Greater Mizoram Vis-a-Vis Greater India and Its Feasibility

Background: The genesis of Greater Mizoram for the creation of a single administrative unit for Kuki-Mizo people (Vumson,1989), dates back to '1965 Kawnpui Convention' at Churachandpur, Songpi (1772 AD) of  British Songpi Sub-Division 1919, southern part of historical Khongjai Hills,1741-42 (Court Chronicles, Parrat) later called Kuki Hills (History of Kuki Hills in Kanglei Manipur, 1852-1949, 2010 & The Indian Mutiny of 1857, G.B Maleson), of outer Manipur,  held on the 15 to 18 January 1965 and attended by 13 Kuki-Zo organisations such as PNC, VNO, SNO, ZNO, MUM, MNU, HNU, KNA, GTU, KNU and BCC (Baite) respectively. This historical Convention was held in continuation of the resolution of  Kuki National Assembly (KNA) and Manipur Mizo Integration Council (MMIC) of 1964, signed by Holkhomang Haokip, General Secretary of KNA (former MP from Manipur) and KT Lala, Chairman of MMIC. (Twenty Years of Peace in Mizoram, 1986-2006: A Kuki Perspective, DIPR, Govt. of Mizoram)._

Failure of Greater Mizoram Movement 1960s
The probable causes of leaving behind Kuki Hills (1852-1949), former Khongjai Hills (1741-42) of outer Manipur at the 'Gates of Triumph' in 1987 at the attainment of Mizoram statehood by Pu Laldenga, may be substantiated briefly under the following 3 heads as below:

i). Disapproval of Abolition of Chiefship by Guitekual Chiefs: Guitekual is a Chieftaindom of the 2000 Guite clansmen and kins, whom Dr. Tualchin Neihsial described as the 'Tonglawns and Maites' (History of Zomi,(2023), p. 35), and M. Ranjit labelled as in 1877 where 2000 Suktes migrated en mass to Manipur (E-pao@https://e-pao.net),  from Chin Hills during 1877-78,  located in the southernmost part of Parratt's Khongjai Hills (1741-42), later Kuki Hills (1852-1949).

According to Associate Professor, Stanley Touthang, the idea of abolition of Chiefship in Lushai Hill District, under Chiefship Abolition Act. 1952 was passed by the Assam Legislative assembly with effect from January 1, 1953 was enforced and implemented in Lushai Hill district, which was changed into MIZO DISTRICT on the 29th April, 1954, under 'The Lushai Hills District (Change of Name) Act. 1954, was the main reason that the Guitekual Chiefs, who were not a part of Kawnpui Convention 1965, were unwilling to surrender  and abolish their traditional Chieftaindom. In the words of Nengzatun, who was among  the 21 Paite and 19 Hmar tribesmen from Manipur, who went to Saharanpur, Himachal Pradesh, in the year 1968 for training to evade Indian Army atrocities. The following year, some Simte, Vaiphei, Zou and other tribesmen too joined the VVF, (Ethnicity and Insurgency in Myanmar/Burma, 2018).

ii). Pu Laldenga's Sceptism: Some of the surviving veteran MNF volunteers from Manipur (names withheld) opined that Pu Laldenga had the sceptism that once his era of holding the top post  position fades, the chair may be transferred on to Manipur, which made him discard 'Shillong Accord 1975' where the proposed Mizoram state covered till "Senapati Bridge" of outer Manipur Kuki Hills, covering British Jampi Area 1907, British Chassad Area 1907, British Mombi (Lonpi) Area 1907 and British Songpi Sub-Division 1919 (Assam Archive, Dispur, Map.Nos.SA.1/2020/385 Vide.Lib/R135/S1/12,.... S1/13 & ...S1/63) respectively._

iii). Government of India's Reservation: Many Kuki scholars and intellectuals are of the view that the government of India deliberately convinced Pu Laldenga to leave out 'Kawnpui Convention 1965' resolution of the proposed Mizoram state covering 'Khongjai Hills (1741-42) later Kuki Hills (1852-1949)', which the Colonial Government and the Government of India hid in the Archives for a century. The stated part by part maps bearing Map Nos. and Library Nos. were finally uncovered after 115 years (1907 to 2022),  discovered and procured by Kuki Scholars from the National Archives in 2022. It is also imperative to mention that G.A Grierson's Kuki Country 1904 (Linguistic Survey of India, Vol.III, Part III) is the living Historical and Political testimony that Kukis, who fought the colonial regime for consecutive 3 years (1917-1919), shall one day or the other re-claim their 'Ancestral Land', which the colonial government deliberately trifurcated into 3 international boundaries to supress them as punishments. It is also to note that during the IWW, ethnic tribal 3000 Nagas, 500 each Khasi-Garo, 2100 Lushai and 3500 Chin Labour Corps went to France to assist the colonial government for logistic works and as porters. As a reward, the Colonial authority patronised the Naga Hills, Khasi-Garo Hills, Naga Hills, Lushai Hills and Chin Hills which were all later upgraded into states & UTs by the two Governments of India & Myanmar after their respective independence.

