Isaac Vaiphei breaks record in Manipur

Imphal, June 17, 2020 --- For the first time in the history of Manipur, a 12-year-old boy secured 72% in HSLC Exam result declared today.

Isaac Paulallungmuan Vaiphei (12) s/o Genkholian Vaiphei of Kangvai, Churachandpur district has became the youngest person to cleared HSLC Exam at the age of 12. He appeared HSLC Exam from Mount Olive School, Kangvai Bazar.

MANIPUR: Man killed his younger brother

IMPHAL, JUNE 15, 2020 (UNA) --- Judicial Magistrate First Class, Imphal West-I on June 15 remanded a 32-year-old man in connection with the alleged murder case of his own younger brother by chopping victim's head using spade on June 12 at around 9.30 am.

The incident occured on June 12 morning at around 9.30am at Santhel Awang Leikai under Mayeng Imphal Police Station, Imphal West.

The alleged accused Md. Chesam Siraj Khan (32) S/o Md. Noorjaman of Santhel Awang Leikai was today produced before the court after completion of 2 days' police custody remand along with the prayer for remanding the alleged accused in judicial custody for smooth investigation of the case.

The case IO through APP, elder sister of the alleged accused lodge a complaint before Mayang Imphal Police Station stating that on June12 at around 9.30 am his brother Md. Chesam Siraj Khan (32) hit and chopped her youngest brother Tamir Khan (27) by holding a spade on the head. As a result of which Md. Tamir khan received injury over his head and rushed to RIMS hospital for medical treatment but succumbed due to the head injury at RIMS hospital.

During the course of investigation, the accused  Chesam Siraj Khan was arrested in connection with the case on the same day.

Police also seized the weapon used in the crime -- Iron Spade with bamboo stick having hair strains suspected to be the hairs of the deceased.

On interrogation Chesam Siraj Khan disclosed that he along with his younger brother Tamir Khan live in same house.  He said he was about to get married on June 12. Tamir Khan allegedly scolded him while he was in bed for not doing household work on time.

"He felt bad and came out from his room and hit on the head of his younger brother with a spade which was found at the southern veranda of their house".

The accused is put in judicial custody for further investigation till June 29.

Huge arms recovered by Manipur Cops

IMPHAL, JUNE 12, 2020 --- Under the supervision of Th. Vikramjit Singh, SP Tengnoupal, detected 06 nos. of Glock pistol and one M&P Bodyguard pistol which were kept concealed inside the front driver seat, gear box and stereo panel of a Maruti Swift Dzire by one Khaijamang Touthang (30) s/o Ngamjapao Thouthang of Yangoubung village, Moreh.

Assauting Case of Mr. Kewetshupe Losou (K. Losou) in Bangalore.

MANY of us have seen the viral video of Mr. Kewetshupe Losou (K. Losou) who was assaulted by gang robbery on 12th June evening around 8:20pm between Tin Factory and KR Puran, Bangalore since it has been circulating in several media groups yesterday early evening.

We understand how parents, relatives and our people back home must be feeling and thinking at the moment but we would like to inform everyone that we him this morning and the Chakhesang Union Bangalore (CUB) team gave some financial assistance for emergency purpose and his health condition is better now eventhough he is not in a position to go for work till now.

As per information, he has been in Bangalore for the last 4/5 years now however, he has no contacts with any Community leaders in Bangalore and thus he make this video and circulated about the incident took place so as to spread awareness to stop this thing with migrant workers especially Ne-people. This incident had taken place while he was on his way coming back from work certainly an unknown gang robbery forcefully stop him and attacked on him which cause severe injuries on his body especially his left eye, right hand and head. They attacked him by using abusing words like you guys are spreading Corona virus, Nepalese and using slang words motherchut however, luckily some people came to rescue him and those people run away afterwards. Unfortunately, he neither recognize their face nor Bike Number since they kept under dark area and then run away after assaulting him

About his details, he is from Leshimi Village, Chakhesang Community, Nagaland. He works as a Security Guard at Sathya Appartment Near Tin Factory Bangalore. Kindly spread this awareness so that this thing will not happen again to out Ne-people in Cities. We strongly condemn this kind of act.

