LANGUAGE should not DIVIDE us: A Response to YMA Zokhawthar’s Announcement
WE ARE deeply concerned by the recent public announcement made by the YMA Zokhawthar Branch through a loudspeaker, declaring that refugees and all bonafide residents of Zokhawthar must not use their own dialects or languages, and that only Mizo Trawng (Language) should be used in the locality.
A video clip of this announcement—recorded by someone nearby though the announcer is not visible—has now gone viral on social media. The message in the video has shocked and saddened many people, both within and outside Mizoram. It sends a harmful message of exclusion, at a time when unity and compassion are most needed.
We must remember clearly: these refugees are not strangers. They are our own cousins—people of the same blood and same origin. They are our Zofa, members of the larger Zo ethnic family, just like us. They share our history, culture, traditions, and struggles. Many of them have lost their homes, families, and peace due to war and violence in Myanmar. Zokhawthar has become a shelter for them, a place where they hope to survive with dignity.
Instead of welcoming them with love and respect, this announcement tries to silence them, strip away their identity, and make them feel like outsiders in a land that should feel like home.
India is a free and democratic country. Every citizen and resident—whether local or refugee—has the right to speak their own language and live with dignity. Forcing people to use only one language is not only unconstitutional, but also goes against the spirit of brotherhood, justice, and humanity.
Language is part of who we are. Asking someone to stop speaking their mother tongue is like asking them to forget their roots. Mizo language is beautiful and rich—but it should be shared through love and understanding, not forced by pressure or fear.
We respectfully call on the YMA Zokhawthar Branch to withdraw this harmful announcement. Let Zokhawthar not be known as a place of division, but as a beacon of hope and compassion. Let us build a future together, based on the values we share as Zo people.
Let us not build walls with language—but build bridges of understanding, unity, and healing.
Let love speak louder than any language.

Six Arambai Tengol Members Arrested for Assaulting Police During Bandh in Bishnupur
Imphal, July 8, 2025: In a significant development, Manipur Police arrested six members of the proscribed group Arambai Tengol for their alleged involvement in the physical assault of an officer and police personnel during a bandh observed in Bishnupur district on June 9, 2025.
According to an official statement issued by Manipur Police, the arrests were made on July 8, 2025, following a thorough investigation and identification of the accused involved in the incident. The arrested individuals have been identified as:
1. Laishram Sanahal Singh alias Sana (26), resident of Govindagram Awang Leikai, Imphal West district
2. Laishram Rishikanta Singh (20), resident of Govindagram Awang Leikai, Imphal West district
3. Laishram Premchand alias Kandrang (18), resident of Govindagram Awang Leikai, Imphal West district
4. Kangabam Nongdamba Singh (23), resident of Terakhongsangbi Ward No. 2, Bishnupur district
5. Sarangthem Rabichandra alias Rabi (28), resident of Kangmong Maisnam Leikai, Imphal West district
6. Yumnam Jaswant Singh (22), resident of Lourembam Maning Leikai, Bishnupur district
Police authorities stated that these individuals were directly involved in assaulting security personnel during the enforcement of the bandh, which disrupted law and order in the region.

