racial discrimination and sexual crimes against the men and women from North East India will likely continue. 

North East Support Centre & Helpline was setup with a group of people voluntarily and they continue to render voluntary service to the victims and to the communities without any financial support from any end. To be very honest as a founding member and former Spokesperson of Helpline, it is very difficult and demanding task. Now, the student bodies from different states of North East India and tribes have come forward to fight together. All sections of the society must come together to end the plight faced by the people from North East India. 

How do we handle and attempt to bring to the end?

First, the most important, there is an urgent need to bring a law and policy to tackle the problem of racial discrimination. Repeated assurance by the government without adopting any specific policy and enacting any law has been the lip service for the government and law enforcing agencies. In order to bring a suitable policy and enact a law dealing the racial attack and discrimination, the Union and Delhi government must invite social scientist, experts and social workers from North East India and others to conduct a series of consultation to help drafting the bill. 

Second, the silent spectators of North Eastern state governments on the plights faced their people in national capital and other mega cities. All the states must adopt a collective policy otherwise in their state level to end the plights faced by their people. Unfortunately and in spite of repeated appealed to all North Eastern states to come up with a plan and policy dealing the crisis faced by their people in mega cities, but it has been not dumped so far. 

Third, the perpetrators do not differentiate the differences between North Eastern states or communities or tribes, when they plan to attack men and assault women. But the response is to encounter the attack and assault depend on the tribe or community or the state the victims belong. This has been the struggle for North East Support Centre & Helpline. One can turn off from one and turn on to other. A collective effort is the need of the hour. 

Four, silent suffers must break out. Keeping silent when one is attacked or taken sexual advantage, it must be reported to the Grievance Cell at the work places, which is a mandatory as per the directive from Supreme Court of India. The offender will only take advantage of you when you keep silent and they will take advantage from others as well.

DoNER to Establish North East Cultural Centre in Delhi

New Delhi, 5 Feb 2014: The Ministry of Development of North Eastern Region (DoNER), Government of India, has confirmed plans to establish a North East Cultural Centre in Delhi to support the needs of people from the North East.

“We fully agree on setting up a cultural centre for the North Eastern states. It should serve as a proper meeting place for North Eastern people,” said U. K. Sangma, Secretary of DoNER, during a meeting held at his office in Vigyan Bhawan, New Delhi.

The meeting was attended by Robin Hibu (IPS), Joint Commissioner of Delhi Police, Ms K. Damayanthi, Joint Secretary of DoNER, Ms Mercy Epao, Deputy Secretary of DoNER, Mr K. Guite, Director of DoNER, and Bruce K. Thangkhal, Media Incharge of North East Support Centre & Helpline, Delhi.

Under Robin Hibu’s initiative, several proposals were presented to the DoNER Ministry, including:

  • Establishing a two-room Helpline at NEC House with dedicated phone lines, recording facilities, and an emergency counselling room.
  • Hiring staff for the helpline, preferably from the North East, on an honorarium basis, along with Delhi Police personnel.
  • Immediate launch of the helpline at NEC Bhawan.
  • Appointing a Liaison Officer for youth at DoNER Ministry to assist North Eastern youths.
  • Assigning a Nodal Officer to share information on education, job opportunities, and awareness campaigns.
  • Collaborating with NGOs to provide counselling for distressed youth.
  • Working with Delhi Police to reach out to North Eastern youths in the city.

The proposed North East Cultural Centre will include a meeting hall, a library on North Eastern states, an information centre for North Eastern culture, and a platform to promote art and culture in Delhi. It will also facilitate regular interactions with students and employees from the North East and coordinate with State Bhawans, various forums, and NGOs to promote North Eastern heritage. Additionally, there are plans to establish a Think Tank Centre of Excellence to support the welfare and development of North Eastern citizens working or studying outside their home states.

The DoNER Ministry has also pledged to support and nurture talent among North Eastern youths in sports and music.

“Along with Ms Damayanthi, Joint Secretary of DoNER, we visited the North Eastern Council Guest House in Yashwant Place, Chanakyapuri, where a dedicated helpline for the North East will be set up next month,” said Robin Hibu, who also serves as the Nodal Officer for North Eastern affairs.