AUTO DRIVER LAIBI HONOURED BY CHIEF MINISTER

Imphal, June 11, 2020 (DIPR) --- Chief Minister Shri N. Biren Singh handed over a cash amount of Rs 1,10,000/- to Smt. Laibi Oinam, a street vendor cum auto driver who volunteered to drop a recovered COVID-19 patient from JNIMS, Imphal East to Kamjong district covering 8 hours of journey on the intervening night of 31st May and 1st June 2020.

The cash reward was sponsored by some entrepreneurs from Manipur along with Manipuri Diasporas from US, UK, Canada and Singapore as an encouragement to her for her humane and heroic act and service.

Mentioned may be made that Smt. Laibi Oinam, a resident of Pangei Bazaar, Imphal East, is a mother of two sons and is the sole breadwinner of the family.

A documentary film based on her life entitled "AUTO DRIVER" won many accolades including best social issue film in the non-feature category at the 63rd National Film Awards in 2015 and Best Short Documentary in the Audience Choice category at the 2017 Women's Voices Now Film Festival.

Apart from this, a number of articles have been published about her in many national and local newspapers and journals for breaking the gender stereotypes and glass ceiling.

ANN RAMMAWII HAOKIP, IFS IS IN MEA NOW


THE daughter of Hyderabad-based Bishop Paothang Haokip, Chairman, AIKWS - All India Kuki Worship Worship Service -, and Ruby Haokip, Miss Ann Rammawii, Indian Foreign Service, has recently been transferred from Indian Embassy, Cairo, to Ministry of External Affairs, New Delhi, where she has been given the responsibility of Under Secretary (Nepal).

The earlier write-up on the gifted lady who did her community proud with her first shot at AICS Exam which was posted in this forum (and updated) is reproduced hereunder:

THE GIRL WHO DID HER PARENTS PROUD AT AGE 22.

Ann Rammawi is the daughter of Hyde-based Bishop Paothang and Ruby Haokip of OM - fame. The Bishop's family almost always stayed outside Manipur due to Bro Paothang's engagement and involvement in OM. This outside stay-over gave an advantage to Ann Rammawi to have had a better exposure in her prep for AICS Exam.

A flash of academic brilliance was noticed in Rammawi right from her schooling and 10+2 days in Hyderabad. She completed a BA course in Psychology in DU's Lady Shri Ram College for Women. In her UPSC interview, she said that she took up Psychology as 'it is a social science that helps one to master human behaviour.' That the daughter of the family developed a non-stoppable zeal and desire to make it at AICS levels spoke volumes about the grooming to excel by her mom, Pi Ruby Haokip.

In 2011, in her first attempt in AICS exam, she ranked 620 and got into Indian Foreign Service. Her super success was feted at Sita village, TPL District, Manipur where she moved the lauding audience in narration of her God-fearing and faring preparedness to aim and achieve her ambition. The whole of the nondescript Sita village CDL/TPL Dist was put in the map of her diplomatic assignments by her entry into IFS.

Ann, who had Gloria Gangte, IFS, as her role model, served Govt of India in Cairo in the second phase of her stint abroad. Recently, she returned from the Embassy of India, Cairo, as Second Secretary to join in the Ministry of External Affairs, New Delhi, as Under Secretary. Of a recent feather Ann added to her budding professional cap, mention may be made that she was nominated as one of the 40 'Young Observers' in the UN Assembly Meet in New York in 2018.

Good at strumming guitar and also sing in tune, and having served as the secretary of 'Western Music Society' in her college days, Ann created a niche for herself as an award-winning student, and in her social circles too. She was also a part of a Student Exchange Programme in Singapore in 2009. A civil servant who can put in something extra in addition to her occupational inputs becomes a 'value-added asset."

