End Ethnic Violence; Restore Peace and Normalcy in Manipur

There is no cessation of the ongoing ethnic violence in Manipur since early May, 2023. Of late, the violence has intensified with killings and counter killings. Since November 7, at least 20 people have been killed in various incidents. In a horrific incident, five bodies of women and children were discovered who were earlier abducted. This has worsen[ed] the situation further.

Right from the beginning, the inept handling of the situation has made the situation grave. Shirking his responsibility as a Chief Minister of the state, Biren Singh has all along toed ethnic line, which doubtless has added fuel to the fire. For the deterioration of the overall situation, he is solely to be blamed. Yet, the central government as well as BJP, the ruling party have refused to remove him from the post. They allowed him to continue with impunity. The current situation is such that the state government and the administration seem to be non-existent.

The time has come for the central government to intervene without any delay. They must immediately put an end to the spiraling violence. Furthermore, the central government should come out from the lackadaisical attitude, which has been witnessed since the beginning, and begin the serious work for a political settlement. It is the only way to restore peace and normalcy. It would also safeguard the rights of all ethnic communities in Manipur.

Ensure safety and security to minority communities in Bangladesh

The situation in Bangladesh is highly concerning as we come across disturbing news of attacks on Hindus and other minority communities across the country. It disturbs the South Asian fraternity and only add fuel to fire. It is important for all of us to build a South Asian democratic fraternity so that all the countries in the region respect their Constitutional values ensuring safety and security, rights and dignity of minority communities, which strengthens democratic politics.

Although, fundamentalist forces are active to create communal divide, the authorities there are yet to take strong measure to curb it. We earnestly request the interim government of Bangladesh to act without further delay to ensure safety and security to all the people from Hindu and other minority communities who are being harassed so that rule of law, peace and tranquility prevails in the country.

Constitute a judicial commission and stop violence in Sambhal.

The present violence in Sambhal regarding the historical 16th century Jama Masjid is thoroughly unwarranted. It has led to at least five deaths from the Muslim community, multiple arrests and assaults. All these are being done in an attempt to disrupt communal harmony.

This is a nefarious design to malign our constitutional democracy, morality as well as constitutional principles of secularism of India. It should be noted that one cannot undermine the Places of Worship (Special Provisions) Act, 1991, which decrees that no legal dispute can be raised on a religious place that existed to August 15, 1947.

It is necessary to uphold the plural, composite values of our society and work towards saving the basic structure of the Constitution.

We appeal to the Uttar Pradesh government to take these actions below:

  • Steps should be taken to stop this unconstitutional illegal activities and enforce the law and order situation immediately.

  • Ex-gratia payment to the families of the deceased.

  • Furthermore, constitute an independent judicial commission under the supervision of a retired Justice to enquire on the matter.

Manipur: IDPs in CMHT

The Governor of Manipur has approved the inclusion of Internally Displaced Persons (IDPs) residing in designated relief camps as an eligible category for enrollment under the Chief Minister's Hakshel Tengbang (CMHT) health scheme.

The provision, effective immediately, will allow IDPs to access the benefits of the CMHT for a period of one year.

However, the directive explicitly excludes government employees and pensioners from this eligibility category.

Hyderabad MP and AIMIM chief Asaduddin Owaisi announced on Facebook that he plans to address the ongoing conflict and the international drug trade in Manipur during today's Lok Sabha session. Silence is the loudest sound. As we entered Imphal Valley, the capital city of Manipur, I felt an eerie silence that couldn't be mistaken for peace. The beautiful northeastern state is missing from the Map of India. It has become a forgotten state.
All one could see while traveling in Manipur right now are scenes of people being hounded out of their lives, rounded up, and herded into camps bifurcated based on community. When we visited the relief camps of both the major communities, Kuki and Meitei, all I could spot was helplessness. Zoned-out faces were looking at the sky remembering their murdered family members, their teary eyes filled with the willingness to return to their homes that now are being burnt and vandalized by an angry mob.

MANIPUR CHIEF MINISTER MUST RESIGN; CENTRAL GOVERNMENT MUST ACT DECISIVELY

The ongoing crisis in Manipur, exacerbated by the catastrophic failure of Chief Minister N. Biren Singh's government, demands immediate and resolute action. The suffering inflicted upon our Zofate brethren due to ethnic conflict has reached intolerable levels.

Chief Minister Biren Singh's inaction and misuse of power have only worsened the situation, making his continuation in office both untenable and shameful. His leadership has not only failed to resolve the crisis but has also perpetuated the suffering of innocent people. We demand that Chief Minister Biren Singh step down immediately. Furthermore, the Central Government must take urgent, decisive action to end this crisis once and for all, ensuring that the people of Manipur reclaim their democratic rights and dignity.