Letter to Mother India

Dear Mother India,

From the day I was born, you were the first sight I saw. My first steps were in your soil. I spent a month memorizing your national anthem. Recited it with pride among my peers in second grade.

Ever year, I celebrated the Republic Day and Independence Day. Watched all of Gandhi’s movies and a few of Bhagat Singh’s.  Learnt of our rich history of the Mughal Empire and the Maurya dynasty.

I visited temples and villages, beaming with pride for the nation I belong to. I walked the marble stones of the Taj Mahal and wondered about the great minds of our ancestors.

On meeting people from another country, I’d tell them with pride, there are 28 states in my country. We may not be economically strong, but we are strong, culturally. We have so many kinds of people, all so beautiful, so many distinct dances and festivals, we are a close-knit family.

I wrote articles about you hoping people would read and get a taste of Incredible India.
But even though I love you still, today I must say goodbye to you. Though my passport is Indian, though my birth certificate claims I’m Indian, and though I’ve lived in these soils all my life, I am not Indian.

To be considered part of a family, you must be accepted by the members of the family. And today, clearer than ever, we have been shown that we are not. Though the country talks of progress, broad minds and acceptance, everyone from street vendors to employees in the biggest MNC’s, a small part of your heart will always discriminate.
The saddest part is what you discriminate upon – our looks. How many times have we read and recited the words, “Don’t judge a book by its cover.” Well, DEAR INDIA, that’s what you do everyday.
I wear a sari to work with a patriotic feeling, tugging the ends with difficulty, and all along the way, I hear chants of ‘Chinese model, Chinese model’. I hang out with my friends in a Chinese restaurant, I’ve known them for months, explained to them that I am FROM the country, but half of the conversation goes like, “this is Kimi’s restaurant, order anything  you want….” At outings I get introduced as the Chinese friend. In trains I am referred to as “that Nepali”.

In every city, every town, this is what we go through everyday. We have looked by, hoping and thinking, they will understand and learn of us someday. But such a thing as death, for someone of such a young an age as 20 for reasons relating to his hairstyle, is not something that can be looked by.

Well, I have just one question for you India, are you ashamed of us? Do your rather wish we were foreigners of another country then one of your own land. Even after knowing we are your fellow citizens, why does your taunting never stop?

And what is so wrong in our face? Our eyes are a little small, we are a little fairer, we like experimenting with our hairstyles, does that make us any less a part of India? Or, would you like us all to go through plastic surgeries making our eyes bigger, changing our features, and having oil-slick hairstyles to be deemed citizens of the country?

Are you ashamed that we are of the “scheduled tribe” section of the country? Because in a land where caste says everything, it wouldn’t be surprising. But, just so you know, though we may not have many railroads, looming malls or corporate giants, though a large part of our population may still depend on farming, each day we wake up as Indians. WE toil through India’s soils, we watch Indian channels, we eat and drink India’s food.

Each day we read newspapers of India, checking up on politics, wondering who will be a good leader for what we have for so many years called our country. But now you make us wonder, is it really?

Sikkim CM Provides Vehicle Loans to Unemployed Youths

Gangtok, 4 Feb 2014 – A group of educated but unemployed youths, who completed a three-month motor driving course at the State Institute of Capacity Building in Karfectar, received vehicle loans under SIDICO today. The loans were handed over by Chief Minister Pawan Chamling during the Gram Swaraj Mela.

Among the beneficiaries was Ms Chandrika Chettri from Chisopani, now the proud owner of a Sumo Gold vehicle. She shared with IPR that she plans to use the vehicle as a taxi to earn a livelihood. Being a trained driver herself, she expressed gratitude to the Chief Minister and the state government for providing such opportunities, particularly for women, and for empowering them.

Next to her, Mr Santosh Limboo from Kholaghari, who now owns a Bolero vehicle, plans to use it for tourism purposes. He expressed his deep gratitude to the Chief Minister and the state government, stating that this support will help him become self-reliant.

Mr Subit Narayan Chettri from Lower Mamley, another recipient of a Sumo Gold vehicle, also thanked the Chief Minister and the state government for this opportunity, saying it has allowed him to fulfill his dream. He plans to use his vehicle for tourism.

Mr Saroj Rai from Nandugaon, who received a Hyundai Eon car, said he intends to use it as a taxi in the future. He too conveyed his sincere appreciation to the Chief Minister and the state government.