North East female Cop in Delhi Chased and Arrested dreaded Criminal

They earned Police Commisioner Commendation

NEW DELHI, JUNE 06, 2020 -- "Finally, my cherish  dream of having tough Charlie Angels on streets of Delhi from North East is  exhibited today," says Robin Hibu, IPS, Special Commisioner of Police, Delhi.

During the Naka checking on 4 June 20 in the wee hours at South Delhi Saket area, dreaded criminal having 10 cases with associates tried to overrun the cops at police picket  by speeding bike, manned by these two diminutive but tough two NE female cops Miss Hage Baby and Miss Tailyang Perme  along with male cop chased them, brought them down, arrested them.

"They overpowered the three criminals on bike and arrested the harden criminals after ensuing scuffle and fight".

Today in the top cop meeting, both these gutsy cops from NE states have been honoured  for the first time from NE states  to any of 1000 plus NE cops in Delhi with highest Delhi Police Commendation by Police Chief amidst thunderous applauses by top cops of Delhi.

Many top cops sitting beside  murmured with unbelievable awe stricken feeling: "Oh they are north east girls...."

"Made me seething with pride and to all north east people ... how these shy, diminutive, looking different in the midst of 90 thousands plus Delhi Police force today made our north east people  presence felt  by their bravery, courage, grit and presence of mind in nabbing the harden criminals," Hibu added.

"They too were thrilled when, I congratulated both Taliyang Perme and Hage Baby on the behalf of  north east for making us  proud".

Ethnic Separatism : The Kuki-Chin insurgency of Indo-Myanmar/Burma (Part 1)

ABSTRACT: This article focuses on the Kuki-Chin ethnic groups that inhabit mainly the north-eastern states of India, Sylhet district and Chittagong Hill Tracts of Bangladesh, and parts of Burma/Myanmar. The historical context of deeply contested identity formation among and within these groups, also today, grounds ongoing struggles over sharing of resources, space and power. In the complex scenario of postcolonial states and multiple boundaries, and in light of changing geopolitical conditions, the article demonstrates how efforts to distil ethnic autonomy into statehood will always leave some 'others' dissatisfied. The continuing risk of renewed ethnic violence puts pressure particularly on state parties to come up with sustainable solutions, which presently remain elusive.

Introduction and Overview

This article deals primarily with the contested claims and position of a large and internally plural ethnic group that inhabits mainly the north-eastern states of India, Sylhet district and Chittagong Hill Tracts of Bangladesh, and the Chin state of Myanmar, former Burma. The Kukis or Kuki-Chins are known by different names in the region and its neighbouring states. Generally identified as Kuki in India, they are called Mizo in the Mizoram state of India and Chin in Myanmar/Burma.

Since local people earlier identified themselves through their ancestors, clan histories and names of villages, the Kuki nomenclature itself is a fairly recent ethnic construct. The present article identifies some of the underlying reasons for the confusing manifestations of internal ethnic and linguistic diversities and plurality and explains resulting complexities, including various competing insurgent movements.

It also examines the links with often highly personalised power struggles in these locally and socio-ethnically grounded movements. The discussion of recent central and regional state efforts to pacify warring ethnic groups demonstrates that claims to ethnically based statehood, even if partly successful, are in this region always going to leave some stakeholders dissatisfied. It will be instructive to see how such simmering conflicts are being managed by the new BJP Government of India, with often violent and mostly reluctant Manipur state intervention.

A brief overview sketch may be useful to set the scene for readers. The origin of the Kuki-Chin movements dates back to early local uprisings against colonial rule in 1845-1871, starting in today's Chittagong Hill Tracts of Bangladesh (Haokip, 2008: 139). A series of further battles in 1872 and 1888, followed by Anglo-Chin war of 1889-90 in Burma, preceded the Anglo-Kuki war of 1917-19 in British India, presented by Haokip (1998: 75) as 'The First Kuki War of Independence'. The second Kuki uprising in 1942-1945 ended again in defeat for the Kukis, who soon thereafter found themselves spread over three new nation states.