Under Biren Singh's administration, as of 22 November 2024, the violence has claimed 219 lives of our ethnic kin, destroyed nearly 360 churches, and left countless others injured. Over 7,000 homes have been burnt, and 200 villages reduced to ashes. More than 41,425 individuals are displaced, forced to live as refugees within their own country. Such atrocities demand not just leadership but an unrelenting pursuit of justice and restoration.

In a nation celebrated as the world's largest democracy, the continued erosion of human rights and attacks on religious sanctuaries betray the foundational values of justice and secularism. That an elected government would stand idle amidst such suffering is an affront to democracy and a global embarrassment.

The plight of our fellow Zofate weighs heavily on our collective conscience. The MNF government, under Chief Minister Zoramthanga, had shown exemplary leadership in extending substantial assistance to the displaced. Refugees from Manipur, Myanmar, and Bangladesh have been provided with food, shelter, and education. Even now, MNF leaders and MLAs have travelled to Manipur, offering direct support to our affected kin.

We call on all Zofate to unite and safeguard the lives and livelihoods of our people. This is a time for resilience, compassion, and unwavering solidarity. We urge the people of Mizoram to continue their efforts, both individually and through organisations, to extend their support with renewed vigour.

The crisis also underscores the importance of fearless representation. We commend Mizoram MP (Rajya Sabha) Pu K. Vanlalvena for raising this issue with courage in Parliamentary debates, amplifying the voice of the Zofate community and advocating for justice.

The contributions of churches, voluntary groups, and student unions in Mizoram in aiding displaced Zofate are deeply appreciated. Their tireless efforts to provide food, shelter, and care for those fleeing violence embody the spirit of humanity and the unyielding bond of the Zofate community.

We urge Mizoram government to persist in its unwavering support for the displaced and to fulfil their promises with integrity and patriotism. Let their actions reflect the values of justice, compassion, and unity that define our people.

We will wholeheartedly support any initiative by the Mizoram government that prioritises the welfare and well-being of Zofate across the region. Let this commitment serve as a beacon of hope, ensuring that our shared values of unity, compassion, and resilience continue to guide us through these challenging times.

Kuki Inpi, Assam & Kuki Students' Organisation, Assam: Press Release

The Kuki Inpi, Assam, the apex body representing the Kuki community in Assam, expresses its shock and dismay over the recent statement made by the Honourable Chief Executive Member (CEM) of the Karbi Anglong Autonomous Council, Shri Tuliram Ronghang

In his statement, the CEM claimed that 1,000 Kuki migrants from Manipur have settled in Karbi Anglong. This contradicts his earlier claim that the same 1,000 Kuki migrants were deported back to Manipur. Such contradictory and baseless remarks are both surprising and deeply concerning.  

The claim of 1,000 migrants settling in Karbi Anglong is not only implausible but also lacks credibility. The presence of such a large group would undoubtedly be visible and require substantial resources, including humanitarian aid, housing, and relief materials—efforts far beyond the capacity of the local Kuki population in Karbi Anglong. Additionally, it is highly unlikely for Kukis from Manipur to migrate during the ongoing crisis when they are preoccupied with protecting their villages, properties, and lives.  

In Manipur, village leaders have issued stern warnings against abandoning their villages, emphasizing the need to safeguard their homes and communities. Those who temporarily relocated to safer areas were explicitly instructed to return immediately or risk losing their rights to reclaim their homes after normalcy is restored. This further debunks any claims of a mass migration of Kukis from Manipur to Karbi Anglong.  

The statement by the CEM, therefore, is unfounded, misleading, and potentially inflammatory. It risks creating unnecessary tension and confusion among communities in Karbi Anglong and beyond. The Kuki Inpi, Assam, and the Kuki Students' Organisation (KSO), Assam, view such remarks as detrimental to the ongoing efforts to maintain peace and harmony.  

It is unfortunate that certain elements seem intent on extending the communal violence in Manipur to Assam. Despite such provocations, the Kuki Inpi, Assam, and the KSO remain committed to preserving peace, fostering unity, and preventing communal hatred from taking root in Assam.  

We earnestly appeal to all sections of society—irrespective of tribe, caste, or religion—to reject false narratives and baseless allegations. Let us uphold the values of truth, peace, and harmony to ensure the stability and unity of our communities.

Gunfight Between ZUF and NSCN (IM) Traps Civilians in Sangji Village

Noney, Nov 28, 2024: The Rongmei Naga Council Manipur (RNCM) has strongly condemned the ongoing gunfight between the Zeliangrong United Front (ZUF) and the National Socialist Council of Nagaland (NSCN-IM) at Sangji Village. The violent clash has endangered the lives of many villagers, including women, children, the elderly, and the sick, who remain trapped in the area.

Describing the situation as a grave threat to public safety and an act of treason against the community, the RNCM urged both parties to cease fire and vacate the location immediately. The Council demanded accountability for any loss of life or property and called for respect for public sentiment. Local civil society organizations (CSOs) have been advised to initiate rescue operations promptly.

RNCM emphasized the urgent need for calm and cooperation to ensure the safety and well-being of the affected villagers.