Their shared message to both educated and uneducated unemployed youth in Sikkim was that they should take advantage of the facilities provided by the state government to become self-reliant and proud vehicle owners and support the government’s efforts to make Sikkim a self-sufficient state.

Women Receive Induction Stoves

Pictured below are Mrs Sabitri Chettri from Dalep Temi Namphing and Mrs Manita Tamang from Namthang Rateypani, who received induction cooking stoves along with utensils.

They expressed their happiness and thanked the Chief Minister and the state government for this benefit. Mrs Chettri said she would now move away from using the traditional chullah (wood-burning stove) and use the induction stove instead, after learning how to operate it from her daughter.

Both women agreed with the Chief Minister’s statement in his speech that these stoves would save women from the hassle of dealing with smoke, lighting fires, and collecting firewood. They also felt relieved when the Chief Minister addressed concerns about electricity costs, assuring them that rural areas would receive subsidised electricity.

Additional Welfare Schemes

Under the Unmarried Women Pension Scheme, Ms Doma Tamang from Upper Boomtar, Namchi, received Rs 500 per month for the period from September to November 2013.

Under the Land Bank Scheme, Ms Santa Kumari Rai from Tinik Chisopani and Mr Bir Bahadur Kami from Sumbuk were among 100 beneficiaries for 2013-2014 who received land grants today.

2 Manipuri women assaulted in Delhi | New Reports

NEW DELHI:
A day after TOI reported about two Manipuri women being ridiculed and physically abused in public by a group of men in Kotla Mubarakpur on January 25, police arrested an accused on Sunday.
 
He has been charged with molestation and voluntarily causing hurt, while a case under Prevention of Atrocities against SC and STs has been added to the complaint.
 
Delhi Police sources, however, denied it was a 'hate crime', and termed it a case of molestation and assault on women.
 
The victims, Tharmila Jajo and Chonmila, were beaten up after one of them kicked a dog in panic as its leash was entangled in her boot. The women insist the leash was tied to the boot on purpose while the cops say it probably got stuck accidentally.
 
The victims' statement was recorded only on Sunday, after the TOI report. "This tells a lot about the way police treat cases of persecution against people of the northeast," said 25-year old Tharmila. The cops maintain there was no negligence on their part.
 
"We have taken appropriate action immediately after the case was registered at the police station," said a police spokesperson, adding that it took time for investigators to identify the accused.
 
The Manipuri women, however, say the cops did not act on their complaint till TOI raised the issue. "We didn't know the perpetrators' names but we recognize them. The cops never asked us to identify the men and they were roaming free in the neighborhood," said Chonmila, who works at a local mall.
 
The arrested man has been identified as Prem Chand, 32, a jobless resident of Kotla Mubarakpur, where the assault took place. He is the owner of the dog allegedly kicked by one of the women.
 
Police said apparently the dog's leash accidently slipped from the hands of the owner. As the dog ran, its leash entangled itself around the foot of the woman. The cops added that they are yet to fully verify this versions.
 
The victims ruled out the possibility of the leash getting stuck by accident. "How can a leash get into my boots on its own? The dog owner tied the leash in my boot and they laughed their heads off when I panicked. When I kicked the dog away as it would've bitten me, the men slapped and started punching," said Chonmila.
 
Senior police officials said that another person, possibly a juvenile, has also been identified to be involved in the incident. "We are probing the involvement of others," said an officer. He added that statements of the two women and three men assaulted along with them were recorded on Sunday.
 
The women said the incident took place around 9.30pm on January 25 while a police case was registered only the next morning. "We sat in the police station from 10.30pm till 6 in the morning. It was after the northeast associations called up joint commissioner of police, Robin Hibu, that an FIR was registered," said Phungreingam Jajo, a friend of the women, who was also beaten up.

Modi slams attacks on northeasterners in Delhi
 
MEERUT: Reacting to the dominant news in the media over the last couple of days, BJP's prime ministerial nominee on Sunday made a passionate pitch for integrating the people of the north-eastern states into the mainstream. He slammed the Centre for the fatal attack on the Arunachal Pradesh student and the harassment of Manipuri girls in Delhi last week and described these as shameful incidents that fly in the face of Delhi's aspirational tag of a global city.
 