In independent India's Northeast, many tribal communities gained separate statehood in due course, while most Kuki communities were left out. This, as well as genocidal violence directed at Kuki settlements, led to various insurgency movements. A combination of continuing claims for independence of a Kuki nation (Zale'n-gam) and self-defense thus underpins this particular ethnic insurgency and today the latter is probably a more urgent agenda. The attainment of Mizoram statehood on 27 February 1987, mainly spearheaded by the Mizo National Front (MNF), still left many Kukis deeply dissatisfied with India's handling of 'unity in diversity' (Haokip, 2008: 398).

On the Burmese side, too, official reluctance to grant more autonomy prompted the re-organisation of various Chin insurgent groups. Prominent among these are the Chin National Front/Chin National Army (CNF/CNA) and Chin Liberation Army (CLA). On the Indian side, when genocidal aggression against local Kuki populations increased during the 1990s, this led to a renewal of insurgency movements among Kukis, who felt betrayed particularly by the excessive atrocities inflicted upon innocent Kuki people by the Nagas.

In response, some Kuki leaders formed the Kuki National Front (KNF) to carve out a Kuki Homeland or Kuki state within the framework of the Indian Constitution in India. Another group raised the Kuki National Army (KNA) to fight for the creation of Kuki states, one in India and another in Burma/Myanmar (Haokip, 2008: 402). However, since amalgamation of the Kuki-Chin territories of India, Burma/Myanmar and Bangladesh is clearly not possible across the various international boundaries, at present the CNF/CNA are India-based Myanmar movements and the KNA/KNO is an India-based movement operating partly in Myanmar and mainly in India.

Some progress was achieved when, on 1 August 2005, various ethnic Kuki revolutionary outfits under the umbrellas of the Kuki National Organisation (KNO) and United People's Front (UPF) signed an agreement about 'Suspension of Operation' (SoO) with the Indian Army, with immediate effect. Altogether 19 Kuki revolutionary organisations, operating in the state of Manipur, thereby signaled readiness to engage in political dialogue.

The signing of this Agreement between the Indian Army and the KNO/UPF strengthened Kuki-Chin connections with India. It also signified unification of various ethnic Kuki Chin revolutionary outfits into two main streams, KNO and UPF. The negotiating table of the Indian Army became the first platform for all major rival ethnic Kuki insurgent groups to enter a political dialogue, prompting these groups to shed their internal differences, at least for the moment.

Three years later, on 22 August 2008, a tripartite Suspension of Operation Agreement between the Government of India, the Government of Manipur and KNO/UPF was signed in New Delhi. After various annual extensions, the latest state of play is now that on 22 August 2014 in New Delhi, a formal one year extension of this Agreement was signed by the new BJP Government of India and the KNO/UPF, still with no concrete decisions about when to start the wider political dialogue demanded by the KNO/UPF. The unsettling effects of such limbo situation will need to be discussed further below.

In addition, there are numerous other recognised and unrecognised small tribes, both in India and Burma/Myanmar, who neither embrace nor reject the above terms, and in Burma still others call themselves Zo (Zou) or Zomi (Zoumi). In addition, Kuki-Chin people will also differ in terms of ideology, political affiliations and aspirations, leading to further struggles over nomenclature.

Linguistically, the various words serving as ethnic identifiers are almost always a variant form of a single root, which appears variously as Zo, Jo/Yo, Kseu and Sen and is said by Lehman (1980) to mean 'unsophisticated' or 'uncivilised', contrasting it to Vai ('civilised') by implication to the Burmans (Chongloi, 2008: 125). The two terms Mizo or Zomi both refer to the 'People of the Hill' or 'hillmen'.