Assam Rifles Officer Accused of Assaulting Zomi Civilian in Lamka
Lamka, July 6, 2025 — A troubling incident has surfaced in Churachandpur District, where Major Yadu Krishnan of the 37 Assam Rifles (Khuga Battalion) allegedly assaulted a local resident, Mr. Ginneihthuang, aged 46.
According to reports, Mr. Ginneihthuang was beaten without any provocation, sustaining serious injuries that led to his hospitalization.
The alleged assault has sparked public concern regarding the conduct of security forces in the area, particularly given the Assam Rifles' long-held motto, "Friends of the Hill People." Thadou Inpi Condemns Kuki Inpi's Unconstitutional Directive; Reiterates Distinct Thadou Identity
The Thadou Inpi Manipur (TIM), the apex civil body representing the Thadou people, unequivocally condemns the recent joint resolution issued by Kuki Inpi Manipur (KIM) in its Office Memorandum vide Ref. No. 01/KIM/Admn.-OM/22-03/25 dated 5th July 2025 that seeks to impede the lawful participation of elected representatives in the formation of a Popular Government in Manipur. TIM wishes to clarify its position on these critical matters:
1. The term "Kuki-Zo" refers exclusively to individuals who subscribe to the "Any Kuki tribes (AKT)" Scheduled Tribe (ST) category, which had an initial recorded population of 28,342 in Manipur as per the 2011 Census. Thadou Inpi Condemns Kuki Inpi's Unconstitutional Directive; Reiterates Distinct Thadou Identity
The Thadou Inpi Manipur (TIM), the apex civil body representing the Thadou people, unequivocally condemns the recent joint resolution issued by Kuki Inpi Manipur (KIM) in its Office Memorandum vide Ref. No. 01/KIM/Admn.-OM/22-03/25 dated 5th July 2025 that seeks to impede the lawful participation of elected representatives in the formation of a Popular Government in Manipur. TIM wishes to clarify its position on these critical matters:
1. The term "Kuki-Zo" refers exclusively to individuals who subscribe to the "Any Kuki tribes (AKT)" Scheduled Tribe (ST) category, which had an initial recorded population of 28,342 in Manipur as per the 2011 Census. AGREED GROUND RULES FOR IMPLEMENTATION OF THE SUSPENSION OF OPERATIONS (SOO) WITH KUKI NATIONAL ORGANIZATION (KNO) IN MANIPUR
Suspension of Operations (SoO) Agreements between Army and constituents of UPF and KNO have been in force since 1st August, 2005. It has been agreed between Government of India, Government of Manipur and Kuki National Organization (KNO) to formalize these Suspension of Operations and cease hostilities with effect from 22nd August, 2008. To give effect to the Suspension of Operations arrangements, following Ground Rules are agreed to:
(1) Preamble
The Kuki National Organization (KNO) comprising:
(i) Kuki National Front (Military Council) (KNFMC),
(ii) Kuki National Front (Zogam) – KNF(Z),
(iii) United Socialist Revolutionary Army (USRA),
(iv) United Minority Liberation Army (noted Kuki),
(v) United Koren Revolutionary Army,
(vi) Zomi Reunification Front,
(vii) Zou Defence Volunteer (KNO),
(viii) Hmar National Liberation Army (KNO),
(ix) Kuki Revolutionary Army (Unification),
(x) Kuki Liberation Army (KNO),
(xi) Kuki National Army
will abide by the Constitution of India, the laws of the land and the territorial integrity of Manipur.
The KNO will completely abjure the path of violence and will not engage in violent or unlawful activities like killing, injuries, kidnapping, ambush, extortions, intimidations, carrying of arms in public and imposing of 'tax' or 'fines'.
The Security Forces (the Army, Para-military Forces and the State Police) will not launch operations against the Group, as long as they abide by this agreement.
(2) Joint Monitoring Group
All the sides agree to set up Joint Monitoring Group (JMG) headed by Principal Secretary/Secretary, Home Department, Government of Manipur and include the Inspector General of Police (Intelligence), Manipur and representatives of Ministry of Home Affairs, CPOs and Army and the UG Groups to oversee the implementation of the SoO. The JMG would meet once in a month.

"Voices from the Ashes: Why KIM's Appeal to MLAs Is a Stand for Justice, Not a Constitutional Breach"
In support of the Kuki Inpi Manipur (KIM), this response seeks to clarify and defend the intent behind the memorandum issued on 05/07/2025, which urged Kuki-Zo MLAs to abstain from participating in the formation of any government in Manipur until a just and honourable political resolution is achieved. The rebuttal by Thadou Herald is misleading and reflects a narrow legalistic perspective on a deeply rooted political and humanitarian crisis.
1. Moral Authority in Times of Crisis
While KIM is not a constitutional body, it draws its moral, cultural, and customary legitimacy from the collective will of the Kuki-Zo people. In times of ethnic conflict, civil society bodies have historically played a critical role in shaping the political conscience and protecting community interests. The memorandum was not a coercive diktat but a political appeal for solidarity in the face of ethnic cleansing, mass displacement, and systematic violence endured by the Kuki-Zo community since May 2023.
2. No Violation of the Constitution
KIM's memorandum does not forcibly bar MLAs from performing their duties. It merely urges them to refrain from legitimising a government process that has failed to uphold justice for the community. This is a legitimate exercise of community agency and political expression under Article 19(1)(c) of the Constitution, not a violation of democratic norms.
3. Democracy is Not Blind Majoritarianism
While MLAs are elected to fulfil constitutional responsibilities, they are also accountable to the moral will of their people. The call to abstain from government formation arises not from political sabotage, but from the recognition that participating in the current process would mean endorsing a government under whose watch over 300 Kuki-Zo villages and churches have been destroyed, over 200 Kuki-Zo brutally killed and more than 60,000 people displaced. True democratic representation includes standing with one's people during their darkest hours.
4. Cultural Bodies Are Integral to Indigenous Politics
In tribal societies, traditional institutions like KIM are not apolitical spectators. They are guardians of identity, justice, and survival, especially when the state fails to protect its marginalised communities. KIM has every right to express its political stance on behalf of the Kuki-Zo people. Dismissing its relevance as "non-statutory" ignores the ground realities of indigenous governance and representation.
5. Misuse of Legal Language by Thadou Herald
The invocation of laws related to criminal intimidation or sedition by the Thadou Herald is an overreach and misinterpretation. KIM has neither threatened violence nor coerced any MLA. It has exercised its constitutional right to free expression and peaceful political advocacy. In contrast, attempts to label such expression as unlawful can themselves be viewed as undemocratic and suppressive.
6. Call for Unity, Not Division
At a time when the Kuki-Zo people are struggling for survival and justice, internal disunity only deepens wounds. The Thadou Herald's confrontational tone against a collective community resolution only serves to divide, rather than heal. What is needed now is solidarity rooted in justice, not constitutional literalism used to delegitimise genuine grievances.
Final Words:
**The Kuki Inpi Manipur's resolution is a lawful and morally justified political stand.
**MLAs remain constitutionally free but are morally bound to align with their people's cry for justice.
**Governance without justice is governance without legitimacy.
**Attempts to suppress KIM's voice will be opposed through democratic means.