Saying these attacks took place under Congress president Sonia Gandhi's watch who is the real force behind the government, Modi, extolling the Indianness of the people of Arunachal Pradesh, said, "While we greet each other with namaste and Ram Ram, the people of Arunachal Pradesh greet each other with Jai Hind. If a youth from such a state is killed in Delhi, it's a matter of shame."
 
Tharmila Jajo and Chonmila, two Manipur women, were subjected to racial abuses in Delhi on January 25. Chonmila, who works in a mall, had gone to a shop managed by Tharmila to buy some Manipuri herbs. On seeing them, one of the goons who abused them tied his dog's leash to Chonmila's shoes and laughed when she panicked.
 
"Whenever I hear that people from Manipur and North-east don't get houses on rent, I feel sad... Like all others, they're also our children and related to us through blood. It's our duty to protect them," Modi said.
 
Without naming the Aam Aadmi Party, Modi said the language used by some of the leaders in Delhi these days is deplorable. "My head bows down in shame when I hear some of the comments," he said.
 
Interestingly, Modi chose not to describe Congress vice president Rahul Gandhi as "shehzade", instead, he referred to him as "man-niye Rahul". Earlier, Congress leader Janardhan Dwivedi had dared Modi to repeat this epithet for Rahul, saying the Youth Congress won't allow him to carry out his political rallies if he didn't stop name-calling. But Modi continued calling Rahul "shehzade" until his Meerut rally.

2 Manipuri women assaulted in Delhi, complain of police apathy
 
New Delhi, February 2, 2014, DHNS: Two women from Manipur have alleged that they were assaulted by a group of men in Kotla Mubarakpur in south Delhi a few days ago. The women, who said the men also made racist remarks, accused the police of delay in filing an FIR.
 
Police denied any reluctance on their part, saying they had booked the accused for assault and acts that intends to insult the modesty of a woman on the same day of the incident—January 24. Further sections were added on January 29.
 
One of the accused, who is said to have led the assault, was arrested on Sunday.
 
The assault came to light after a young student from Arunachal Pradesh was beaten up by some shopkeepers in Lajpat Nagar, leading to his death.
 
Chonmila, one of the Manipuri victims, said that at 9:30 pm on January 24, she had gone to buy some herbs from a local grocery shop managed by her friend Tharmila Jajo.
 
She said some “local goons passed racist remarks” at her and one of them tied the leash of a pet dog to her boot.
 
“She panicked and in self-defence aimed a kick towards the dog. One of them (the goons) informed the dog’s owner, who came with his friends and began assaulting her, saying that she had kicked his dog,” said Sorinthan Haorei, secretary, Tangkhul Students Union, Delhi.
 
“The public watched, but three young men from her community came to her aid. The goons assaulted all of them and even pulled Jajo over her store’s counter. The men were passing lewd and racist comments all the while,” said the students’ union secretary.
 
He said when the girls approached the police, they were reluctant to file an FIR. “They called up some north-east association members, who then rang Joint Commissioner of Police Robin Hibu. The officer gave instructions to file the FIR. We received the FIR copy at 6:30 am the next day,” said Haorei.The police, who have also booked the accused under the SC/ST Act, said they acted swiftly.

1 held for Manipuri girls’ assault
 
The Delhi police has arrested the man accused of assaulting two Manipuri women on January 24 in South Delhi.
The incident was highlighted after the mysterious death of 19-year-old Nido Taniam, son of an Arunachal Pradesh MLA, after a group of men had beaten him up on Wednesday.
 
The to Manipuri women in their complaint had alleged that one of the accused had tied leash of his dog to her boots, because of which she panicked and tried to kick the dog.
 
Seeing this, a group of men started beating her up. When victim’s friend tried to intervene she was also thrashed. She also alleged that the attackers also made racial comments and no one came to their help.
 
Prem Chand, who was arrested by the Delhi police on Sunday, was the owner of the dog whose leash was allegedly tied to one of the victim’s legs. Prem Chand works as a tailor in Kotla Mubarakpur area whereas his father Nanak Chand owns a shop in the vicinity.
 
The two women had alleged in their complaint that the police didn’t take appropriate action and was reluctant to register a case.
 