Both terms have also been interpreted as referring to the descendants of the progenitor Jo/Zo. On the other hand, it is perhaps not justifiable to pronounce Mizo or Zomi as Mijou or Joumi. An important reason for such reservations is that some negative 'othering' seems to be going on when these terms are pronounced slightly differently. The literal meaning of Zo, Jo or Yo is actually 'father'. In Thadou-Kuki, chun le zo, or in the Paite dialect tuun leh zuah, means 'mother and father'. But when Zomi is pronounced as Zoumi, and Mizo as Mizou, their meanings become something quite different.

In the Thadou-Kuki dialect, Zoumi/Zomi becomes 'a giant, a leviathan, a monster or an ogre', and Mizou/Mizo turns into 'a liar, cheater or fraudster'. To treat them as 'children or descendants of Jo/Zo', it is more sensible to call them Jomi. The word Zo should thus be pronounced correctly as Jo, and not as Jou, as used in Zomi/Mizo nomenclatures today. Zomi would then become Jomi, to mean 'the people or descendants of Jo/Zo', while Mizo should be pronounced as Mijo, but not as Zou, Zoumi or Mizou.

On account of such reasons, the pro-Kuki group finds it hard to use Zou as the common nomenclature for the whole Kuki-Chin group and feel that Zo should be pronounced correctly as Jo to bring out its literal meaning as the descendants of their progenitor. More recent efforts at ethnic re-organisation and assertions of indigenous rights are clearly building on such foundations.

Overall, this convoluted discussion shows that while using any of these ethnic labels and entities, some others cannot be completely ignored. Clearly, so many natural and man-made linguistic and other barriers separate and distinguish one group from another, and there are various agenda for making those distinctions.

Regarding Kuki-Chin terminology, it was long accepted by the British colonial officials that the separation of the 'Jo/Yo/Zo' people as Chin in Burma and Kuki in India and erstwhile East Pakistan (now Bangladesh) was an artificial classification and merely a temporary solution. Despite some earlier plans for a new 'Frontier Province' for them, they have remained permanently divided between different countries, though emotionally and culturally they are to some extent one. Such confusions and tensions are also reflected in the competition between various insurgency/revolutionary outfits.

Kuki and Chin are, then, like both sides of the same coin, combined as Kuki-Chin to cover a large internally diverse ethnic group which, to make things even more difficult, lives interspersed with other communities. The western mountains of Burma are occupied by these Kuki-Chin tribes, with related Nagas to the north. Both communities also have sizeable populations on the Indian side of the border. Both are traditionally animists and members of the Tibeto-Burmese linguistic family, and they compete over the same territory (Haokip, 2013; Kipgen, 2013).

I would like to thank everyone in the name of Christ our Saviour, Who were with us during the last journey of  my beloved mother, Late Ms. Themneihat Simte, who untimely left us on June 2, 2020 at 10:30 PM.

We were shocked and grief-stricken about her untimely demise and were left appalled.

However, it was surprising to see the pain felt by everyone who heard the news of her death.

Condolence messages poured in from several quarters across various platforms, social media and more. Despite Covid-19 pandemic, people from all sections rushed to the hospital and her funeral service.

I  would like to thank in a special way the Kuki CSOs; KKL, KSO and friends from Kuki Film Fraternity who were behind us throughout this hard time. We will ever treasure your good deeds. It would be almost impossible for us to thank everyone in person, but we pray for God's blessings upon each one of you.

Helping Hands continue to deliver Rations for North East

NEW DELHI, JUNE 3, 2020 --- "We continue to deliver rations for needy NE  people. Reviewal of rations for needy NE people today at ration godown of Helping Hands," said IPS officer Robin Hibu, New Delhi, who is also the President of Helping Hands Society.

Hibu stated that it's a 65 days of continuous rations supply for stranded and needy NE people in Delhi and other cities.

"We also started giving rations for Burmese refugees in Delhi, also migrants labours from other states like Bihar, UP".

"Now we will focus on rations for NE poor students, who are undergoing coaching here in Delhi for competitive examinations,  unemployed youth, and abandoned NE females," Hibu added.