Feasibility of Greater India
G.A Grierson's Kuki Country 1904 (Linguistic Survey of India) can definitely be carved out and merged as "Greater India" on account of the current political turmoil in all Kuki-Chin inhabited regions (Kuki Ancestral Land) in parts of Myanmar/Burma in 2021, Outer Manipur in 2023, and Bangladesh in 2024 respectively.
                                                                                                                                                    
In this regard, USA (America) who yearned for the creation of a Christian State near India (Statement of ousted Prime Minister Sheikh Hasina) , and Israel, the blood brother of Manmasi@Manasseh Kukis, would not deny to co-operate with India in this regard, as both of them (US & Israel) are good partner countries for India as well as for the Kukis.

Why Nust India Say Yes to Greater India- Kukiland State?
India must not deny Greater India- Kukiland State as per Bhutan Status (Indo-Bhutan Perpetual Peace & Friendship Treaty, 1949 and India-Bhutan Friendship Treaty, 2007) or any other status it deems socially, politically and economically suited to serve its interest on account of the following:_

i) A consolation to warrior Kukis who confronted the colonial regime during 1917-1919, (Kuki Rising 1917-1919 or Kuki Rebellion 1917-1919), for 3 consecutive years.

ii) A reward for joining hands with Netaji Subhash Chandra Bose during IIWW in 1942-1945, where more than 120 Kuki warriors from Manipur participated in the Indian National Army (INA) or Azad Hind Fauz, (Manipur Ke Azad Hind Fauz Senani Ek Shrandhanjali, published by the Department of Art & Culture, Govt. of Manipur, 2010), to live peacefully like other Indian citizens under the Indian Constitutional protection.

iii) The success of India's Look & Act East Policy fully relies on the hands of Chin-Kuki-Zo people dominating geographically strategic locations such as:

a) Stretch of 160 kms of Trans-Asian Highway (AH) and South-East Asia Trade & Commerce from Hengbung (India) to Khampat (Myanmar) and International Trade Centre of Moreh border town  & Behiang trade centre dominated by the Kukis.

b) Kaladan Multi-Modal Transit Transport Project which comprised of Paletwa in Chin State (Myanmar), Zochawchhuah (Mizoram) & Zorinpui (Myanmar) all inhabited by the Chin-Kuki-Mizo people.

c)  Secure access & security in and around the Chittagong Hill Tracts (CHT) which comprises of the important Chittagong Sea port, inhabited by the Kuki-Chins who play a crucial role in the security of the India-Bangladesh territory bordering Mizoram & Tripura having significant Chin-Kuki-Mizo populations on either side of  the international border and other Indian states.

Mention may be made that the marginalized, sidelined, segregated, socially discriminated, economically deprieved and politically subjugated Kuki people's vulnerability for more than a century in the Indian sub-continent during 1919-1919, 1942-1945, 1956-1988, 1993-1997 and 2023 to the present, is beyond human endurance which the world communities must look into.

In recognition of the above stated creation of Greater India- Kukiland State, a Greater India-Zoramthar@ Greater Mizoram comprising of Kukiland State, Kuki-Chin State, Chin State and Mizoram State can be amalgamated into Zalengam or Zoramthar, to fulfill the cherished dream of departed leaders of 'Kawnpui Convention 1965' for a single Administrative Unit.

CNA instigates, bullies & divides

CNA/F instigates, bullies and divides tribes at the township/district level. CNA's PDA, an ally, is also of the Zo people, just a group without support, and has about 30 troops. CDF Hualngo is also an armed group based in Falam, needs to keep up with more powerful groups nearby. If not, its front row is automatically blocked. CNA uses CDFs for strength and funds. CNA is the biggest virus in Chin State.

There are more than 500,000 Zo people in Tedim, Tonzang, Kale-Kabaw region, India and 70/80% of them support ZRA-EC and PDF Zoland. ZRA-EC wasn't there to shoot PDF Zoland and PDF-Zoland wasn't there to shoot ZRA-EC. PDF-Zoland is a group born out of the Spring Revolution and ZRA-EC was formed in 2013 with a tight political policy.

The rumor that ZRA is collaborating with SAC is just a rumor to get funding. Cowardly online, lying to the public, acts are feminine and unmanly. Shame on them. Actually, the one who collaborates with SAC is CNA/F.