However, the Delhi police refuted these allegations. “The incident had taken place on January 24 and the police registered a case under sections 323, 353, 509/34 of the Indian Police Code the same day after conducting their medical check-up. After that on the basis of a supplementary statement, sections 354, 394, 427 and SC/ST Act were added to the FIR on January 29,” Delhi police PRO Rajan Bhagat said on Sunday.
 
The police had taken time in arresting the accused as his identification was being confirmed, he added.
 
The police is looking for the remaining culprits and more arrests are likely to follow. “We are interrogating Prem Chand and have some leads. There could be more arrests by tomorrow,” a senior police officer added.
 
The victim was on Sunday called by the cops to the Lodhi Colony police station to record her statement and was then taken to the Kotla Mubarakpur police station for the identification of the accused.

TRIBAL AREAS NOT COVERED BY MANIPUR MERGER AGREEMENT 1949

AGREEMENT made this twenty first day of September, 1949 between the Governor General of India and his Highness, the Maharajah of Manipur.

Whereas in the best interests of the State of Manipur as well as of the Dominion of India it is desirable to provide for the administration of the said State by or under the authority of the Dominion Government.

IT IS HEREBY AGREED AS FOLLOWS:

Article I

His Highness the Maharajah of Manipur hereby cedes to the Dominion Government full and exclusive authority, jurisdiction and powers for and in relation to the governance of the State and agrees to transfer the administration of the State to the Dominion Government on the fifteenth day of October 1949 (there in after 

referred to as "the said day"). As from the said day the Dominion Government will be competent to exercise the said powers, authority and jurisdiction in such manner and through such agency as it may think fit.

Article II

His Highness the Maharajah shall continue to enjoy the same personal rights, privileges, dignities, titles, authority over religious observances, customs, usages, rites and ceremonies and institutions in charge of the same in the State, which he would have enjoyed had this agreement not been made.

Article III

His highness the Maharajah shall with effect from the said day be entitled to receive for his lifetime from the revenue of the State annually for his Privy Purse the sum of Rupees three lakhs free of all taxes. This amount is intended to cover all the expenses of the Ruler and his family, including expenses on account of his personal staff and armed guards, maintenance of his residences, marriages and other ceremonies, etc. and the allowances to the Ruler's relations who on the date of execution of this agreement were in receipt of such allowances from the revenues of the State, and will neither be increased nor reduced for any reason whatsoever. The Government of India undertake that the said sum of Rupees three lakhs shall be paid to His Highness the Maharajah in four equal installments in advances at the beginning of each quarter from the State treasury or at such other treasury as may be specified by the Government of India.

Article IV

His Highness the Maharajah shall be entitled to the full ownership, use and enjoyment of all private properties (as distinct from State properties) belonging to him on the date of this agreement. His Highness the Maharajah will furnish to the dominion Government before the first January 1950, an inventory of all the immovable property, securities and cash balance held by him as such private property. If any dispute arises as to whether any item of propertyis the private property of his highness the Maharajah or State property, it shall be referred to a Judicial Officer qualified to be appointed as a High Court Judge, and the decision of that officer shall be final and binding on both parties. Provided that his Highness the Maharajah's right to the use of the residences known as "Redlands" and "Les Chatalettes" in Shillong, and the property in the town of Gauhati known as "Manipuri Basti" shall not be questioned.

Article V

All the members of His Highness's family shall be entitled to all the personal rights, privileges, dignities and titles enjoyed by them whether within or outside the territories of the State, immediately before the 15th August, 1947.

Article VI

The Dominion Government guarantees the succession, according to law and custom, to the gaddi of the State and to his highness, the Maharajah's personal rights, privileges, dignities, titles, authority over religious observances, customs usages, rites and ceremonies and institutions in-charge of the same in the State.

Article VII

No enquiry shall be made by or under the authority of the Government of India, and no proceedings shall lie in any Court in Manipur, against His highness the Maharajah whether in a personal capacity or otherwise in respect of anything done or omitted to be done by him or under his authority during the period of his administration of that State.

Article VIII

The Government of India hereby guarantees either the continuance in service of the permanent members of the Public Services of Manipur on conditions which will be not less advantageous than those on which they were serving before the date on which the administration of Manipur is made over to the Government of India or the payment of reasonable compensation.