Rebuttal to Kuki Inpi Manipur's Unconstitutional Office Memorandum Dated 05/07/2025
The Thadou Herald, on behalf of the Thadou people, hereby issues this rebuttal in response to the Office Memorandum dated 05/07/2025 issued by Kuki Inpi Manipur (KIM), which resolved that no Kuki or Zo MLA shall participate in the formation of a popular government in Manipur.
1. Violation of Constitutional Duties and Democratic Mandate: Under Article 164(2) and the Tenth Schedule of the Constitution of India, elected representatives (MLAs) have an obligation to fulfil their mandate by participating in government formation to ensure governance and constitutional continuity. Any directive preventing MLAs from doing so undermines democratic processes and violates the collective will of their electorate.
2. KIM Has No Legal or Statutory Authority Over MLAs: Kuki Inpi Manipur is a non-constitutional civil society organisation without any statutory recognition under Indian law. Its issuance of binding resolutions or diktats upon MLAs infringes upon the autonomy of constitutional offices and amounts to unlawful coercion or intimidation under:
1. BNS – Criminal intimidation
2. Representation of the People Act, 1951
3. Fundamental Rights Violation: The KIM resolution infringes upon Article 14 (Equality before law), Article 19(1)(a) (Freedom of speech and expression), and Article 21 (Right to life with dignity) by threatening MLAs with community-backed social boycott or coercion, thereby suppressing their fundamental rights.
4. Overstepping Jurisdiction: KIM's authority is limited only to "Any Kuki tribes" ST category for cultural advisory roles, and does not extend to political diktats, especially against independent constitutional offices like MLAs. Any attempt to enforce such diktats is legally void ab initio.
5. Threat to Public Order and Governance Stability: By preventing elected MLAs from performing constitutional duties, KIM is abetting constitutional crisis, breakdown of governance, and denial of public services, potentially inviting legal action under relevant BNS sections if it incites violence or public disorder.
6. Unlawful Interference in Legislative Functioning: No civil body can bar MLAs from exercising their constitutional functions under Article 208, which guarantees freedom within the legislative domain.
Thadou Herald asserts:
1. MLAs are constitutionally bound to participate in the formation of a popular government.
2. KIM has no legal mandate to issue binding resolutions on the political participation of MLAs.
3. Any further intimidation of MLAs by KIM or its affiliates will be liable for legal proceedings under criminal intimidation, sedition (if inciting disaffection against the Constitution), and violation of fundamental rights.
We demand that Kuki Inpi Manipur:
1. Withdraw its unconstitutional resolution immediately.
2. Cease all forms of intimidation or coercion against elected representatives.
3. Restrict its activities strictly to cultural and community advisory roles within the "Any Kuki Tribes" jurisdiction.
4. Respect the fundamental and constitutional rights of other indigenous communities, including Thadou.
India is governed by the Constitution, rule of law, and democratic values, not by non-statutory organisations seeking to usurp constitutional processes through coercive or intimidatory resolutions.

1. That the notion that the Naga Chief had authority over Kukis contradicts colonial governance structures, as manipulated by some Kacha Nagas.
2. J.H. Hutton (Census of India, 1931) and R. Brown (Statistical Account of Manipur,1873) classified the Kukis as Hill Tribe of Manipur.
3. There is no reference in British official documents that describe the Kukis in Manipur as ALIENS and REFUGEES as manipulated by some sections of Kacha Nagas.