Village Volunteers Coordinating Committee: Press Statement

PRESS STATEMENT

Village Volunteers, Coordinating Committee Call for Urgent Solution and Security Measures for the Kuki-Zo Community

February 26, 2025: The Village Volunteers Coordinating Committee urgently appeal to the Government of India to take immediate steps to restore peace and security for the Kuki-Zo community. Since the outbreak of violence on May 3, 2023, our people have faced relentless attacks from State-sponsored Meitei militia groups, including Arambai Tengol and VBIGs. The continued atrocities and lack of government protection have forced us to take up arms in self-defense.

While we acknowledge the appeal of the Hon'ble Governor of Manipur to surrender all illegal arms. The Kuki-Zo Village Volunteers would like to lay down few points to enable us to surrender arms in the interest of lasting peace and security for our people. We firmly believe that these goals can only be achieved if the following demands are met:

1. Separate Administration for Kuki-Zo Areas We call for the establishment of a Union Territory with legislative powers to ensure the safety, rights, and governance of our people. The stark divide between the Hill Districts and the Valley communities has made peaceful coexistence unattainable.

2. Withdrawal of Manipur State Police from Kuki Areas The presence of State Police in our regions has resulted in harassment, intimidation, and further violence. We demand their immediate withdrawal, allowing local security forces, in coordination with central authorities, to maintain peace.

3. Complete Surrender of Looted Arms by Meitei Militias - Lasting peace is impossible as long as armed groups like Arambai Tengol and VBIGs continue to possess weapons looted from state armouries. We demand their immediate and complete surrender.

4. Legal Protection for Village Volunteers Our volunteers have acted solely in self-defense to protect their communities. We urge the government to ensure that no punitive actions are taken against them and that they are not targeted by law enforcement agencies.

The Kuki-Zo people have always sought peace and remain committed to a peaceful resolution. We are not a threat to national security. Our demands are aimed at ensuring justice, safety, and long-term stability in the region.

We urge the Government of India to take swift and decisive action. The laying down of arms by Village Volunteers is a matter that requires no third-party involvement. We are ready to engage in direct discussions to implement these measures and work toward lasting peace.

KUKI-ZO LEADERS CONSULTATION ON POLITICAL ROADMAP

The Kuki-Zo Council organized a tribe leaders consultation on the political roadmap at VTI, Auditorium Rengkai, on the 25th of February 2025. Hundreds of leaders from recognized tribes and district frontal organizations participated in the consultation.

Rev. HP Runremthang Evangelist At Large ICI encourages the leaders to stand united not only as a kindred but also united as ONE IN CHRIST. Ms. Rosy Roparmawi presents a melodious song.

Shri Henlianthang, Chairman KZC & President Vaiphei People's Council, delivered a welcome and keynote. Rev. Dr. VL Nghakthang, General Secretary (Admin) KZC & Hmar Inpui Assembly Deputy Speaker, highlighted major activities of the council. He also reminds delegates present in the meeting that KZC is not a nomenclature, but it is formed to strive for common political challenges facing the Kuki-Zo in Manipur—which is an urgent need of separate administration within the provisions of the Indian constitution.

Each tribe's president and representatives including philanthropic and women leaders have shared their opinions towards achieving the political goal, which was followed by a floor discussion.

The consultation made a declaration for political roadmap, including its vision, demand, commitment, and appeal. It also identified 7 plans of action of the council towards its vision, which is agreed by all delegates and signed by the Council leaders and Tribes President. The council envisions a separate administration in the form of a Union Territory under Article 239A of the Indian Constitution, which ensures the safety, well-being, and self-determination under the Indian Constitution.

Rev. JF Lalropuia, Sr. Executive Secretary of the Manipur Synod, blessed the declaration and the action plan.

Zomi Council Meets DGAR Lt. Gen. Vikas Lakhera, Calls for Extension of SoO and Balanced Arms Collection

 Lamka, Feb 24, 2025 --- The Zomi Council and its frontal organizations met with the visiting Director General of Assam Rifles (DGAR), Lt. Gen. Vikas Lakhera, this morning to discuss pressing issues concerning Churachandpur (CCpur) district and the state at large.

During the meeting, the Zomi Council expressed its support for the imposition of President's Rule in Manipur, viewing it as a necessary step to restore public confidence in governance. The Council also reiterated its stance on the urgent need to extend the lapsed Suspension of Operations (SoO) agreement between the government and hill-based underground groups. The Council emphasized that only such a measure would allow for the immediate resumption of halted political dialogue, while the people continue to demand an early political resolution through broad-based representation.

Furthermore, the Council stressed the importance of ensuring a balanced approach to the collection of illegal arms across both hill and valley districts. It urged authorities to maintain fairness in enforcement measures to prevent any perceived bias.