The Government of India further guarantees the continuance of pensions and leave salaries sanctioned by His Highness the Maharajah to servants of the State who have retired or proceeded on leave preparatory to retirement, before the date on which the Administration of Manipur is made over to the Government of India.

The Government of India shall also undertake to make suitable provisions for the employment of Manipuris in the various branches of Public Services, and in every way encourage Manipuris to join them. Setback for Congress: Telangana Bill rejected

Hyderabad, Jan 30: In a major setback for Congress-led UPA government and Sonia Gandhi, Andhra Pradesh assembly on Thursday, Jan 30 rejected the much anticipated Telangana Bill. Chief Minister Kiran Kumar Reddy played a crucial role in spoiling Congress's dream ahead of Lok Sabha election 2014. The state assembly rejected the bill by voice vote. The assembly also passed a resolution moved by the CM rejecting the AP Reorganisation Bill. Following this, the Assembly was adjourned sine die.

The CM earlier on Wednesday threatened to quit politics if the Andhra Pradesh Reorganisation Bill, 2013, is tabled in Parliament in its current form. Reddy was quoted as saying, "The Bill is incomprehensive and incomplete. What the Centre has sent us cannot be accepted by anybody. Even then, if the Centre tables it in Parliament, I will quit my post and quit politics."

Continuing his statement, the CM also added, "The Union home ministry cheated us on the Telangana Bill. It is the responsibility of the home ministry to check the Bill and ensure that it is in proper order before sending it to the Assembly. I am not asking them to correct flaws, but am opposing the Bill."

India's only hospital for fish to open in Kochi

Thiruvananthapuram, Jan 16: The country's first hospital for fish has been sanctioned, and will come up shortly in Kochi, Kerala Minister for Fisheries K. Babu said Thursday. 

The hospital will be set up with Rs.5.6 million assistance from the central government. In a statement here Thursday, the state fisheries ministry said the hospital would come up under the Kerala University of Fisheries and Ocean Studies. It has been named the Aquatic Animal Health Laboratory. "This is going to be a great boon for those people who are into aquaculture and the 'hospital' will act as a one-stop place for technical assistance, help and guidance," Babu said. 

The hospital will also address pollution-related problems faced by the fisheries sector. "The central assistance will come by way of two equal instalments and the Kerala Fisheries University will also chip in," Babu said.

Evangelical clergyman stabbed to death in Andhra Pradesh

A group of strangers murdered an evangelical pastor in Andhra Pradesh and tried to kill his wife as well before they fled the scene of the crime on 11/01/2014.
At present, the government appears unable to deliver justice in the case, but was able to arrest a group of Christians who demonstrated to demand the arrest of the culprits.
The murder victim, Rev Sanjeevulu, died  after two days of suffering.
According to some sources, on the afternoon of 11 January four men visited Rev Sanjeevulu's home in Vikarabad, a village that is 64 kilometres from the state capital of Hyderabad. The clergyman heads a group called the 'Friends of Hebron'.
On the doorstep of the reverend's home, the men said they wanted to "pray with the pastor," but as soon as he came out, they stabbed him seven times and beat him with clubs and sticks.
After she heard screams, Sanjeevulu's wife rushed to him, whereupon the attackers tried to kill her as well. Although she was stabbed, she luckily managed to escape and survived.
The pastor was admitted to Yashoda hospital (pictured) where, despite medical treatment, he died yesterday afternoon from his stab wounds.
The day after the attack, many Christians and friends of the clergyman went to the hospital where they expressed their sorrow for the attack.
Christian leaders in Hyderabad organised a dharna (sit-in protest) demanding justice from the government.
Some of the faithful marched outside the offices of the Chief Minister to demand the arrest of the culprits, but were themselves arrested.
Police did announce that it was launching an investigation into the incident.
Sajan K George, president of the Global Council of Indian Churches, told AsiaNews that he was "deeply saddened" by the murder of the clergyman.
"Although the motive of the attack is not yet known, we must strongly condemn the fact that anti-Christian persecution has made a comeback in Andhra Pradesh. We need to see justice done," George said.
"Approximately three months ago," he added, "we know that Sanjeevulu had a heated discussion with some members of a Hindu fundamentalist group, who threatened him. It could be premeditated murder."