Another key issue raised was the need for an airstrip to facilitate air services between Lamka and Guwahati. In response, DGAR Lakhera suggested that constructing a heliport might be a more feasible option at this stage. The Council highlighted that improved air connectivity is crucial for medical emergencies and would also save time and energy for other travelers.

The meeting concluded with frank and constructive discussions, during which the visiting dignitary appealed for cooperation in the government's ongoing efforts to address various challenges in the state.

WE ARE deeply disturbed and heartbroken to share the horrifying ordeal faced by Miss Cing Zuan Lun, a young Zomi girl from Tonzang. She travelled to Cikha to celebrate Zomi Nam Ni (Zomi National Day) but was subjected to unimaginable cruelty.

CDF-Tonzang and CNA abducted her and held her in the jungle overnight. During her captivity, she was brutally beaten and molested. The perpetrators, speaking in Zou dialect and Burmese, threatened to shoot her if she resisted.

After enduring this nightmare, she was released the next morning at around 5:00 AM. She is now hospitalized in India, battling both physical injuries and severe mental trauma.

This heinous act is a violation of human rights and a stark reminder of the dangers faced by women in conflict zones. This horrific act must not be ignored—justice must be served!

Delhi University Literature Festival’s Exclusion of Dr. Seilen Haokip: An Insult to Academic Freedom and Minority Voices

The Kuki Students’ Organisation, Delhi & NCR (KSOD & NCR) strongly condemns the unjust and politically motivated exclusion of Dr. Seilen Haokip from the Delhi University Literature Festival 2025. His removal from the panel discussion “The Great Game East: The Northeast Cauldron,” after pressure from Meitei groups spreading fabricated allegations, is not just an attack on one individual but a blatant act of academic censorship that reinforces the ongoing persecution and suppression of Kuki voices.

Delhi University, as an institution of global repute, is expected to be a sanctuary of free speech, open discourse, and intellectual inquiry. Instead, it has bowed to external pressures and compromised its own credibility by preventing a key stakeholder from speaking on an issue that directly affects his people. By silencing a Kuki representative, DU has unofficially endorsed the persecution, discrimination, and suppression of minority voices.

This is not an isolated incident—it is part of a larger pattern of systemic exclusion that the Kuki people have faced for generations. Despite their sacrifices in defending the nation, their contributions to India’s security, and their historic role in resisting colonial oppression, they are now denied the very platforms that should amplify their voices. This exclusion reflects the continuing marginalisations of the Kuki people, whose suffering and ongoing struggle for justice are deliberately erased from national discourse.

For Kuki students, this event is deeply disheartening. We came to this university with the belief that it upholds democratic values and the right to express differing perspectives. But, DU’s actions have made it clear that certain voices—especially those from marginalised communities—are unwelcome.

We demand accountability from the organisers and an immediate explanation for this exclusion. We call upon intellectuals, civil society organisations, and students to raise their voices against such discriminatory actions. Literature and academia must not be used as tools for marginalisation; they must remain platforms where all voices, especially those of the oppressed and marginalised, are given their due space.

Delhi University has failed its own ideals. A literature festival that censors and excludes voices under political pressure is no longer a platform for knowledge-sharing but a tool for reinforcing majoritarian narratives.

The KSOD & NCR stands in condemnation against this blatant discrimination. This act of exclusion does not just affect one speaker—it is a direct affront to every Kuki student and every minority voice in India that seeks to be heard.

 APPRECIATION FOR THE CONSTRUCTION OF "UNITY BRIDGE"

The Indigenous Tribes Advocacy Committee (ITAC), Pherzawl District and Jiribam District, conveys deep appreciation to Hon'ble Chief Minister of Mizoram Pu Lalduhoma and his team for the construction of "Unity Bridge" over the Tuivai River at Sipuikawn village, connecting Sinlung Hills, Mizoram and Pherzawl District Manipur. The bridge was inaugurated on 22 February 2025.

Against the backdrop of ethnic cleansing and pogroms carried out by the Meitei community against the tribal people (Kuki-Zomi-Hmar) in Manipur since 3 May 2023, the construction of "Unity Bridge" has provided a huge relief to the Hmar-Mizo people. 

The "Unity Bridge" will forever stand as a "Living Bridge" among our people, further strengthening the Mizo brotherhood as one people. 

The geostrategic importance of Pherzawl District and the construction of "Unity Bridge" will certainly bring economic progress benefiting everyone, besides fostering further integration among our tribesmen.

The ITAC wishes the Hon'ble Chief Minister of Mizoram Pu Lalduhoma and his government success and prosperity in their future endeavors, and sincerely hopes for further initiatives  in expediting the construction of the main highway Two - Lane RCC "Unity Bridge" II.
